Summary
Israeli violations of
international human rights and humanitarian law in the OPT continued during the
reporting period (09 – 15 February 2012):
Shooting:
During the reporting period, IOF killed an
old Palestinian man and wounded his son in the Gaza Strip. In the West Bank, IOF wounded 17
Palestinians, including 7 media workers and a PLC member. Six of the Palestinians wounded in the West
Bank were wounded in peaceful protests against the construction of the
annexation wall and settlement activities, 8 Palestinians were wounded in
peaceful demonstrations organized in support of Palestinian prisoner Adnan
Khader, and three Palestinian were wounded when IOF moved into Aqabet Jaber
refugee camp, south of Jericho.
In the Gaza Strip, IOF killed a Palestinian
old man, Abdul Karim al-Zaytoona, 71, and wounded his son, Mohammed, 22, when
an IOF F16 aircraft fired a missile on 11 February 2012 at an animal farm. The man and his son were in a room near the
targeted farm.
On 11 February 2012, IOF warplanes fired at
least one missile at the house of Musa Juma’a Eyada al-Teir in al-Shoka
village, east of Rafah. The missile hit
a tin room in the yard of the house. The
room was destroyed and set alight but no casualties were reported. Additionally, a neighboring house was
damaged.
Twenty five minutes later, IOF warplanes
fired a missile at an agricultural room in al-Qarara village, north of Khan
Yunis. The room was totally destroyed but no casualties were reported.
Another 20 minutes later, IOF warplanes fired
a missile at an open area in al-Shoka village, east of Rafah in the south of
the Gaza Strip. The targeted area is
located around 1,000 meters from the border with Israel. No casualties were reported.
On 13 February 2012, IOF stationed at the
border in the east of al-Bureij refugee camp, in middle Gaza, opened extensive
fire at the border area in the east of the refugee camp. IOF continued firing for around 15
minutes. No casualties were reported.
On 12 February 2012, IOF arrested 2
Palestinian fishermen who were sailing 2 nautical miles off al-Waha resort, in
the north of the Gaza Strip.
On 13 February 2012, IOF opened extensive
fire at Palestinian fishing boats sailing off al-Waha resort, in the north of
the Gaza Strip. They surrounded 2
fishing boats and arrested 2 Palestinian fishermen who were on board of the two
boats.
On 14 February 2012, IOF opened extensive
fire at Palestinian fishing boats sailing off al-Waha resort, in the north of
the Gaza Strip. They surrounded a
fishing boat and arrested a Palestinian fisherman who was on board of the boat.
On 14 February 2012, IOF opened extensive
fire at Palestinian fishing boats sailing 1,500 meters off al-Soudaneya
area. They fishermen were forced to sail
5,000 meters to the south and wait in sea to the morning to return and look for
their fishing nets. IOF opened fire at
the fishermen every time they went to look for their fishing nets. They fishermen were unable to get their nets
back.
In the West Bank,
during the reporting period, IOF used excessive force to disperse peaceful
demonstrations organized in protest to Israeli settlement activities and the
construction of the annexation wall in the West Bank. As a result, 6 protesters, including 3 media
workers and a local activist, were wounded.
Additionally, dozens of protesters suffered from tear gas
inhalation.
IOF also used
excessive force against peaceful demonstrations organized in support of
Palestinain prisoner Adnan Khader. As a result, 8 Palestinians, including 4
media workers and a PLC member, sustained wounds. Additionally dozens of protesters suffered
from tear gas inhalation.
Further, on
11 February 2012, IOF wounded three Palestinians when they entered into Aqabet
Jaber refugee camp, south of Jericho.
Incursions:
During the reporting period, IOF conducted at
least 72 military incursions into Palestinian communities in the West Bank,
during which they arrested 26 Palestinian civilians, including a child.
Restrictions on
Movement:
Israel had continued
to impose a tightened siege on the OPT and imposed severe restrictions on the
movement of Palestinian civilians in the Gaza Strip and the West Bank,
including the occupied East Jerusalem.
Gaza Strip
Israel has continuously closed all border
crossings to the Gaza Strip for over four years. The illegal Israeli-imposed
closure of the Gaza Strip, which has steadily tightened since June 2007, has
had a disastrous impact on the humanitarian and economic situation in the Gaza
Strip.
IOF
have tightened the closure of the Gaza Strip and practically made Karm Abu
Salem crossing as the sole commercial crossing of the Gaza Strip although it is
not proper for commercial purposes in terms of its distance and operational
capacity.
IOF
have continued to apply their policy aimed at tightening the strangulation of
the commercial movement in the Gaza Strip, including imposing total control
over the flow of imports and exports.
The
total closure of al-Mentar “Karni” crossing on 02 March 2011 has
created a bitter situation that has seriously affected the Gaza Strip. Following this closure, all the economic and
commercial establishments in Gaza Commercial Zone were shut off. It should be noted that al-Mentar crossing is
the biggest crossing in the Gaza Strip in terms of its operational capacity to
absorb the flow of imports and exports.
The decision over al-Mentar crossing was the culmination of a series of
decisions to endure the closure on the strip such as the total closure of Sofa
crossing, east of the Gaza Strip, in the beginning of 2009, and Nahal Oz
crossing, east of Gaza City, which was dedicated for the delivery of fuel and
cooking gas to the Gaza Strip, in the beginning of 2010.
These
statistics which were made available to PCHR by the Border and Crossings
Department indicate a continued drop in the number of truckloads of Gaza
imports and exports.
IOF
have continued to impose total ban on the delivery of raw materials to the Gaza
Strip, except for very limited items and quantities. The limited quantities of raw materials
allowed into Gaza do not meet the minimal needs of the civilian population in
the Gaza Strip.
The
cooking gas crisis which has erupted last November has continued to affect the
Gaza Strip. This crisis was created
when, on 04 January 2012, the Israeli occupation authorities totally closed
Nahal Oz crossing, which used to be dedicated for the delivery of fuel and
cooking gas supplies to Gaza, and shifted fuel and cooking gas supplies to Karm
Abu Salem crossing, which is not technically equipped to receive Gaza’s needs
of fuel. Karm Abu Salem crossing, with its maximum absorptive capacity,
can receive only 200 tons of cooking gas per day.
Approximately
80% of Gaza civilians have continued to depend on alimentary aid provided by
UNRWA and other relief agencies. The rate of families who are living below
poverty line have continued to rise and approximately 40% of Gaza’s manpower
has continued to suffer from permanent unemployment as a result of shutting
down the majority of Gaza’s economic establishments.
IOF
have continued to impose a total ban on the export of Gaza’s products,
especially industrial products, leading to undermining any real chances to
revive economic establishments. The
situation has been aggravated especially after leaving Karm Abu Salem crossing
as Gaza sole commercial crossing and the repeated closure of this crossing,
which negatively affected the quantity of Gazan products allowed to be exported
since last April.
IOF
have continued to delay the implementation of their decision to allow 60 cars
into Gaza weekly although more than 11 months have passed since they announced
this decision after three years of ban imposed on the delivery of cars to
Gaza. As a result, the prices of cars in
Gaza have been on the rise and local markets experience serious shortage in
spare parts.
For
approximately four consecutive years, IOF have continued to ban the delivery of
construction materials to Gaza. During the reporting period, IOF approved the
delivery of limited quantities of construction materials for a number of
international organizations.
Israel has continued
to close Beit Hanoun (Erez) crossing for Palestinian civilians from the Gaza
Strip. IOF only allow the movement of
limited groups amidst severe restrictions, including long hours of waiting in
the majority of cases. IOF have also
continued to adopt a policy aimed at reducing the number of Palestinian
patients allowed to move via Beit Hanoun crossing to receive medical treatment
in hospitals in Israel or in the West Bank and Jerusalem. IOF denied new categories of Gazan patient
permission to have access to hospitals via the crossing.
Israel has imposed
additional access restrictions on international diplomats, journalists and
humanitarian workers seeking to enter the Gaza Strip.
For approximately 55
months, IOF have continued to deny approximately 700 Palestinian prisoners from
Gaza detained in Israeli jails their visitation rights without providing any
justification to this measure, which violates the rules of the international
humanitarian law.
West Bank
IOF have continued to impose severe
restrictions on the movement of Palestinian civilians throughout the West Bank,
including occupied East Jerusalem. Thousands of Palestinian civilians from the
West Bank and the Gaza Strip continue to be denied access to Jerusalem.
IOF
have established checkpoints in and around Jerusalem, severely restricting
Palestinian access to the city. Civilians are frequently prevented from praying
in the al-Aqsa Mosque in Jerusalem.
There
are approximately 585 permanent roadblocks, and manned and unmanned checkpoints
across the West Bank.
When
completed, the illegal annexation wall will stretch for 724 kilometers around
the West Bank, further isolating the entire population. 350 kilometers of the
wall have already been constructed. Approximately 99% of the wall has been
constructed inside the West Bank itself, confiscating more Palestinian land.
At
least 65% of the main roads that lead to 18 Palestinian communities in the West
Bank are closed or fully controlled by IOF.
There
are approximately 500 kilometers of restricted roads across the West Bank. In
addition, approximately one third of the West Bank, including occupied East
Jerusalem, is inaccessible to Palestinians without permits issued by IOF. Such
permits are extremely difficult to obtain.
IOF
continue to harass and assault demonstrators who hold peaceful protests against
the construction of the annexation wall.
Palestinian
civilians continue to be harassed by IOF in Jerusalem, and across the West
Bank, including being regularly stopped and searched in the streets by IOF.
Efforts to Create a Jewish Majority in
East Jerusalem
On Monday, 13 February
2012, IOF bulldozed Wadi Helwa playground which measures 700 meters squared;
Silwan Creative Forum which is built on Wadi Helwa playground; and a barracks
measuring 60 meters squared and belonging to Amin Abdul Razzaq Seyam, all in
Wadi Helwa in Silawan village, south of the Occupied City of Jerusalem. They
also bulldozed a tin wall of 100 meters in length and a tin room measuring 6
meters squared belonging to Zeid Zamzam Shweiki in Wadi Yasoul neighborhood in
Silwan village.
Also on Monday, 13
February 2012, IOF demolished and leveled to ground a house of Ahmed Mohammed
Nasser al-Baghdadi.
The Israeli
Municipality’s District Committee for Planning and Building in Jerusalem
approved a plan to construct a large building in the yard of the al-Buraq Wall
(the Western Wall) opposite to the western wall of the al-Aqsa Mosque and near
the Mughrabi Gate Bridge. The building will be called “Beit Halibah”.
According to the plan, the building area is estimated at approximately 3,700
meters squared, consists of three floors and two underground floors. The
building was prepared for use for the Jewish settlers and foreign tourists, as
well as an information center and exhibition grounds.
Settlement Activities:
Israel has continued
its settlement activities in the OPT in violation of international humanitarian
law, and Israeli settlers have continued to attack Palestinian civilians and
property.
On 13 February 2012
on Monday, IOF demolished a number of tents, stockyards for sheep and stores
for fodders in Kherbet al-Rahwa in the south of al-Dahirya village, southwest
of Hebron. Besides, IOF confiscated a
number of agricultural tools and equipment under the pretext of not obtaining a
“prior license” from the Israeli authorities. The attack resulted in
the demolition of six tents, eights stockyards and stores, an old water well
and ten cells for beekeeping.
On the same day, IOF
bulldozed five barracks and four tents in al-Ja’wana area, east of Kherbet Tana,
east of Nablus. They belong to Shaher
Fa’eq Taher Hanani, ‘Atef Ahmed Hanani and As’ad Mohammed As’ad.
On Wednesday, 15
February 2012, IOF, using three bulldozers, uprooted 250 olive trees and 30 fig
trees in Beer al-Hour area, northeast of Ramallah. The area is adjacent to “Shilo”
settlement from the northern side. The
uprooted trees have been planted for over 15 years in lands belonging to Rabee’
Mohammed As’ad Dar Jbara with an area of approximately 300 dunums. This attack is a part of a series of attacks
paving the way to annex the lands of the village to “Shilo”
settlement.
On the same context,
on 09 February 2012, the Israeli settlers planted forest trees in a land with
an area of approximately 15 dunums in al-Dawali area. The land belongs to Hassan Abdullah Ishtiwi,
north of Kafr Qaddoum.
In Salfit, a group of
settlers seized dozens of dunums of land belonging to Yasouf village. The targeted land is adjacent to the eastern
and southern sides of the settlement. The
settlers established iron bars using cement to fence the area.
In Nablus, on 09
February 2012, the Israeli settlers moved from “Bracha” settlement,
south of Nablus, to houses of Palestinians in al-Batin area, northeast of
Burin.
In Hebron, on 10
February 2012, dozens of settlers from “Carmiel” settlement, south of
Hebron, moved into 40 dunums of lands belonging to al-Hatheleen family. The settlers planted a number of seedlings in
front of the Israeli soldiers. On 11
February 2012, another group of settlers attacked a number of farmers and
solidarity activists while, on voluntary basis, they were planting trees in
Susia area, east of “Susia” settlement, south of Hebron.

