Israeli forces continue systematic crimes in the occupied Palestinian territory (oPt)

 

(05 – 11 November 2015)

 

  • Israeli forces have escalated the use of excessive force against peaceful protests in the oPt.
  • 7 Palestinian civilians, including a child and 2 women; one of whom is elderly, were killed in the West Bank and Gaza Strip.
  • 124 Palestinian civilians, including 49 children, were wounded in the West Bank and Gaza Strip.

 

  • Israeli forces conducted 57incursions into Palestinian communities in the West Bank and a limited one, south of the Gaza Strip.
  • 118 Palestinian civilians, including 26 children and a woman, were arrested.
  • 27 of them, including 17 children and 2 women, were arrested in occupied Jerusalem.

 

  • Israeli warplanes raided a training site, south of the Gaza Strip, but no casualties were reported.

 

  • Israeli gunboats continued to target Palestinian fishermen in the Gaza Strip sea, but neither casualties nor material damage were reported.

 

  • Israeli forces have continued their efforts to create Jewish majority in occupied East Jerusalem.
  • A room in Jabal al-Mukaber was demolished and 4 olive trees were cut off.

 

  • Israeli settlershave escalated their attacksagainst Palestinian civilians and propertyand settlement activities have continued in the West Bank.
  • 3artesian wells were demolished and bridged in Jenin.

 

  • Israeli forces have turned the West Bank into cantons and continued to impose the illegal closure on the Gaza Strip for the 9th
  • Many temporary checkpoints were established in the West Bank and many others were re-established in a way obstructing the traffic.
  • 9 Palestinian civilians, including a girl, were arrested at checkpoints.
  • 2 traders were arrested at Beit Hanoun(Erez), north of the Gaza Strip.
  • Israeli forces maltreated 3 children and detained them for hours, south of Nablus.

 

 

Summary

 

Israeli violations of international law and international humanitarian law in theoPt continued during the reporting period (05 – 11 November 2015).

 

Shooting:

 

Israeli forces have continued to commit crimes, inflicting civilian casualties. They have also continued to use excessive force against Palestinian civilians participating in peaceful protests in the West Bank and Gaza Strip, the majority of whom were youngsters. Occupied East Jerusalem witnessed similar attacks. During the reporting period, Israeli forces killed 7 Palestinian civilians, including a child and 2 women; one of whom is elderly, in the West Bank and Gaza Strip. Moreover, they wounded 124 Palestinian civilians, including 49 children, 3 young women and a paramedic; 19 of whom were in the Gaza Strip and the remaining others were wounded in the West Bank. Concerning the nature of injury, 90 Palestinian civilians were hit with live bullets,28 ones were hit with rubber-coated metal bullets and 6 others were hit with sound bombs and tear gas canisters.

 

In the West Bank, killings committed by Israeli forces were as follows:

 

On 05November 2015, Israeli forces deployed in the vicinity of “Gosh Etzion” settlement, south of Bethlehem, opened fire at Malek al-Sharif (24), from Hebron, while being present near a bus stop on bypass road (60), due to which, he was killed. Israeli forces claimed that the aforementioned person attempted to carry out a stabbing attack.

 

On 06 November 2015, Israeli forces opened fire at a vehicle with a Palestinian registration plate while passing by a gas station at the northern entrance to Hebron. As a result, the driver namely Sarweh al-Sha’rawi (72), from the city, was killed. She was taken to an unknown destination and was pronounced dead later.

 

On 08 November 2015, Israeli forces stationed at Za’tara checkpoint, south of Nablus, shot dead Suleiman Shaheen (22), from al-Bireh. Israeli websites stated that once a Palestinian, who was driving a vehicle, approached a bus stop at Za’tara checkpoint, he drove fast towards a group of settlers at the bus stop. As a result, 3 of them were wounded. Wounds of 2 of them were serious. However, Israeli forces shot him dead.

 

On 09 November 2015, Israeli forces stationed at “Eliyahu” crossing, southeast of Qalqilya, shot dead RashaEwaisi (23), from the city. Israeli forces declared,“A young woman approached the aforementioned crossing. When Israeli forces asked her to stop several times, she refused, due to which she was shot dead.”

 

On 10November 2015, Israeli settler security guards opened fire at Mohammed Nemer (37), from al-Eisawiya, northeast of occupied Jerusalem, while walking on al-Mesrara Street, opposite to al-Amoud Gate in the Old City. As a result, he sustained several bullet wounds, due to which he was taken to Hadassa-EinKeremHospital, where he was pronounced dead. Israeli forces claimed that Nemer was following the guards and hurried up trying to stab one of them, but both of them directly responded. They opened fire at him and neutralized him. Owners of stores in al-Mesrara neighbourhood refuted the Israeli story.

 

At approximately 15:50, Israeli forces stationed at the “Container” military checkpoint, northeast of Bethlehem, opened fire at SadeqGharbiya (16), from Sanour village, south of Jenin, under the pretext that he hurried up towards the Israeli soldiers trying to stab someone. As a result, he fell to the ground covered in blood before he passed away.

 

During the reporting period, 105 Palestinian civilians in the West Bank, including 49 children; two of whom were wounded in occupied East Jerusalem.

 

The Palestinian civilians wounded in the West Bank were as follows:

 

In peaceful protests against Israeli policies: 76 Palestinian civilians, including 30 children, were wounded. Fifty-four of themwere hit with live bullets and 22 others were hit with rubber-coated metal bullets.

In peaceful protests against Israeli incursion: 24 Palestinian civilians, including 17 children and a woman, were wounded. Twenty of them were hit with live bullets,2 others were hit with rubber-coated metal bullets and 2 were hit with sound bombs and tear gas canisters.

In peaceful protests against the annexation wall and settlement activities: 3 Palestinian civilians were wounded. One of whom was hit with a live bullet and 2 others were hit with rubber-coated metal bullets.

Palestinian civilians wounded in occupied Jerusalem: 2 children were wounded. One of whom was hit with live bullets and a second was hit with sound bomb shrapnel.

 

In the Gaza Strip,Israeli forces killed a Palestinian civilians and wounded 19 others; including a paramedic. Fourteen of them were hit with live bullets, 2 were hit with rubber-coated metal bullets and 3 others were hit with tear gas canisters. Moreover, dozens of civilians suffered tear gas inhalation.

 

On 06 November 2015, Israeli forces stationed along the border fence between the Gaza Strip and Israel, east of Khan Yunis, south of the Gaza Strip, opened fire at dozens of Palestinian youngsters throwing stones at the Israeli soldiers. As a result, Salama Abu Jame’ (23), from BaniSuhaila village, was killed with a live bullet to the chest.

 

The Palestinian civilians wounded in the Gaza Strip were as follows:

 

North of the Gaza Strip: 7 civilians were wounded; 3 of whom sustained live bullet wounds, 2 sustained rubber bullet wounds and 2 others were hit with tear gas canisters.

Central Gaza Strip: 9 Palestinian civilians were wounded; 8 of whom sustained live bullet wounds and a paramedic was hit with a tear gas canister to the head.

Khan Yunis: 3 Palestinian civilians sustained live bullet wounds.

 

In the context of targeting Palestinian fishermen, on 08 November 2015, Israeli gunboats stationed off Khan Yunis shore, south of the Gaza Strip, opened fire at Palestinian fishermen, but no casualties were reported.

 

On 11 November 2015, Israeli gunboats opened fire around Palestinian fishing boats sailing of al-Waha resort, northwest of Beit Lahia village, north of the Gaza Strip, but no casualties were reported.

 

Concerning airstrikes, on 09 November 2015, Israeli warplanes launched 2 missiles at a training site for al-Qassam Brigades (the armed wing of Hamas movement), near al-Hashash neighbourhood, northwest of Rafah, south of the Gaza Strip, but no casualties were reported.

 

Incursions:

 

During the reporting period,Israeli forces conducted at least 57 military incursions into Palestinian communities in the West Bank and 17 ones in occupied East Jerusalem.During these incursions, Israeli forces arrested at least 118Palestinian civilians, including 27 children and 2women. Twenty-seven of these civilians, including 17 children and the 2 women,were arrested in East Jerusalem.

 

During the reporting period, Israeli forces raided houses belonging to families of Palestinian accused of carrying out stabbing and run-over attacks. They verbally threatened the families to demolish their houses within a week. Moreover, they raided the office of the Islamic Charitable Association in al-Shyoukh village, east of Hebron, and confiscated its contents.

 

In the Gaza Strip, on 05 November 2015, Israeli forces moved about 100 meters to the west of the border fence, east of al-Qarara village, northeast of Khan Yunis, south of the Gaza Strip. They levelled lands for few hours and withdrew later.

 

Restrictions on movement:

 

Israel continued to impose a tight closure of the oPt, imposing severe restrictions on the movement of Palestinian civilians in the Gaza Strip and the West Bank, including occupied East Jerusalem.

 

The illegal closure of the Gaza Strip, which has been steadily tightened since June 2007 has had a disastrous impact on the humanitarian and economic situation in the Gaza Strip. The Israeli authorities impose measures to undermine the freedom of trade, including the basic needs for the Gaza Strip population and the agricultural and industrial products to be exported. For 9 consecutive years, Israel has tightened the land and naval closure to isolate the Gaza Strip from the West Bank, including occupied Jerusalem, and other countries around the world. This resulted in grave violations of the economic, social and cultural rights and a deterioration of living conditions for 1.8 million people. The Israeli authorities have established Karm Abu Salem (KeremShaloum) as the sole crossing for imports and exports in order to exercise its control over the Gaza Strip’s economy. They also aim at imposing a complete ban on the Gaza Strip’s exports. The Israeli closure raised the rate of poverty to 38.8%, 21.1% of which suffer from extreme poverty. Moreover, the rate of unemployment increased up to 44%, which reflects the unprecedented economic deterioration in the Gaza Strip.

 

Jewish majority

 

Concerning house demolitions, on 05 November 2015, Israeli bulldozers demolished a room in al-Mukaber Mountain village, southeast of East Jerusalem, belonging to Yasser Bashir, under the pretext of non-licensing.

 

On 08 November 2015, Israeli municipality crews moved into Silwan village, south of East Jerusalem’s Old City, under the protection of Israeli forces. They delivered 9 administrative demolition notices in al-Bustan village.

