Summary
Israeli violations of international law and international
humanitarian law in the oPt continued during the reporting period (24 October –
07 November 2012):
Shooting:
During the reporting period, the IOF killed a Palestinian civilian
suffering from epilepsy in the central Gaza Strip. In addition, they killed 2 Palestinian
resistance members by airstrike and wounded a third, in addition to wounding a
Palestinian policeman at the Customs checkpoint in the north of the Gaza Strip.
Dozens of protestors suffered from tear
gas inhalation and sustained bruises during demonstrations organized against
the annexation wall and settlement activities in the West Bank.
In the Gaza Strip, on 04 November 2012, in an excessive use of
lethal force, the IOF killed 1 Palestinian civilian suffering from epilepsy
near the border fence, east of Wadi Gaza village, in the central Gaza Strip. According to investigations conducted by PCHR,
the IOF used excessive force against the Palestinian and did not attempt to
arrest him first, especially as he was not a military man, but in civilian
clothing.
On 24 October 2012, 2 Palestinian resistance members were killed
when an Israeli warplane launched a missile at them, as they were launching
missiles at Israeli towns from a farming land behind the Tareq Abu al-Hsein
petrol station on Salah Eddin Street in al-Shouka village, east of Rafah in the
southern Gaza Strip. The 2 killed
persons are affiliated to the Nasser Salah Eddin Brigades (the military wing of
the Popular Resistance Committees).
On the same day, a Palestinian policeman was injured when an
Israeli warplane launched a missile at the southern entrance of the Customs
checkpoint “44” belonging to the Gaza Ministry of Interior, 1700
meters to the south of the Beit Hanoun (Erez) crossing. The missile was launched almost at the time
of opening the crossing, when the Palestinian security officers were getting
ready to receive Palestinians traveling from Gaza to Israel. The policeman’s wounds were serious. As a result of the attack, the eastern
electricity network supplying the Gaza Strip with power was damaged. In addition, damage was caused to containers
used as offices of the Palestinian Security Service. Shrapnel made holes in these 6 offices.
On 02 November 2012, a Palestinian resistance member was injured
when the IOF positioned at the border fence launched artillery shells at a
Palestinian resistance group. This group
was in a farming land, east of the Wadi Gaza village (Johr al-Deek) in the east
of Deir al-Balah, the central Gaza Strip.
In the context of other shooting incidents, on 22 October 2012, the
IOF stationed inside watchtowers at the border fence, north of the Agriculture
School in the north of Beit Hanoun, in the northern Gaza Strip, opened fire
heavily at agricultural areas and houses of civilians adjacent to the border
area. Neither casualties nor damage of
property were reported.
On 24 October 2012, the IOF stationed at the border fence launched 10
artillery shells at the Gaza International Airport in the far southeast of
Rafah in the southern Gaza Strip. No
casualties were reported.
On 28 October 2012, an Israeli warplane bombarded an
under-construction house, northeast of al-Bureij in the central Gaza Strip. As a result, the house was completely destroyed;
in addition, 4 other houses and a marble workshop sustained partial damages. Moreover, a poultry farm was damaged and 50
chicks died.
On 29 October 2012, Israeli warplanes launched 2 missiles at a
training site belonging to al-Qassam Brigades (the military wing of Hamas
movement). The training site is located
south of the Omar Ben Abdul Aziz mosque on the Khalil al-Wazeer Street in Beit
Hanoun, in the north of the Gaza Strip. Neither
casualties nor damage of property were reported.
On the same day, the IOF stationed at the border fence, east of the
“Martyrs’ Cemetery” in the east of Jabalia in the northern Gaza
Strip, launched 2 artillery shells at the agricultural area in the vicinity of
the cemetery. Neither casualties nor
damage of property were reported.
On 31 October 2012, the IOF stationed inside watchtowers, east of
al-Na’ayma Street in the east of Beit Hanoun in the northern Gaza Strip, opened
fire heavily at open areas for 10 minutes. No casualties or damage of property were
reported.
On 06 November 2012, the IOF stationed at the border fence, east of
Khan Yunis in the southern Gaza Strip, shelled the eastern parts of the ‘Abassan
and Khuza’a villages with artillery and smokescreen shells. No casualties were reported.
In the context of attacking Palestinian fishermen, on 01 November
2012, the Israeli gunboats positioned off al-Waha resort, northwest of Beit
Lahia in the northern Gaza Strip, heavily opened fire at Palestinian gunboats. Neither casualties nor damage of property were
reported.
On 03 November 2012, the IOF positioned off al-Waha resort,
northwest of Beit Lahia in the northern Gaza Strip, sporadically opened fire at
Palestinian fishing boats.
On 06 November 2012, the same incident took place again in the same
area.
In the West Bank, on 07 November 2012, 12 Palestinians, including a
child, were wounded in the northwest of Salfit, when dozens of civilians
gathered attempting to prevent the demolition of 2 houses in the village. However, the IOF used excessive force to
disperse them.
In the same context, the IOF have continued the use of excessive
force against peaceful demonstrations organized by Palestinian civilians and
Israeli and international human right defenders against the construction of the
annexation wall and settlement activities in the West Bank. As a result, dozens of protestors sustained
bruises and suffered from tear gas inhalation.
Incursions:
During the reporting period, the IOF
conducted at least 92 military incursions into Palestinian communities in the
West Bank. During these incursions, the IOF
arrested at least 60 Palestinians, including 5 children and 2 women, one of
whom is wife of the Palestinian prisoner, Bassam al-Sa’di, a leader in Islamic
Jihad movement.
In the Gaza Strip, on 06 November
2012, a limited incursion was conducted in the eastern parts of the ‘Abassan
and Khuza’a villages, east of Khan Yunis in the southern Gaza Strip. The IOF leveled some farming lands under fire.
On 07 November 2012, 6 Israeli
bulldozers and 4 tanks moved 500 meters into the west of the border fence, east
of the Wadi Gaza village (Johr al-Deek) in the central Gaza Strip, under
sporadic fire. They bulldozed farming
lands planted with vegetables, figs and palm trees.
Measures
to Create Jewish Majority in Occupied East Jerusalem
In
the context of demolishing houses, during the reporting period, the IOF
demolished 2 houses; the first is in al-Salam suburb, northeast of East
Jerusalem and the second is in al-Zaytoun Mountain “al-Tour neighborhood,”
east of the Old Town.
On
01 November 2012, the IOF demolished a house belonging to the family of Sleem
Isma’il al-Shawamrah (54), in al-Salam suburb, northeast of Jerusalem. The house was demolished for the 6th
time respectively. Al-Shawamrah said
that the IOF surrounded his house built on 115 square meters and started
demolishing without any previous notice. He added that his house was first demolished
in 1998, while the last time was in 23 January 2012. He rebuilt his house in July 2012 with the
assistance of the International Coalition, which consists of 10 countries, and
the Israeli ICAD Foundation. Yet, the IOF
re-demolished the house again after less than 3 months. He said that it was the 6th time
that his house was demolished.
On
05 November 2012, the IOF demolished a house belonging to the family of Imad
Abu Laban in al-Tour neighborhood. The
1-storey, tin-roofed house was built on an area of 232 square meters and
consisted of a room, a kitchen and a bathroom. Abu Laban said that the Israeli Municipality
had previously submitted to him a notice to demolish his house under the
pretext that it was built on agricultural land without obtaining a construction
permit. The IOF demolished all the house
facilities around, including walls, and uprooted fruitful trees, in addition to
water tanks and electricity safety switches.
In
the context of settlement expansion projects, on 05 November 2012, the Israeli
Ministry of Housing issued construction tenders of 1,200 new housing units at the
“Pisgat Ze’ev” and “Ramot” settlements in East Jerusalem. According to what was posted by the Israeli
radio website “Reshet Bet,” the Israeli Ministry of Housing offered
these tenders to contractors in Israel in order to start these projects. The Ministry pointed out that project of
building 1,200 housing units in the 2 aforementioned settlements in East
Jerusalem was approved months ago.
Restrictions
on Movement:
Israel
continued to impose a tightened closure of the oPt, imposing severe
restrictions on the movement of Palestinian civilians in the Gaza Strip and the
West Bank, including occupied East Jerusalem.
The illegal Israeli-imposed closure of the Gaza Strip, which has
steadily tightened since June 2007, has had a disastrous impact on the
humanitarian and economic situation in the Gaza Strip. The illegal closure has caused not only a
humanitarian crisis, but a crisis of human rights and human dignity for the
population of the Gaza Strip.
Recently-declared measures to ease the closure are vague, purely
cosmetic and fail to deal with the root causes of the crisis; the root causes
can only be addressed by an immediate and complete lifting of the closure,
including lifting the travel ban into and out of the Gaza Strip and the ban on
exports. Palestinians in Gaza may no
longer suffer from the same shortage of goods but, as long as the closure is
allowed to continue, they will remain economically dependent, unable to care
for themselves, and socially, culturally and academically isolated from the
rest of the world.
The IOF have continued to impose severe restrictions on the
movement of Palestinian civilians throughout the West Bank, including occupied
East Jerusalem. Thousands of Palestinian
civilians from the West Bank and the Gaza Strip continue to be denied access to
Jerusalem.
Settlement
Activities:
Israel has
continued its settlement activities in the oPt, in violation of international
humanitarian law, and Israeli settlers have continued to attack Palestinian
civilians and property.
On 24 October 2012, the IOF bulldozed a tin-made barrack in the Beit
Alban area, west of the Ethna village in the west of Hebron. The barrack built on 2,250 square meters was
bulldozed without any previous notice of demolition or suspension of work in
the facility, according to the testimony of the barrack’s owner, Abdul Rahman
Abed Ahmed al-Tmeisi (33), given to PCHR’s fieldworker.
On the same day, the IOF submitted notices to demolish 7 houses in
Khellet Theeb area, west of the Ethna village in the West of Hebron. It should be noted that these notices were
issued by (the Civil Administration – the Supreme Planning Council) under the
name of suspension of construction works and demolition of houses under the
pretext of not obtaining permits. The IOF
had informed the Palestinians of the decision to stop construction works in the
area and refer to the concerned departments within maximum 7 days. Palestinians said to PCHR’s fieldworker that
they headed to the Israeli courts through the “St. Yves” Foundation. The case was adjourned 21 days after a hearing
was held on 31 October 2012 to complete the documents needed for the case.
On 31 October 2012, the IOF demolished 2 houses in Steih lands near
al-Dyouk al-Tahta village, northwest of Jericho. The 2 houses are resided in by their owners
in the wintertime. They were demolished
under the pretext of not obtaining construction permits from the Israeli
“Civil Administration. The IOF also
demolished the fences of the 2 houses and electricity networks in the area.
In the same context, on 01 November 2012, the IOF orally informed
the residents of al-Fkheet and al-Tabban villages, east of Yatta in the south
of Hebron, of a decision to demolish solar power boards that supply the east of
Yatta with power, in addition to al-Musafer elementary school, within a maximum
of 3 days.
In the context of settlement expansion projects, on 05 November