At approximately 00:00, IOF moved into
Tulkarm. They drove on the road between
Tulkarm and Nablus, east of Tulkarm.
They established a checkpoint on the road and stopped Palestinian cars
travelling in both directions. They
checked the ID cards of passengers. IOF
withdrew later and neither house raids nor arrests were reported.

Beit Qad village, northeast of Jenin.

At approximately 00:30, IOF moved into
Qabatia, southeast of Jenin. They

Tubas. They raided and searched many
houses. Before withdrawing, they arrested Nader Mustafa Mohammed Sawafta, 37,
and Faze’a Sedqi Mohammed Sawafta, 41.

They raided and searched the house of Hassan Husni Mohammed Abu Radwan,
21. Before withdrawing, they arrested
Abu Radwan and transferred him to “Kfar Etzion” detention centre,
southwest of Bethlehem.
At approximately 02:30, IOF moved into Bani
Na’im village, east of Hebron. They raided and searched the house of Suleiman
Shehada Suleiman Tarayra, 21, in the north of Bani Na’im village, and the house
of Shadi Musa Tarayra, 20, in the center of Bani Na’im village. Before withdrawing, they arrested Suleiman
and Shadi Tarayra and transferred them to “Kfar Etzion” detention
centre, southwest of Bethlehem.
At approximately 03:00, IOF moved into Jabal
Johar neighborhood, south of Hebron.
They raided and searched the house of Nezam Nayef Salayma. Before withdrawing, they arrested Amin, 17,
who is the son of Salayma and transferred him to “Kfar Etzion”
detention centre, southwest of Bethlehem.
At approximately 09:00, IOF moved into Deir
Dibwan village, northeast of Ramallah.
They patrolled in the streets for some time. IOF withdrew later and no arrests were

Residents of the village told the PCHR fieldworker that IOF moved into
the village to look for artesian wells in the village. It should be noted that IOF have been
watching artesian wells in the plains of Jenin.
Last year, IOF filled many wells, alleging that these wells were
illegally dug.