  1. Incursions into Palestinian Areas, and Attacks on Palestinian Civilians and Property in the West Bank and the Gaza Strip

 

Thursday, 05 November 2015

 

  • At approximately 02:00, Israeli forces moved into Selwad, northeast of Ramallah. They raided and searched 4 houses belonging to FarisHamed, Kheir Allah Hamed; Sami Wardeh and Saleh Hamed. An Israeli Intelligence officer questioned the family members on the spot about the possession of weapons. Israeli forces later withdrew, and no arrests were reported.

 

  • At approximately 02:30, Israeli forces moved into Yata, south of Hebron. They stationed in the western side of the city and then raided and searched a house belonging to ‘AtefMontherShreiteh (14). They arrested the aforementioned child and later withdrew taking him to an unknown destination.

 

  • At approximately 03:00, Israeli forces moved into Jenin refugee camp adjacent to Jenin. They stationed in al-Sa’adi neighbourhood in the centre of the camp and then raided and searched a house belonging to Bassam Ragheb ‘Abdel Rahman al-Sa’adi (53), a leader in Islamic Jihad Movement. When they failed to find him, they raided and searched the houses of his brothers, Ghassan (51) and Qasem (57). Israeli forces also raided the houses of Qasem’s sons, Rabie’ (32) and ‘Abdel Rahman (28) in order to find Bassam but in vain. Israeli forces later withdrew from the camp, but neither further incidents nor arrests were reported.

 

  • Around the same time, Israeli forces moved into al-Nabi Saleh village, northwest of Ramallah. They raided and searched a house belonging to Nedal Hasan YousifJadallah (27). Israeli forces arrested the aforementioned civilian and later withdrew taking him to ‘Ofer detention facility, southwest of Ramallah.

 

  • Around the same time, Israeli forces moved into Halhoul, north of Hebron. They stationed in al-Tharwah and then raided and searched a house belonging to Mahmoud Khalil Media (62). The Israeli soldiers arrested his son, Nedal (22) and later withdrew taking him to where the vehicles were stationed. Meanwhile, an Israeli infantry force raided and searched a house belonging to Merwan Wahid Hneihen (20) and arrested him as well.

 

  • At approximately 04:00, Israeli forces moved into ‘Atil village, north of Tulkarm. They raided and searched a house belonging to Ma’mounSaqer ‘Abdel Rahman Ghanem (20) and arrested him as well.

 

  • At approximately 06:30, Israeli forces moved from “Kisovim” military site around 100 meters to the west of the border fence with Israel, east of al-Qararah village, northeast of Khan Younis in the southern Gaza Strip. The levelled along the border fence from the south to the east of ‘Abasan for a few hours and then redeployed along the border fence.

 

  • At approximately 14:00, Israeli forces moved from the security gate established at the annexation wall, west of Beit ‘Awwa village into the village, southwest of Dura, southwest of Hebron. They stationed in the centre of the village, where there is a popular market for furniture. A number of young men gathered to throw stones and empty bottles at the Israeli soldiers, who chased the stone-throwers and fired live bullets at them.   The Israeli soldiers also fired sound bombs in the vicinity of the houses and at the civilians who gathered in the area. As a result, a 31-year-old civilian sustained burns in the chest and face after a sound bomb exploded in front of him. He was taken by an ambulance to the Hebron Governmental Hospital. Israeli forces later withdrew, but neither arrests nor house raids were reported.

 

  • At approximately 16:00, Israeli forces deployed along the road adjacent to “Gosh ‘Etzion” settlement, south of Bethlehem opened fire at MalekTalal al-Sharif (24) from Hebron when he was near a station for passengers on Bypass Road (60). As a result, he was hit with several bullets killing him immediately. His corpse was taken by an Israeli ambulance to an unknown destination. The Israeli forces claimed that the aforementioned civilian tried to carry out a stab attack. The Israeli media also published that al-Sharif approached a group of Israeli soldiers who were searching for a suspect to arrest him in the bus station. The Palestinian young man then pull out a knife when the Israeli soldiers opened fire at him killing him immediately. However, no Israeli soldiers were wounded.

 

Friday, 06 November 2015

 

  • At approximately 00:30, Israeli forces moved into Tulkarm. They raided and searched a house belonging to Mohammed Jihad TawfiqI’ameir (18) and arrested him as well.

 

  • Israeli forces then moved into Tulkarm refugee camp adjacent to the city. They raided and searched a house belonging to the family of former prisoner, Baker Mohammed Salim Kharyoush (24) and arrested him as well. It should be mentioned that they arrested Kharyoush on his wedding day, which was going to be held on the aforementioned day noon.

 

  • At approximately 01:30, Israeli forces moved into al-Sha’abah area, east of Hebron. They raided and searched a house belonging to Basel Bassam Ragheb Seder (21) who was killed by Israeli forces in the area of Bab al-‘Amoud in the centre of Jerusalem claiming that he carried out a stab attack there. The Israeli soldiers took photos and measured the house threatening verbally the family to confiscate and destroy it within a week. Israeli forces withdrew from the city, and no arrests were reported.

 

  • At approximately 01:35, Israeli forces moved into Qalqilya. They raided and searched two houses, from which Ziad Jamal ‘Aweisat (25) and Mohammed Nayef Farhan (25) were arrested. Israeli forces later withdrew taking them to an unknown destination.
  • At approximately 02:00, Israeli forces moved into Zita village, north of Tulkarm. They patrolled the streets and stopped a number of young men. They questioned them on the spot and checked their ID cards. The questioned civilians were dienitified as ‘AmmarTaysir Mohammed Taym (20); AyoubredwanMasarwah (16); Osayed Mohammed ‘Awadallah (16) and Jihad Nizar Masri (16).

 

  • At approximately 02:30, Israeli forces moved into Jalazone refugee camp, north of Ramallah. They raided and searched 3 houses, from which 3 children were arrested. Israeli forces later withdrew taking the arrested children identified as Ahmed ‘Issa ‘Ata Sharakah (17); Mohammed ‘AtahSharakah (15) and Malek Ahmed ‘Abdel Rahman Safi (15) to an unknown destination.

 

  • At approximately 02:35, Israeli forces moved into Nablus. They stationed in al-Makhfiyah neighbourhood, west of the city. They raided and searched a house belonging to FirasKamel al-Zbeidi (31) near Sa’id Bin ‘Amer School. Israeli forces arrested al-Zbeidi and later withdrew taking him to an unknown destination.

 

  • Around the same time, Israeli forces moved into Tabus. They raided and searched a number of houses, from which they arrested 3 civilians and took them to an unknown destination. The arrested persons were identified as OsaydShafiqAs’ad al-Kharaz (27), his cousin TawfiqRafiqAs’ad al-Kharaz (28) and Rami Ayman Hasan Sharideh (25).

 

  • During the Friday prayer in Wasaya al-Rasoul Mosque in the southern area of Hebron, Israeli border forces and police officers surrounded the mosque and Abu Sneinah area while the Israeli vehicles deployed along the main road. A number of Palestinian children and young men gathered to throw stones at the Israeli soldiers to distance them from the mosque. The Israeli soldiers in response fired randomly tear gas canisters and live bullets. As a result, an 18-year-old youngster was hit with a bullet to the left leg and taken by a PRCS ambulance to the Hebron Governmental Hospital to receive medical treatment. Following the prayer, the Israeli soldiers deployed in the vicinity and started firing tear gas canisters at the civilians, who were supposed to organize a peaceful demonstration demanding to lift up the closure imposed on the city and handing the corpses in custody. The civilians dispersed due to the heavy gas fired by Israeli forces. Meanwhile, the young men threw stones and empty bottles at the soldiers and set fire to tires. The Israeli soldiers then randomly and heavily fired live and rubber bullets at the stone-throwers. As a result, 7 civilians, including 4 children, sustained bullet wounds.

 

Note: During the aforementioned day, Israeli forces carried out incursions in the following areas without reporting any arrests: al-Mowareq village, southwest of Dura, southwest of Hebron; the villages of Howwarah and Burin villages, south of Nablus.

 

Saturday, 07 November 2015

 

  • At approximately 01:20, Israeli forces moved into Haram al-Ramah area in the northern area in Hebron. They raided and searched a house belonging to Sarwah al-Sha’arawi (72) who was killed by Israeli forces at the northern entrance of Hebron under the claims of attempting to run over soldiers. The Israeli Intelligence officers questioned the sons and daughters of the aforementioned woman about the circumstances of her death. Israeli forces later withdrew, but no arrests were reported.

 

  • At approximately 01:30, Israeli forces moved into a number of neighbourhoods in Hebron. They stationed in Abu Roman area and then raided and searched a house belonging to Ibrahim Sa’id Abu Rumouz (24). They arrested the aforementioned civilian and later withdrew taking him to an unknown destination.

 

  • At approximately 02:00, Israeli forces moved into ‘Awerta village, southeast of Nablus. They stationed in the north-western neighbourhood in the village and thenr aided and searched a house belonging to the family of Tariq Raja ‘AbdedDarawshah (29). They arrested the aforementioned civilian and later withdrew taking him to an unknown destination.

 

  • Around the same time, Israeli forces moved into Eastern al-Laban village, south of Nablus. They raided and searched a number of houses. They arrested Na’el ‘Abdel Rahman ‘Aweis (17) and later withdrew taking him to an unknown destination.

 

  • At approximately 03:00, Israeli forces moved into BaniNa’im village, east of Hebron. They stationed in the eastern area of the aforementioned village and then raided and searched a house belonging to the family of Mo’azDawoudManasrah (18). They arrested the aforementioned civilian and later withdrew taking him to an unknown destination.

 

Note: During the aforementioned day, Israeli forces carried out 5 incursions in the following areas without reporting any arrests: Barqah village, north of Ramallah; al-Sorah village, south of Dura, southwest of Hebron; and al-Samou’a village, south of Hebron.

 

Sunday, 08 November 2015

 

  • At approximately 01:00, Israeli forces moved into a number of neighbourhoods from Hebron. They raided and searched a number of houses in different neighbourhoods of the city. They arrested 6 civilians and later withdrew taking them to an unknown destination. The arrested persons were identified as ‘Alaa’ ‘Asem al-Ja’abri (23); Zaid Jamal Abu Zainah (19); Jihad Mahmoud Abu Irmeilah (22); Seif ‘Ali Abu Zaeinah (20); Amjad Mahmoud Salhab (28) and YousifShawar (18).