On 04 November 2012, the IOF with the company of Israeli settlers
started leveling lands that were previously annexed to a settlement outpost
established in the east of Yatta, south of Hebron. The settlers set caravans in the area.
On 06 November 2012, the IOF demolished a 2-storey house belonging
to the family of Mohammed Mosa Makhamra (50). The house was built on 250 square meters,
east of Yatta. They also demolished a
stockyard belonging to Hosni Mohammed Salam Rab’i, in addition to a tin-made
room built on 50 square meters and a water well belonging to Mahmoud Mohammed
Nasser (43).
On 07 November 2012, the IOF demolished 2 houses in the Hares
village, northwest of Salfit. One of
them belongs to Ali Hussein Jaber and consists of 2 attached apartments of 300
meters; one of which was still under construction. The other 2-storey house belongs to Hammam
Yusef Salam.
In the same context, on 27 October 2012, 7 Israeli settlers from the
“Nirya” settlement outpost, northwest of Ramallah, attacked
Palestinian farmers while they were collecting olives in their lands in al-Nabi
‘Enaiyir area.
On the same day, a group of settlers from the “Nhalial”
settlement, northwest of Ramallah, cut down 20 olive trees in al-Safha area. The trees belong to Ibrahim ‘Ayesh Abdul
Rahman Ladadwa.
On 31 October 2012, Hala Hesham Abu ‘Ayyah (13) sustained bruises
and fractures throughout her body, as a settler hit her on the main road at the
entrance of the Beit Ummar village. The
child was transported to al-Ahli Hospital in Hebron by a PRCS ambulance. The setter fled without offering any help to
the child or calling an ambulance.
On 03 November 2012, a group of settlers accompanied by Israeli
soldiers from the “Ytzhar” settlement, southeast of Nablus, attacked
Palestinian farmers, who were collecting olives in the vicinity of the ‘Oureef
High School for Boys, and threw stones at them. As a result, Waleed Sa’id Najeh al-Safadi (18)
was hit by a stone in the head. The IOF
arrested al-Safadi’s uncle, Isam Najeh Sharif al-Safadi (37), an officer in the
Palestinian Intelligence Service.

Wednesday, 24 October 2012
At approximately 02:00, IOF moved
into the Balata village, east of Nablus.
They patrolled the streets for some time and searched some houses. They raided a house belonging to the family
of Abdul Rahman Abu Ghalyoun, 23, and arrested him.
At approximately 02:00 also, IOF
moved into Beita village, southeast of Nablus.
They patrolled the streets for some time and raided some houses. They arrested 4 civilians:
1- Hamza Abdul Aziz Kharyoush, 22, a
member of the Palestinian National Security;
2- Sakher Zeydan Bani Shamsa, 20, a
student at the Security Academy in Jericho;
3- Islam Abdul Latif Abu Zaytoun,
20; and
4- Adeeb Ahmed Abdul Hadi, 19.
At approximately 05:00, the Israeli
warplanes launched a missile at 2 members of Nasser Saladin Brigades (the armed
wing of the Popular Resistance Committees) while they were launching missiles
at Israeli towns from a framing land behind Tareq Abu al-Hsein petrol station
on Saladin Street in al-Shouka village, east of Rafah in the southern Gaza
Strip. As a result, one of them named Mohammed Jaber Sha’ban al-Sheikh, 22,
from al-Shaboura refugee camp in Rafah was killed by shrapnel throughout his
body. The other member, Ahmed Fawzi
Mohammed Herzallah, 24, from Basheet neighborhood in Rafah, was seriously wounded
by shrapnel throughout the body. At approximately 13:00 on Thursday, 25 October
2012, he was pronounced dead.
At approximately 07:15, Israeli
warplanes launched a missile at the southern gate of the al-Jamarek”44”
checkpoint of the Ministry of Internal Affairs in Gaza, located 1700 meters
south of Beit Hanoun (Erez) crossing in the north of the Gaza strip. The
missile was launched shortly before the time of opening the crossing and
Palestinian police officers were preparing to receive the travelers from the
Gaza Strip to Israel. The shelling resulted in the injury of a Palestinian
police officer, Hassan Harb Saleh Abu Habel, 25, from Beit Lahia Project, with
shrapnel that entered his back and settled in the chest. He was transported to
Martyr Kamal ‘Edwan Hospital in Beit Lahia to receive treatment. Due to his
serious injury, he was transferred to Shifa Hospital in Gaza City. The shelling
also caused damage to the main eastern electricity network of the Gaza Strip,
which passes through the road of Beit Hanoun crossing, and to the offices of
the security services “containers.”
It should be noted that IOF closed
Beit Hanoun crossing to all categories of
travelers, including patients, companions, people of special needs,
business people, Palestinians from the 1948 occupied territories, diplomats, UN
workers, international workers, international journalists, travelers abroad,
people who have economic and security meetings, in addition to ambulances which
transport the critical patients to and from Israel, except the entry of 12
patients and a companion and 5 business people. The Israeli authorities
declared the area a closed military zone. According to the testimony of the
workers in the medical coordination department in the Ministry of Health, the
number of patients and companions, who were supposed to enter through the Beit
Hanoun crossing on that day, was approximately 28 persons.
At approximately 08:00, IOF
positioned at the border with Israel fired 10 artillery shells at the Gaza
International Airport, far southeast of Rafah.
No injuries were reported.
Thursday, 25 October 2012
At approximately 01:30, IOF moved into al-Tabaqa village to the
south of Dura, southeast of Hebron. They
patrolled the streets and raided and searched several houses. One of the houses
belongs to the family of Rezeq Rashed al-Harbeyat, 58, and another belonged to
the family of Murad Abdel Rahman Hamdan, 30.
Before their withdrawal, IOF arrested Murad Hamdan and took him to an
unknown destination.
At the same time, IOF moved into Ethna village, west of Hebron and
patrolled the streets. They raided and searched a house belonging to the family
of Mohammed ‘Awad al-Botran, 38, and arrested him.
Saturday, 27 October 2012
At approximately 01:00, IOF moved into al-‘Aroub refugee camp,
north of Hebron. They patrolled the
streets for some time and stationed in front of Abu Sham’aa Stores at the
entrance of the camp. At approximately 04:00, IOF withdrew from the camp and
neither house raids nor arrests were reported.
At approximately 03:00, IOF moved
into Sa’air village, northeast of Hebron.
They patrolled the streets for some time and withdrew later. Neither house raids nor arrests were
reported.
Sunday 28 October 2012
At approximately 09:00, IOF moved
into al-Mafqara village to the east of Yatta, south of Hebron, and attacked
Sa’aid Jom’aa al-‘Aamour, 47, and his daughter, Miriam, 20, while they were
doing construction work in a water well in front of the family’s house. Before
their withdrawal, IOF arrested the aforementioned civilian and took him to an
unknown destination while a Palestinian Red Crescent ambulance took Miriam, his
daughter, to the Medical Center in Yatta.
In his testimony to a PCHR
fieldworker, Rateb al-Jbour, Member of the Popular Committee against settlements
in Yatta, said that al-‘Aamour was doing a reinforced concrete node for a water
well near his house, when he was surprised by a number of settlers near him
telling him he was banned to work in
this place. The settlers informed IOF who came to the place and attacked the
civilian and his daughter.
Nasser Qabaja, Director of the
disaster unit in the Palestine Red Crescent Society, stated to a PCHR
fieldworker that as soon as they received the call, they went to the
aforementioned place and transferred Miriam al-‘Aamour, who sustained bruises
and fractures in different parts of his body due to being attacked by IOF.
At approximately 23:30, an Israeli
warplane shelled an under-construction house located in the northeast of
al-Boreij in the central Gaza Strip, destroying the house. The house belongs to
Mohammed Mubarak Beheiri Abu Basikha, 47.
The shelling also caused partial damage to another four houses, a marble
cutting workshop as well as a poultry farm belonging to Khaled So’aoud, 40, and
the deaths of 50 chicks.
Monday, 29 October 2012
At approximately 00:40, an Israeli warplane launched 2 missiles at
a training site belonging to al-Qassam Brigades (the armed wing of Hamas
movement). The aforementioned training site located to the south of Omar Ben
Abdel ’Aziz Mosque in Khalil al-Wazir Street in Beit Hanoun in the north of the
Gaza Strip. The shelling resulted in two deep holes in the site and huge
vibrations that rocked the surrounding area.
Neither injuries nor property damages were reported. The explosions and
vibrations caused a state of fear and panic among the people of Beit Hanoun,
especially children and women.
At approximately 06:20, an Israeli warplane dropped leaflets on the
Central province in the Gaza Strip. The leaflets fell on the west of al-Zawayda
Village warning the people of the Gaza Strip from approaching the border fence
at a distance less than 300 meters, otherwise IOF will prevent them by all
means available, including shooting fire. Those leaflets warned people from allowing
the rocket launchers getting into the residential areas and houses because this
poses a threat to the future of their lives and property. The warning stated
that “if anyone commits any violent assault, which may threat the Israeli areas
or tries to move into the fence to the Israeli areas, he will a tough response
by the Israel Defense Force.”
At approximately 18:30, IOF positioned at the border, east of the
Islamic Martyrs cemetery “al-Shohada’ cemetery,“ launched shells at the agricultural area located in the
vicinity of the same cemetery. Neither
injuries nor house damages were reported.
Tuesday, 30 October 2012
At approximately 01:30, IOF moved into ‘Aasidet (Khalet al-‘Aein)
in the center of Amr village, north of Hebron.
They surrounded a house belonging to the family of Wahid Hamdi Zamel Abu
Mariah, 44, and directly started shooting at and shelling it. Half an hour
later, a military bulldozer began to demolish the front side of the house while
the residents were still trapped inside the house. At approximately 02:00, the
aforementioned civilian came out of his house and IOF arrested him and took him
to an unknown destination.
Mohammed Abu Mariah, Wahid’s brother, said that IOF surrounded the
area, the neighboring houses, and the German School yard adjacent to the house
and they started shooting at and shelling the house without telling the owner
to get out with his family. He stated
that IOF did not face any resistance from his brother and a military bulldozer
demolished the front side of the house. When IOF were trying to raid the house,
Wahid, his brother, came out and surrendered to IOF and they took him to one of
the military vehicles. Afterwards, a number of Palestinian children and boys
gathered and threw stones at IOF, which immediately responded by firing tear
gas canisters and rubber-coated metal bullets intensively at the protestors and
civilians. As a result, a number of
people fainted. Mohammed ‘Aawad, spokesman of the Public Committee against
Settlements, said that IOF withdrew from the village at 05:00, stationed at the
main entrance and established a checkpoint.
At approximately 02:00, IOF moved into al-Fawar refugee camp, south
of Hebron. They patrolled the streets and surrounded a house belonging to the
family of Mohammed Ahmed Mustafa al-Najjar, 29. They raided and searched the
house while one of the soldiers severely beat al-Najjar in front of his wife
and kids. Before their withdrawal, IOF
arrested the aforementioned civilian and took him to an unknown destination.
At the same time, IOF raided and searched a house belonging to the
family of Ragheb al-Salaymah, 50, in the center of the old town in Hebron and
then arrested his son, Abdel Rahman, 20. Before their withdrawal, Jamilah Hasan
al-Shalaldah, 48, the mother of the aforementioned civilian, tried to prevent
the soldiers from arresting him, but IOF beat her and arrested both of them.
They took Abdel Rahman to the detention center in “Etzion” settlement; south of
Bethlehem, while his mother was taken to the Israeli police station in
al-Daboya in the center of Hebron.
An eyewitness said to a PCHR fieldworker that Jamilah Shalaldah
tried to prevent the soldiers from arresting her son, and a number of soldiers
attacked and insulted her with obscene words.
She fell on the floor, fainted and was immediately treated. Before IOF
withdrew, an Israeli police vehicle came to the spot and police officers
arrested Shalaldah and took her to the police station adjacent to the place in
al-Daboya in the center of Hebron. It should be noted that Shaladah was
arrested three years ago for two days as the settlers claimed that she attacked
them.
At approximately 02:30, IOF moved into Hebron. They patrolled the streets, raided and
searched a house belonging to the family of Hamza Mohammed Zablah, 20, and
arrested him.

