Dozens of
Israeli settlers cut at least 80 olive trees in Qaryout village, south of
Nablus

Israeli forces continue systematic attacks against Palestinian civilians
and property in the occupied Palestinian territory (oPt)

      

 

Israeli forces
killed a member of an armed group, who was wanted by them in the West Bank.

4 Palestinian civilians, who tried to take the corpse
of the victim from the Israeli forces, were wounded.

 

Israeli forces opened fire in the northern Gaza Strip,
but neither casualties nor material damage were reported.

 

Israeli forces have continued to use excessive force
against peaceful protesters in the West Bank.

 

A Palestinian
civilian was wounded during Bil’in weekly protest, northwest of Ramallah.

Dozens of
civilians suffered tear gas inhalation.

communities in the West Bank and 4 limited ones in the Gaza Strip.

 

At
least 48
Palestinian civilians,

The Palestinian farmers were denied access to their
lands to harvest olives in many areas.

Settlers continued their attacks against Palestinian
civilians and their property.

80 olive seedlings in al-Khader village, south of
Bethlehem, were uprooted.

 

 

Summary

 

Israeli violations of international law and
international humanitarian law in the oPt continued during the reporting period
(10 – 23 October 2013).

 

Shooting:

 

During the reporting period, Israeli forces killed a
member of a Palestinian armed group and wounded 5 others in the West bank; 4 of
whom were wounded when they tried to take the corpse of the victim, while the
fifth one was wounded during a peaceful protest against the annexation wall in
the West Bank. In the Gaza Strip, Israeli forces continued opening fire at
Palestinian civilians near the border fence and targeting fishermen in the sea.
 

 

In the West Bank, on Tuesday, 22 October 2013, Israeli
forces killed Mohammed ‘Assi, from Beit Luqia village, southwest of Ramallah.
The aforementioned person was killed in an armed clash with Israeli forces
after the latter surrounded a cave in which he was hiding. Israeli forces,
according to Yediot Aharonot, claimed that ‘Assi had planned for the explosive
device that was detonated in an Israeli bus during the latest Israeli offensive
on the Gaza Strip in November 2012. Israeli forces kept his corpse, but a
number of boys and young men gathered trying to take the corpse from an Israeli
vehicle. Israeli soldiers opened fire to disperse them. As a result, 4 persons
were wounded and others suffered tear gas inhalation.

 

During the reporting period, Israeli forces continued
the systematic use of excessive force against peaceful protests organised by
Palestinian, Israeli and international activists against the construction of
the annexation wall and settlement activities in the West Bank.  As a result, a civilian was hit by a gas
canister to the right leg, dozens suffered tear gas inhalation and others
sustained bruises.

 

In the Gaza Strip, on 05 October 2013, Israeli forces
stationed along the border fence, east of al-Shuhada’ cemetery, east of
Jabalia, opened fire at open areas. Neither casualties nor material damage were
reported.

 

In the context of targeting fishermen in the sea,
Israeli gunboats positioned in the sea opened fire at Palestinian fishing boats
5 times on 11, 12, 13 and 21 October 2013.

 

Incursions:

 

During the reporting period, Israeli forces conducted
at least 99 military incursions into Palestinian communities in the West Bank. During
these incursions, Israeli forces arrested at least 48 Palestinians, including 5
children and a girl.

 

On 20 October 2013, Israeli forces moved into Beit
Kahel village, northwest of Hebron. They raided a house belonging to the family
of Essam Atawna (32) and took him outdoors. They attacked him and handed him a
summons to refer to the Israeli intelligence service in “Gush Etzion”
settlement, south of Bethlehem.

 

In the Gaza Strip, Israeli forces carried out 4
limited incursions into the central and southern Gaza Strip on 15, 20 and 22
October 2013. They levelled lands along the border fence and withdrew later.
Neither casualties nor material damage were reported.

 

Restrictions on movement:

 

Israel continued to impose a tightened closure of the
oPt, imposing severe restrictions on the movement of Palestinian civilians in
the Gaza Strip and the West Bank, including occupied East Jerusalem.

 

The illegal closure of the Gaza Strip, which has
steadily tightened since June 2007 has had a disastrous impact on the
humanitarian and economic situation in the Gaza Strip.  The Israeli authorities impose measures to
undermine the freedom of trade, including the basic needs for the Gaza Strip
population and the agricultural and industrial products to be exported. For 7
consecutive years, Israel has tightened the land and naval closure to isolate
the Gaza Strip from the West Bank, including occupied Jerusalem, and other
countries around the world. This resulted in a grave violation of the economic,
social and cultural rights and a deterioration of living conditions for 1.7
million people.  The Israeli authorities
has established Karm Abu Salem (Kerem Shaloum) as the sole crossing for imports
and exports in order to exercise its control over the Gaza Strip’s economy that
has been aggravating for years due to the shortage of imports.  They also aim at imposing a complete ban on
the Gaza Strip’s exports. 

 

Israeli forces have continued to impose severe
restrictions on the movement of Palestinian civilians throughout the West Bank,
including occupied East Jerusalem. Thousands of Palestinian civilians from the
West Bank and the Gaza Strip continue to be denied access to Jerusalem.

 

As part of using military checkpoints and border
crossings as traps to arrest Palestinian civilians under the pretext they are
wanted, Israeli forces arrested at least 16 civilians, including 4 children and
a woman, in the West Bank, and one in the Gaza Strip.

Settlement activities

 

Israel has
continued its settlement activities in the oPt, a direct violation of
international humanitarian law, and Israeli settlers have continued to attack
Palestinian civilians and property.

On 19 October 2013, Israeli forces positioned along
the annexation wall in Ethna village, west of Hebron, denied Palestinian
farmers access to their lands to harvest the olives.

 

On the same day, Israeli forces prevented civilians
from Kherbet Um al-Kheir, east of Yatta, in the southern Hebron, from grazing
their sheep in the fields around the village. At the same time, Israeli
authorities allow the expansion in “Carmiel” settlement around the
village.

 

On the same day also, Israeli forces prevented
electricity workers from Ethna village from performing their work in Souba
area, south of the village, under the pretext it is part of area (C) and they
needed an a permit from the Israeli competent department.

 

On 21 October 2013, Israeli forces backed with 4
military vehicles and a vehicle of the Israeli Civil Administration moved into
al-Se’da neighbourhood, east of Deir Samet village, southwest of Hebron. They
stationed at the entrance of the neighbourhood and deployed between the houses.
Moreover, the Civil Administration officer handed civilians 3 notices to
demolish 2 houses and 2 sheds used for collecting scraps.

 

On 10 October 2013, a number of settlers from
“Ramat Yishai” settlement outpost in Tal al-Rumaida area in the
centre of Hebron threw stones at Palestinian farmers while they were collecting
olives.

 

On 11 October 2013, a group of settlers from “Najohout”
settlement, south of Doura, southwest of Hebron, arrived at Tarousa Mountain
and performed their religious rituals.

 

On the same day, a group of settlers from
“Sousia” settlement, southeast of Yatta, south of Hebron, attacked a
number of Palestinian farmers while they were collecting olives from their
lands. As a result, 3 civilians sustained minor wounds.