 

  • At approximately 01:30, Israeli forces moved into Bitounia village, west of Ramallah. They raided and searched a house belonging to Wajih Ibrahim Mesleh (24). Thy arrested the aforementioned civilian and later withdrew taking him to ‘Ofer detention facility, southwest of the city.

 

  • Around the same time, Israeli forces moved into al-Thaheriyah village, south of Hebron. Israeli forces stationed in al-Deir village and then raided and searched a house belonging to Usamah Mohammed HarbQaysiyah (23). Israeli forces arrested the aforementioned civilian and Mo’az (18) and later withdrew taking him to an unknown destination.
  • At approximately 02:00, Israeli forces moved into BaniNa’im village, east of Hebron. They stationed in the centre of the village and then raided and searched a number of houses. They arrested 3 civilians and later withdrew taking them to an unknown destination. The arrested persons were identified as Usamah Bassam al-Zwayed (22); Tamer HishamZyadat (24) and YazanMhamoudHarahshah (20).

 

  • Around the same time, Israeli forces moved into al-Duheishah refugee camp, south of Bethlehem. They raided and searched a number of houses while firing tear gas canisters and rubber bullets. They also raided and searched a house belonging to the family of former prisoner Mohammed ‘Omer al-Sefi (30) and Mohammed ‘Omer Dawoud (27). They arrested them and later withdrew taking them to an unknown destination. It should be mentioned that al-Seifi was released within the Prisoners Exchange Deal in 2011 after he spent 5 years in the Israeli prisons.

 

  • At approximately 03:00, Israeli forces moved into Rantis village, west of Ramallah. They raided and searched two houses. They arrested QosayMofidBallut (21) and ‘Abdel HadiWahdan (23) and later withdrew taking them to an unknown destination.

 

  • Around the same time, Israeli forces moved into al-Fawar refugee camp, south of Hebron. They stationed at the western entrance of the camp and then raided and searched a house belonging to the family of Ahmed RafiqNassar (21). They arrested the aforementioned civilian and alter withdrew taking him to an unknown destination.

 

  • At approximately 03:30, Israeli forces moved into Ethna village, west of Hebron. They stationed in ‘Aziz Valley area and then raided and searched a house belonging to the family of HazemJabrin al-Jayawi (25). They arrested the aforementioned civilian and later withdrew taking him to an unknown destination.

 

  • Around the same time, Israeli forces moved into Yata, south of Hebron. They stationed in al-Karmel area and then raided and searched two houses. They arrested Firas Khaled al-Shamesti (19) and ‘OdayNedalShreiteh and later withdrew taking them to an unknown destination.

 

  • Around the same time, Israeli forces moved into al-‘Aroub refugee camp, north of Hebron. They stationed near the UNRWA distribution Centre and then raided and searched a house belonging to the family of ‘Aziz Mohammed Rushdi (59). They arrested his two sons, Mohammed (17) and Tal’at (20) and later withdrew taking them to an unknown destination.

 

  • At approximately 04:30, Israeli forces moved into Beit Ummar village, north of Hebron. They stationed in Safa area and then raided and searched a house belonging to the family of ‘Ali Waleed Abu ‘Ayyash (15). They arrested the aforementioned child and later withdrew taking him to an unknown destination.

 

  • At approximately 07:50, Israeli gunboats stationed off Khan Younis Shore in the southern Gaza Strip heavily opened fire in the vicinity of the Palestinian fishing boats. The shooting sporadically continued for more than one hour causing fear among fishermen, who were forced to flee. However, no injuries were reported.
  • At approximately 09:30, Israeli forces stationed at Za’atarah checkpoint, south of Nablus, killed Soliman ‘Adel Mohammed Shahin (22) from al-Bireh. The aforementioned was in his white Kia car when the Israeli soldiers opened fire at him. Israeli websites said that the Palestinian was driving a car and when he approached the bus station at Za’atarah checkpoint, he drove fast towards a group of settlers there. As a result, 3 settlers were wounded; two of whom sustained serious wounds, while Israeli forces opened fire at Shahin and killed him immediately.

 

  • At approximately 12:30, a security guard from “Bitar ‘Alit” settlement, west of Bethlehem opened fire at Helwah Salim Mahmoud ‘Alian (22) from Housan village in the western countryside of Bethlehem after she attacked him with a knife causing him minor wounds. As a result, she was hit with a bullet tot the abdomen and then taken to Hadassa Hospital to receive medical treatment. Doctors described her wounds as moderate.

 

  • At approximately 13:40, Israeli forces moved into al-Nabi Elias village, east of Qalqilya, following a settler’s claim that he was subjected to a stab attack on the main street in the village. The Israeli soldiers closed all the entrances to the village and forced everyone to stay in their place. They also searched all vehicles, shops, stores and houses; around 80% of the village houses were searched. Meanwhile, Israeli forces broke the doors of uninhabited houses and the door of the village council, which was empty. The Israeli soldiers also detained 15 civilians working in the shops on the main street until 17:00. No arrests were then reported.

 

Monday, 09 November 2015

 

  • At approximately 01:30, Israeli forces moved into Beit Oula village, west of Hebron. They raided and searched a house belonging to HamzahMousa Mohammed al-‘Emlah (25), who was killed by Israeli forces at the entrance to “Gosh ‘Etzion” settlement, south of Bethlehem on 20 May 2015 after he ran over a number of soldiers. Israeli forces took photos and measures of the house threatening the family to confiscate and destroy their house. Israeli forces later withdrew, but no arrests were reported.

 

  • At approximately 02:00, Israeli forces moved into al-Shayoukh village, northeast of Hebron. They stationed in the vicinity of the Islamic Charitable Association and then raided and searched the association after detaining the guard. The Israeli soldiers destroyed some furniture, confiscated files and laptops and papers related to the orphaned children. Israeli forces later withdrew from the village, and no arrests were reported.

 

  • At approximately 02:30, Israeli forces moved into al-Jalzone refugee camp, north of Ramallah. They raided and searched a house belonging to Eyad Jamil Abu Raddahah (23). They arrested the aforementioned civilian and later withdrew taking him to an unknown destination.

 

  • Around the same time, Israeli forces moved into Jabal al-Tawil neighbourhood, east of al-Bireh. They raided and searched 3 houses after breaking the main doors of the houses with sharp tools. They arrested Eyad Ahmed Yousif ‘Abed (18) and later withdrew taking him to an unknown destination.

 

  • At approximately 02:40, Israeli warplanes launched two missiles at al-Qassam Brigades (the military wing of Hamas movement) near al-Hashash neighbourhood, northwest of Rafah City in the southern Gaza Strip.   No casualties were reported.

 

  • At approximately 04:00, Israeli forces moved into Nablus. They raided and searched a house belonging to lawyer Mo’az Ahmed Mousa (27). Israeli forces arrested the aforementioned civilian and at approximately 05:20 withdrew from the house. The Israeli soldiers headed to Street (15) in Rafidia neighbourhood and then raided and searched a house belonging to Yaser Khaled Mannaa’ (26). Israeli forces arrested Mannaa’ and at approximately 06:00 withdrew taking the aforementioned arrested persons to an unknown destination.

 

  • In the early morning on the aforementioned day, Israeli forces stationed at “Eliyahu crossing”, south of Qalqilya, opened fire at Rasha Ahmed HamedHamdan ‘Aweisi (23) from the city and killed him immediately/ the Israeli forces declared that a young woman approached Eliyahu checkpoint and the soldiers many times asked her to stop, but she refused. Therefore, the Israeli soldiers opened fire at her causing her critical wounds. When the Israeli ambulance arrived, her death was declared.

 

One of the workers at the aforementioned crossing said that:

 

“At approximately 06:00 on Monday, 09 November 2015, we were at Eliyahu crossing to enter through which as usual to go to work in Israel. We saw a woman walking normally towards the checkpoint. We suddenly heard screams and the woman fell on the ground after she was shot with several bullets. She was left bleeding until the crossing was closed and the soldiers asked us to back off. However, we could not see if she had a knife or something like it.”

 

  • At approximately 15:00, Israeli forces stationed near the annexation wall adjacent to al-Naqqar neighbourhood, west of Qalqilya fired rubber bullets, sound bombs and tear gas canisters at civilians under the pretext of throwing stones at them. As a result, a 15-year-old child was hit with a rubber bullet to the left thigh.

  • At approximately 01:00, Israeli forces moved into al-‘Aroub refugee camp, north of Hebron. They stationed near the UNRWA Distribution and then raided and searched a house belonging tom the family of Mahmoud ‘Abdel Fattah Jawabrah (14). They arrested the aforementioned child and handed his father a summons to refer to the Israeli Intelligence in “Gosh ‘Etzion” settlement, south of Bethlehem.

 

  • Around the same time, Israeli forces moved into Dura, southwest of Hebron. They stationed in the centre of the village and then raided and searched a number of houses. They arrested 4 civilians and alter withdrew taking them to an unknown destination. The arrested persons were identified as ‘Alaa’ Mohammed Rayan (36); Kalam Mahmoud ‘Amr (35); Ahmed Hafez ‘Omer and ‘Ezzat Khalil ‘Amr (40).
  • At approximately 01:25, Israeli forces backed by 35 military vehicles and 5 armoured personnel carriers in addition to 200 infantry soldiers moved into Qalqilya. Israeli forces arrested 27 civilians and at approximately 04:30 withdrew taking them to an unknown destination. Ten former prisoners were among those who were arrested.

  • At approximately 02:30, Israeli forces moved into Noba village, west of Hebron. They raided and searched a house belonging to the family of Mo’ataz ‘Othman al-Horoub (27). They handed the aforementioned civilian a summons to refer to the Israeli Intelligence in “Gosh ‘Etzion” settlement, south of Bethlehem.

 

  • At approximately 03:00, Israeli forces moved into al-Ja’abari neighbourhood in the southern area in Hebron. They raided and searched a house belonging to Ibrahim Samir Ibrahim Skafi (22) who was killed by Israeli forces at the northern entrance of Halhoul, north of Hebron on 04 November 2015 after he ran over a number of soldiers there. The Israeli soldiers took photos and measure of the house and then verbally threatened the family to confiscate and destroy their house.