At approximately 01:00, IOF moved into Ethna village, west of
Hebron. They patrolled the streets for
some time and positioned in Safa area, west of the village. They raided Palestinian houses, some of which
belong to the families of Mo’awiya Khalil ‘Awwad, 30; Tareq Oudat Allah Awad,
29; Ahmed Abu Theeb, 28; Abdul Hadi Abu Theeb, 29; Belal Abu Jheisha, 33; and
Mahmoud Basheer Sleimiya, 34. IOF used
sniffer dogs in searching the houses, which lasted until 05:30. IOF withdrew
later with no arrests.
In his testimony to a PCHR fieldworker, Mahmoud Sleimiya said that
IOF searched a scrap facility in Wadi Abu Risha area in the west of the
village. They used electronic machines
and sniffer dogs to search houses, as a result, children and families were
terrified.
At approximately 02:30, IOF moved into al-Yamoun village, northwest
of Jenin. They patrolled the streets for
some time and raided a house belonging to the family of Ibrahim Taher Nawahda,
47. The Intelligence Service officer questioned him on the spot. IOF withdrew later and no arrests were
reported. It should be noted that the
aforementioned person is an ex-prisoner, who served 11 years in the Israeli
prisons being charged of affiliation to Hamas movement.
Also at approximately 02:30, IOF moved into al-Sura village to
southwest of Dura, southwest of Hebron.
They raided and searched a house belonging to the family of Mohammed
Nasser Ibrahim Abu Hashem, 22, and arrested him.
At the same time, IOF moved into Hebron. They raided and searched a house belonging to
the family of Abdul Karim Kathem Rabah Qfeisha, 21, and arrested him.
Also at approximately 02:30, IOF moved into Emreish village to the
southwest of Dura, southwest of Heron. They raided and searched a house
belonging to the family of Osama Hussein Yusef Shaheen, 32, and arrested him.
At approximately 03: IOF moved into Jenin refugee camp, west of
Jenin. They patrolled the streets and raided a house belonging to the family of
Abed Fadel Jed’oun, 24, and arrested him and his brother Mohammed, 20, and transported
them to an unknown destination.
At the same time, IOF moved into Bourqin village, west of Jenin.
They patrolled the streets and raided a house belonging to the family of Sultan
Ahmed Mahmoud Khlouf, 28, and arrested him.
At approximately 03:30, IOF moved into Silet al-Hartheya village,
north of Jenin. They patrolled the
streets and raided a house belonging to Hani Shafiq Abdul Rahman Jaradat, 49, a
leader in Islamic Jihad movement. The Israeli intelligence officer questioned
him on the spot. IOF later withdrew without others raids or arrests. It should
be noted the aforementioned Palestinian is an ex-prisoner, who served many
years in the Israeli prisons.
At the same time, IOF moved into Beit Kahel village, east of
Hebron. They raided and searched a house belonging to Sa’d Isa Mahmoud
al-‘Asafra, 21, and arrested him.
At approximately 17:30, IOF moved into Ya’bad village, southwest of
Jenin. They patrolled the streets, where some boys threw stones and empty
bottles at the Israeli vehicles. IOF
fired tear gas canisters and sound bombs at them. IOF later raided a house
belonging to the family of Mohammed Mahmoud ‘Atatra. An Israeli intelligence officer questioned
‘Atatra on the spot. IOF withdrew later and no further incidents were reported.
It should be noted that ‘Atatra is an ex-prisoner, who was arrested by IOF 8
times before, the latest of which was in 2006 when he served two years and a
half in prison.
At approximately 22:10, IOF positioned at military watchtowers,
east of al-Na’ayma Street in the east of Beit Hanoun in the north of the Gaza
Strip, opened fire at open areas for 10 minutes. Neither casualties nor damage were reported.