Saffa village, west of Ramallah. They
patrolled in the streets for some time.

Saturday, 11 February 2012
At
approximately 01:30, IOF moved into Aqabet Jaber refugee camp, south of
Jericho. They provocatively patrolled in
the streets and the calaxoned now and then to annoy the locals who were
sleeping. In the meanwhile, a number of
guys gathered and stoned IOF who immediately responded by firing metal bullets,
rubber-coated bullets, tear gas canisters and sound bombs. Three Palestinians sustained wounds as a
result and many others suffered from tear gas inhalation. The wounded are:
1.
Said Saleh S’eifan, 22, who sustained wounds by a metal bullet to the head;
2.
Mohammed Ali al-Masri, 23, who sustained wounds by two bullets in his right
hand and to the chest; and
3.
Mohammed Jaber al-Gharabla, 25, who sustained wounds by a bullet in his right
hand.
IOF
then raided and searched a number of houses and delivered notices to Reyadh
Zuheir Wahdan and Rushdi al-Sa’i requiring them to appear before the Israeli
intelligence.
At
approximately 02:00, IOF moved into Salem village, northeast of Nablus. They patrolled in the streets for some time
and raided the house of Nasim Helmi Hamed Karkari, 40, in the center of the
village. Karkari’s mother, Aysha Nayef
Issa, 55, opened the door and the Israel entered. They asked her to bring Nasim. Nasim and his wife, Samira Fo’ad Adel
Eshtaya, 37, who live in a flat in the second floor of the Karkari family’s
two-storey house came to the soldiers.
The soldiers asked Nasim about his ID card. He gave them his ID card and they checked
it. Then they delivered him a notice
requiring him to appear before the Israeli intelligence in “Howwara”
detention center on 13 February 2012.
IOF left the house and in the early morning, Nasim’s wife suffered
severe pain in her abdomen. She was
pregnant in the second month. She headed
to her doctor who told her that she lost her baby because of the panic.
At
approximately 09:00 on Monday, 13 February, Nasim appeared before the Israeli
intelligence. The Israeli intelligence officer threatened Nasim not to engage
into political activities. The interview
with the intelligence officer took 30 minutes and then Nasim was left alone in
a room till 16:30 on the same day. Nasim
was then released. It should be noted
that Nasim was recently released from Israeli jail in the recent prisoner swap
after serving 9 years on imprisonment.
The house of the Karkari family was also raided on 01 January 2012, just
12 days after Nasim was released from jail.
Also
at approximately 02:00, IOF moved into al-Dyouk village, northwest of
Jericho. They patrolled in the streets
for some time. Before leaving, they
delivered a notice to Mahmoud Hassan requiring him to appear before the Israeli
intelligence.

at approximately 02:00, IOF moved into Jericho.
They patrolled in the streets for some time. Before leaving, they delivered a notice to
Hisham al-Nojoum and Shadi Farah Roma requiring them to appear before the
Israeli intelligence.
At
approximately 10:30, IOF moved into Tulkarm.

at approximately 10:30, IOF moved into Jalabon village, east of Jenin. They patrolled in the streets for some

At
approximately 20:20, IOF moved into Kafr Laqef village, east of Qalqilya. They patrolled in the streets for some time and
withdrew later. Neither house raids nor
arrests were reported.
At approximately 22:30, IOF moved into
al-Jarousheya village, north of Tulkarm.
They patrolled in the streets for some time and withdrew late in the
dawn of the following day. Neither house
raids nor arrests were reported.
At
approximately 23:00, IOF moved into al-Jiftlik village, north of Jericho. They patrolled in the streets for some
time. IOF withdrew later and no arrests
were reported.
At
approximately 23:10, IOF warplanes fired at least one missile at the house of
Musa Juma’a Eyada al-Teir in al-Shoka village, east of Rafah.
The
missile hit a tin room in the yard of the house. The room was destroyed and set on fire but no
casualties were reported. Al-Teir and his wife used to live in the targeted
room but they left it as it had previously been targeted by IOF. Al-Teir’s
neighbor, Mohammed Abu Harb, had received a phone call from someone who said he
was a member of the Israeli army. The caller asked Abu Harb to tell his
neighbours, the al-Teir family, to evacuate their house because the Israeli
warplanes wanted to bomb the house. The house of Abu Harb was damaged due to
the bombardment.
At
approximately 23:35, IOF warplanes fired a missile at an agricultural room in
al-Qarara village, north of Khan Yunis. The room was totally destroyed
but no casualties were reported.
In
another crime that shows total disregard for the lives of civilians, IOF killed,
in the last minutes of Saturday, 11 February, an old Palestinian man and
wounded his son in al-Zaytoun neighborhood in the east of Gaza City when IOF
bombarded the establishment where they were present.
According
to investigations conducted by the Palestinian Centre for Human Rights (PCHR),
at approximately 11:50 on Saturday, 11 February 2012, an Israeli warplane fired
a missile at an animal farm behind the car market, east of al-Zaytoun
neighborhood in the east of Gaza City. The animal farm, which is located
around 3,000 kilometers from the border between the Gaza Strip and Israel,
belongs to Eyad Abdul Hadi Rajab. Abdul Karim Ibrahim al-Zaytouneya, 71,
who is the guard of the targeted animal farm, was killed in the attack as his
room in the farm was destroyed while he was inside. In addition,
Mohammed, al-Zaytouneya’s son, sustained severe bruises throughout the body as
he was in the room with his father. The strike also resulted in the
deaths of the majority of animals and birds in the farm and in heavy damages to
the equipments and to a neighboring house.
At
approximately 11:55, IOF warplanes fired a missile at an open area in al-Shoka
village, east of Rafah in the south of the Gaza Strip. The targeted area is located around 1,000
meters from the border with Israel. No
casualty was reported.

At
approximately 00:10, IOF moved into Arana village, north of Jenin. They patrolled in the streets for some time and
withdrew later. Neither house raids nor
arrests were reported.
At
approximately 02:30, IOF moved into al-Mazra’a al-Sharqeya village, northwest
of Ramallah. They patrolled in the
streets for some time. They withdrew
later and no arrests were reported.
At approximately 03:00, IOF moved into Jayous
village, northeast of Qalqilya. They
patrolled in the streets for some time.
They raided a number of houses and confiscated mobile phones and
computers. Before withdrawing, IOF
arrested three Palestinians:
1. Nader Hussam Khreisha, 24;
2. Umar Abdul Ra’ouf Khaled, 22; and
3. Jalal Mohammed Taher Jaber, 19.
While IOF were arresting Jalal Jaber, five of
the soldiers beat his brother, Kamal, 21, who is a member of the Palestinian
Civil Defense Service. Kamal sustained
bruises throughout the body as a soldier kicked him and beat him using its
hands and a butt.
Ma’azouz Qaddoumi, member of Jayous
Municipality, told the following to the PCHR fieldworker:
“At approximately 03:00 on Sunday, 12 February 2012,
the Israeli occupation soldiers raided the house of Mohammed Taher Jaber, the
President of Jayous Municipality, after blowing up the external Iron Gate. They arrested Jalal, 19, who is Jaber’s
son. They searched the house and confiscated
2 computers and 3 mobile phones. When Jaber tried to confront them, one of the
soldiers hit him with a butt on his chest. They held him with his wife outside
in the yard of their house till 05:00. They also raided the house of Nader
Hussam Khreish, 24. They broke a window
in Khreisha’s house and climed to the house using a ladder. They arrested Khreisha who was sleeping with
his brother. They searched the house and
confiscated a computer. Then they raided
the house of Umar Abdul Ra’ouf Khaled, 22, and arrested him immediately. They searched Khaled’s house and confiscated
a computer. Khaled’s mother, Itaf
Mohammed Said Khaled, 62, who suffers from diabetes and blood pressure, was in
panic because of this raid. Her
condition deteriorated as a result. At
around 05:00, the soldiers prevented the locals from going to the mosque to
performed the al-Fajr prayers. They declared curfew in the village. They withdrew at around 05:00”.
Also at approximately 03:00, IOF moved into
al-Mughir village, northeast of Ramallah.
They raided and searched many houses.