 

  • Around the same time, Israeli forces moved into ‘Ein al-Sultan refugee camp, west of Jericho. They raided and searched two houses. They arrested Jihad Mahmoud Manasrah (20) and Montaser Mohammed Abu Zaid (16) and later withdrew taking them to an unknown destination.

 

  • Around the same time, Israeli forces moved into al-‘Abidiyah village, northeast of Bethlehem. They raided and searched a number of houses. They arrested MojahedNa’im Abu Sarhan (17) and handed 5 other children from the village summonses to refer to the Israeli Intelligence in “Kfar ‘Atsyon”, south of the city. The summoned children were identified as Suhaib Ibrahim Hasasnah (15); ‘Ali Mohammed Sonatah (17); DawoudSOlimanSonatah (17); Saddam ‘Aqel Dar al-Haj (15) and Jihad Mohammed Abu Sa’irah (16).

 

  • At approximately 03:30, Israeli forces moved into Beit Oula village, west of Hebron. They raided and searched a house belonging to ‘Abdel Fattah Falah al-‘Emlah (44). The Israeli soldiers handed the aforementioned civilian a summons to refer to the Israeli Intelligence in “Gosh ‘Etzion” settlement, south of Bethlehem.

 

  • At approximately 04:00, Israeli forces moved into Zita village, north of Tulakrm. They raided and searched a house belonging to Mohammed MuhannedNafezMasarwah “Jada’ah” (19) and arrested him as well. The Israeli soldiers then raided and searched a house belonging to Mahmoud Mufeed Ahmed Zaghoul (31) from the Palestinian National Security forces and arrested him as well.

 

  • At approximately 15:30, Israeli soldiers stationed at al-Container checkpoint, northeast of Bethlehem opened fire at SadeqZiadSadeqGharibyah (16) from Sanour village, south of Jenin under the pretext of hurrying up towards the Israeli soldiers attempting to stab one of them. As a result, the child was hit with several bullets from a close range; fell on the ground covered in blood and died. Israeli forces immediately closed the checkpoint, held dozens of vehicles in both directions and left the wounded child lying on the ground. They prevented the Palestinian medical crews from giving him treatment. Israeli forces also fired sound bombs and tear gas canisters at the Palestinian vehicles which tried to approach the checkpoint. As a result, dozens of passengers suffered tear gas inhalation.

 

Wednesday, 11 November 2015

 

  • At approximately 01:00, Israeli forces moved into BaniNa’im village, east of Hebron. They stationed in the western area of the village and then raided and searched a house belonging to Mohammed MousaIjdei’a (55). They arrested his son, Saleh (20) and later withdrew taking him to where the vehicles were stationed. They also arrested Mo’atsem Ibrahim Ijdei’a (20).

 

  • At approximately 01:30, Israeli forces moved into Beit ‘Awwa village, southwest of Dura, southwest of Hebron. They stationed in the centre of the village and then raided and searched 2 houses. Israeli forces arrested Yasser ‘Abdel Rahman Masalmah (20) and Ghassan Mahmoud ‘Abdel ‘Aziz al-Sweiti (20) and later withdrew taking them to an unknown destination.

 

  • At approximately 03:00, Israeli forces moved into al-Thaheriyah village, south of Hebron. They raided and searched a number of houses. They arrested NaserMousa al-Hawarin; Naser ‘Ali Samamrah; Mohammed Khalil Abu ‘Allan and Mohammed IssaIwreidat and later withdrew taking all of them to an unknown destination.

 

  • In the early morning on the aforementioned day, Israeli forces wounded 13 civilians, including 8 children, during an arrest campaign carried out by Israeli forces in Qalendia refugee camp, north of Occupied Jerusalem. Twelve of them were hit with 12 live bullets, and a civilian was hit with a rubber bullet. A number of Palestinian youngsters protested against the campaign. According to PCHR’s investigation and eyewitnesses’ testimony, at approximately 07:20 on the aforementioned, Israeli forces backed by an infantry force of around 50 soldiers moved into Qalendia refugee camp, north of Occupied Jerusalem. They stationed in the streets and alleys of the camp and then moved from al-Wad area, northeast of the camp, to Martyr Mustafa Aslan near Qalendia Grand Msoque to carry out an arrest campaign. They raided and searched a house belonging to the family of Fares Mohammed Hussein Abu al-‘Eish (19). They severely beat him with hands and kicked him all over his body. He was then arrested and taken to an unknown destination. Clashes broke out between the Israeli soldiers and Palestinian young men and schoolboys who were informed by the teaching staff to go back home after knowing that the Israeli forces moved into the camp from another side. The youngsters threw stones at the Israeli soldiers, who in response fired two-two bullets by the snipers stationed on the houses’ roofs and the soldiers deployed in the alleys. As a result, 13 civilians, including 8 children, were wounded. All of them were taken to Palestine Medical Complex in Ramallah to receive medical treatment.

 

  • At approximately 09:20, Israeli gunboats stationed off al-Waha shore, northwest of Beit Lahia in the northern Gaza Strip heavily opened fire in the vicinity of the Palestinian fishing boats sailing within 3 nautical miles. The shooting which continued for 15 minutes caused fear among fishermen who were forced to flee. No causalities were reported.

 

  1. Use of excessive force against peaceful demonstrations protesting settlement activities and the construction of the annexation wall

 

The West Bank

 

  • At approximately 11:30 on Thursday morning, 05 November 2015, dozens young men and youngsters gathered in Natanya Street near the Israeli Jeicora factories, west of Tulkarem to protest against the Israeli policies in the oPt. Once the protesters approached the vicinity of the factories, Israeli forces moved into the abovementioned area and the western side of Palestine Technical University “Khadouri”. Israeli forces started firing tear gas canisters at the protesters, who threw stones and Molotov cocktails in response. Due to which, Israeli soldiers chased the stone-throwers to the centre of the abovementioned university while firing live ammunition against them. They then fired live ammunition and tear gas canisters at the Palestine Red Crescent Society’s (PRCS) ambulance. As a result, SabehaSubhi Abdul KarimBelbeisi, a PRCS paramedic, suffered tear gas inhalation. Furthermore, 6 civilians, including 2 children, were hit with rubber-coated metal bullets. The wounded civilians were transferred to Dr.ThabetThabet hospital in Tulkarm to receive medical treatment.

 

  • On Thursday afternoon, dozens of young men and youngsters gathered near al-Huda Petrol Station in al-Balou’ neighbourhood at the northern entrance of al-Bira city. They then headed to the (DCO) military checkpoint and “Beit Eel” settlement. The protesters set fire to tires and threw stones and Molotov cocktails at the Israeli soldiers, who in response fired live ammunition, rubber-coated metal bullets, sound bombs and tear gas canisters at the protesters and at the Palestinian houses. As a result, 2 civilians were hit with rubber-coated metal bullets and many others suffered tear gas inhalation. Among the wounded,NoufourMoustafaYaaqba (60) was identified.

 

  • At approximately 14:00 on Thursday, 05 November 2015, following the funeral of Ibrahim Scafi (22),who was killed by Israeli soldiers on the day before at the entrance of Halhoul, north of Hebron, dozens of young men and youngsters organized a protest and gathered at Bab al-Zawyah area and al-Sa’aaintersection in the centre of Hebron. The protesters set fire to rubber tires and headed to the northern entrance of al-Shuhada Street (Checkpoint 56), while the Israeli forces declared the area as a closed military zone. They then threw stones at the Israeli soldiers stationed at the abovementioned checkpoint. Due to which, Israeli soldiers fired tear gas canisters and sound bombs. A number of Israeli soldiers headed to Bab al-Zawyah area and deployed between the shops. They then started to fire live ammunition, and rubber-coated metal bullets against the protesters. As a result, a 15-year-old child sustained a bullet wound to the right knee, while a 16-year-old child sustained a bullet wound to the left leg. A PRCS ambulance transferred the two children to the Hebron Governmental Hospital to receive medical treatment.

 

  • At approximately 13:00 on Friday, 06 November 2015, Israeli soldiers opened fire at a vehicle with a Palestinian registration plate while passing near Zaid gasstation at the northern entrance of Hebron. As a result, the driver, Sarwah Ibrahim Salman al-Sharawi (72) from Hebron was killed, and transferred to an unknown destination. She was pronounced dead later.

According to investigations conducted by PCHR and a statement of an eyewitness, at approximately 13:00 on the aforementioned day, dozens of youngsters gathered at Ras al-Jorah area at the northern entrance of Hebron and set fire to rubber tires. An Israeli infantry forceof around 50 soldiers moved from the military tower established at the southern entrance of Haloul, which is 600 meters away from the Zaid gas station. Once the soldiers arrived at the scene, the young men moved southwards to Al-Dowar interaction. The abovementioned gas station’s workers closed the gates leading to the station in case Israeli forces raided it. Five Israeli soldiers then approached the southern gate of the station and tried to open it, while one of them soldiers pulled a hose to extinguish the rubber tires on fire, but it did not reach the tires. Two soldiers approached a worker in the station identified as Ihab Kamal al-Badawi (22) and asked him to give them the fire extinguishers, which they took and tried to put out the fire. In the meanwhile, other soldiers were in the centre of the street when a Palestinian grey Hyundai carwas slowly driving by them on the right side of the track. Once it approached the soldiers, they stepped back and heavily opened fire at the car from several sides. Due to which, it deviated to the fuel station hitting a pillar, and the shooting continued by the soldiers. The Israeli soldiers approached the car, and PRCS ambulance arrived. However, it was denied access to the station yard. The Israeli soldiers opened the car’s door and allowed the PRCS crew to approach the car. They put the litter on the ground and got the women out of the car. During which, an Israeli military ambulance arrived and took al-Sharawi to an unknown destination.she was pronounced dead later. As a result, two of the station workers were wounded and transferred by a PRCS ambulance to Al-Ahli Hospital in Hebron to receive treatment. One of them was hit to the right hand while the other one sustained shrapnel wound to the right shoulder.

 

  • On Friday afternoon, in spite of the bad weather, a group of youngsters gathered at al-Taweel Mountain adjacent to “Bsagot” settlement in al-Beira villagein order to organize a protest against the Israeli forces’policy and settlers’ attacks. Protesters threw stones at the settlement’s fence and set fire to rubber tires. Due to which, Israeli forces stationed at the area fired live ammunition, rubber-coated metal bullets, tear gas canisters and sound bombs at the protests and chased them into the village. As a result, 7 civilians, including 3 children, were wounded; 5 of whom were hit with live bullets and 2 others were hit with rubber-coated metal bullets. The above mentionedwounded persons were taken to the Palestine Medical Complex in Ramallah to receive medical treatment.