In his testimony to PCHR’s fieldworker, Mohammed Awad, spokesperson
of the Public Committee against Settlements, said that IOF raided the house and
trapped Abu Maria’s wife and children in a room. They searched the house and a
barrack for poultry farming. IOF used sniffer dogs and tools to search walls.
The search lasted for 4 hours and a half.
It should be noted that Abu Maria’s house had been demolished from
the front side and had been under fire two days earlier, when Abu Maria was
arrested.
At approximately 23:30, IOF moved into al-Jiftlik village, north of

At approximately 01:30, IOF moved into ‘Azzoun village, east of
Qalqilya. They patrolled the streets for
some time and raided many houses after firing rubber-coated metal bullets at
the street lights. They started damaging the contents of the raided houses and
used a jack to open metal gates. IOF withdrew at 05:30 after arresting 3
civilians:
1- As’ad Mhanna, As’ad Mesh’al, 18;
2- Adam Basem Mohammed Mousa Slim, 19; and
3- Mo’athe Belal A’sad Sweidan, 20.
Mhanna Mesh’al said to PCHR’s fieldworker:
“At approximately 02:00 on Friday, 02
November 2012, I was surprised that the Israeli soldiers were near me. They had
raided all the rooms, but we did not feel it, and thoroughly searched the house
before they arrested my son ‘As’ad, who was transported to an unknown
destination. After they had withdrawn, I
went out and found the inside door and outside gate were damaged by the jack
they used to open them. So far, I cannot
repair them.”
Basem Mohammed Slim said to PCHR’s fieldworker:
“At approximately 02:00 on Friday, 02
November 2012, I was with my friends playing cards. The door was slightly open.
Suddenly, the Israeli soldiers entered in a savage way, as we did not notice
them opening the outside door by a special tool. The door was damaged and I
have not found a blacksmith to repair it. The electricity safety switch was
broken because the door fell on it after it was took off. They searched my house, arrested my son Adam
and transported him to an unknown destination.”
At approximately 07:00, IOF positioned at the border launched
artillery shells at a group of Palestinian resistance members, who were on a
farmland, east of Gaza Valley village (Johr al-Deek), east of Deir al-Balah in
the center of the Gaza Strip. This resulted in the injury of one of them with
shrapnel in the chest and then he was taken to Shohadaa’ al-Aqsa hospital in
Deir al-Balah to receive treatment. His wounds were described moderate. Note
(PCHR keeps the name of the wounded person).
At approximately 09:00, IOF moved into Beiten village, northeast of
Ramallah. They patrolled the streets for some time and withdrew later. No arrests were reported.

computer. His family stated to a PCHR fieldworker that while IOF were searching
in the house, they stole jewelry estimated at 40,000 Jordanian Dinars (JD).
At approximately 16:00, IOF moved into Broqeen village, west of
Salfit. They patrolled the streets for
some time and withdrew later. Neither house raids nor arrests were reported.
At approximately 18:00, IOF moved into Zabouba village, northwest
of Jenin. They patrolled the streets and
positioned at the western neighborhood.
They started firing flash bombs near the annexation wall in the west of
the village, and combed the area. Before their withdrawal, IOF arrested Ibrahim
Jamal Mohammed Zaqzaq, 18.
At approximately 18:30, IOF moved into Kafr al-Lubad village, east
of Tulkarm. They patrolled the streets
for some time and withdrew later. Neither house raids nor arrests were reported.
In the evening, Israeli Occupation Forces (IOF) killed a
Palestinian civilian, suffering from epilepsy, by using lethal force near the
border between Gaza Strip and Israel. Investigations conducted by Palestinian
Centre for Human Rights (PCHR) reveal that IOF used excessive force against the
victim and did not attempt to arrest him despite him being unarmed and dressed
in civilian clothes.
According to PCHR’s investigation, at approximately 20:20,
residents of Gaza Valley, a village in the central Gaza Strip near the border,
saw flash bombs over the area and heard intense shooting after Israeli soldiers
called on a person to move away from the area. They informed the ICRC
about the incident. It was only after two hours and following coordination
with IOF that the ambulances of Palestine Red Crescent Society were allowed
into the area. As per the medical team, they found the body of a young
man wearing civilian clothes nearly 10 meters away from the border. The
body was transported to al-Aqsa Martyrs Hospital in Deir al-Balah, where the
victim was identified as Ahmed Tawfiq ‘Awadh al-Nabahin, 23, from Gaza Valley
village. According to medical sources, the victim was hit by several
bullets in his chest, back, left hand, and foot. His family stated that
he was suffering from epileptic seizures because of increased electrostatic
charges in his body and he had gone to the border areas several times
before. IOF detained him two months ago for several days, but upon
realizing that he was ill they released him.
At approximately 20:30, IOF moved into Jafna village, northeast of
Ramallah. They patrolled streets for some time and withdrew later. No arrests were reported.

At approximately 00:10, IOF moved into ‘Aazoun village, east of
Qalqilya, after surrounding the village since 22:00 on Sunday. They patrolled the streets for some time.
They raided several houses after forcibly opened doors using jacks and
terrified civilians who awoke to find them in their rooms. Before their
withdrawal at 05:20, they arrested 10 civilians: Mohammed Abdel Rahim Dahbour,
26; Ashraf Sofian ‘Aodwan, 24; Mohammed Ali Badwan, 18; Mohammed Ibrahim Rabi,
30; Mahmoud Suheil Rashid ‘Aodwan, 20; Mohammed Abdel ‘Aziz Khorfan, 23; ‘Aadli
Zaki Majd,20; Amir Mohammed Dahbour, 27; Mahmoud Mohammed ‘Aalaya, 34; and
Abdallah Khaled Ibrahim Radi, 18.
At approximately 01:30, IOF moved into ‘Aein al-Sultan refugee
camp, west of Jericho. They patrolled the streets and withdrew later. No arrests were reported.

outskirts of the camp. They raided the house of prisoner Bassam al-Sa’adi, and arrested
his wife, Nawal, 50.

Before their withdrawal, IOF arrested 2 civilians: Mohammed Naser al-Batha, 21;
and Ibrahim Nemer al-Sheikh, 38. IOF
also detained ‘Abed Borhan ‘Aweina, 20, for some time while he was driving his
car.
At approximately 01:30, IOF moved into ‘Aazoun village, east of
Qalqilya. They patrolled the streets and
raided and searched several houses.
Before their withdrawal, IOF arrested 7 civilians, including 5 children,
3 of them were later released after the appeal of the people and human rights
organizations for 900 NIS bail for each of them and to set another date for
their trial. The arrested children are: Saleh Bassim Ahmed Rodwan, 14; Ahmed
Zahran Ibrahim Salim, 10; and ‘Aamar ‘Aomran Abdallah Hussein, 12. The other 4
arrested are: Wael Anwar Mesh’al, 20; Ja’afar Abdel Karim Salim, 17; Ahmed
Nedal Ibrahim Salim, 17; and Youssef Ghassan Mousa Salim, 18.
At approximately 02:00, IOF moved into Nablus. They patrolled in
the streets raided and searched several houses. Before their withdrawal, IOF
arrested Ahmed Zaeyad Mahmoud Soliman, 19, from his house in the eastern
compound in Nablus and transported him to the military detention center in
Howarah camp, south of Nablus.
At approximately 02:30, IOF moved into al-Far’aa refugee camp,
southeast of Tubas. They patrolled the streets and raided and searched several
houses. Before their withdrawal, IOF arrested 5 civilians from their houses and
transported him to the military detention center in Howarah camp, south of
Nablus. The arrested persons are: Mo’aaz ‘Aisa Ghazawi, 21; ‘Aamid ‘Omar Abu
Hasan, 20; Deyaa’ Tayseer al-‘As’aous, 27; Belal Ya’aqoub al-Hasan, 20, a
student in Dar al-Mo’alemin college, and Qays Nasha’at Abu al-Hasan, 23.
At the same time, IOF moved into al-Somou’a village, south of
Hebron. They patrolled the streets and
raided and searched a housed belonging to the family of Saleh Ibrahim
al-Rawashda, 19, and arrested him.

to the family of Nayef Waleed ‘Amr, 28, and arrested him.
At approximately 01:30, IOF moved into al-Tarabiqa area in the
center of Beit Amr village, north of Hebron. They patrolled the streets and
raided and searched several houses. Before their withdrawal, IOF arrested
Montaser Ibrahim Iklayel, 19; and Mohammed Abdel Naser Ikhlayel, 19, and took
him to an unknown destination.
At approximately 06:00, IOF moved 500 meters into the western
borderline, east of the Gaza Valley village (Johr al-Deek) in the center of the
Gaza Strip amidst sporadic shooting. IOF vehicles leveled lands planted with
vegetables, figs and palms as they entered people’s lands and ruined parts of them.
At approximately 11:00, these vehicles headed southwards and after an hour they
repositioned at the border.