 

On the same day also, about 100 settlers from “Afrat”
settlement, in al-Khader village, south of Bethlehem, moved into Suleiman Pools
area and performed Talmudic rituals under the protection of Israeli forces.

 

On 16 October 2013, a number of settlers from “Beir
Ein” settlement, northwest of Hebron, stole olives from lands around
al-Jaba’a village, west of the city.

 

On 19 October 2013, a number of settlers from
“Kiryat Arba” settlement, east of Hebron, built a wooden caravan on a
land belonging to Yunis Khalil Abu Rmaila (67) in order to seize the land. It
should be noted the Israeli Civil Administration had issued a decision to
return the land to its owner and declaring that that period of seizing the land
for military purposes had been over. Israeli forces detained Manal al-Ja’bari,
a researcher in B’Tselem, because she was filming the settlers’ attack.

 

On 22 October 2013, under the protection of Israeli
forces, a number of settlers rehabilitated a building near the Ibrahimi Mosque
in the centre of the Old Town of Hebron.

 

On the same day, settlers from “Jabal Baten
al-Mu’si” settlement outpost, south of al-Khader village, south of
Bethlehem, uprooted 80 olive seedlings from a land belonging to Alaa’ Omar Abu
Ghalyoun (44).

 

On the same day also, settlers from “Afrat”
settlement in al-Khader village, south of Bethlehem, pumped sewage water on
agricultural lands in al-Abyar and al-Bassa areas, south of the city.

 

On the same day, about 20 settlers from
“Taqou'” settlement, southeast of Bethlehem, threw stones at
Palestinian vehicles driving in Qaber Helwa area, east of Bethlehem. As a
result, glass of some vehicles was broken.

 

On 23 October 2013, a number of settlers from
“Beit Ein” settlement, northwest of Hebron, attacked Hamad al-Salibi
(78) while he was in his land. They also insulted him and threatened him not to
return to his land.

Thursday, 10 October 2013

 

At approximately 01:00, Israeli forces moved into
different neighbourhoods in the centre of Hebron. They patrolled the streets
for some time and withdrew later. Neither house raids nor arrests were
reported.   

 

At approximately 01:30, Israeli forces moved into
Tafouh village, west of Hebron. They patrolled the streets for some time and
withdrew later. Neither house raids nor arrests were reported.

 

 

At approximately 01:55, Israeli forces moved into
al-Khader village, south of Bethlehem. They stationed in the centre of the village
and raided a house belonging to the family of Ahmed Abdul Salam al-Seer (24).
They arrested the aforementioned persons and took him to an unknown
destination.

 

At approximately 02:00, Israeli forces moved into Nablus.
They patrolled the streets and raided a number of houses from which they
arrested Mahmoud Hesham al-Na’na’ (24) and Mohammed Mahmoud Tawabsha (22).

 

At approximately 13:30, Israeli forces moved into
Jelqamous village, southeast of Jenin. They patrolled the streets for some time
and withdrew later. Neither house raids nor arrests were reported.

 

At approximately 21:00, Israeli forces moved into
al-Surrah village, southeast of Doura, southwest of Hebron. They patrolled the
streets for some time and withdrew later. Neither house raids nor arrests were
reported.

 

At approximately 21:30, Israeli forces moved into
Kherbatha al-Musbah village, southwest of Ramallah. They patrolled the streets
for some time and withdrew later. No arrests were reported.

 

At approximately 23:00, Israeli forces moved into
al-Daheriya village, south of Hebron. They patrolled the streets for some time
and withdrew later. Neither house raids nor arrests were reported.

 

At approximately 23:50, Israeli forces moved into
Tulkarm. They patrolled the streets for some time and withdrew later. Neither
house raids nor arrests were reported.

 

Friday, 11 October 2013

 

At approximately 01:30, Israeli gunboats stationed off
al-Waha resort, northwest of Beit Lahia, in the northern Gaza Strip, opened
fire at Palestinian fishing boats that were about 4 nautical miles off the
shore. Fire was opened for about 20 minutes, and as a result, the Palestinian
fishermen were frightened and sailed back fearing of being arrested or wounded.
Neither casualties nor material damage were reported.

 

At approximately 01:45, Israeli forces moved into
Ya’bad village, southwest of Jenin. They patrolled the streets firing sound and
flash bombs. They withdrew later and neither house raids nor arrests were
reported.

 

At approximately 02:00, Israeli forces moved into
Doura village, southwest of Hebron. They patrolled the streets and stationed in
the eastern Beer area. They also raided a house belonging to the family of
Wesam Bashir al-Awawda (19). They arrested the aforementioned person and took
him to a military vehicle in front of the house. At approximately 02:30,
Israeli forces moved into al-‘Abaher neighbourhood in the west of the village.
They raided a house belonging to the family of Ahmed Hafez Amr (19). They
arrested the aforementioned person and took both persons to an unknown
destination.

 

Around the same time, Israeli forces moved into Beit
Awwa village, west of Doura, southwest of Hebron. They patrolled the streets
for some time and withdrew later. Neither house raids nor arrests were
reported.

 

At approximately 17:00, Israeli forces moved into
al-‘Aqaba village, south of Doura, southwest of Hebron. They patrolled the
streets for some time and withdrew later. Neither house raids nor arrests were
reported.

 

Saturday, 12 October 2013

 

At approximately 01:00, Israeli forces moved into
Ethna village, west of Hebron. They patrolled the streets for some time and
withdrew later. Neither house raids nor arrests were reported.   

 

At
approximately 01:30, Israeli forces moved into al-Zbaidat village, north of
Jericho. They patrolled the streets for some time and withdrew later. No
arrests were reported.

 

At
approximately 02:00, Israeli forces moved into Beit Ummar village, north of
Hebron. They patrolled the streets and stationed at the entrance of the village
and deployed between the houses. They withdrew later. Neither house raids nor
arrests were reported.

 

At approximately 21:30: Israeli forces
moved into Sheqba village, northwest of Ramallah. They patrolled the streets
for some time and withdrew later. No arrests were reported.

 

At approximately 22:30, Israeli forces
moved into al-‘Ouja village, northeast of Jericho. They patrolled the streets
for some time and withdrew later.

 

At approximately 23:00, Israeli forces
moved into al-Aroub refugee camp, north of Hebron. They patrolled the streets
and stationed in the centre of the camp. Moreover, they stopped Palestinians
and checked their ID cards. In response, a number of boys gathered and threw
stones and empty bottles at Israeli soldiers, who fired sound bombs, tear gas
canisters and rubber-coated metal bullets. As a result, a number of civilians
suffered tear gas inhalation. Israeli forces withdrew later. Neither house
raids nor arrests were reported.

 

At approximately 23:30, Israeli gunboats

They patrolled the streets and stationed in Ein area in the east of the
village. In the meantime, a number of boys gathered and threw stones and empty
bottles at Israeli soldiers, who fired sound bombs, gas canisters and
rubber-coated metal bullets in response. As a result, a number of civilians
suffered tear gas inhalation. Israeli forces withdrew later.     