 

  • At approximately 15:00, a number of youngsters from BeitUmmar village, north of Hebron, gathered at the eastern entrance of the village, where Israeli soldiers established a military checkpoint. The protesters threw stones at a military watchtower and set fire to rubber tires. A number of Israeli soldiers went down from the watchtower and fired tear gas canisters against protesters in response. Due to which, Palestinian young men deployed between the residential houses, and the Israeli soldiers opened fire at them and chased them into the village. As a result, a 17-year-old child was hit with a live bullet to the back. He was then taken by PRCS ambulance to al-Ahli Hospital.

 

  • At approximately 16:00, following the death declaration of Sarwa al-Sha’rawi(72)who was shot dead by Israeli soldiers stationed on the street leading to Ras al-Jourah area, north of Hebron. A number of young men stationed near a military checkpoint established in the JouratBahlasarea at the southern entrance of Halhoul village. Due to which, Israeli soldiers fired sound bombs, tear gas canisters, live ammunition and rubber-coated metal bullets at the protesters. As a result, 6 civilians, including a child, were wounded; 5 of whom were hit with live bullets and the 6th one was hit with a rubber-coated metal bullet.

 

  • At approximately 11:30 on Sunday, 08 November 2015, a group of youngsters gathered at Netanya Street near Gishori factories, west of Tulkarm, in protest at the Israeli authority’s policies. When protesters approached the factories, Israeli forces moved into the area and the western lands of the Palestine Technical University- Khadouriand heavily fired tear gas canisters at them. The protesters threw stones and Molotov cocktails at the military vehicles. Due to which, Israeli soldiers chased the stones throwers into the centre of the campus and fired live ammunition and rubber-coated metal bullets. As a result, 3 protesters were wounded; one of whom was hit with live bullets, while the other two were hit with rubber-coated metal bullets. The wounded persons were taken to ThabetThabet Hospital in Tulkarm to receive medical treatment.

 

  • On Sunday afternoon, 08 November 2015, dozens of youngsters gathered near al-Huda Petrol Station and City In hotel in al-Balou’ neighbourhood at the northern entrance of al-Beira city. They then headed to the (DCO) military checkpoint and “BeitEill” settlement. The protestors set fire to rubber tires and threw stones at the Israeli soldiers, who fired live ammunition, rubber-coated metal bullets, sound bombs and tear gas canisters and sprayed wastewater at the protesters in response. As a result, a 15-year-old child was hit with a rubber-coated metal bullet to the left knee.

 

  • At approximately 11:30 on Monday, 09 November 2015, a group of youngsters gathered at Netanya Street near Gishori factories, west of Tulkarm, to protest at the Israeli authority’s policies. When protesters approached the factories, Israeli forces moved into the area and the western lands of the Palestine Technical University- Khadouri and heavily fired tear gas canisters at them. The protesters threw stones and Molotov cocktails at the military vehicles. Due to which, the Israeli soldiers chased the stones throwers at the centre of ctheampus and fired live ammunition and rubber-coated metal bullets. As a result, a 20-year-old male was hit with a live bullet to the leg.
  • At approximately 11:30 on Tuesday, 10 November 2015, a group of youngsters gathered at Netanya Street near Gishori factories, west of Tulkarem, in protest at the Israeli authority’s policies. When protesters approached the factories, Israeli forces moved into the area the western lands of the Palestine Technical University- Khadouriand heavily fired tear gas canisters at them. Protesters threw stones and Molotov cocktails at the military vehicles. Due to which, Israeli soldiers chased the stones throwers at the central of campus and fired live ammunition and rubber-coated metal bullets. As a result, a 20-year-old male was hit with a live bullet to the right leg.

 

  • At approximately 11:00 on Wednesday, 11 November 2015, dozens of youngsters gathered at Netanya Street near Gishori factories, west of Tulkarem, in protest at the Israeli authority’s policies and to commemorate the 11th anniversary of the death of Palestinian President Yasser Arafat. When protesters approached the factories, Israeli forces moved into the areathe western lands of the Palestine Technical University- Khadouri and heavily fired tear gas canisters at them. Protesters threw stones and Molotov cocktails at the military vehicles. Due to which, Israeli soldiers chased the stones throwers at the central of campus and fired live ammunition and rubber-coated metal bullets. As a result, 11 protesters, including 3 children were wounded, 8 of whom were hit with live bullets and 6 others were hit with rubber-coated metal bullets. The wounded persons were taken to the ThabetThabet Hospital in Tulkarm to receive medical treatment.

 

  • On Wednesday afternoon, hundreds of young men from all over the West Bank gathered after the end of the festival to commemorate the 11th anniversary of the death of Palestinian President Yasser Arafat near al-Huda Petrol Station and City In hotel in al-Balou’ neighbourhood, at the northern entrance of al-Beira city. They then headed to the (DCO) military checkpoint and “BeitEill” settlement. The protestors set fire to tires and threw stones at Israeli soldiers, who fired live ammunition, rubber-coated metal bullets, sound bombs and tear gas canisters and sprayed wastewater in response. As a result, 33 civilians, including 17 children and 2 girls, were wounded; 27 of whom were hit with live bullets and the 6 others were hit with rubber-coated metal bullets. The wounded persons were taken to the Palestine Medical Complex in Ramallah to receive medical treatment.

 

The Gaza Strip

 

  • At approximately 13:30 on Friday, 07 November 2015,Israeli forces stationed at BeitHanoun “Erez” Crossing, northwest of BeitHanoun in the northern Gaza Strip, fired live ammunition, rubber-coated metal bullets and tear gas canisters at the protesters on the road between the Palestinian and Israeli sides of the crossing. The protesters threw stones at the soldiers in protest at the Israeli forces’ attacks against Palestinian civilians in Jerusalem and the West Bank. Due to the clashes, which continued until 17:30,7 civilians were wounded;3 of whom were hit with live bullets while the two others were directly hit with tear gas canisters.

 

  • At approximately 14:00 on Friday, dozens of Palestinian young men headed to the border fence between the Gaza Strip and Israel, east of al-Faraheen area in ‘Abasan al-Kabira and east of ‘Abasan village, east of Khan Younis in the southern Gaza Strip. A number of protesters approached the aforementioned border area, which is nearly 50 meters away from the fence and set fire to rubber tires. Moreover, they threw stones at the soldiers stationed along the border fence. Due to which, the Israelisoldiers sporadically fired live bullets and tear gas canisters against theprotesters. As a result, SalamahMousa Abu Jamei’ (23) from BaniSuhaila village, was hit with a live bullet to the chest, while 3 other civilians were taken to European and AlgerianHospitals to receive medical treatment. The medical conditions of the aforementioned wounded persons were described as moderate.

 

  • In the meantime, dozens of youngsters headed to the border fence between the Gaza Strip and Israel, east of al-Burij refugee camp in the centre of the Gaza Strip. The protesters set fire to rubber tires and threw stones at the soldiers stationed behind the sand barriers along the border fence. Additionally, some of the youngsters placed the Palestinian flag on the border fence. Due to which, the Israeli soldiers fired live ammunition and tear gas canisters at the protesters. As a result, 7 civilians were wounded with live bullets, while one of the PRCSparamedics, Foaad Mohammed Salman al-Ma’ni(51) was directly hit with a tear gas canister to his head. All the above mentionedwounded persons were taken to al-Aqsa Hospital in Deir al-Balah to receive medical treatment. Medical sources described the injury of one of them as serious, so he was taken to al-Shifa Hospital in Gaza.

 

  • At approximately 15:00 on Saturday, 07 November 2015, dozens of young men headed to the border area, east of al-Burij refugee camp. Protesters set fire to rubber tires and threw stones at the soldiers stationed behind the sand barriers along the border fence. Due to which, Israeli soldiers fired live bullets and tear gas canisters at the protesters. As a result, one of protesters was hit to the right leg then taken to al-Aqsa Hospital in Deir al-Balah to receive medical treatment.

 

Demonstrations against the annexation wall and settlement activities

 

  • Following the Friday prayer on 06 November 2015, dozens of Palestinian civilians and international and Israeli human rights defenders organized a peaceful demonstration in Bil’in, west of Ramallah, in protest against the annexation wall and settlement activities. The protestors tried to sneak through the fence. Israeli soldiers stationed behind the wall fired live bullets, rubber-coated steel bullets, tear gas canisters and sound bombs and chased them into the olive fields and houses in response. As a result, many civilians suffered tear gas inhalation, and others sustained bruises as Israeli soldiers beat them up.

 

  • Around the same time, dozens of Palestinian civilians and Israeli and international human rights defenders organized a peaceful demonstration in al-Nabi Saleh village, southwest of Ramallah, in protest against the annexation wall and settlement activities. The demonstrators headed to the lands, which settlers are trying to seize near “Halmish” settlement. Israeli forces had closed all the entrances to the village in the morning to prevent them from participating in the demonstration. When they arrived at the aforementioned land, the Israeli soldiers fired live bullets, tear gas canisters, rubber-coated metal bullets and sound bombs at the demonstrators and chased them into the village. As a result, many civilians suffered tear gas inhalation and others sustained bruises as Israeli soldiers beat them up.

 

  • Around the same time, dozens of Palestinian youngsters gathered at the western entrance of Selwad village, northeast of Ramallah, on Selwad-Yabrud road near Bypass Road (60) in protest at the Israeli policies. The protesters set fire to tires and threw stones and Molotov cocktails at the soldiers, who in response fired live ammunition, rubber- coated metal bullets and tear gas canisters at the stone-throwers and chased them into the village. As a result, many civilians suffered tear gas inhalation and others sustained bruises as Israeli soldiers beat them up.

 

  • At approximately 13:00, a group of Palestinian young men gathered near the eastern main entrance to Ni’lin village, west of Ramallah, to organize a demonstration against the annexation wall and Israeli forces’ policies. The protesters made their way to the aforementioned entrance, which has been closed with cement blocks for two weeks. Due to which, Israeli soldiers fired live ammunition, rubber-coated metal bullets, tear gas canisters and sound bombs at the protesters and chased them into the village in response. As a result, many civilians suffered tear gas inhalation and other civilians sustained bruises as Israeli soldiers beat them up.