Activities and the Construction of the Annexation Wall
During
the reporting period, IOF used force against peaceful demonstrations organized
by Palestinian civilians and international and Israeli human rights defenders
in protest at the construction of the wall and settlement activities in the
West Bank. As a result, an Israeli human
rights defender and a Palestinian child were wounded, and dozens of
demonstrators suffered from tear gas inhalation.
Following the Friday Prayer, 19 October 2012, dozens of Palestinian
civilians and international and Israeli human rights defenders organized a
peaceful demonstration in Bil’ein village, west of Ramallah, in protest to the
construction of the annexation wall. The
demonstrators gathered in the streets of the village, chanting slogans calling
for national unity. The protesters aimed to stress the need to adhere to
national principles and the right of return, to resist the occupation and to
call for the release of all Palestinian prisoners. The protesters raised
Palestinian flags and made their way towards the wall. They called
through megaphones for Israeli settlers in “Mitityahu” settlement to leave
Palestinian land. Israeli soldiers stationed in the area fired
rubber-coated metal bullets, sound bombs and tear gas canisters at the
demonstrators. As a result, a number of
demonstrators suffered from tear gas inhalation and others sustained bruises; the
wounded were treated in the field.
Also following the Friday Prayer on 19 October 2012, dozens of
Palestinian civilians and international and Israeli human rights defenders
organized a peaceful demonstration in Ne’lin village, west of Ramallah, in
protest at the construction of the annexation wall and settlement activities. The demonstrators moved towards areas of the
annexation wall. Immediately, Israeli
soldiers stationed in the area fired rubber-coated metal bullets, sound bombs
and tear gas canisters at the demonstrators.
As a result, some demonstrators suffered from tear gas inhalation and
others sustained bruises; the wounded were treated in the field.
Around the same time that Friday, dozens of Palestinian civilians
and Israeli and international human rights defenders gathered in Martyrs
Square in Nabi Saleh village, northwest of Ramallah, to hold a weekly peaceful
protest against the construction of the annexation wall and settlement
activities. The protesters walked
towards the gate erected by IOF near the entrance of the village, which lead to
Palestinian lands that Israeli settlers from the nearby “Halmish”
settlement are trying to seize. Israeli
soldiers, who had been extensively deployed in the area and near all the
entrances of the village since the morning, began to confront the protesters
who wanted to walk towards the affected lands.
Israeli soldiers fired live and rubber-coated bullets, sound bombs and
tear gas canisters at the protesters. As
a result, some demonstrators suffered from tear gas inhalation and others
sustained bruises.
Following the Friday Prayer, Palestinian civilians and
international human rights defenders, including Ms. Luisa Morgantini, former
Vice Speaker of the European Parliament, organized a peaceful demonstration in
the center of al-Ma’sara village, south of Bethlehem, in protest at the ongoing
construction of the annexation wall. As
the protestors moved towards the gate of the village, IOF closed it to prevent
the demonstration from gaining access to the confiscated lands. In his testimony to a PCHR fieldworker, Jawad
Alaadin, a member of the Public Movement in Bethlehem, said, “IOF stopped
the crowd from reaching the lands threatened with confiscation. IOF soldiers and demonstrators engaged in a
skirmish after IOF closed the main road.”
3- Continued Closure of the oPt
Israel has continued to impose a tightened closure on the oPt,
imposing severe restrictions on the movement of Palestinian civilians in the
Gaza Strip and the West Bank, including occupied East Jerusalem.
Gaza
Strip
Israel has
continuously closed all border crossings to the Gaza Strip for nearly 5 years. The illegal Israeli-imposed closure of the
Gaza Strip, which has steadily tightened since June 2007, has had a disastrous
impact on the humanitarian and economic situation in the Gaza Strip.
The IOF
have tightened the closure of the Gaza Strip, making Karm Abu Salem crossing the
sole commercial crossing of the Gaza Strip, although it is not suitable for
commercial purposes, in terms of its distance and operational capacity.
The IOF
have continued to apply their policy aimed at tightening the strangulation of
the commercial movement in the Gaza Strip, including imposing total control
over the flow of imports and exports.
The
total closure of al-Mentar “Karni” crossing on 02 March 2011 has
created a terrible situation that has seriously affected the Gaza Strip. Following this closure, all economic and commercial
establishments in Gaza Commercial Zone were shut off. It should be noted that al-Mentar crossing is
the biggest crossing in the Gaza Strip, in terms of its operational capacity to
absorb the flow of imports and exports. The
decision to close al-Mentar crossing was the culmination of a series of
decisions resulting in the complete closure of the Sofa crossing, east of the
Gaza Strip in the beginning of 2009, and the Nahal Oz crossing, east of Gaza
City, which was dedicated for the delivery of fuel and cooking gas to the Gaza
Strip, in the beginning of 2010.
The IOF
have continued to impose a total ban on the delivery of raw materials to the
Gaza Strip, except for very limited items and quantities. The limited quantities of raw materials allowed
into Gaza do
not meet the minimal needs of the civilian population in the Gaza Strip.
The
cooking gas crisis, which erupted last November, has continued to affect the
Gaza Strip. This crisis was created on
04 January 2010, when Israeli occupation authorities totally closed the Nahal
Oz crossing, which used to be dedicated to the delivery of fuel and cooking gas
supplies to Gaza. They shifted fuel and
cooking gas supplies to the Karm Abu Salem crossing, which is not equipped to
receive Gaza’s fuel needs. The Karm Abu
Salem crossing, with its maximum absorptive capacity, can receive only 200 tons
of cooking gas per day.
Approximately
80% of Gaza civilians continue to depend on humanitarian aid provided by UNRWA
and other relief agencies, the number of families who are living below the
poverty line has continued to increase, and approximately 40% of Gaza’s
manpower continues to suffer from permanent unemployment as a result of
shutting down the majority of Gaza’s economic establishments.
The IOF
have continued to impose a total ban on the export of products from Gaza,
especially industrial products, undermining any real chance of reopening economic
establishments. The situation has been
aggravated since the Karm Abu Salem crossing was designated as Gaza’s sole
commercial crossing; the repeated closure of this crossing negatively affects
the quantity of Gaza products which are allowed to be exported.
For approximately 6 consecutive years, the IOF have continued to
ban the delivery of construction materials to Gaza. During the reporting period, the IOF approved
the delivery of limited quantities of construction materials for a number of
international organizations.
Israel has continued to close the Beit Hanoun (Erez) crossing for
Palestinian civilians from the Gaza Strip.
The IOF only allow the movement of limited groups amidst severe
restrictions, including long hours of waiting in the majority of cases. The IOF have also continued to adopt a policy
aimed at reducing the number of Palestinian patients allowed to move via the
Beit Hanoun crossing to receive medical treatment in hospitals in Israel or in
the West Bank and Jerusalem. The IOF
denied new categories of Gazan patients permission to access hospitals via the
crossing.
Israel has imposed additional access restrictions on traders,
international diplomats, journalists and humanitarian workers seeking to enter
the Gaza Strip.

On Monday, 22 October 2012, the IOF allowed the entry of 80 tons of

UNRWA, 700 tons of construction aggregate for KFW, 700 tons of aggregate
construction for USAID and 112 tons of cement for the Turkish Ship. They also allowed the entry of 468 tons of
fodders and 78 tons of wheat.
On Tuesday, 23 October 2012, the IOF allowed the entry of 40 tons
of cement, 32 tons of construction steel, 910 tons of construction aggregate
for UNRWA, 980 tons of construction aggregate and 240 tons of cement for UNDP,
in addition to 2940 tons of construction aggregate for the Water
Authority. They also allowed the entry
of 712 tons of fodders.
On Thursday, 25 October 2012, the IOF allowed the entry of 546 tons
of fodders and 156 tons of wheat.
On Tuesday, 30 October 2012, the IOF allowed the entry of 200 tons
of cement, 87 tons of construction steel and 1820 tons of construction aggregate
for UNRWA, in addition to 1,820 tons of construction aggregate for USAID. They also allowed the entry of 429 tons of
fodders and 273 tons of wheat.
On Wednesday, 31 October 2012, the IOF allowed the entry of 200
tons of cement and 36 tons of construction steel, 1,540 tons of construction
aggregate, and 2100 tons of pescors for UNRWA, in addition to 1,400 tons of
construction aggregate for the Water Authority and 1,820 tons of construction
aggregate and 25 tons of construction steel for UNDP. They also allowed the entry of 351 tons of
fodders and 234 tons of wheat.
On Thursday, 01 November 2012, the IOF allowed the entry of 160
tons of cement, 1680 tons of construction aggregate, 16 tons of tar and 2940
tons of pescors for UNRWA, in addition to 700 tons of construction aggregate
for USAID and 220 tons of cement and 1890 tons of construction aggregate for
the Water Authority. They also allowed
the entry of 546 tons of fodders and 117 tons of wheat.
On Sunday, 04 November 2012, the IOF allowed the entry of 190 tons
of cement, 4690 tons of construction aggregate for UNRWA, in addition to 1330
tons of construction aggregate for KFW.
They also allowed the entry of 624 tons of fodders and 117 tons of
wheat.
On Monday, 05 November 2012, the IOF allowed the entry of 200 tons
of cement, 1260 tons of construction aggregate and 34 tons of construction
steel for UNRWA, in addition to 234 tons of cement, 1190 tons of construction
aggregate and 34 tons of steel for KFW. They
also allowed the entry of 741 tons of fodders and 39 tons of wheat.
On Wednesday, 24 October 2012, it should be noted that the IOF
closed the aforementioned crossing for security reasons, according to their
claims. It should be also known that the
Eid al-Adha holiday started in the crossing from Friday, 26 October 2012, to
Sunday, 28 October 2012. On Monday, 29
October 2012, the crossing was opened only for 65 tons of gas to enter.