 

Around the
same time, Israeli forces moved into Jabal Jawhar neighbourhood, south of
Hebron. They patrolled the streets and raided a house belonging to the family
of Mohammed Rasmi al-Haddad (43). They kept the family in a room and arrested
his son Tha’er (20).

 

Around the
same time, Israeli forces moved into Abu Ktailah neighbourhood in the west of
Hebron. They patrolled the streets and raided a house belonging to the family
of Adel Mousa Abu ‘Ayyash (44). They arrested his son Mohammed (18) and took
him to an unknown destination.

 

Around the
same time, Israeli forces moved into Yatta, south of Hebron. They patrolled the
streets for some time and withdrew later. No arrests were reported.

 

At
approximately 02:00, Israeli forces moved into Bani Na’im village, east of
Hebron. They patrolled the streets and stationed in the centre of the village.
In addition, they raided and searched a house belonging to the family of Saif
al-Deen Hassan al-Khdour (14). They arrested the aforementioned boy and took
him to an unknown destination.

 

Around the
same time, Israeli forces moved into al-Daheriya village, south of Hebron. They
patrolled the streets for some time and withdrew later. Neither house raids nor
arrests were reported.

 

At
approximately 03:00, Israeli forces moved into al-Samou’ village, south of
Hebron. They patrolled the streets for some time and withdrew later. Neither
house raids nor arrests were reported.

 

In the early
morning, Israeli gunboats stationed off al-Zahra area and Deir al-Balah, in the
central Gaza Strip, opened fire at Palestinian fishing boats. As a result,
fishermen were scared and fled back fearing of being arrested or wounded. Neither
casualties nor material damage were reported.

 

In the
morning also, Israeli gunboats stationed off Beit Lahia, in the northern Gaza
Strip, opened fire at Palestinian fishing boats. As a result, fishermen were
scared and fled back fearing of being arrested or wounded. Neither casualties
nor material damage were reported.

 

At
approximately 16:00, Israeli forces moved into Deir Samet village, west of
Doura, southwest of Hebron. They patrolled the streets and stationed around the
Grand Mosque. Moreover, they raided a number of stores and detained 15 persons
in the main street. They arrested 7 of whom and took them to an unknown
destination:

approximately 21:30, Israeli forces moved into Burham village, northwest of
Ramallah. They patrolled the streets for some time and withdrew later. No
arrests were reported.

 

At
approximately 22:00, Israeli forces moved into Wad al-Shajnah village, south of
Doura, southwest of Hebron. They patrolled the streets for some time and
withdrew later. Neither house raids nor arrests were reported.

 

Monday 14 October 2013

At
approximately 00:30, Israeli forces moved into Deir Debwan village, northeast
of Ramallah. They patrolled the streets for some time and withdrew later. No
arrests were reported.

 

At
approximately 01:00, Israeli forces moved into Tulkarm. They patrolled the
streets, where a number of boys gathered and threw stones and empty bottles at
Israeli soldiers, who fired rubber-coated metal bullets and tear gas canisters
in response. Clashes were fierce in the eastern neighbourhood and continued
until the morning. Israeli forces moved also into Tulkarm refugee camp and
raided a house belonging to Lama Ibrahim Hadayda (25). They arrested her and
took her to unknown destination.   

 

Around the
same time, Israeli forces moved into Shweika suburb, north of Tulkarm. They
patrolled the streets and stationed in al-Dahra neighbourhood, in the centre of
the suburb. They also raided a house belonging to the family of Ehab Abdul Elah
Zuqla (36), and arrested him.

 

Around the
same time, Israeli forces moved into ‘Anabta village, east of Tulkarm. They
patrolled the streets and raided a house belonging to the family of Mohammed
Muwafaq Abu Kamala (21). They arrested the aforementioned person and withdrew
later.

 

At
approximately 02:00, Israeli forces moved into the south of Yatta, south of
Hebron. They patrolled the streets and raided a house belonging to the family
of Ibrahim Salem Hreizat (62). They arrested him and withdrew later.

 

At
approximately 03:30, Israeli forces moved into al-Hejra village, east of Doura,
southwest of Hebron. They patrolled the streets for some time and withdrew
later. Neither house raids nor arrests were reported.

 

Around the
same time, Israeli forces moved into Beit Luqia village, southwest of Ramallah.
They stationed in the Mothallath area and raided and searched 2 houses. At
approximately 04:10, Israeli forces arrested Islam Salah Dar Mousa (22) and
Mohammed Hani ‘Assi (21). They confiscated 2 laptops and a cell phone from Dar
Mousa’s house.

 

At
approximately 08:30, Israeli forces moved into Ni’lin village, west of
Ramallah. They patrolled the streets for some time and withdrew later. No
arrests were reported.

 

At
approximately 12:45, Israeli forces moved into ‘Etil village, north of Tulkarm.
They patrolled the streets for some time and withdrew later. No arrests were
reported.

 

At
approximately 16:00, Israeli forces moved into Beit Awwa village, southwest of
Doura, southwest of Hebron. They patrolled the streets and stationed in the old
market area. They deployed between the stores, where a number of boys gathered
and threw stones and empty bottles at Israeli soldiers, who fired sound bombs
and tear gas canisters. As a result, a number of civilians suffered tear gas

At

Tuesday, 15 October 2013

 

At
approximately 06:30, Israeli forces stationed along the border fence, east of
al-Shuhada’ cemetery, east of Jabalia, in the northern Gaza Strip, opened fire
at open areas. However, neither casualties nor material damage were reported.

 

At
approximately 11:45, Israeli forces moved about 150 meters into the east of Abassan
village, east of Khan Yunis, in the southern Gaza Strip. They levelled lands
and withdrew later.

 

Wednesday, 16 October 2013

 

At approximately 02:00, Israeli forces moved into
al-Aroub refugee camp, north of Hebron. They patrolled the streets and
stationed in the centre of the camp. They also deployed between the houses and
withdrew later. Neither house raids nor arrests were reported.

 

Thursday, 17 October 2013

 

At approximately 01:00, Israeli forces moved into Abu
al-Hariya and Jabal Abu Rumman neighbourhoods, south of Hebron. They patrolled
the streets for some time and withdrew later. Neither house raids nor arrests
were reported.

 

At approximately 02:00, Israeli forces moved into al-Shyoukh
village, east of Hebron. They patrolled the streets for some time and withdrew
later. Neither house raids nor arrests were reported.

 

At approximately 02:30, Israeli forces moved into
Jericho. They patrolled the streets for some time and withdrew later. No
arrests were reported.

 

At approximately 03:00, Israeli forces moved into
Hadab al-‘Alaqa village, south of Doura, southwest of Hebron. They patrolled
the streets and deployed between the houses. They withdrew later. Neither house
raids nor arrests were reported.

 

At approximately 12:00, Israeli forces moved into
al-Aroub refugee camp, north of Hebron. They patrolled the streets and fired
gas canisters at some houses. As a result, a number of civilians suffered tear
gas inhalation.