 

  • In the meantime, a peaceful demonstration made their way from the centre of Jayous village, northeast of Qalqilya, towards the annexation wall established in west of the village. When protesters approached the western gate (al-Montar), Israeli soldiers fired rubber-coated metal bullets at them. As a result, an 18-year-old malewas hit with a rubber bullet to the head, and a 19-year-old male was hit with a rubber bullet to the left ankle. Moreover, 5 Israeli military vehicles moved into the above mentioned area. While chasing the stone-throwers in the village, the Israeli soldiers detain Ahmed Ma’zouzQaddumi for 5 hours, and then released him.

 

  • Around the same time, Palestinian civilians and Israeli and international human rights defenders organized a protest in the centre of KuforQaddoum village, northeast of Qalqilya, and made their way to the eastern entrance of the village in protest against closing that entrance since the beginning of al-Aqsa Intifada with an iron gate. When they arrived at the entrance of the gate, Israeli forces fired live bullets, tear gas canisters, rubber-coated steel bullets and sound bombs. As a result, an 18-year-old male was hit with a live bullet to the right thigh.

Rubber-coated metal bullets are lethally if they hit the head of victim from a close range.

 

 

  1. Continued closure of the oPt

 

Israel continued to impose a tight closure on the oPt, imposing severe restrictions on the movement of Palestinian civilians in the Gaza Strip and the West Bank, including occupied East Jerusalem.

 

Gaza Strip

 

Israeli forces continuously tighten the closure of the Gaza Strip and close all commercial crossings, making the Karm Abu Salem crossing the sole commercial crossing of the Gaza Strip, although it is not suitable for commercial purposes in terms of its operational capacity and distance from markets.

Israeli forces have continued to apply the policy, which is aimed to tighten the closure on all commercial crossings, by imposing total control over the flow of imports and exports.

 

Israeli forces have continued to impose a total ban on the delivery of raw materials to the Gaza Strip, except for very limited items and quantities. The limited quantities of raw materials allowed into Gaza do not meet the minimal needs of the civilian population of the Gaza Strip.

 

Israeli forces also continued to impose an almost total ban on the Gaza Strip exports, including agricultural and industrial products, except for light-weighted products such as flowers, strawberries, and spices. However, they lately allowed the exportation of some vegetables such as cucumber and tomatoes, furniture and fish.

 

Israel has continued to close the Beit Hanoun (Erez) crossing for the majority of Palestinian citizens from the Gaza Strip. Israel only allows the movement of a limited number of groups, with many hours of waiting in the majority of cases. Israel has continued to adopt a policy aimed at reducing the number of Palestinian patients allowed to move via the Beit Hanoun crossing to receive medical treatment in hospitals in Israel or in the West Bank and East Jerusalem. Israel also continued applying the policy of making certain civilian traveling via the crossing interviewed by the Israeli intelligence service to be questioned, blackmailed or arrested. Israeli forces arrested 2 Palestinian traders at Beit Hanoun crossing, while traveling through the crossing.

Arrest of 2 traders at Beit Hanoun (Erez) crossing

 

  • At approximately 10:00 on Sunday, 08 November 2015, Israeli forces stationed at Beit Hanoun (Erez) crossing arrested Zayed Mohammed KamelKhater (50), who is a scrap trader from al-Sha’af neighborhood, east of Gaza City. His wife, Sanaa’, said that her husband had a permit allowing him to travel through Beit Hanoun (Erez) crossing. She added that the Liaison Office informed them that Zayedwas arrested and there is no news so far about him.

 

  • At approximately 11:00, Israeli forces stationed at Beit Hanoun (Erez) crossing arrested MonirIsma’il Mahmoud Hamada (49), who is a trader from al-Naserneighborhood and owns a jewelry shop in al-Shati’ refugee camp, west of Gaza City. Monir’s son, Mahmoud (22) said to a PCHR fieldworker that his father headed to Beit Hanoun (Erez) crossing to travel to the West Bank noting that it was the first time he traveled through the above mentioned crossing . His family tried to contact him after he left the Gaza Strip, but his mobile phone was closed. Moreover, his family did not receive any call to know about him.

 

West Bank

 

Israel has imposed a tightened closure on the West Bank. During the reporting period, Israeli forces imposed additional restrictions on the movement of Palestinian civilians:

 

  • Hebron:Israeli forces established (13) checkpoints all over the city. At approximately 16:00 on Thursday, 05 November 2015, Israeli forces closed the northern entrance of Hebron by a military bulldozer and the road of Farsh al-Hawa area with sand and stones’ hills; while the road between Beit Kahel and the Bypass Road (35) was closed with rocks. During which, Israeli forces continued to close the entrances to Dura village; al-Fawar refugee camp; the southern entrance of Hebron; al-‘Aroub refugee camp; Beit ‘Ainoun village; and the road leading to Sa’ier village ( Ras al-‘Aroud) with iron gates. Moreover, Israeli forces established 2 checkpoints at the entrance of Beit Sa’ier village and at the entrance of Halhoul village.

 

At approximately 09:00 on Friday, 06 November 2015, Israeli forces established a checkpoint at the entrance of Raboda village, east of Dura village, southwest of Hebron.

On Sunday, 08 November 2015, Israeli forces established 4 checkpoints at the northern entrance of Hebron; the entrance of Beit ‘Awaa village, southwest of Dura, southwest of Hebron; the entrance of Ethna village, west of Hebron; and the northern entrance of Halhoul village, north of Hebron.

 

On Tuesday, 10 November 2015, Israeli forces established 4 checkpoints at the entrances of Beit Kahel village, west of Hebron; Kharsa village, south of Dura, southwest of Hebron; Sa’ir village, east of Hebron; and Halhoul village, south of Hebron.

On Wednesday, 11 November 2015, Israeli forces established 2 checkpoints at the eastern entrance of BaniNa’eem village, east of Hebron; and at the southern entrance of Hebron.

Ramallah and al-Bireh:Israeli forces established (7) checkpoints all over the city. On Thursday, 05 November 2015, Israeli forces established 4 checkpoints at the intersection of ‘Ain Sina village on the road between Ramallah and Nablus; al-Nabi Saleh village, northwest of Ramallah; the eastern entrance of al-Taiba village, northeast of Ramallah; and Beit ‘Ur al-Foqaa village, southwest of Ramallah.

 

On Friday, 06 November 2015, Israeli forces established 3 checkpoints under the bridge of ‘Ain Yabroud village, northeast of Ramallah; al-Nabi Saleh village, northwest of the city, and ‘Atara bridge at the northern entrance of BeirZait, north of Ramallah.

 

  • Jericho: On Thursday, 05 November 2015, Israeli forces established 2 checkpoints at the entrance of Fasaeil village, north of Jericho, and at the southern entrance of Jericho.

 

  • Qalqilia:Israeli forces established (6) checkpoints all over the city.

At approximately 12:00 on Thursday, 06 November 2015, Israeli forces established a checkpoint at the entrance of KuforQaddum village, northeast of Qalqilia.

At approximately 16:45, Israeli forces removed the above mentioned checkpoint, but no arrests were reported were reported.

 

At approximately 19:40 on Saturday, 07 November 2015, Israeli forces established a checkpoint at the entrance of ‘Ezbit al-Tabib village, east of Qalqilia.

 

On Sunday, 08 November 2015, Israeli forces established 4 checkpoints at the intersection of Jeet village, northeast of Qalqilia; the eastern entrance of Qalqilya; the northern entrance of ‘Azoun village, east of the city; and ‘Ezbit al-Tabib village, east of the city. Moreover, Israeli forces closed the entrances of ‘Azoun village and ‘Azbit al-Tabib village, east of Qalqilia. Additionally, they prevent civilians from entering and leaving through the above mentioned entrances.

 

  • Salfit: Israeli forces established (6) checkpoints all over the city. On Sunday, 08 November 2015, Israeli forces established 4 checkpoints at the entrances of al-Zawyah village; DeirBalout and Baroqin villages, west of the city; and Marda village, north of Salfit.

 

At approximately 18:40 on Monday, 09 November 2015, Israeli forces established a checkpoint at the main entrance of Kafel Hares village, north of Salfit, and prevented civilians’ movement.

 

On Monday, 09 November 2015, Israeli forces established 2 checkpoints at the entrance of DeirBalout and al-Zawia villages, west of Salfit.

 

Arrests at military checkpoints

 

  • At approximately 14:00 on Thursday, 05 November 2015, Israeli forces stationed at the Gate 436 of the annexation wall near Qofein village, north of Tulkarm, arrested Nabil Ahmed JameelKhasaib (23) while he was crossing the gate, and then took him to an unknown destination.
  • At approximately 15:00 on Thursday, 05 November 2015, Israeli forces arrested 3 civilians while harvesting olives in al-Mosafer area, southeast of Yatta village, south of Hebron, then took them to an unknown destination. The arrested persons were identified as:Shadi Yousef Abu Rajab (20); Ahmed Khalil Abu Rajab (19) and Amjad Khaled Abu Rajab (21).

 

  • On Thursday afternoon, Israeli forces established a checkpoint near Hadad village, southeast of Jenin. Israeli soldiers stopped the Palestinian vehicles and checked the passengers’ IDs. When Mohammed Yousef Jaradat (42) leader of the Islamic Jihad Movement, crossed the checkpoint he was arrested after checking his ID card. Later, the above mentioned checkpoint was removed, and the arrested person was taken to an unknown destination.

 

  • At approximately 16:00 on Sunday, 08 November 2015, Israeli forces established a checkpoint at the entrance of al-Fawar refugee camp, south of Hebron, after opening the iron gate established at the entrance. Israeli soldiers stopped the civilians’ vehicles, checked their IDs and arrested ‘Abed al-Rahman Waleed al-Taiti (22) after checking his ID card. Abed al-Rahman was taken handcuffed to the above mentioned checkpoint established at the camp entrance. The checkpoint was later removed and the soldiers closed the entrance again by an iron gate. al-Taiti was then taken to an unknown destination.