imposed a tightened closure on the West Bank.
During the reporting period, the IOF imposed additional restrictions on
the movement of Palestinian civilians:
Ramallah
and al-Bireh: The IOF have continued to impose severe restrictions on the
movement of Palestinian civilians.
At
approximately 10:30 on Thursday, 25 October 2012, the IOF established a
checkpoint on the road linking the Bitounia village and the Beit ‘Our al-Foqa
village, southwest of Ramallah.
At approximately
09:30 on Friday, 26 October 2012, the first day of the Eid al-Adha, the IOF
established a checkpoint at the entrance of the Nabi Saleh village, northwest
of Ramallah, the checkpoint was removed later; however, it was re-established
at approximately 17:00.
At
approximately 09:00 on Sunday, 28 October 2012, the IOD established a
checkpoint on the entrance of the Kuffor ‘Ain village, northwest of
Ramallah. At approximately 10:00, the
IOF established a checkpoint near al-Teiba village intersection, northeast of
Ramallah, on the Mo’rjat road linking Ramallah and Jericho. At approximately 18:00, the IOF re-established
its presence at the ‘Attara checkpoint at the northern entrance of Birzeit,
north of Ramallah. At approximately
22:30, the IOF established a checkpoint near the “Bait Eil”
Settlement, north of al-Beira, on the road leading to the Sarda village, north
of the city.
At
approximately 10:30 on Monday, 29 October 2012, the IOF established a
checkpoint under the bridge of the Kharabtha al-Mosbah village, southwest of
Ramallah. At approximately 19:00, the
IOF established a checkpoint near the Silwad village intersection, northeast of
Ramallah.
At
approximately 10:30 on Tuesday, 30 October 2012, the IOF established a
checkpoint under the bridge of the Kharabtha al-Mosbah village, southwest of Ramallah.
At
approximately 09:30 on Wednesday, 31 October 2012, the IOF established a
checkpoint near the intersection of the Beit ‘Our al-Foqa village, southwest of
Ramallah. At approximately 16:00, the
IOF re-established its presence at the ‘Attara checkpoint at the northern
entrance of Birzeit, north of Ramallah.
All
checkpoints were later removed; no arrests were reported.
Jericho: The
IOF have continued to impose severe restrictions on the movement of Palestinian
civilians.
Jenin: The
IOF have continued to impose severe restrictions on the movement of Palestinian
civilians. At approximately 14:30 on
Tuesday, 30 October 2012, the IOF established a checkpoint on the Beit Qad
village, northeast of Jenin. The
checkpoint was later moved. No arrests
were reported.
Tulkarm: The
IOF have continued to impose severe restrictions on the movement of Palestinian
civilians.
At
approximately 11:00 on Tuesday, 30 October 2012, they established a checkpoint
on the main road linking Tulkarm with the villages north to it, known as
al-Sha’rawya near Zeita and the ‘Otail intersection, north of Tulkarm. At approximately 00:30 on Wednesday, 31
October 2012, the IOF established a checkpoint on the main road linking Tulkarm
with the villages north to it.
At
approximately 00:30 on Wednesday, 31 October 2012, the IOF established a
checkpoint on the main road linking Tulkarm with the villages to its north,
known as al-Sha’rawya near al-Jaroushia village, north of Tulkarm.
All
checkpoints were removed later; no arrests were reported.
Hebron: The
IOF have continued to impose severe restrictions on the movement of Palestinian
civilians.
At
approximately 10:30 on Tuesday, 30 October 2012, the IOF and the Israeli police
established a checkpoint on the Abu-Reysha Valley road, west of Ethna
village. At approximately 16:00, the IOF
established a checkpoint on the Jurat Bohlos road, separating Halhoul and
Hebron. An eyewitness said that 2
Israeli police vehicles established a checkpoint on the al-Hawawer
intersection, on the northern entrance of Halhoul village, linking it to a
by-pass road (60). At approximately
16:30, the IOF established a checkpoint on Tarousa road, which separates Doura
city from its western villages. At
approximately 17:30, the IOF established a checkpoint in the Mothalath al-‘Akba
area, separating Doura and the villages in the southwest of the city. An eyewitness said that soldiers had a list
of ID numbers and pictures, to which they compared the IDs of civilians passing
through the checkpoint.
At
approximately 07:00 on Wednesday, 07 November 2012, the IOF established a
checkpoint on the entrance of the Ethna village, west of Hebron. At approximately 19:30, the IOF established
another checkpoint on the main entrance to the Sa’eir village, north of the
city. At approximately 21:30, the IOF
established another checkpoint on the main entrance to Halhoul.
The checkpoints were later removed. No arrests were reported.
Qalqilya: The
IOF have continued to impose severe restrictions on the movement of Palestinian
civilians.
At
approximately 17:20 on Saturday, 27 October 2012, the IOF established a checkpoint
on the northern entrance of the ‘Azoun village, on Qalqilya-Tulkarm road. At approximately 17:30, the IOF established a
checkpoint on the entrance of the Izzbat al-Tabib village, east of Qalqilya.
At
approximately 16:50 on Friday, 02 November 2012, the IOF established a
checkpoint on the entrance of the ‘Azoun village. At approximately 18:00, the IOF established a
checkpoint on the entrance of al-Nabi Elias village, east of Qalqilya, and
another one on the entrance of the Izzbat al-Tabib village.
At
approximately 15:00 on Saturday, 03 November 2012, the IOF established a
checkpoint on the entrance of the Kuffor Qadoum village, northeast of Qalqilya. At approximately 17:00, the IOF established a
checkpoint on the entrance of the ‘Azoun village. At approximately 20:00, the IOF established a
checkpoint between the ‘Azoun and Izzbat al-Tabib villages. At approximately 20:10, the IOF established a
checkpoint on the entrance of the ‘Azzoun ‘Atma village, southeast of Qalqilya.
At
approximately 08:05 on Sunday, 04 November 2012, the IOF established a
checkpoint on the entrance of the ‘Azoun village, east of Qalqilya. At approximately 22:00, the IOF established a
checkpoint on the road between the ‘Azoun and Izzbat al-Tabib villages, east of
Qalqilya.
At
approximately 11:50 on Monday, 05 November 2012, the IOF established a
checkpoint on the entrance of the ‘Azoun village, east of Qalqilya. At approximately 14:50, they established a
checkpoint on the entrance of the Jeit village, northeast of Qalqilya. At approximately 15:45, the IOF established
another checkpoint on the eastern entrance of Qalqilya.
At
approximately 01:00 on Tuesday, 06 November 2012, the IOF established a
checkpoint between the ‘Azoun and Izzbat al-Tabib villages, east of Qalqilya.
All
checkpoints were removed later. No arrests were reported.
Selfit: IOF
have continued to impose severe restrictions on the movement of Palestinian civilians.
At
approximately 10:00 on Sunday, 28 October 2012, the OF established a checkpoint
near the entrance of Kuffel Hares, north of Selfit. The checkpoint was removed at approximately
12:30. No arrests were reported.
Arrests at Military Checkpoints
At approximately 10:30 on Sunday, 28 October 2012, the IOF arrested
Musalam Yassir Brijya (14), from
al-Ma’sara village, south of Bethlehem, while harvesting olives in al-Halkoum
area near the main road. The IOF claimed
that Brijya threw rocks at Israeli vehicles that were passing on the main
road. He was transported to the “Gosh
Atsion” settlement’s detention center, south of Bethlehem.
At approximately 16:00 on Thursday, 01 November 2012, the IOF
arrested 5 Palestinian civilians from Beit Fajjar, south of Bethlehem, while
passing by the main road leading to the village, which goes by the “Gosh
Atsion” settlement. They were
identified as Hamza Mahmoud Takatka
(19), ‘Alaa Nassri al-Haras (18), Mohammad Takatka (18), Mohammad Majid
Thawabta (20) and Ehsan Takatka (18), and were transported to the “Gosh
Atsion” detention centre.
At the same time, the IOF established a checkpoint near the “Shavei
Shomron” settlement, on the al-Naqoura village intersection, northwest of
Nablus. Dalal ‘Ali Zamel (45) was arrested while riding in a taxi on her
way home to the ‘Ain Beit al-Maa’ Camp, north of Nablus, and she was
transported to an unknown destination.
At approximately 00:30 on Monday, 05 November 2012, the IOF
stationed at the “Kfar Atsion” settlement intersection, south of
Bethlehem, arrested 4 Palestinian minors, identified as Omar ‘Ayed Takatka (18), Mohammad Jihad Thawabta (17), ‘Abed Youssif
Takatka (17) and Shadi Walid Takatka (16).
According to Majid Khalil, an eyewitness, the IOF arrested the 4 civilians
while on their to the Beit Fjjar village, west of the city, and transported
them to the “Kiryat Arba” settlement southeast of Hebron. They were released later that afternoon.
Detentions at Military Checkpoints
At approximately 14:00 on Saturday, 27 October 2012, the IOF
established a checkpoint on the main road between the Hawara and Za’tra
villages, south of Nablus, and stopped a private red Volks Wagen. The IOF soldiers forced MP Dr. Mahmoud Ahmed Abdul-Rahman
al-Ramhi (48), ex-prisoner and Secretary General of the Palestinian
Legislative Council from al-Bireh, to leave his vehicle and confiscated
it. Dr. al-Ramhi was transported to the Hawara
detention center in Hawara, south of Nablus.
He was later released, after over 4 hours of detention. It should be mentioned that MP al-Ramhi was
visiting relatives in Nablus during the Eid al-Adha. MP al-Ramhi was an administrative detainee in
Israeli prisons for approximately a year and a half, and was released less than
3 months ago.
At approximately 21:00 on Thursday, 01 November 2012, the IOF
established an on the Container checkpoint, north of Bethlehem, detained Shireen
Halahla (29) and her daughter Lamar (2.5), for few hours when
returning from Jordan. Halahla was
searched before she was released at approximately 00:00. It should be mentioned that Halahla is married
to ex-prisoner Tha’er Halahla from Kharas village, west of Hebron, who went
through a 78-day food strike before being released from Israeli prisons.