 

At approximately 13:00, Israeli forces deployed at the
entrance of Beit Ummar village, north of Hebron, while residents of the village
were walking in a funeral to the cemetery that is near bypass road (60).
Israeli forces tried to prevent civilians from entering the cemetery.  In response, some boys threw stones at them.
Israeli forces fired sound bombs and tear gas canisters, due to which a number
of civilians suffered tear gas inhalation.

 

At approximately 15:00, Israeli forces moved into
al-Jiftlek village, north of Jericho. They patrolled the streets for some time
and withdrew later. No arrests were reported.

 

At approximately 17:30, Israeli forces moved into
Termis’ya village, north of Ramallah. They patrolled the streets for some time
and withdrew later.

 

At approximately 22:30, Israeli forces moved into Deir
Qeddis village, west of Ramallah. They patrolled the streets for some time and
withdrew later. No arrests were reported.

At approximately 23:00, Israeli forces moved into
al-Aroub refugee camp, north of Hebron. They patrolled the streets and
stationed in the centre of the camp. They raided and searched a house belonging
to the family of Radwan Abdul Rahman al-Titi (19). They arrested the
aforementioned person and took him to an unknown destination.

 

At approximately 23:10, Israeli forces moved into
Kofur Tholth village, southeast of Qalqilia. They patrolled the streets for
some time and withdrew at approximately 00:15. Neither house raids nor arrests
were reported.

 

Friday, 18 October 2013

 

At approximately 20:00, Israeli forces moved into
Qalqilia. They patrolled the streets and raided and searched a house belonging
to the family of Mohammed Mazyoun Dalal. They arrested 3 of his sons: Abdul
Rahman (23); Mahran (32) and Ahmed (33).

At approximately 01:00, Israeli forces moved into

and stationed in the centre of the village. They also raided and searched a
house belonging to the family of Amjad Mahmoud Ehshaish. They withdrew later.

At approximately 00:30, Israeli forces moved into
Bethlehem. They stationed in the centre of the city and raided a house
belonging to the family of Ramez Abdullah al-Hreimi (15). They arrested him and
withdrew later.

 

At approximately 01:30, Israeli forces moved into Ras
Karkar village, northwest of Ramallah. They patrolled the streets for some time
and withdrew later. Neither house raids nor arrests were reported.

 

Around the same time, Israeli forces moved into Beit
Kahel village, northwest of Hebron. They patrolled the streets and stationed in
the centre of the village. Moreover, they raided a house belonging to the
family of Essam Suleiman Atawnah (32), took him outdoors and attacked him. They
handed him a summons to refer to the Israeli intelligence service in “Gosh
Etzion” settlement, south of Bethlehem.

 

The abovementioned person said to PCHR’s fieldworker:

 

“At
approximately 02:00 on Sunday, 20 October 2013, my wife woke me up and told me
that someone was knocking on the door. I opened the window of the door and saw
my brother Ibrahim (22) and a number of Israeli soldiers with him. I talked to
the soldiers and asked them to bring the officer. One of them looked at me and
said the he was the officer. I opened the door. I was in my underwear, so I
asked them to let me get dressed and bring my ID card. In the meantime, my wife
came and gave me some clothes to put on. Two Israeli soldiers approached and
held my hands to the back, while a third held my neck. They took me outdoors
with only my underwear. Before we reached the main gate, the soldiers pushed me
on stairs leading to the streets and pulled me on the ground with my face
against the ground until we reached the place where the military vehicles were.
The soldiers started attacking me with their feet on my back and right side,
while a soldier hit me with his rifle on my back. They attack lasted for 10
minutes and my wife was screaming. They then left me and went to the house,
where my brother Ibrahim closed the door and denied them access. I heard the
officer ordering them to get away. A few moments later, the officer came to me
and pulled me about 3 meters. He held my hair to see my face clearly and check
my ID card. He threw my ID card, in which was a summons, on my chest and then
withdrew from the area. My brother and nephew took me by our private vehicle to
Hebron Hospital, where I had the necessary check-up and medication.”    

 

At approximately 02:10, Israeli forces moved into
al-Dhaisha refugee camp, southwest of Bethlehem. They raided a house belonging
to the family of Ibrahim Mahmoud ‘Abad (24) and arrested him.

 

In the early morning, Israeli forces moved into Zaita
village, north of Tulkarm. They patrolled the streets and raided a house
belonging to the family of Tayseer Ahmed Belqis (25). They arrested him and took
him to an unknown destination.

 

At approximately 04:00, Israeli forces moved into
al-Khader village, south of Bethlehem. They raided a house belonging to the
family of Mohammed Fawaz Salah (22) and arrested him.

 

At approximately 06:00, Israeli forces moved about 200
meters to the east of al-Salqa valley, east of Deir al-Balah, in the central
Gaza Strip. They levelled lands along the border fence and withdrew at
approximately 13:30.

 

At approximately 11:30, Israeli forces moved into Marj
Na’jah village, north of Jericho. They patrolled the streets for some time and
withdrew later. No arrests were reported.

 

At approximately 18:20, Israeli forces moved into
Ematin village, northeast of Qalqilia. They chased a vehicle with a Palestinian
family in it from Jama’in village, south of Nablus. Israeli forces searched the
vehicle and withdrew later. No arrests were reported.

 

At approximately 21:00, Israeli forces moved into
Tulkarm. They patrolled the streets for some time and withdrew later. Neither

At approximately 00:30, Israeli forces moved into
Qalqilia. They patrolled the streets for some time and withdrew later. Neither
house raids nor arrests were reported.

 

At approximately 01:00, Israeli forces moved into
Nablus. They patrolled the streets and raided a number of houses. They arrested
Abdul Rahman Jalal Sobuh (17), from Ras al-Ein neighbourhood, south of the
city.

 

At approximately 01:30, Israeli forces moved into Beit
Ola village, west of Hebron. They patrolled the streets for some time and
withdrew later. Neither house raids nor arrests were reported.

 

At approximately 02:00, Israeli forces moved into Bani
Na’im village, east of Hebron. They patrolled the streets and stationed at the
entrance of the village. They also raided a number of houses from which they
arrested Khalil Isma’il Manasrah (30); Ahmed Mohammed Manasrah (33); Mohammed
Jamil Manasrah (27); Alaa’ Lehjouj (24) and Khaled Lehjouj (26).

 

Around the same time, Israeli forces moved into Kharas
village, west of Hebron. They patrolled the streets for some time and withdrew
later. Neither house raids nor arrests were reported.

 

At approximately 02:30, Israeli forces moved into
Tulkarm. They patrolled the streets and moved eastwards Tulkarm refugee camp.
In the meanwhile, a number of young men gathered and threw stones at Israeli
soldiers, who fired sound bombs and tear gas canisters at the stone throwers.
As a result, a number of civilians suffered tear gas inhalation. Israeli forces
withdrew later. Neither house raids nor arrests were reported.

 

At approximately 03:30, Israeli forces moved into
Birzeit village, north of Ramallah. They patrolled the streets for some time
and withdrew later. No arrests were reported.

 

In the early morning, Israeli gunboats stationed off
al-Sudaniya shore, west of Beit Lahia, in the northern Gaza Strip, opened fire
at Palestinian fishing boats in the sea. The fishermen were frightened and fled
back fearing of being wounded or arrested. Neither casualties nor material
damage were reported.