approximately 11:45, IOF moved into Deir Abu Da’if village, southeast of

some time. IOF withdrew later and no

At
approximately 14:10, IOF moved into Tulkarm.
They patrolled in the streets and stationed in several
neighborhoods. The soldiers stepped down
from the military vehicles and stopped a number of passers-by and took them to
a military vehicle. In this vehicle, there was an intelligence officer who
questioned these passers-by. IOF
withdrew later and no arrests were reported.
At approximately 14:25, IOF moved into Izbat
al-Tabib village, east of Qalqilya. They
patrolled in the streets for some time.
They raided a carpentry workshop and held the workers and placed them
under interrogation. IOF withdrew later
and neither house raids nor arrests were reported.
At
approximately 16:10, IOF moved into Azzoun village, east of Qalqilya. They patrolled in the streets for some time
and withdrew later. Neither house raids
nor arrests were reported.
At
approximately 18:20, IOF moved into Kafr Addik village, west of Salfit. They patrolled in the streets for some
time. IOF withdrew later and no arrests
were reported.
At approximately 19:00, IOF positioned at sea
off al-Waha resort in the north of the Gaza Strip arrested two Palestinian
fishermen who were sailing a boat 2 miles of the shore. The arrested fishermen are Adham Mahmoud Abu
Reyala, 22, and his brother Mohammed Mahmoud Abu Reyala, 13, from al-Shati
refugee camp.
At
approximately 20:00, IOF moved into Ya’bad village, southwest of Jenin. They patrolled in the streets for some
time. Before withdrawing later, they
raided an under-construction house.
At
approximately 20:45, IOF moved into Deir Estaya village, north of Salfit. They patrolled in the streets for some time
amid extensive firing of sound bombs.

Qalqilya. They patrolled in the streets
for some time and held three members of the Palestinian police. They released the policemen later after

At approximately 21:30, IOF moved into
Qalqilya. They patrolled in the streets
for some time. They raided a house and a
shop. They delivered notices to Ayman Mazen Zaki Ju’eidi, 27, and Mohamed Adel
Enaya, 29, requiring them to appear before the Israeli intelligence. IOF withdrew later and no arrests were
reported.
At
approximately 22:00, IOF moved into Shweika suburb, north of Tulkarm. They patrolled in the streets for some
time. In the meanwhile, a number of boys
gathered in al-Na’alwa neighborhood, in the center of Shweika suburb, gathered
and threw stones and empty bottles at IOF who responded by extensively firing
tear gas canisters. IOF withdrew later

approximately 01:00, IOF moved into Jericho.
They patrolled in the streets for some time. Then they drove to the west and raided ‘Ein
al-Sultan refugee camp. They also
patrolled in the streets of the refugee camp for some time. IOF withdrew later and neither house raids
nor arrests were reported.
At
approximately 01:30, IOF moved into Qalqilya.
They patrolled in the streets for some time. Then they raided and searched several
houses. Before withdrawing, IOF arrested

At
approximately 07:00, IOF stationed at the border in the east of al-Bureij
refugee camp, in middle Gaza, opened extensive fire at the border area in the
east of the refugee camp. IOF continued
firing for around 15 minutes. No

At
approximately 07:10, IOF gunboats positioned of al-Waha resort, northwest of
Beit Lahia in the north of the Gaza Strip, opened extensive fire at Palestinian
fishing boats. Then they surrounded the
two boats driven by Jamal Ramadan Hassan al-Sultan, 60, and his son Fadel, 22,
from al-Salatin neighborhood in Beit Lahia.
The two fishermen were sailing 500 meters from the shore. IOF arrested al-Sultan and his son and
transferred them by a military boat to Ashdod Port. IOF also confiscated al-Sultan’s boats.
At
approximately 19:35, IOF moved into Izbat al-Tabib village, east of
Qalqilya. They patrolled in the streets
for some time and withdrew later.

At
approximately 01:00, IOF moved into Jayous village, northeast of Qalqilya. They patrolled in the streets for some time
and raided the house of Mohammed Taher Jaber, the President of Jayous
Municipality, for the second time within 48 hours. They searched the house and questioned all th
family members living in the house. IOF
claimed that they were looking for arms in the house. Jaber’s wife, Majda
Mohammed Jaber, 56, suffered nervous breakdown as a result and was transferred
to the hospital.
Jaber
told the PCHR fieldworker the following:
“At approximately 01:00 on Tuesday, 14 February
2012, the Israeli occupation soldiers raided my house for the second time
within two days. They searched the house and damaged a significant part of the
furniture. They brought sniffer dogs inside. In the meanwhile, one of them came to me and
said ‘I am the officer’. I asked him
‘What do you want?’ he told me ‘There are arms in your house. Your son admitted that and we need the arms’.
He threatened me that they would remove the tiles or destroy the house if I did
not give him the arms. I told him that we had no idea about any arms and that
they could search the house several times. He kept threatening me and I told
him to do whatever he wanted. During
their presence in the house and because of their threats, my wife Majda
Mohammed Jaber, 56, suffered from nervous breakdown and she was transferred to
Dr. Darwish Nazzal Hospital. She
suffered from high blood pressure because of the raid. The soldiers withdrew at around 04:00 and
they did not find anything”.
At
approximately 04:30, IOF moved into ‘Azzoun village, east of Qalqilya. They patrolled in the streets for some
time. They then raided and searched the
houses of Rami Samih Hassan Abu Haneya, 19, and Bahaa Addin Samir Slim, 19, who
were released recently from Israeli jails in the recent prisoner swap. Before withdrawing, IOF arrested Abu Haneya
and Slim.
At
approximately 06:30, IOF gunboats positioned off al-Waha resort, northwest of
Beit Lahia in the north of the Gaza Strip, opened extensive fire at Palestinian
fishing boats. They surrounded a
Palestinian fishing boat driven by Ahmed Mohammed Mohammed Zayed, 28, from
al-Salatin neighborhood in Beit Lahia.
Ahmed was only 400 meters from the shore. IOF forced Ahmed to take his clothes off,
jump into the water and swim to their gunboat.
They tied the fishing boat to the gunboat and confiscated it. They transferred Ahmed to Ashdod Port in
Israel. Ahmed has not been released yet.
Mahmoud
is Ahmed’s brother. He reported that he left home with Ahmed at approximately
04:00 on the same day. They walked till
they arrived at the fishermen’s room on the shore, north of al-Waha
resort. At approximately 05:45, they
took 2 fishing boats and sailed with many other fishermen. When Mohammed was 350 meters from the shore
and when Ahmed was 500 meters from the shore, they threw the fishing nets. They started to withdraw the nets at
approximately 06:15. In the meanwhile,
they saw two Israeli gunboats coming from the north to them. Mohammed and Ahmed withdrew their nets
rapidly and started sailing to the shore.
The gunboats were firing as they were coming closer to Palestinian
fishing boats. Mohammed was 150 meters far
from the shore when he looked behind him.
He found out that the two gunboats were two close from his brother Ahmed
who was 400 meters from the shore. When
Mohammed arrived at the shore, he saw Ahmed taking his clothes off, jumping
into the sea and swimming to one of the gunboats. The gunboats were only 10 meters to the north
of Ahmed’s boat. The soldiers on the
gunboats then tied Ahmed’s boat to one of the gunboats and withdraw it to the
north. It should be noted that this is
the season for the catch of sardine and this season is of significant
importance to Palestinian fishermen.
Israeli violations of this kind deny Palestinian fishermen access to
their main source of income.
At
approximately 11:45, IOF moved into ‘Anabta village, east of Tulkarm. They patrolled in the streets for some time
and withdrew later. Neither house raids
nor arrests were reported.
Also
at approximately 11:45, IOF moved into Ramin village, east of Tulkarm. They patrolled in the streets for some time
and withdrew later. Neither house raids
nor arrests were reported.
At
approximately 17:00, IOF moved into Zabouba village, northwest of Jenin. They patrolled in the streets for some
time. In the meanwhile, several boys
gathered and threw stones at IOF who responded by firing tear gas canisters and
sound bombs. IOF withdrew later and no
arrests were reported.
At
approximately 19:00, IOF opened fire at Palestinian fishermen sailing 1,500
meters off al-Soudaneya area, north of Gaza City. The fishermen were forced to sail 5,000
meters to the south and wait in the sea till the morning of the following day
when they sailed back to look for their nets.
They were unable to find the nets and IOF fired at them every time they
went to look for these nets. It should
be noted that IOF confiscated 5 fishing nets and tore 700 meters of fishing
nets belonging to Subhi Ibrahim Kamel Abdo, 32, a fisherman from al-Nuseirat.
Also a fishing boat belonging to a member of the Bakr family was hit by bullets
fired by IOF.
At
approximately 22:00, IOF moved into Nour Sahms refugee camp, east of
Tulkarm. They patrolled in the streets
for some time and withdrew later.