Efforts to Create Jewish Majority in Occupied East Jerusalem
Bulldozing
of Houses
In morning hours on Thursday, 01
November 2012, an IOF force of the Border Guards, Israeli Police, Special
Forces and the Police Chivalry Units, accompanied by a bulldozer and officers
of the Israeli Municipality in Jerusalem, stormed al-Salam suburb in the ‘Anata
village, northeast of Occupied Jerusalem.
The IOF surrounded Salim Ismail al-Shawamra‘s (54) house and
started bulldozing it 6 consecutive times, without previously
warning or issuing a demolition notice.
In his testimony to PCHR’s fieldworker, al-Shawamra said that the IOF
surrounded the 115-square-meter house and started bulldozing it without
previously warning them. He also added
that his house had been demolished 6 times, the first demolition was in 1998
and the most recent demolition was on 23 January 2012. The house was rebuilt in July 2012, with the
help of members of the International Coalition, which includes more than 10
countries, and the Israeli foundation “iCAD,” only to be destroyed
again by the IOF in less than 3 months.
Al-Shawamra also noted that he owns the land, and that this area is
under Palestinian jurisdiction according to the Oslo Accords. Al-Shawamra is a holder of a Jerusalemite ID
and a father of 9 children, the youngest of whom is 10 years old.
On 05 November 2012, the IOF
bulldozed a house in the al-Zaitoun mountain, al-Tour neighborhood, east of the
old town of occupied Jerusalem.
According to PCHR’s investigations, a force of Israeli Border Guards,
Israeli Police, Special Forces and Police Chivalry Units, accompanied by a
bulldozer and officers of the Israeli Municipality in Jerusalem, stormed
al-Sahel area in the al-Zaitoun mountain, al-Tour neighborhood, east of the old
town of occupied Jerusalem. The IOF
surrounded the house of Imad Mahmoud Abu-Laban, a one-story, tin-roofed,
brick house, established on a 32 square meters area, right after he and his
wife left for work. Upon learning of the
demolition decision, the neighbors ran to the house and tried to save some of
Abu-Laban’s possessions. Abu Laban said
that the IOF had submitted him a demolition notice, under the pretext that the
house is established on agricultural land, as well as being built without a permit;
moreover, they destroyed all the utilities around the house. He also added that he had built his humble
house on a small piece of land which he owns, and he lives in it with his
wife. He also explained that the
demolition notice was for the house, which is established on part of a farmland,
planted with fruitful trees, belonging to him.
The IOF destroyed the house, the walls surrounding it, uprooted the
fruitful trees, destroyed the water tanks and the electricity safety switch.
Settlement
Expansion Projects
The Israeli Ministry of Housing
issued, on 05 November 2012, construction tenders to build 1200 housing units
in the “Pisgat Ze’ev” and “Ramot” settlements, located in
East Jerusalem. According to the Israeli
radio “Reshiet Beit,” the Ministry of Housing issued these tenders to
Israeli contractors to start the construction.
The Israeli Ministry also pointed out that the decision to build the
1200 housing units in the 2 settlements had been decided for several months
now.

Settlement Activities and Attacks by Settlers against Palestinian Civilians and
Property
Israel
has continued its settlement activities in the oPt, in violation of
international humanitarian law, and Israeli settlers have continued to attack
Palestinian civilians and property.
At
approximately 07:00 on Wednesday, 24 October 2012, a large IOF force,
accompanied by military vehicles and a bulldozer, stormed the Beit Alban area,
west of Ethna village, west of Hebron and imposed a curfew in the area. The bulldozer demolished a tin-made barracks,
established on a 250 square meters area, belonging to Abdul-Rahman Abed
Ahmed al-Tamizi (33). In his
testimony to a PCHR fieldworker, al-Tamizi said that the IOF demolished the
barracks without previously issuing any notices of demolishing or suspending
the work in the facility. He also
mentioned that the IOF is imposing severe restrictions on the western area of the
Ethna village and Abu-Reesha area, in attempt to control the area. It should be noted that the areas to the west
of the village fall under Israeli jurisdiction under the Oslo Accords.
At
approximately 11:00 on Wednesday, 24 October 2012, the IOF, accompanied by a
vehicle of the Construction and Licensing Authority of the Israel Civil
Administration, moved into the Khelat al-Theib area, south of the Ethna village,
west of Hebron. The soldiers submitted
demolition notices to 7 houses and photographed them. It should be noted that the notices were
issued by the Civil Administration, the Supreme Planning Council, approving the
suspension and demolition notices under pretext of not obtaining a permit. The IOF had previously informed the civilians
that construction in the area was suspended and that they ought to refer to the
concerned departments for a maximum period of 7 days. According to the civilians’ testimony to PCHR’s
fieldworker, they are headed to the Israeli courts through the Saint Eve
foundation. The case was postponed for
21 days, after a session held on 31 October 2012, to complete papers for the
case.
The houses
belong to civilians:
1- Haitham Fadel Mohammad ‘Asfour (28), a
one-story house established on a 130 square meters area.
2- Wael Fadel Mohammad ‘Asfour (25), a
one-story house established on a 110 square meters area.
3- Jamal Bader ‘Asfour (24), a one story house established on a
150 square meters area.
4- Nader Bader ‘Asfour (32), a two-story house established on a
120 square meters area.
5- Ahmad Younis ‘Asfour (27), a one-story house established on a
110 square meters area.
6- Mohammad Younis ‘Asfour (25), a one-story
established on a 110 square meters area.
7- Iyad Mohammad Abu-Harbid (25), a one-story
house established on a 120 square meters area.
On
Saturday morning, 27 October 2012, a group of 7 settlers coming from the “Nirya”
settlement outpost, established on the northern lands of Ras Karkar, northwest
of Ramallah, attacked Palestinian farmers harvesting olive trees in their land
in al-Nabi ‘Anieer area, approximately 500 meters away from the settlement
outpost. In his testimony to a PCHR
fieldworker, Jum’aa Barakat Dorgham Nofal, said that, at approximately 11:00 on
Saturday, 27 October 2012, while farmers were harvesting the olives in their
lands in al-Nabi ‘Anieer area, a group of 7 settlers, one of whom had a
firearm, accompanied by a sniffer dog, between 20 and 30 years of age, attacked
Dorgham Nofal (51) and Fayq Tawfiq’s family with rocks. A group of the farmers present in the area
protected the attacked farmers and threw rocks back at the fleeing settlers. Approximately half an hour later, an IOF force
came to the area, however, they withdrew later; no arrests or injuries were
reported.
Later
that Saturday evening, 27 October 2012, a group of settlers from the “Nhalial”
settlement, established
on the eastern side of the Beit- Illu village, northwest of
Ramallah, cut the branches of 20 fruitful olive trees in al-Safha area, east of
the village, belonging to Ibrahim ‘Aiysh
Abdul-Rahman Ladadwa, in his 10 dunnums of land. According to PCHR’s investigations, Mr
Ladadwa, from the al-Mazra’a al-Badwia village, was shocked to find that the
branches of 20 fruitful olive trees, planted 40 to 50 years ago, were cut.
At
approximately 06:40 on Wednesday, 31 October 2012, a large IOF force and an
officer of the Israeli Civil Administration, accompanied by military vehicles
and 2 bulldozers, stormed the Satih area, near al-Dayouk al-Tahta village,
northwest of Jericho. The IOF closed the
area, banning civilians and journalists from entering. At approximately 07:00, the bulldozers,
without previous notice, started demolishing 2 houses, used by their owners in
the winter, under the pretext of not obtaining a construction permit from the
Israeli Civil Administration. They also
demolished the walls around the houses, and destroyed the power network in the
area. The demolished houses belong to:
1- Eng. Sayel Ibrahim Mo’tan, a one-story house established on a
120 square meters area.
2- Zaher Mustafa al-Kaloutty, a one-story house established on a
90 square meters area.
At
approximately 22:00 on Wednesday, 31 October 2012, Hala Hisham Abu-‘Ayash
(13) sustained cuts, bruises and fractions throughout her body, after being
ran over by a settler’s car on the main road leading to the Beit Ummar village,
north of Hebron. The victim was
transported by a Palestinian Red Crescent Society ambulance (PRCS) to the
al-Ahly hospital in Hebron for treatment. The settler fled without attempting to aid the
child or request an ambulance to transport her to the hospital.
At
approximately 09:00 on Thursday, 01 November 2012, the IOF and officers of the
Israeli Civil Administration, verbally ordered the civilians of al-Fakheyt and
al-Taban villages, east of Yatta, south of Hebron, to remove the solar panels
that provide the villages in the eastern area of Yatta with electricity, and to
demolish al-Musafer Primary Mixed School within a maximum period of 3 days. In his testimony to PCHR’s fieldworker, Rateb
al-Jabour, Coordinator of the Popular Committee in Yatta, said that a large IOF
force, accompanied by an officer of the Israeli Civil Administration, stormed
the area and ordered the civilian population to remove the solar panels that
provide the villages with electricity, adding that the Civil Administration
officers stormed the al-Musafer school near the villages and photographed it. It should be mentioned that the school had
been expanded by the civilians, as they added two classrooms to absorb 20
students 3 months ago, and that the civilians were ordered to stop the
construction at the time. It should also
be mentioned that the IOF is imposing severe restrictions and harassing the
civilians in order to push them to leave the area, as villages in the east of
Yatta are in zone (C), which falls under Israeli jurisdiction according to the
Oslo Accords, thus they are subjected to IOF raids and demolition notices
regularly.
At
approximately 14:00 on Saturday, 03 November 2012, a group of settlers from the
“Yitzhar” settlement, established on lands on the eastern side of the
‘Orief village, southeast of Nablus, attacked Palestinian farmers while
harvesting the olive trees near the ‘Orief High School for Boys with rocks. As a result, Walid Said Najih al-Safadi
(18) was hit in the head by a stone. Civilians present in the area confronted the
settlers who were accompanied by an IOF force, who intervened to protect the
settlers, firing tear gas canisters, sound bombs and rubber-bullets at the
farmers. The IOF arrested Issam Najeh
Sherif al-Safadi (37), an officer in the Palestinian General Intelligence
Service, and transported him to the Hawara Camp detention center, south of
Nablus.
At
approximately 07:30 on Sunday, 04 November 2012, the IOF, accompanied by
officers from the Israeli Civil Administration, moved into the Sourief village,
northwest of Hebron. They placed a
notice by a house, which is under construction, notifying them to stop
construction on a house established on an area of 60 square meters and 3 water
wells, the capacity of which is: 60, 120 and 150 cubic meters, belonging to Mohammad Abdullah al-Qadi (45). According to Ali Ghonaymat, from Sourief, the
notices included a farmland of 6 dunnums, planted with almonds and olives,
belonging to Mohammad al-Qadi, ordering the man to return the land to its
previous state.
At
approximately 11:00 on Sunday, 04 November 2012, the IOF, accompanied by a group
of settlers, started leveling lands it had already added to the “Ovaegal”
settlement, established on the lands of al-Jabarin family, east of Yatta, south
of Hebron. Settlers established caravans
in the area.
On
Monday, 05 November 2012, the Israeli Ministry of Housing issued construction
tenders to build 70 housing units in the “Ariel” settlement, north of
Selfit, in the northern side of the West Bank.
According to the Israeli radio “Reshiet Beit,” the Ministry of
Housing issued these tenders to Israeli contractors to start the
construction. The Israeli Ministry also
pointed out that the decision to build the 70 housing units in the settlement
had already been decided for 2 weeks.
At
approximately 05:00 on Tuesday, 06 November 2012, the IOF, accompanied by an
Israeli police force, officers from the Israeli Civil administration, military
vehicles and bulldozers, moved into al-Dirat and al-Joya villages, east of
Yatta, south of Hebron. The IOF
surrounded the villages and imposed a curfew, while its bulldozers demolished Mohammad
Moussa Makhamra‘s (50) two-story
house, established on a 250 square meters area.
They also bulldozed a stockyard belonging to Husni Mohammad Salama
Rabe’i, as well as a tin-made room of 50 square meters and a water well of 60
cubic meters, in al-Joya area, east of al-Tawany village, belonging to Mahmoud
Mohammad Nasser (43). In his
testimony to a PCHR fieldworker, Rateb el Jabour, coordinator of the Popular
Movement against the Settlement Activity, said that the IOF bulldozed the
house, the stockyard and the well without giving any previous warning or
notices to stop construction work in the area, adding that the IOF does these
actions in order to push the civilians away from the area, as it is classified
as a military zone belonging to the IOF and banned for civilians. Before its withdrawal, the IOF submitted 12
civilians demolition notices for houses and facilities, the notified civilians
are: Mohammad Ahmed Ali Hassanin; Moussa
Abu-‘Aram; Mohammad ‘Ouda Abd-Raboh; Ziad Mohammad Younis Mkhamra; Ahmed Ismail
al-‘Adra; Mahmoud Moussa Abu-‘Aram; Radi Ibrahim al-Jabarin; Iyad Mohammad
al-‘Adra; Souliman Mahmoud al-‘Adra; Khalid Hussain al-‘Amour; and Tamer
Mohammad Ibrahim al-‘Adra.
At
approximately 07:30 on Wednesday, 07 November 2012, the IOF, accompanied by a
vehicle from the Israeli Civil Administration, moved into al-Qayzoun area, east
of Hebron. The IOF submitted notices to
stop construction on a 200-sqaure-meter rain-water collection pool, belonging
to ‘Alaa Mohammad Zaloum (44). It should be noted that areas along by-pass
road (60) are subject to frequent harassments and threats of demolition and
bulldozing by the IOF.
At
approximately 09:00 on Wednesday, 07 November 2012, the IOF moved into the
Khelat Haja area in Beit Fjjar village, west of Bethlehem. The IOF stormed the Tayba Company for Stone
Crushing and Quarrying and confiscated a number of drilling machines. Later on, they stormed al-Tawil Stone
Crushing Company and confiscated drilling equipment, water tanks, a gas
canister and a car belonging to the owner of the company, Abdul-Ghani
al-Tawil (39), after beating him
and handcuffed him at gunpoint. They
also attacked 2 workers at the Crushing company, knowing that the victims did
not harass or provoke the soldiers; they were identified as: Said al-Za’qeik
(26), owner of an asphalt plant in al-Khela area; and Hatem al-Tawil
(36), a maintenance worker at the
company.
At
approximately 16:00 on Wednesday, the IOF stormed the Harres village, northwest
of Qalqilya, accompanied by a military vehicles and a bulldozer. The IOF surrounded Ali Hussain Jaber‘s house, a 300-square-meter house,
made of 2 joint apartments, one is inhabited while the other is still under
construction. The bulldozer started demolishing the house, under the pretext
that it is established in zone (C) and that Jaber did not obtain a construction
permit from the concerned authorities. The IOF soldiers started shooting sound bombs,
gas canisters, firearms and rubber-coated bullets when the civilians attempted
to stop the bulldozer from demolishing the house. This resulted in the wounding of 12
Palestinian civilians, including a child, resulting in bullet wounds,
suffocation, bruises and fractions. The IOF
completed the demolition process nonetheless, and then started demolishing Hamam
Youssif Salama‘s house, a
two-story house, one of them still under construction and started bulldozing
it. The wounded civilians were
identified as:
1- Mohammad Sobhi Rashid Jaber (33), a
gunshot to his right hand.
2- Fwaz Fayez Dawoud Hassan (65), a gunshot to
his left foot.
3- Najed Ali Salim Souf (37), a gas canister to the thigh.
4- Mohammad Sobhi Rashid Souf (33), a
gunshot to his right hand, as well as gas sprayed in his eyes.
5- Fwaz Fayez Dawoud (65), a gunshot to his right foot.
6- Usama Hassan Jaber (32), a gunshot to his right foot.
7- Saher Mashhour Rif’at Soultan (31), a
gunshot to his right elbow.
8- Hassan Youssif Hassan Souf (55), a
gunshot to his right foot.
9- Hadi Mofeed Souf (32), a gas canister to his left hand.
Fa10- ‘ed Abdul-Karim Dawoud (40), a gunshot to
his back.
11- Mohammad Abdul-Karim Abu-Salim (22), a
gunshot to his pelvis.
12- Mahmoud Tareq al-Shamlawy (14), a
gunshot to his back.
In
early morning hours on Wensday, 07 November 2012, Palestinian civilians in
al-Sawya village, south of Nablus, were surprised to find out that settlers had
cut and destroyed 88 olive trees from lands belonging to: Hamad Saleh
Mahmoud Jozza, whose 60 olive trees, planted between 5-7 years ago, were
destroyed; Moustafa Ali Moustafa Ahmed, whose 28 fruitful and old olive trees were
destroyed. The attacked land is located
in the Western Valley area, west of al-Sawya village, only 500 meters from the
settlement outpost the “Rahlim,” established on Ramallah-Nablus road.