 

  • At approximately 20:00 on Sunday, Israeli forces stationed near the annexation wall established on the lands of ‘Azoun ‘Etma village, south of Qalqilya, arrested 2 persons when they tried to enter Israel for working. The arrested persons were identified as: Mohammed Samara Yaseen from ‘Asira village, north of Nablus and Mohammed Mofeed Ali Shtawi from KafourKadoum village, northeast of Qalqilya. Both of them were taken to an unknown destination.

 

  • At approximately 14:00 on Monday, 09 November 2015, Israeli forces stationed at the Ibrahimi mosque arrested AreejMasalma (19) from Beit ‘Awaa village, southwest of Dura, southwest of Hebron, claiming that she had a knife. The aforementioned young woman was taken to the Israeli police station near the Ibrahimi mosque to question her. Areejwas then taken to an unknown destination.

 

Maltreatment at military checkpoints

 

  • At approximately 01:30 on Monday, 09 November 2015, when they were on their way out of al-Sawia and al-Laban’s secondary school established on the main street between Ramallah and Nablus, south of Nablus, the al-Sawia village’s students met nearly kilometre away from their school a military jeep leaving the village. When the soldiers saw the students, they fired several sound bombs and tear gas canisters at them and chased them. Three students escaped towards the plain area. Due to which, the soldiers continued chasing the students until they were arrestedand then beaten by sticks. Before arresting the students, their mothers along with a number of village residents, came and begged the soldiers to release their sons. The soldiers shouted at them and insisted on arresting the children. They handcuffed the students and took them to the training camp inside the ‘Shilo’ settlement. After which, the soldiers took the students out of the jeep and put them nearly 50 meters away on the ground. The soldiers took the students one by one near the jeep and questioned them about who threw stones at the jeep. During the investigation, the students were beaten up by the soldiers. The students stayed with the soldiers for 3 hours before releasing them. The soldiers then took them to Qublan village intersections where they were released. The arrested children were known as: Waleed Jihad Gazi (14), his cousin Mohammed NedalGazi (14); and their relative HossamRajehGazi(15).

 

  1. Efforts to create Jewish majority

 

Israeli forces escalated their attacks on Palestinian civilians and their property. They have also continued their raids on al-Aqsa Mosque and denied the Palestinians access to it:

 

Shooting incidents

 

  • At approximately 11:00 on Thursday, 05November 2015, Ibrahim Maher al-Salayma (14) sustained a sound bomb shrapnel wound to the left leg while being present in his school in al-Tour Mountain, east of the Old City in East Jerusalem. Therefore, he was taken to al-Maqased Hospital for medical treatment. Parents’ Students Committee said that while al-Salayma was present in the schoolyard along with other students and a teacher, a sound bomb landed in the yard. As a result, al-Salaymawas hit with the bomb’s shrapnel to his leg. The abovementioned Committee explained that he was transported to the hospital for medical check-up.

 

  • At approximately 12:45 on Tuesday, 10 November 2015, settler security guardsopened fire at Mohammed Abed Ali Nemer (37), from al-Eisawiya village, northeast of East Jerusalem,while walking on al-Mesrara Street, opposite to al-Amoud Gate in the Old City. As a result, he sustained several bullet wounds from a close range and was then taken to Hadassa-EinKerem Hospital in West Jerusalem. He was pronounced dead later. Israeli forces claimed in a statement that Nemerwas following 2 security guards after they finished escorting a Jewish family. The 2 guards were returning from Street no. 1 towards al-Amoud Gate. Nemer rushed in an attempt to stab one of them with a knife he pulled out. However, the 2 guards responded quickly, opened fire at him and neutralized him. Due to which he was pronounced dead later at Hadassa Hospital.Owners of stores in al-Mesrara area refuted the Israeli story and explained that the aforementioned person was walking in the street, which is full of stores and restaurants, but settler guards surrounded him and opened fire at him for no reason. They also stressed that they did not see a knife with him.

 

Israeli forces raided a house belonging to his family in al-Eisawiya village later. They searched the house, damaged its content and cursed his family members. Israeli forces claimed that they detained Nemer’s father and 2 brothers (Ibrahim and Mahmoud) for few hours while being in al-Mesrara area after they learnt about Nemer’s injury. Mahmoud Nemer said after he was released that Israeli forces took them to Saladin police station and then to al-Maskoubiya detention facility. They were questioned about Mohammed. The interrogators told them that he attempted to stab settler guards, but the family denied that. They asked the Israeli police to show the video if their claim is true. It should be noted that Nemer was married and had 3 children; the eldest of whom is 19 and the youngest is 5.

 

  • At approximately 14:00, on the same day, a light rail security officer opened fire at Ali Ehab Hassan Ali (12) and Mo’awiya Ahmed Hassan Ali (14), claiming that they attempted to carry out a stabbing inside the light rail in “Pisgat “Zeev” settlement, north of East Jerusalem. As a result, the first child sustained several bullet wounds, due to which, he was taken to Hadassa-EinKerem Hospital in west Jerusalem, to receive the necessary medical treatment for the seriousness of his injury. The other child was arrested by Israeli police that surrounded the whole area and stripped off his clothes to search him.

 

The Israeli Police spokeswoman,LubaSamri, claimed in a statement, “Two Jerusalemite boys between 12-14 years old, from Shu’fat refugee camp and Beit Hanina neighbourhood, had used a knife and a pair of scissors to stab a light rail security officer, whose injury ranged between minor and moderate. However, the officer was able to open fire at one of them in a way neutralizing him. It was found out later that one of the boys, who was injured and has been receiving medical treatmentat hospital, is less than 12; therefore, he is below the age of criminal accountability. The other boy (14), who tried to escape but the passengers caught him until the police arrived, has been interrogated about the details and circumstances of the attack.”

 

House demolitions and demolition notices

 

  • At approximately 14:00 on Thursday, 15November 2015, Israeli municipality bulldozers demolisheda room in al-Mukaber Mountain, southeast of East Jerusalem, belonging to Yasser Bashir under the pretext of non-licensing. Bashir said that Israeli forces had raided his land in al-Mukaber Mountain and demolished a room there under the pretext of non-licensing. He added that his 30-square-meter room, which was built of tin plates, was demolished without a notice. Bashir explained that the bulldozers also levelled the room’s surrounding, fences and gate, and cut off 4 olive trees.

 

  • At approximately 10:00 on Saturday, 08 November 2015, an Israeli municipality crew moved into Silwan village, south of East Jerusalem’s East Jerusalem, under the Israeli forces’ protection. They distributed 9 administrative demolition notices in al-Bustan neighbourhood, while deploying in the village streets and searching Palestinian vehicles. An eyewitness said that municipality officers photographed houses and roads in al-Bustan neighbourhood. They then raided some houses and delivered administrative demolition notices under the pretext of non-licensing. Another demolition notice was delivered to a house in Ein al-Louza neighbourhood in the village. It should be noted that one of the notified houses was built 15 years ago and some houses have been under-construction.

 

 

Incursions and arrests

 

  • At approximately 14:00 on Thursday, 05 November 2015, Israeli forces arrested Mohammed Jamal Khwais (9) in al-Tour Mountain, east of East Jerusalem’s Old City, while he was going back home from school. He was taken to “Oz” police station in al-Mukaber Mountain village, southeast of the city, to be questioned. The boy’s family said that Mohammed was arrested by Israeli forces while being few meters away from his family house in al-Tour Mountain after school. They added that the Israeli forces had chased 2 boys, who tried to escape as they were frightened by Israeli soldiers. They then arrested Mohammed, who was frightened and cried out of fear during and after being arrested, especially as Israeli forces used sniffer dogs. The Israeli police claimed that the sniffer dogs identified Mohammed. When his family was informed about it, his mother hurried up to the streets and she was told that Mohammed was arrested. The police claimed that Mohammed was accused of throwing an empty bottle at an Israeli soldier in al-Tour village.

 

  • At approximately 19:00, on the same day, Israeli forces accompanied by intelligence officers raided al-Somoud building in Shaikh Jarrahnrighborhood, north of East Jerusalem. They raided a number of houses belonging to Burqan, al-Ja’bari and al-Resheq families, from which they arrested Jehad Ahmed al-Ja’bari (14) and Mohammed Abdullah al-Resheq (19).

 

  • At approximately 22:00, on the same day, Israeli forces arrested Tamara Mo’amer Hussein Abu Laban (15) after raiding her family house in al-Tour Mountain, east of East Jerusalem’s Old City. Abu Laban family said that Israeli Special Forces had raided their hose and arrested Tamara. They took her to Saladin police station to be questioned and allowed her mother to go with her. Israeli forces accused the aforementioned girl of incitement as she posted on her Facebook account “Forgive me”.

 

  • On Friday afternoon, 06 November 2015, Israeli forces raided and searched a number of houses in Ein al-Louza, al-Abassiya and al-Ein neighbourhoods in Silwan village, south of East Jerusalem’s Old City. They opened fire at houses, due to which the windows were broken.

 

An eyewitness said that Israeli forces raided a house belonging to Abu Diab family and asked about Ahmed and Ali Abu Diab although both of them were placed under administrative detention. They raided also a house belonging to al-Awar family and asked about Ahmed and Belal, and a house belonging to Alaa Abu Tayeh under the pretext that they are placed under house arrest although it was already finished. Israeli forces raided 2 other houses in Ein al-Louza. They photographed the 2 houses and the IDs of women that were present in those houses under the pretext of searching for stone throwers. Moreover, Israeli forces searched a house belonging to Kayed Abu Sara and asked about his son Mohammed. They then moved and raided and searched a house belonging to the family of Omer al-Qatnawi (17) in al-Abasiya neighbourhood. At night, Israeli forces moved into al-Bustan neighbourhood. They photographed some houses and raided houses belonging to al-Qaimari and Sarhan families and the former prisoner, Mohammed Ouda.

  • At approximately 01:00 on Sunday, 08 November 2015, Israeli forces raided and searched a house belonging to the family of Nidal Seder in al-Majels Gate area in the Old City. They arrested his son Nabil (13) and took him to an unknown destination.

 

  • At approximately 13:00, on the same day, Israeli forces arrested MsallamMousaOuda (15) while passing via a temporary checkpoint in al-Thawrineighborhood, south of the Old City. It should be noted that this was the 19th arrest of Ouda.

 

  • At approximately 15:00, Israeli forces raided a grocery in Silwan village, south of the Old City. They took Mohammed MohannedOuda (14) out of it, harshly beat him and took him to “Oz” police station in al-Mukaber Mountain village. He was questioned about him or others throwing stones at Israeli soldiers. Oudawas released few hours later.