At
approximately 02:00, IOF moved into Salem village, northeast of Nablus. They raided and searched the house of Abdul
Rahman Nasouh Eshtaya, 23. They
confiscated a computer and a mobile phone and they arrested Eshtaya and
transferred him to “Howwara” detention center, east of Nablus.
2. Use of
Excessive Force against Peaceful Demonstrators Protesting Settlement Activities
and the Construction of the Annexation Wall
During
the reporting period, IOF used force against peaceful demonstrations organized
by Palestinian civilians and internationals and Israeli human rights defenders
in protest to the construction of the Wall and settlement activities in the
West Bank, and in protest to the establishment of a buffer zone in the Gaza
Strip. As a result, 6 Palestinians
including 3 media workers and Abdullah Mahmoud Mohammed Abu Rahma, 41, coordinator
of the Popular Committee against the Wall and Settlements, were wounded. Additionally, dozens of Palestinian civilians
and human rights defenders participating in peaceful demonstrations suffered
from tear gas inhalation.
Following
the Friday Prayer on 10 February 2012, dozens of Palestinian civilians and
internationals and Israeli human rights defenders organized a peaceful
demonstration in Bil’in village, west of Ramallah, protesting the construction
of the annexation wall and in support of Khader Adnan Musa, the Palestinian
prisoner who has been holding an open-ended hunger strike in an Israeli jail
since 17 December 2011. They raised the Palestinian flag and the photos
of PLC member in Israeli jails Marwan al-Barghouthi, Palestinian Prisoner
Khader Adnan and Ashraf Abu Rahma, a Palestinian prisoner who was active in
peaceful demonstrations in Bil’in. They
called for ending the political division and for releasing all the Palestinian
prisoners in Israeli jails. They then moved towards areas of Palestinian land,
which the Israeli High Court ordered to be returned to their Palestinian
owners. Israeli soldiers stationed in the area fired rubber-coated metal
bullets, sound bombs and tear gas canisters at the demonstrators. As a
result, Abdullah Mahmoud Mohammed Abu Rahma, 41, coordinator of the Popular
Committee against the Wall and Settlements, sustained wounds by a bullet in the
left leg. Another number of Palestinians
sustained bruises as they were beaten by IOF.
Issa Halim, 24, sustained fractures in the right arm and was transferred
to Palestine Medical Compound.
Also
following the Friday prayer on 10 February 2012, dozens of Palestinian
civilians and Israeli and international human rights defenders gathered
in the center of al-Nabi Saleh village, northwest of Ramallah, to start the
weekly peaceful protest against the construction of the annexation wall and
settlement activities and in support of the Palestinian prisoner Adnan Khader.
They raised the Palestinian flag and the photos of Palestinian Prisoner
Khader and other prisoners. The
protesters walked towards the gate erected by IOF near the entrance of the
village and leading to Palestinian lands that Israeli settlers from the nearby
“Halmish” settlement are trying to seize. Israeli soldiers, who
had been extensively deployed in the area and near all the entrances of the
village since the morning, began to confront the protesters who wanted to walk
towards the affected lands. Israeli soldiers fired live and rubber-coated
bullets, sound bombs and tear gas canisters at the protesters. As a
result, 2 Palestinians (PCHR maintains their names) sustained wounds. In addition, the New York Times’ photographer
was hit by a tear gas canister in the right shoulder and the camera man of TRT
Turkish channel was hit by a tear gas canister in the back. Additionally, dozens of Palestinian civilians
and human rights defenders suffered from tear gas inhalation.
Also
following the Friday Prayer, on the same day, dozens of Palestinian civilians
and international and human rights defenders organized a peaceful demonstration
in Ni’lin village, west of Ramallah, in protest against the construction of the
annexation wall and in support of the Palestinian prisoner Khader. They
chanted slogans calling for Palestinian reconciliation, adherence to the
Palestinian inalienable rights and resistance of the occupation. They
clashed with Israeli troops positioned near the annexation wall. Israeli
soldiers fired rubber-coated metal bullets, sound bombs and tear gas canisters
at demonstrators. As a result, a number of demonstrators suffered from
tear gas inhalation.
Also
following the Friday Prayer, at approximately 12:30 on the same day, dozens of
Palestinian civilians and international and human rights defenders organized a
peaceful demonstration in Kafr Qaddoum village, northeast of Qalqilya, in
protest against closing the eastern entrance of the village. The
demonstrators headed towards that entrance. Israeli soldiers fired sound bombs
and tear gas canisters at them. As a result, Baker Mohammed Abdul Haq, 21, from
Nablus, who is the reporter of the local Nablus TV, was hit by a tear gas
canister directly to the abdomen. Additionally, a number of demonstrators,
including a French journalist, suffered from tear gas inhalation.
Baker
Mohammed Abdul Haq told the PCHR fieldworker the following:
“As I was on duty covering the peaceful
demonstration in Kafr Qaddoum village, northeast of Qalqilya, in the afternoon
of Friday, 10 February 2012, IOF positioning at the eastern entrance of Qaddoum
village fired many tear gas canisters at us.
As a result, I was hit by a tear gas canister directly to the abdomen. I
was wearing a flack-jacket; nevertheless, I lost consciousness. I was
transferred to a nearby area and received the necessary treatment in the field.
I was provided with oxygen and I restored consciousness and felt better.”
Also
at approximately 12:30 on Friday, 10 February 2012, dozens of Palestinians
organized a peaceful demonstration in Kafr Addik, west of Salfit. They walked in the streets of the village in
protest to IOF measures aimed at defacing Deir Sama’an archeological area, east
of Kafr Addik village, in preparation for the confiscation of the area. They then walked to Deir Sama’an area and as
they arrived at the area, IOF extensively fired tear gas canisters and sound
bombs. As a result, a number of the
protesters suffered from tear gas inhalation.
3. Use of
Excessive Force against Peaceful Demonstrators Organized in Support of
Palestinian Prisoner Adnan Khader
During
the reporting period, many peaceful demonstrations were organized in support of
and in solidarity with Adnan Khader, the Palestinian prisoner who has been
holding an open-ended hunger strike in an Israeli jail since 17 December 2011. IOF used excessive force against participants
in these demonstrations which were called for by the student movement in
Birzeit University, in front of “Ofer” prison, southwest of Ramallah.
As a result, 8 Palestinian civilians, including 4 media workers and PLC member
Dr. Mustafa al-Barghouthi, were wounded.
At
approximately 13:00 on Saturday, 11 February 2012, dozens of Palestinian
civilians and families of Palestinian prisoners in Israeli jails gathered to
organize a peaceful demonstration in support of the Palestinian prisoner in Israeli
jails Adnan Khader. The demonstration
was called for by the student movement in Birzeit University. The demonstrators headed to “Ofer”
prison in the southwest of Ramallah, and then they walked to the gate of the
prison. IOF closed the gate. Before the demonstrators arrived at the gate,
IOF fired rubber-coated metal bullets, metal bullets, tear gas canisters and
sound bombs at the demonstrators who threw stones at IOF. As a result, 4 media workers and another
number of demonstrators sustained wounds.
The PCHR fieldworker was unable to get information about some of the
wounded as they were coming from different locations and no one of them was
transferred to receive treatment in a hospital or medical center. Additionally,
many participants suffered from tear gas inhalation.
The wounded media workers are:
1.
Issam Ali Said al-Rimawi, 29, photographer of al-Hayat al-Jadida, was wounded
by a metal bullet to the right leg;
2.
Mohammed Ali Eid Turkman, 42, cameraman of Reuters, was wounded by a metal
bullet to right thigh;
3.
Sara al-Adra, 24, reporter of Palestine TV, was wounded by a metal bullet to
the right leg; and
4.
Bernat Arna’ot, 28, cameraman of Associated Press, was wounded by a metal
bullet to the right thigh.
At
approximately 12:30 on Monday, 13 February 2012, dozens of Palestinian
civilians and families of Palestinian prisoners in Israeli jails gathered to
organize a peaceful demonstration in support of the Palestinian prisoner in
Israeli jails Adnan Khader. The
demonstration was called for by the student movement in Birzeit
University. The demonstrators headed to
“Ofer” prison in the southwest of Ramallah, and then they walked to
the gate of the prison. IOF closed the
gate. Before the demonstrators arrived
at the gate, IOF fired rubber-coated metal bullets, metal bullets, tear gas
canisters and sound bombs at the demonstrators.
As a result, 2 demonstrators sustained wounds and were transferred to
Palestine Medical Compound in Ramallah.
Additionally, many participants suffered from tear gas inhalation.
The wounded are:
1. Mohammed Said Abu Rahma, 22, who
sustained a metal bullet to the head; and
2. Ashraf Abed Mohammed, 21, who
sustained a metal bullet to the fingers of the right hand.
At approximately 13:00 on Wednesday, 15 February
2012, dozens of Palestinian civilians and families of Palestinian prisoners in
Israeli jails gathered to organize a peaceful demonstration in support of the
Palestinian prisoner in Israeli jails Adnan Khader. The demonstration was called for by the
student movement in Birzeit University.
The demonstrators headed to “Ofer” prison in the southwest of
Ramallah, and then they walked to the gate of the prison. IOF closed the gate. Before the demonstrators arrived at the gate,
IOF fired rubber-coated metal bullets, metal bullets, tear gas canisters and
sound bombs at the demonstrators who threw stones at IOF. As a result, 2 demonstrators sustained
wounds. Additionally, many participants
suffered from tear gas inhalation.
The wounded are:
1. PLC member Mustafa al-Barghouthi,
57, sustained wounds by a metal bullet to the right foot; and
2. Shaher Hisham Aqel, 20, who
sustained wounds by a metal bullet to the left leg.
4. Continued Closure
of the OPT
Israel
has continued to impose a tightened closure of the OPT and imposed severe
restrictions on the movement of Palestinian civilians in the Gaza Strip and the
West Bank, including occupied East Jerusalem.
Gaza Strip
Israel has continuously closed all border
crossings to the Gaza Strip for over three years. The illegal Israeli-imposed
closure of the Gaza Strip, which has steadily tightened since June 2007, has
had a disastrous impact on the humanitarian and economic situation in the Gaza
Strip. The illegal closure has caused not only a humanitarian crisis but a
crisis of human rights and human dignity for the population of the Gaza
Strip. Measures declared recently to ease the blockade are vague, purely
cosmetic and fail to deal with the root causes of the crisis, which can only be
addressed by an immediate and complete lifting of the closure, including
lifting the travel ban into and out of the Gaza Strip and the ban on exports.
PCHR is concerned that the new Israeli policy is simply shifting Gaza to
another form of illegal blockade, one that may become internationally accepted
and institutionalized. Palestinians in Gaza may no longer suffer from the same
shortage of goods, but they will remain economically dependent, unable to care
for themselves, and socially, culturally and academically isolated from the
rest of the world.