 

At approximately 08:30, about 20 soldiers with
settlers from “Maskiot” settlement moved into ‘Ein al-Helwa village,
east of Tubas in the northern Jordan valley. They raided a house belonging to
Qadri ‘Elyan Zamel Daraghma. They arrested his son Jaser (22) and his nephew
Helal Adel Daraghma (20).

 

At approximately 11:30, Israeli forces moved into
Kherbatha al-Musbah village, west of Ramallah. They patrolled the streets for
some time and withdrew later. No arrests were reported.

 

At approximately 13:30, Israeli forces moved into
Yasouf village, east of Salfit. They patrolled the streets for some time and
withdrew later. Neither house raids nor arrests were reported.

 

At approximately 14:00, Israeli forces moved into
Bruqin village, west of Jenin. They patrolled the streets for some time and
withdrew later.

 

At approximately 16:00, Israeli forces moved into Deir
Samet village, southwest of Doura, southwest of Hebron. They patrolled the
streets and stationed in the centre of the village. They stopped Palestinians
in the streets and checked their ID cards. In the meantime, a number of Israeli
intelligence officers in civilian clothes walked in the streets and questioned
some civilians in their stores. Israeli forces withdrew later and no arrests
were reported.

 

At approximately 21:30, Israeli forces moved into Beit
Our al-Tahta, southwest of Ramallah. They patrolled the streets for some time

At approximately 00:20, Israeli forces moved into
Qalqilia. They patrolled the streets for some time and withdrew later. Neither
house raids nor arrests were reported.

 

At approximately 00:30, Israeli forces moved into
Kofur al-Deek village, west of Salfit. They patrolled the streets and handed
Bara’ Saleh Ahmed (20) a summons to refer to the Israeli intelligence service.
They withdrew later and no arrests were reported.

 

At approximately 00:40, Israeli forces moved into
al-Zawiya village, west of Salfit. They raided a house belonging to a family of
Hussein Othman Shqair (21) and handed him a notice to refer to the Israeli
intelligence service. Israeli forces withdrew later and no arrests were
reported.

 

At approximately 01:30, Israeli forces moved into
Sanour village, south of Jenin. They patrolled the streets and raided a house
belonging to Belal Helal Habayba (20). They arrested the aforementioned person
and raided another house belonging to the family of Belal Abdul Latif Essa
(21). They also arrested Essa and withdrew later.

 

At approximately 02:00, Israeli forces moved into
Jaba’ village, south of Jenin. They patrolled the streets for some time and
withdrew later. No arrests were reported.

 

At approximately 03:00, Israeli forces moved into
Sourif village, northwest of Hebron. They patrolled the streets for some time
and withdrew later. No arrests were reported.

 

At approximately 03:30, Israeli forces moved into
Kofur Ni’ma village, west of Ramallah. They patrolled the streets and raided 3
houses from which they arrested William Nabil Abu ‘Adi (25); Abdullah Suleiman
Abu ‘Adi (22) and Mohammed Ibrahim al-Sayes (30).

 

In the morning, Israeli forces killed Mohammed Rabah
Shokri ‘Assi (28), from Beit Luqia, southwest of Ramallah. ‘Assi was killed in
an armed clash with the Israeli forces in an agricultural area between Kofur
Ni’ma and Bil’in villages, west of the city, after Israeli forces had surrounded
a cave in which he was hiding.

 

According to
investigations conducted by PCHR, at approximately 04:45, on Tuesday, Israeli
forces backed with a military bulldozer and helicopters that airdropped troops
to the agricultural area that is located between Kofur Ni’ma and Bil’in
villages, surrounded a cave, while bulldozers damaged about 10 olive trees to
approach the cave in which ‘Assi was hiding. ‘Assi exchanged with Israeli
forces for about 3 hours. Israeli forces opened fire heavily and fired a
missile to blow up the cave. At approximately 09:30, Israeli forces withdrew
and kept the corpse of ‘Assi with them. They refused to deliver the corpse to
the Palestine Red Crescent Society staff. In the meanwhile, a number of boys
gathered and tried to take the corpse from an Israeli military vehicle, but
Israeli soldiers fired sound bombs, tear gas canisters and rubber-coated metal
bullets to disperse them. As a result, 4 civilians were wounded and others
suffered tear gas inhalation. At approximately 14:10, Israeli forces delivered
the corpse to his family via the Israeli military liaison at “Beit
Eil” settlement. The corpse was taken to Palestine medical complex in
Ramallah. According to Yediot Aharonot, Israeli forces claimed that ‘Assi had
planned for the explosive device that was detonated inside an Israeli bus
during the latest Israeli offensive on the Gaza Strip.

The wounded
were:

1. Mohammed Ahmed Abu Rahma (20), wounded by a bullet to
the head;

2. Mahmoud Mostafa Abu Rahma (50), wounded by a bullet to
the chest;

3. Ayman Othman Mansour (22), wounded by a bullet to the
right side; and

4. Mo’awiya Ghazi al-Khateeb (18), hit by a gas canister
to the right leg.

  

At approximately 07:00, Israeli forces moved about 200
meters into the east of al-Qarara village, east of Khan Yunis, in the southern
Gaza Strip. They levelled lands along the border fence and withdrew later.

 

At approximately 08:30, Israeli forces moved about 200
meters into Sweilem area in the vicinity of Beit Hanoun (Erez) crossing, in the
northwest of Beit Hanoun, in the northern Gaza Strip. They levelled lands along
the border fence. As a result, the Palestinian farmers left their lands fearing
of being wounded. Israeli forces withdrew at approximately 09:30. Neither casualties
nor arrests were reported.

 

At approximately 10:30, Israeli forces moved into
Shweika suburb, north of Tulkarm. They patrolled the streets for some time and
withdrew later. Neither house raids nor arrests were reported.

 

At approximately 19:00, Israeli forces moved into
Hebron. They patrolled the streets and stationed around Abdul Hai Shaheen
mosque, east of the city. They detained Palestinians while going out of the
mosque and checked their ID cards. Israeli forces withdrew later and no arrests
were reported.

 

At approximately 22:00, Israeli forces with a number
of settlers from “Carmiel” settlement moved into Kherbet Um al-Khair,
east of Yatta, south of Hebron. They tried to attack residents of the area
under the pretext that smoke of their bakeries disturbed the settlers. Israeli
forces and settlers frightened the residents and withdrew later

 

Around the same time, Israeli forces moved into Marah
al-Beqar village, south of Doura, southwest of Hebron. They patrolled the streets
for some time and withdrew later. No arrests were reported.

 

In the evening, Israeli forces arrested Jamal Abdullah
Ishtiwi Hadayda (46), from Tulkarm, while he was in the Israeli liaison office,
southwest of Tulkarm, upon a summons sent to him earlier to refer to the
Israeli intelligence service.

At approximately 01:00, Israeli forces moved into Deir
Samet village, west of Doura, southwest of Hebron. They patrolled the streets
and raided a house belonging to the family of Mohammed Abed Rasoul al-Hroub
(22). They arrested the aforementioned person and raided another house
belonging to the family of Ezz al-Din al-Hroub (17). They arrested Ezz as well
and withdrew later.