 

  • At approximately 18:00, Israeli forces arrested Mohammed Khalil Ouda (14) while walking in Beer Ayoub neighbourhood in Silwan village, south of the Old City.

 

  • At approximately 19:00, Israeli forces raided and searched a house belonging to the family of Mohammed al-Emam in al-Sowana neighbourhood, east of the Old City. They arrested his son Kamal (20) and took him to an unknown destination.

 

  • At approximately 22:00, Israeli forces raided and searched a house belonging to the family of Mohammed Ma’touq in al-Thawri neighbourhood, south of East Jerusalem. They arrested his 2 sons: Ali (15) and Abdullah (13) and took them to an unknown destination.

 

  • At approximately 09:30, on Monday, 09 November 2015, Israeli forces and intelligence officers raided al-Maqased Hospital in al-Tour village, east of the Old City, to look for the medical record of a Palestinian prisoner under the pretext that he received medical treatment at the said hospital. An eyewitness said to PCHR’s fieldworker that Israeli special forces and police officers (Border Guard) deployed around al-Maqased Hospital while some soldiers and intelligence officers raided the building. He added that an Israeli intelligence officer along with a soldier headed to the administration and requested looking for the name of a Palestinian youngster, who is detained in an Israeli jail, under the pretext that he received medical treatment in the hospital. They then headed to the emergency department to check the computer and make sure that the aforementioned youngster’s name was not available. Israeli forces claimed that he participated in confrontations in Jerusalem, during which, he was wounded and treated in al-Maqased Hospital.

 

  • On the same day, Israeli forces arrested Mrs. SamyaMousaMashahrabefore she was able to visit her husband Fahmi al-Mashahra, who is detained in Eshel prison. Amjad Abu Asab, head of the Committee of Jerusalemite Prisoners’ Families, arrested Mrs. Mashahra before visiting her husband. He added that Fahmiwas arrested on 05 September 2002 and has been serving 20 life sentences. He left his 2-year-old daughter and his 8-pregnant wife left behind. Moreover, his brother Ramadan was sentenced to life imprisonment 20 times as well.
  • At approximately 13:00, Israeli forces arrested Mohammed Hatem Abu al-Hawa (13) while going back home from school in al-Tour neighbourhood, east of the Old City. His father said that Israeli forces arrested his son while going back home from school. His mother was allowed to go with him in the police vehicle, as he was transported to al-Mukaber mountain police station. His detention was extended one more day.

 

  • At approximately 15:00, Israeli forces arrested Mohammed NouhBurqan (13) while walking in Ras al-Amoud neighbourhood, east of the Old City.

 

  • At approximately 14:00 on Tuesday, 10 November 2015, Israeli forces stationed at the northern entrance to al-Eisawiya village, northeast of East Jerusalem, arrested 4 children while going back home from school. They were harshly beaten. The arrested children were identified as As’ad Murad Dari (17), Sami Zuhair al-Khateeb (17), Mohammed Abdul Halim Dari (16) and Anas Ali Abu Asab (15).

 

  • Around the same time, Israeli forces repressed a sit-in in solidarity with the prisoner child Ahmed Manasra (13) that was organized by dozens of Palestinians from Jerusalem in front of the Israeli Central Court in Saladin Street, in East Jerusalem. The participants raisedpictures of Manasra and cries slogans condemning the arrest, torture and interrogation against him. The Israeli forces dispersed the participants and arrested Ja’fer Ahmed Elayan (23) and Adel Abu Znaid (26). It should be noted that a video was published on social media and TV channels showing Manasra being questioned. He was falling apart while saying, “I remember nothing.”

 

  • At approximately 15:00, Israeli forces arrested NirmeenRabah Abu Meizer (21) while walking in the Old city in East Jerusalem, and took her to al-Qashala detention facility.

 

  • At approximately 16:00, Israeli forces arrested Malek Othman Qarawi (10), who was present in al-Tour neighborhood, east of the Old City in East Jerusalem. They took him to “Oz” police station.

 

  • At approximately 03:00 on Wednesday, 11 November 2015, Israeli forces moved into Ras al-Amoud neighbourhood, east of the Old City in East Jerusalem. They raided and searched a number of houses from which they arrested 3 Palestinian civilians. The arrested civilians were identified as MalekShwaiki (21), Mohammed Fo’ad Nasser (19) and MontaserSalayma.

 

  • At approximately 10:00, Israeli forces raided Silwan Prep School for Boys in Silwan village, south of East Jerusalem. They arrested a student from a classroom and handed the principal a summons for interrogation. Essam al-Abasi, head of the student parents’ committee at the school, said that Israeli forces raided Silwan Prep school. They raided classroom under the pretext of looking for a student in black. Al-Abasi added that Israeli forces arrested Jebril al-Awar (14), from his classroom although he was wearing dark blue. He added that the Israeli police handed the school principal, Saleh al-Awar, a summons for interrogation.

 

  1. Settlement activities and attacks by settlers against Palestinian civilians and property

 

Israel has continued its settlement activities in the oPt, a direct violation of international humanitarian law, and Israeli settlers have continued to attack Palestinian civilians and property.

 

Israeli forces’ attacks

 

  • At approximately 06:30 on Tuesday, 10 November 2015, Israeli forces accompanied by bulldozers and diggers moved into agricultural lands adjacent to Te’nek village, northwest of Jenin, which are part of MarjEbnAmer plain. They deployed in the fields, where the bulldozers and diggers started bridging water wells under the protection of Israeli forces. An hour later, Israeli forces withdrew and no further incidents were reported. The water wells that were demolished belong to EmadIsma’ilJaradat (53), Suleiman Salman Zyoud (37), No’manYusef Ahmed Jaradat (44). The aforementioned persons are all from Silet al-Harithiya village, northwest of Jenin.

 

  • Atapproximately 10:00, on the same day, Israeli forces accompanied by Civil Administration officers moved into al-Qarn area, south of Beit Ommer village, north of Hebron. They confiscated 1,000 bricks from a house belonging to Zeyad Mohammed YusefAbu Ayash under the pretext of non-licensing.

 

 

 

 

 

 

 

 

 

 

 

 

 

 

 

 

 

 

 

 


 

Recommendations to the International Community

 

 

PCHR emphasizes the international community’s position that the Gaza Strip and the West Bank, including East Jerusalem, are still under Israeli occupation, in spite of Israeli military redeployment outside the Gaza Strip in 2005. PCHR further confirms that Israeli forces continued to impose collective punishment measures on the Gaza Strip, which have escalated since the 2006 Palestinian parliamentary elections, in which Hamas won the majority of seats of the Palestinian Legislative Council. PCHR stresses that there is international recognition of Israel’s obligation to respect international human rights instruments and the international humanitarian law, especially the Hague Regulations concerning the Laws and Customs of War on Land and the Geneva Conventions. Israel is bound to apply the international human rights law and the law of war sometime reciprocally and other times in parallel in a way that achieves the best protection for civilians and remedy for victims.

 

In light of continued arbitrary measures, land confiscation and settlement activities in the West Bank, and the latest 51-day offensive against civilians in the Gaza Strip, PCHR calls upon the international community, especially the United Nations, the High Contracting Parties to the Geneva Convention and the European Union – in the context of their natural obligation to respect and enforce the international law – to cooperate and act according to the following recommendations:

 

  1. PCHR calls upon the international community and the United Nations to use all available means to allow the Palestinian people to enjoy their right to self-determination, through the establishment of the Palestinian State, which was recognized by the UN General Assembly with a vast majority, using all international legal mechanisms, including sanctions to end the occupation of the State of Palestine;
  2. PCHR calls upon the United Nations to provide international protection to Palestinians in the oPt, and to ensure the non-recurrence of aggression against the oPt, especially the Gaza Strip;
  3. PCHR calls upon the High Contracting Parties to the Geneva Conventions to compel Israel, as a High Contracting Party to the Conventions, to apply the Conventions in the oPt;
  4. PCHR calls upon the Parties to international human rights instruments, especially the Covenant on Civil and Political Rights and the Covenant on Economic, Social and Cultural Rights, to pressurize Israel to comply with their provisions in the oPt, and to compel it to incorporate the human rights situation in the oPt in its reports submitted to the concerned committees;
  5. PCHR calls upon the High Contracting Parties to the Geneva Conventions to fulfil their obligation to ensure the application of the Conventions, including extending the scope of their jurisdiction in order to prosecute suspected war criminals, regardless of the nationality of the perpetrator and the place of a crime, to pave the way for prosecuting suspected Israeli war criminals and end the longstanding impunity they have enjoyed;
  6. PCHR calls on States that apply the principle of universal jurisdiction not to surrender to Israeli pressure to limit universal jurisdiction to perpetuate the impunity enjoyed by suspected Israeli war criminals;
  7. PCHR calls upon the international community to act in order to stop all Israeli settlement expansion activities in the oPt through imposing sanctions on Israeli settlements and criminalizing trading with them;
  8. PCHR calls upon the UN General Assembly to transfer the Goldstone Report to the UN Security Council in order to refer it to the International Criminal Court in accordance with Article 13(b) of the Rome Statute;
  9. PCHR calls upon the United Nations to confirm that holding war criminals in the Palestinian-Israeli conflict is a precondition to achieve stability and peace in the regions, and that peace cannot be built on the expense of human rights;
  10. PCHR calls upon the UN General Assembly and Human Rights Council to explicitly declare that the Israeli closure policy in Gaza and the annexation wall in the West Bank are illegal, and accordingly refer the two issues to the UN Security Council to impose sanctions on Israel to compel it to remove them;
  11. PCHR calls upon the international community, in light of its failure to the stop the aggression on the Palestinian people, to at least fulfil its obligation to reconstruct the Gaza Strip after the series of hostilities launched by Israel which directly targeted the civilian infrastructure;
  12. PCHR calls upon the United Nations and the European Union to express a clear position towards the annexation wall following the international recognition of the State of Palestine on the 1967 borders, as the annexation wall seizes large parts of the State of Palestine;
  13. PCHR calls upon the European Union to activate Article 2 of the EU-Israel Association Agreement, which provides that both sides must respect human rights as a precondition for economic cooperation between the EU states and Israel, and the EU must not ignore Israeli violations and crimes against Palestinian civilians;