Beit
Hanoun (Erez) Crossing: Israel has continued to close Beit Hanoun
(Erez) crossing for the movement of Palestinian civilians. IOF have allowed
only diplomats, a number of international journalists, employees of
international agencies and a limited number of patients who suffer from serious
diseases to pass through the crossing. They have continued to prevent
Palestinian civilians from visiting their relatives who are detained in Israeli
jails. The small number of patients permitted to pass through the crossing is
only able to do so under severe restrictions that include prolonged
checking.

The
West Bank
Israel
has imposed tight restrictions on the West Bank. During the reporting period,
IOF imposed additional restrictions on the movement of Palestinian civilians.
Jerusalem: IOF have continued
to impose severe restrictions on the movement of Palestinian civilians to and
from the city. Thousands of Palestinian civilians from the West Bank and the
Gaza Strip have been denied access to the city. IOF have established many checkpoints
around and inside the city.
Qalqilya: IOF have continued to impose severe
restrictions on the movement of Palestinian civilians. At approximately 07:30 on Thursday, 09
February 2012, IOF established a checkpoint at the entrance of Imatin village,
northeast of Qalqilya. At approximately 19:50, IOF established a checkpoint at
the entrance of Kafr Laqef, east of Qalqilya.
On Saturday, 04
February 2012, IOF established nine checkpoints around Qalqilya.
At approximately
14:55 on Sunday, 12 February 2012, IOF established a checkpoint at the eastern
entrance of Qalqilya. Soldiers
re-established the same checkpoint at 21:20 and arrested Nemer Mesleh As’ad,
Mohammed Salah Dalloul, and Mohammed Yusef Helal. The detainees were released at 23:30 after
the intervention of the military liaison.
At approximately 22:15, IOF established a checkpoint between Hajja and
Baqat al-Hatab villages, east of Qalqilya.
Tulkarm: IOF have continued to impose severe
restrictions on the movement of Palestinian civilians. At approximately 18:00 on Thursday, 09
February 2012, IOF established a checkpoint on Tulkarm Qalqilya road near the
entrance of Jbarah village, south of Tulkarm.
At approximately
18:00 on Friday, 10 February 2012, IOF re-established the same checkpoint in
the same area.
Salfit: IOF have continued
to impose severe restrictions on the movement of Palestinian civilians. At approximately 18:00 on Sunday, 12 February
2012, IOF established a checkpoint at the entrance of Kafel Hares village, north
of Salfit. At approximately 21:15, IOF
established a checkpoint at the intersection of Deir Estia village, northwest
of Salfit.
5. Efforts to Create a
Jewish Majority in East Jerusalem
Israeli occupation
authorities have continued to make persistent efforts to create a Jewish
majority in East Jerusalem and expel Palestinian civilians from the city.
At approximately 07:00 on
Monday, 13 February 2012, Israeli police and Israeli border guards moved into Wadi
Helwa neighborhood in Silwan village, south of occupied East Jerusalem, with a
number of officers from the Israeli Municipality in Jerusalem. They brought bulldozers and bulldozed the
following establishments:
1. Wadi Helwa playground which measures 700
meters squared;
2. Silwan Creative Forum
which is built on the Wadi Helwa playground; and
3. Barracks belonging to
Amin Abdul Razzaq Seyam. The barracks measure 60 square meters.
The same forces then
headed to Wadi Yasoul neighborhood in Silwan village and they bulldozed a tin
wall of 100 meters in length and a tin room measuring 6 square meters belonging
to Zeid Zamzam Shweiki.
Also at approximately
07:00 on Monday, 13 February 2012, the Israeli police and Israeli border guards
moved into al-Mtalleh area in al-Siwana village in the occupied East Jerusalem,
with a number of officials from the Israeli Municipality in Jerusalem. They surrounded the house of Ahmed Mohammed
Nasser al-Baghdadi, 30, and prevented the al-Baghdadi family and journalists
from approaching the house. They gave
Ahmed Mohammed Nasser al-Baghdadi 20 minutes to evacuate the house. Then Israeli bulldozer demolished the house
and leveled it to the ground. The
one-storey house was built on an area of 110 square meters and was dwelled by a
family of 3 persons. The house was built
17 years ago and it was repaired 4 years ago.
The Israeli Municipality in Jerusalem had previously requested Ahmed
Mohammed Nasser al-Baghdadi to pay the fine of 200,000 NIS to obtain a
construction license.
The Israeli
Municipality’s District Committee for Planning and Building in Jerusalem
approved a plan to construct a large building in the yard of the al-Buraq Wall
(the Western Wall) opposite to the western wall of the al-Aqsa Mosque and near
the Mughrabi Gate Bridge. The building will be called “Beit Halibah”.
According to the plan, the building area is estimated at approximately 3,700 square
meters, consisting of three floors and two underground floors. The building was
designed for use by Jewish settlers and foreign tourists, as well as an
information center and exhibition grounds.
According to data
available to the Al-Aqsa Foundation for Endowment and Heritage, the building
will be established on a confiscated piece of land measuring 5,420 square meters,
but the total area of the building with its four floors besides the annexes
will measure 16,032 meters squared. The
building, which is aimed at creating a Jewish majority in Jerusalem, will
include a floor to be used for the exhibition of antiquities and a ground floor
to be used as a park with a capacity to accommodate 250 cars. The building will also include a tourist
section consisting of an information center, education classes, exhibitions, a
conference hall, a shop of antiquities, a cantina and management offices. The building will further include a research
section consisting of a library, meeting rooms and offices for guides.
The Al-Aqsa Foundation
reported that two tunnels will be dug. The first tunnel will start from the
said building and extends to the north. It will pass under the Mughrabi Gate in
the wall of the old city of Jerusalem and under the yard of al-Buraq Wall. The
second tunnel will extend to the southeast and will pass under the so-called
“the City of David Visitors Center” and under the palaces of the
Umayyad Caliphate area, south of the al-Aqsa Mosque, which was recently
transformed into facilities for the alleged temple of Solomon. The Foundation
stated that the detailed plan to establish the said building is a translation
of general plans and is a part of more comprehensive plans aimed at creating a
Jewish majority in the surroundings of the al-Aqsa Mosque, especially in the
southwestern and southeastern areas.
6. Settlement
Activities and Attacks by Settlers against Palestinian Civilians and Property
Israel has continued
its settlement activities in the OPT in violation of international humanitarian
law, and Israeli settlers have continued to attack Palestinian civilians and
property.
On Monday morning, 13
February 2012, IOF demolished a number of tents, stockyards for sheep and
stores for the storage of sheep’s fodders in Kherbet al-Rahwa in the south of
al-Dahirya, southwest of Hebron. Additionally,
IOF confiscated a number of agricultural tools and equipment under the pretext
of not obtaining a “prior license” from the Israeli authorities.
According to PCHR investigations
and the testimony of Saleem Salem al-Tel, at approximately 10:00, IOF supported
by 15 vehicles moved into the said area.
They immediately started demolishing a number of tents, stockyards and a
well without allowing the residents to evacuate their personal belongings or
the sheep fodders.
As a result of the