 

At approximately 02:30, Israeli forces moved into
al-Aroub refugee camp, north of Hebron. They patrolled the streets and raided a
house belonging to the family of Mohammed Ibrahim al-Qasas (23). They arrested
the aforementioned person and took him to an unknown destination.

At approximately 03:00, Israeli forces moved into
Kherbet al-Markaz, southeast of Yatta, south of Hebron. The area is threatened
to be evacuated and annexed to area (918) that is assigned by the Israeli
Ministry of Defence for military training. Soldiers deployed in the area and
searched the tents and caves in the area and withdrew later. No arrests were
reported.

 

At approximately 10:15, Israeli forces moved into
Tulkarm. They patrolled the streets, stopped some by-passers and checked their
ID cards. Israeli forces withdrew later. Neither house raids nor arrests were
reported.   

 

2. Use of excessive force against peaceful demonstrations protesting
settlement activities and the construction of the annexation wall

 

During the reporting period, Israeli soldiers used
excessive force against peaceful demonstrations organised by Palestinian
civilians, international and Israeli human rights defenders in protest at the
construction of the annexation wall and settlement activities in the West Bank.

 

(PCHR keeps the names of the Palestinian wounded
persons and apologizes for not publishing the names fearing for Israeli forces
would arrest them in the context of their policy to repress peaceful protests).

 

Demonstrations against the construction of the
annexation wall and settlement activity

 

Following the Friday Prayer, 11 October 2013, dozens
of Palestinian civilians and international and Israeli human rights defenders
organised a peaceful demonstration in Bil’in, in protest at the construction of
the annexation wall and settlement activities. Demonstrators took the streets
raising the Palestinian flags and headed to the liberated territories near the
annexation wall. Israeli forces closed all the entrances of the village since
morning to prevent the Palestinian and international activists and journalists
from participating in the demonstration. Demonstrators marched adjacent to the
cement wall and tried to pass the fence before Israeli forces that are
stationed behind the wall, in the western area, and a large number of soldiers
deployed along it fired live bullets, tear gas canisters, rubber-coated steel
bullets, sound bombs and skunk water at them and chased them in olive fields.
As a result, many suffered gas suffocation and bruises due to being beaten up
by Israeli forces and were treated on the spot.

 

On the same day, dozens of Palestinian civilians
organised a peaceful demonstration in the middle of Ni’lin village, in the
western Ramallah, in protest at the construction of the annexation wall and
settlement activities. Demonstrators took the streets and headed to the
annexation wall. Israeli forces closed the gates of the wall with barbed wire
and prevented the demonstrators from passing to the land behind it before they
responded by throwing stones. As a result, many suffered gas suffocation and
bruises due to being beaten up by Israeli forces and were treated at the scene.

 

Around the same times, dozens of Palestinian civilians
and Israeli and international human rights defenders organised a peaceful
demonstration, in protest at the construction of the annexation wall and
settlement activities, in Nabi Saleh village, south-western Ramallah.
Demonstrators took the streets raising the Palestinian flags and chanting
slogans against the occupation and in support of the Palestinian unity
resistance, and then they headed to the lands that the settlers are trying to
rob by force, near Halamish settlement. Israeli forces closed all the entrances
of the village since morning to prevent the Palestinian and international
activists and journalists from participating in the demonstration. When they
had arrived at the land, demonstrators were met by live bullets, tear gas
canisters, rubber-coated steel bullets, sound bombs and skunk water and were
chased in the village. As a result, many suffered gas inhalation and bruises
due to being beaten up by Israeli forces and were treated at the scene.

 

Following the Friday prayer, dozens of Palestinian
civilians and international and Israeli human rights defenders organised a
peaceful demonstration in Ma’sara village, in protest at the construction of
the annexation wall and settlement activities. The demonstration started in
front of the Candles Cultural Centre in the centre of the village.
Demonstrators took to streets raising the Palestinian flag. When they had
arrived at the area where the annexation wall is established, Israeli forces
started firing tear gas canisters in attempt to disperse them, detained three
international activists for one hour, and prevented the demonstrators from
reaching the annexation wall.

 

At
approximately 12:30, Palestinian civilians and international activists
organised a peaceful demonstration in the centre of Kafr Qaddoum village,
north-western Qalqilia, and headed towards the eastern entrance of the village,
in protest at the continued closure of the entrance with an iron gate, since
the beginning of the Aqsa Intifada. Clashes erupted between the demonstrators
and Israeli forces that fired sound bombs and tear gas canisters to prevent
them from reaching the aforementioned gate, which resulted in many injuries
including cases of gas suffocation.

 

Following the Friday prayer, 18 October 2013, dozens
of Palestinian civilians and international and Israeli human rights defenders
organised a peaceful demonstration in Bil’in village, in protest at the
construction of the annexation wall and settlement activities. Demonstrators took
the streets raising the Palestinian flags before they headed to the liberated
territories near the annexation wall. Israeli forces closed all the entrances
of the village to prevent the demonstrators and journalists from participating
in the demonstration. Demonstrators marched near the concrete wall and
attempted to cross the border fence. Israeli forces stationed behind the new
wall in the western area and a large number of Israeli soldiers who are
deployed along the wall fired live bullets, rubber-coated steel bullets, tear
gas canisters and skunk water at the demonstrators and chased them in the olive
fields. As a result, a Palestinian civilian was wounded in the right leg, in
addition to many cases of gas suffocation, fainting, and bruises. Israeli
forces also arrested Amjad Ayed Khalil Aburahma, 18, while he was taking photos
of the demonstration, confiscated his camera and took him to Ofer prison,
southwest of Ramallah.

 

On the same
day, dozens of Palestinian civilians gathered in the centre of Ni’lin, west
Ramallah, to organise the weekly peaceful protest against the construction of
the annexation wall and settlement activities. Protestors took the streets and
headed to the annexation wall. Israeli forces closed the entrance of the
annexation wall with barbed wire. Protesters threw stones when Israeli soldiers
prevented them from crossing the barbed wire, so they responded by firing live
bullets, rubber-coated steel bullets, sound bombs, tear gas canisters, and
skunk water and chased them in the village, which resulted in many injuries
including cases of gas suffocation and cruises due to beating. Wounded were
treated on the spot.

 

Around the
same time, dozens of Palestinian civilians and international and Israeli human
rights defenders organised a peaceful demonstration in the centre of Shuhadaa’
square in Nabi Saleh village, in the north-western Ramallah, in protest at the
construction of the annexation wall and settlement activities. Demonstrators
took the streets raising the Palestinian flags and
chanted slogans against the occupation and its
arbitrary procedures against the Palestinian prisoners, and in support of the
national unity, adherence to national principles and resisting the occupation,
before they headed to the lands that Israeli settlers are trying to rob by
force near Halamish Settlement. Israeli forces closed all the entrances of the
village since the morning to prevent the Palestinian and international
activists and journalists from participating in the demonstration. When they
had arrived at the land, demonstrators were met by live bullets, rubber-coated
steel bullets, tear gas canisters, sound bombs and skunk water and were chased
in the village. As a result, many suffered gas suffocation and bruises due to
being beaten up by Israeli forces and were treated on the spot.