Recommendations to the International
Community
1. PCHR calls upon
the High Contracting Parties to the Fourth Geneva Convention to fulfill their
legal and moral obligations under Article 1 of the Convention to ensure Israel’s respect for the Convention in the Occupied Palestinian
Territory. PCHR believes that the
conspiracy of silence practiced by the international community has encouraged
Israel to act as if it is above the law and encourages Israel continue to
violate international human rights and humanitarian law.
2. PCHR calls upon
the High Contracting Parties to the Fourth Geneva Convention to convene a
conference to take effective steps to ensure Israel’s respect of the Convention
in the OPT and to provide immediate protection for Palestinian civilians.
3. PCHR calls upon
the High Contracting Parties to the Fourth Geneva Convention to comply with
their legal obligations detailed in Article 146 of the Convention to search for
and prosecute those responsible for grave breaches, namely war crimes.
4. PCHR calls for
the immediate implementation of the Advisory Opinion issued by the
International Court of Justice, which considers the construction of the
Annexation Wall inside the West Bank illegal.
5. PCHR recommends
that international civil society organizations, including human rights
organizations, bar associations and NGOs, participate in the process of
exposing those accused of grave breaches of international law and urge their
governments to bring the perpetrators to justice.
6. PCHR calls upon
the European Union to activate Article 2 of the Euro-Israel Association
Agreement, which provides that Israel
must respect human rights as a precondition for economic cooperation between
the EU states and Israel. PCHR further
calls upon the EU states to prohibit import of goods produced in illegal
Israeli settlements in the OPT.
7. PCHR calls on
the international community to recognize the Gaza disengagement plan, which was
implemented in September 2005, for what it is – not an end to occupation but a
compounding of the occupation and the humanitarian crisis in the Gaza Strip.
8. In recognition
of ICRC as the guardian of the Fourth Geneva Convention, PCHR calls upon the
ICRC to increase its staff and activities in the OPT, including the
facilitation of family visitations to Palestinian prisoners in Israeli jails.
9. PCHR
appreciates the efforts of international civil society, including human rights
organizations, bar associations, unions and NGOs, and urges them to continue
their role in pressuring their governments to secure Israel’s respect for human
rights in the OPT and to demand Israel end its attacks on Palestinian
civilians.
10. PCHR calls upon the international community to pressure Israel
to lift the severe restrictions imposed by the Israeli government and its
occupation forces on access for international organizations to the OPT.
11. PCHR reiterates that any political settlement not based on
international human rights law and humanitarian law cannot lead to a peaceful
and just solution of the Palestinian question.
Rather, such an arrangement can only lead to further suffering and
instability in the region. Any peace
process or agreement must be based on respect for international law, including
international human rights and humanitarian law.