attack, six tents sheltering families of 53 members in total were
uprooted. The tents were established on
an area of 424 square meters. Also, eight
stockyards and stores built on 576 square meters were demolished, in addition
to an old well belonging to Mohammed Khalil Hamad al-Zebdya Makharza. IOF also destroyed 10 cells for beekeeping
that belong to Mahmoud Mohammed Ahmed Samamrah.
The tents and
stockyards belong to Saleem Salem Mostafa al-Tel and his married sons; Shheda
Hamad Mohammed al-Wreidat and his married sons; Mohammed Mahmoud Hussein
al-Jabareen and his married sons; Rateb Ahmed Mohammed al-‘Emoul and his
married brothers; Nayef Salem Mostafa al-Tel and Msallam Salem Mostafa al-Tel.
In his testimony,
Rateb Ahmed al-Jabareen said that IOF had previously informed him and other
residents that they had to leave the area, without providing any legal
justification. In the past few months, many
threats and restrictions were imposed on the residents to oblige them to leave before
IOF demolished their tents. He added
that this attack and other measures taken by IOF against them aim towards the
annexation of this area to “Tinah Aumariam” settlement that is
located to the north of Kherbet al-Rahwa.
It should be noted
that this area is resided by approximately 120 persons. They depend on grazing and breeding
sheep. There is no electricity, nor
water in that area, and the residents live in tents. The children in the area learn in schools in
al-Dahirya village which is seven kilometers away from them.
At approximately
08:00 on Tuesday, 14 February 2012, IOF supported by eight military vehicles
and a bulldozer moved into al-Ja’wana area, east of Kherbet Tana, east of
Nablus. The bulldozer started
demolishing five barracks and uprooting four tents belonging to:
1. Shaher Fa’eq Taher Hanani. He owns two
barracks of metal with an area of 150 square meters each, in addition to a
50-square meter tent.
2. ‘Atef Hassan Ahmed Hanani. He owns two barracks; one of which is 100
square meters and the other is 80 square meters, in addition to a 50-square
meter tent.
3. As’ad Mohammed As’ad Hanani. He owns a 200-square meter barracks and two
tents; 50 square meters each.
On Wednesday, 15
February 2012, IOF uprooted dozens of olive trees and other trees in the Beer
al-Hour area, northeast of Ramallah. The
area is adjacent to “Shilo” settlement from the northern side. The uprooted trees have been planted there
over 15 years in lands belonging to Rabee’ Mohammed As’ad Dar Jbara with an
area of approximately 300 dunums. This
attack is a part of a series of attacks carried out for the interest of
settlement activities, paving the way to annex the lands of the village to
“Shilo” settlement.
According to
information collected by PCHR, at approximately 11:30 on the same day, IOF
moved into the Beer al-Hour area and prevented Palestinians from access to that
area. At approximately 12:00, IOF, using
three bulldozers, started demolishing the said area and uprooted dozens of
olive and fig trees. As a result, over
250 olive trees and 30 fig trees were uprooted.
At approximately
09:30 on Thursday, 09 February 2012, dozens of Israeli settlers moved from
“Kedumim” settlement to lands located in the north of Kafr Qaddoum
village, northeast of Qalqilya, under the protection of IOF. They planted the forest trees in a land with
an area of approximately 15 dunums in al-Dawali area. The land belongs to Hassan Abdullah
Ishtiwi. When Palestinian civilians
tried to prevent the settlers, the Israeli soldiers intervened. An hour later, IOF and settlers withdrew. No
other incidents were reported.
At approximately
16:00 on Thursday, 09 February 2012, another group of Israeli settlers moved
from “Kfar Taffouh” settlement to confiscate lands of dozens of
dunums’ belonging to Yasouf village, east of Salfit. The targeted land is adjacent to the eastern
and southern side of the said settlement.
The settlers established iron bars using cement in order to surround the
land by a fence.
The village council
said that the settlers had been paving the way to seize this land, which belong
to many families: heirs of Mahmoud Hussein ‘Atyani; ‘Isa Abdul Qader ‘Azzam;
Mosa ‘Isa ‘Azzam; heirs of Abdul Hamid Yusef Hamouda; heirs of Ahmed Abdul
Fattah Falah; Firas Abdul Karim ‘Atyani; heirs of Ahmed Abdullah ‘Azzam; and
heirs of Ali Mansour Abdullah.
At approximately
21:45 on the same day, another group of Israeli settlers moved from
“Bracha” settlement, south of Nablus, towards houses of Palestinians
in the al-Batin area, northeast of Burin village. The settlers started throwing stones on four
houses resided by Palestinians, the majority of whom are children, due to which
the children and other residents of those houses were terrorized. Besides, light damage was caused to the
houses. The houses belong to: Yasser
Yusef Hassan Omran; Bashir al-Zaben; Ibrahim Ali ‘Eid and Maher Salah
al-Najjar. Half an hour later, IOF arrived at the area
and let the settlers return to the settlement under their protection. IOF fired sound bombs on the roofs of the
houses and forcibly dismissed those gathered to protect the houses. In the early morning, IOF withdrew and no
other incidents were reported.
On Friday, 10 February
2012, a group of Israeli settlers living in “Carmiel” settlement,
south of Hebron, moved into lands belonging to al-Hatheleen family, east of the
said settlement. They planted some
forest trees whilst IOF were watching.
According to
information collected by PCHR, the settlers moved into lands belonging to heirs
of ‘Eid Yamin al-Hatheleen, under the protection of IOF. The lands, which amount to approximately 40
dunums, are located in Um al-Kheir village.
The settlers started planting trees in parts of those lands that are
adjacent to a settlement road, which was established by the settlers in 2011.
Ibrahim ‘Eid
al-Hatheleen, head of the local council of Um al-Kheir village, said that this
attack came in the context of the annexation of dozens of dunums by the said
settlement. He added that planting trees
by the settlers confirms that there is an Israeli plan to confiscate other
lands in that area.
On Saturday, 11
February 2012, a group of settlers attacked a number of farmers and Palestinian
and international solidarity activists while they were doing a voluntary work
to plant trees in Susia area, west of “Susia” settlement in the south
of Hebron. As a result of the attack,
six Palestinians sustained bruises and a Palestinian and Israeli peace activist
were arrested by IOF.
According to
investigations conducted by PCHR and testimony of Mr. Naser al-Nawaj’a, an
activists in the Committee against Settlement east of Yatta, at approximately
10:00 on the same day, after a number of Palestinians and Israeli activists
planted almond seedlings in the targeted lands, a group of settlers arrived at
the area. The settlers attacked the
volunteers and uprooted a number of seedlings.
They threatened the farmers and activists to oblige them to leave. This attack was carried out in front of the
Israeli soldiers, who intervened to offer protection to the Israeli settlers
and arrested two volunteers.
As a result, six
Palestinians sustained bruises thoughout their bodies: Jweid al-Adhami, 33;
Jameel Mohammed al-Nawaj’a, 37; Hatem Mohammed al-Nawaj’a, 32, and Sa’ed
Mahmoud al-Nawaj’a, 22. Besides,
Mohammed Ali al-Nawaj’a, 26, and an Israeli peace activist, Ezra Levi, 60, were
arrested. However, they were released on
bail on the same day.
Al-Nawaj’a said that
the Israeli settlers attacked the voluntary activity that was organized to
plant trees in 20 dunums. The lands
constitute a part of areas that the settlers try to seize. He pointed that the Israeli soldiers did not
take any measure against the attackers but instead offered protection to them.