 

At approximately 12:30,
dozens of Palestinian civilians and international activists organised a
demonstration in the centre of Kafr Qaddoum village, in the north-eastern
Qalqilia, to the eastern entrance of the village, in protest at the continued
closure of the entrance with an iron gate since the Aqsa Intifada. Clashes
erupted between the demonstrators and Israeli forces that fired tear gas
canisters and sound bombs at them to prevent them from reaching the
aforementioned gate. As a result, many suffered gas suffocation.

 

3. Continued closure of the oPt

 

Israel has continued to impose a
tightened closure on the oPt, imposing severe restrictions on the movement of
Palestinian civilians in the Gaza Strip and the West Bank, including occupied
East Jerusalem.

 

Gaza
Strip

 

Israeli
forces continuously tightens the closure of the Gaza Strip and closes all
commercial crossings , making the Karm Abu Salem crossing the sole commercial crossing
of the Gaza Strip, although it is not suitable for commercial purposes in terms
of its operational capacity and distance from markets.

 

Israeli
forces have continued to apply the policy, which is aimed to tighten the
closure on all commercial crossings, by imposing total control over the flow of
imports and exports.

 

The
total closure of al-Mentar (“Karni”) crossing since 02 March 2011 has
seriously affected the economy of the Gaza Strip. Following this closure, all
economic and commercial establishments in the Gaza Commercial Zone were shut
off. It should be noted that al-Mentar crossing is the biggest crossing in the
Gaza Strip, in terms of its capacity to absorb the flow of imports and exports.
The decision to close al-Mentar crossing was the culmination of a series of
decisions resulting in the complete closure of the Sofa crossing, east of the
Gaza Strip in the beginning of 2009, and the Nahal Oz crossing, east of Gaza
City, which was dedicated for the delivery of fuel and cooking gas to the Gaza
Strip, in the beginning of 2010.

 

Israeli
forces have continued to impose a total ban on the delivery of raw materials to
the Gaza Strip, except for very limited items and quantities. The limited
quantities of raw materials allowed into Gaza do not meet the minimal needs of
the civilian population of the Gaza Strip.

 

The
cooking gas crisis has ranged between the ebb and flow for 3 months due to the
closure of Karm Abu Salem for security reasons. 
According to PCHR’s follow-up, Israeli authorities only allow around 98
tonnes of cooking gas into Gaza per day. 
This limited quantity is less than half of the daily needs, which is 200
tonnes per day, of the civilian population in the Gaza Strip during the winter.

 

For almost 6 consecutive years,
Israeli forces have continued to prevent the delivery of construction materials
to the Gaza Strip. During the reporting period, Israeli forces approved the
delivery of limited quantities of construction materials for a number of
international organisations in the Gaza Strip. 
Israeli forces also continued to impose almost total ban on the Gaza
Strip exports, including agricultural and industrial products, except for
light-weighted products such as flowers, strawberries, and spices.

 

Israel has continued to close the Beit
Hanoun (“Erez”) crossing for the majority of Palestinian citizens from the Gaza
Strip. Israel only allows the movement of a limited number of groups, with many
hours of waiting in the majority of cases. Israel has continued to adopt a
policy aimed at reducing the number of Palestinian patients allowed to move via
the Beit Hanoun crossing to receive medical treatment in hospitals in Israel or
in the West Bank and East Jerusalem. Israel denied permission to access
hospitals via the crossing for new categories of patients from the Gaza Strip.

 

For around a year and a half,
Israeli forces have allowed Palestinian detainees’ families to visit their sons
in the Israeli jails according to special and unfair conditions after more than
5 years of deprivation in violation of international humanitarian law.

 

The Egyptian authorities allow the
population of the Gaza Strip to travel via Rafah International crossing, which
connects the Gaza Strip with the outside world. 
Only limited and specified categories are allowed, including patients,
students, persons that hold residencies in Egypt or abroad, men over 40 years,
females in all ages, children under 18, persons who hold Arab and foreign
nationalities, and members of Arab and international humanitarian delegations.  It should be mentioned that the crossing opens
seven days a week.  Nowadays, the
crossing is overcrowded due to the prolonged procedures from the Egyptian side,
particularly after closing it for several days over the past weeks due to

On
Tuesday, 8 October 2013, Israeli forces allowed the entry of 2,730 tonnes of
construction aggregates, 307 tonnes of construction steel, 868 tonnes of cement
for the private sector; 2,170 tonnes of construction aggregates for UNRWA;
1,120 tonnes of construction aggregates and 236 tonnes of cement for the Water
Authority; 72 tonnes of cement for UNDP and 36 tonnes of cement, 28 tonnes of
construction steel for the Turkish Hospital. They also allowed the entry of
1131 tonnes of fodders and 624 onned of wheat.

 

On
Wednesday, 9 October 2013, Israeli forces allowed the entry of 2,510 tonnes of
construction aggregates, 268 tonnes of construction steel, 796 tonnes of cement
and 40 tonnes of white cement for the private sector; 254 tonnes of cement and
80 tonnes of construction steel for UNRWA and 2,170 tonnes of construction
aggregates for UNDP. They also allowed the entry of 1,092 tonned of fodders and
624 tonnes of wheat.

 

On
Sunday, 13 October 2013, Israeli forces allowed the entry of 1,170 tonned of
fodders and 1092 tonnes of wheat.

 

On
Monday, 13 October 2013, Israeli forces allowed the entry of 780 tonnes of

Containers Returned to Israel via Karm Abu Salem

 

 

 

On
Tuesday, 8 October 2013, Israeli forces allowed 5 truckloads of empty plastic
containers to be returned via Karm Abu Salem.

Israel has
imposed a tightened closure on the West Bank. During the reporting period,
Israeli forces imposed additional restrictions on the movement of Palestinian
civilians:

 

Ramallah: Israeli forces have continued to impose severe
restrictions on the movement of Palestinian civilians.  At approximately 21:00 on Friday, 18 October
2013, Israeli forces established a checkpoint at the entrance of al-Nabi Saleh,
northwest of Ramallah.  The checkpoint
was later removed, and no arrests were reported.

 

At
approximately 18:30 on Sunday, 19 October 2013, Israeli forces established a
checkpoint at the entrance of Beit Loqaya, southwest of Ramallah. They later
withdrew and no arrests were reported.

 

Hebron: Israeli forces have continued to impose severe
restrictions on the movement of Palestinian civilians.  At approximately 15:00 on Thursday, 10
October 2013, Israeli forces established a checkpoint at the northern entrance
of Halhoul, as this entrance is connected with Bypass Road 60 on al-Nabi Younis
Road, north of Hebron.  At approximately
16:00, they established another checkpoint at the entrance of Kharsa, southwest
of Dura, southwest of Hebron.  At
approximately 17:00, another checkpoint was established at the entrance of
al-Fawar refugee camp, north of Hebron. 
All checkpoints were later removed, and no arrests were reported.