Recommendations to the International
Community
1. PCHR calls upon the High Contracting
Parties to the Fourth Geneva Convention to fulfill their legal and moral
obligations under Article 1 of the Convention to ensure Israel’s respect for
the Convention in the Occupied Palestinian Territory. PCHR believes that the conspiracy of silence
practiced by the international community has encouraged Israel to act as if it
is above the law and encourages Israel continue to violate international human
rights and humanitarian law.
2. PCHR calls upon the High Contracting
Parties to the Fourth Geneva Convention to convene a conference to take
effective steps to ensure Israel’s respect of the Convention in the OPT and to
provide immediate protection for Palestinian civilians.
3. PCHR calls upon the High Contracting
Parties to the Fourth Geneva Convention to comply with their legal obligations
detailed in Article 146 of the Convention to search for and prosecute those
responsible for grave breaches, namely war crimes.
4.PCHR calls for the immediate implementation
of the Advisory Opinion issued by the International Court of Justice, which
considers the construction of the Annexation Wall inside the West Bank illegal.
5. PCHR recommends that international civil
society organizations, including human rights organizations, bar associations
and NGOs, participate in the process of exposing those accused of grave
breaches of international law and urge their governments to bring the
perpetrators to justice.
6. PCHR calls upon the European Union to
activate Article 2 of the Euro-Israel Association Agreement, which provides
that Israel must respect human rights as a precondition for economicArticles
cooperation between the EU states and Israel.
PCHR further calls upon the EU states to prohibit import of goods
produced in illegal Israeli settlements in the OPT.
7. PCHR calls on the international community
to recognize the Gaza disengagement plan, which was implemented in September 2005,
for what it is – not an end to occupation but a compounding of the occupation
and the humanitarian crisis in the Gaza Strip.
8. In recognition of ICRC as the guardian of
the Fourth Geneva Convention, PCHR calls upon the ICRC to increase its staff and
activities in the OPT, including the facilitation of family visitations to
Palestinian prisoners in Israeli jails.
9. PCHR appreciates the efforts of
international civil society, including human rights organizations, bar
associations, unions and NGOs, and urges them to continue their role in
pressuring their governments to secure Israel’s respect for human rights in the
OPT and to demand Israel end its attacks on Palestinian civilians.
10. PCHR calls upon the international
community to pressure Israel to lift the severe restrictions imposed by the
Israeli government and its occupation forces on access for international
organizations to the OPT.
11.PCHR
reiterates that any political settlement not based on international human
rights law and humanitarian law cannot lead to a peaceful and just solution of
the Palestinian question. Rather, such
an arrangement can only lead to further suffering and instability in the
region. Any peace process or agreement
must be based on respect for international law, including international human
rights and humanitarian law.