 

At
approximately 16:00 on Saturday, 12 October 2013, Israeli forces established a
checkpoint at the entrance of Beit ‘Aynoun, northeast of Hebron.  Around the same time, they established a
similar checkpoint at the entrance of Sa’ir village, east of Hebron.  The two checkpoints were later removed, and
no arrests were reported.

 

At
approximately 08:00 on Monday, 14 October 2013, Israeli forces established a
checkpoint at the southern entrance of Halhoul, north of Hebron.  At approximately 17:00, they established
another checkpoint at the entrance of al-Jalajel village, east of Hebron.  The two checkpoints were later removed, and
no arrests were reported.

 

At
approximately 18:00 on Friday, 11 October 2013, Israeli forces established a
checkpoint at the northern entrance of Hebron. 
The checkpoint was later removed, and no arrests were reported.

 

At
approximately 07:00 on Sunday, 13 October 2013, Israeli forces established at
the entrance of al-Koum village, west of Dura, southwest of Hebron.  At approximately 13:30, they established
another checkpoint at the southern entrance of Halhoul, north of the city.  At approximately 15:00, a similar checkpoint
was established at the entrance of al-Fawar refugee camp, south of Hebron.  At approximately 16:00, they established a
checkpoint at the entrance of al-‘Arroub refugee camp, as this entrance is
connected with Bypass Road 60, north of Hebron. 
All checkpoints were later removed, and no arrests were reported.

 

At
approximately 07:30 on Thursday, 17 October 2013, Israeli forces established a
checkpoint at the entrance of al-Samou’a village, south of Hebron.  At approximately 18:00, another checkpoint
was established at the entrance of Ezna village, west of Hebron.  The two checkpoints were later removed, and
no arrests were reported.

At
approximately 07:30 on Saturday, 19 October 2013, Isralei forces established a
checkpoint at the entrance of Ezna village, west of Hebron.  At approximately 17:00, they established
another checkpoint at the eastern entrance of Hebron, as it is connected with
Bypass Road 60.  At approximately 18:00,
theye stabished a similar checkpoint at the entrance of al-‘Arroub refugee
camp, north of the city.  All checkpoints
were later removed, and no arrests were reported.

 

At
approximately 08:00 on Monday, 22 October 2013, Israeli forces established a
checkpoint at the northern entrance of Yata, as this entrance is connected with
Bypass Road 60.  At approximately 18:00,
theye established a similar checkpoint at the entrance of al-Shoyoukh village,
east of Hebron.  At approximately 19:30, another
checkpoint was established at the entrance of al-Fawar refugee camp.  All checkpoints were later removed, and no
arrests were reported.

 

At
approximately 07:00 on Wednesday, 23 October 2013, Israeli forces estaablished
a checkpoint at the southern entrance of Halhoul, north of Hebron.  At approximately 07:30, they established a
similar checkpoint at the entrance of Sa’ir village, as this entrance is
connected with Bypass Road (60), east of Hebron.  The two checkpoints were later removed, and
no arrests were reported.

 

Tulkarm: Israeli forces have continued to
impose severe restrictions on the movement of Palestinian civilians.  At approximately 09:00 on Thursday, 10
October 2013, Israeli forces stationed at ‘Inab Checkpoint, which is established
on the main road between Tulkarm and Nablus, east of Tulkarm, tightened its
restrictions against Palestinian civilians and obstructed their movement to the
checkpoint.  The tightening later ended,
and no arrests were reported.

 

At
approximately 18:00 on Friday, 11 October 2013, Israeli forces stationed at
‘Inab checkpoint, which is established on the main road between Tulkarm and
Nablus, east of Tulkarm, tightened their restrictions against Palestinians and
obstructed their movement.  A local
source said to a PCHR fieldworker that israeli forces detained Mahmoud Ma’moun
Mahmoud Hamad (17) from Ramin village, east of Tulkarm, for some time while he
was passing through the checkpoint.  He
was later released and the tightening ended without any arrests being reported.

 

At approximatey
13:00 on Thursday, 17 October 2013, Israeli forces stationed at ‘Inab
Checkpoint, which is established on the main road between Tulkarm and Nablus,
east of Tulkarm, tightened its restrictions against Palestinian civilians and
obstructed their movement to the checkpoint. 
The tightening later ended, and no arrests were reported.

 

Jenin: Israeli forces have continued to
impose severe restrictions on the movement of Palestinian civilians.  At approximately 22:30 on Thursday, 10
October 2013, Israeli forces established a checkpoint at the entrance of
‘Arrabah village, south of Jenin.  The
checkpoint was later removed, and no arrests were reported. 

 

At
approximately 20:00 on Saturday, 11 October 2013, Israeli forces stationed at
“Mvuduttan” checkpoint, which is established on the main Bypass
between Jenin and the northern villages of Tulkarm, southwest of Jenin,
tightened its arbitrary restrictions against Palestinian civlians and
obstructed their movement.  A medical source
said to a PCHR fieldworker that Israeli soldiers obstructed the movement of a
Palestine Red Crescent Society ambulance, which was transporting a patient to
Jenin Governmental Hospital through the checkpoint.  The tightening later ended, and no arrests
were reported.

 

At
approximately 17:30 on Sunday, 13 October 2013, Israeli forces estabished a
checkpoint at the western entrance of Ya’bod village, southwest of Jenin.  The checkpoint was later removed, and no
arrests were reported.

 

At
approximately 20:00 on Monday, 14 October 2013, Israeli forces stationed at
“Mvuduttan” checkpoint, which is established on the main Bypass
between Jenin and the northern villages of Tulkarm, southwest of Jenin,
tightened its arbitrary restrictions against Palestinian civilians and
obstructed their movement.  The

checkpoint at the western entrance of Ya’abod village, southwest of Jenin.  The checkpoint was later removed, and no arrests
were reported.

 

At
approximately 09:00 on Thursday, 17 October 2013, Israeli forces estabished a
checkpoint at the western entrance of Ya’bod village, southwest of Jenin.  The checkpoint was later removed, and no
arrests were reported.

 

At
approximately 10:00 on Sunday, 20 October 2013, Israeli forces established a
checkpoint at the entrance of Ya’abod, southwest of Jenin.  The checkpoint was later removed, and no
arrests were reported.

 

 Qalqilya: Israeli forces have continued to
impose severe restrictions on the movement of Palestinian civilians.  At approximately 19:55 on Thursday, 17
October 2013, Israeli forces established a checkpoint at the entrance of ‘Azoun
village, south of Qalqilya.  The
checkpoint was later removed, and no arrests were reported.

 

 Jericho: 
Israeli forces have continued to impose severe restrictions on the
movement of Palestinian civilians.  At
approximately 09:00 on Friday, 18 October 2013, Israeli forces established a
checkpoint at the entrance of al-Zbeidat village, north of Jericho.  At approximately 17:00, another checkpoint
was established at the southern entrance of Jericho.  The two checkpoints were later removed, and
no arrests were reported.

 

At
approximately 19:30 on Saturday, 19 October 2013, Israeli forces established a
checkpoint near the entrance of Marj Na’ajah village, north of Jericho.  The checkpoint was later removed, and no
arrests were reported.

· Salfit: 
Israeli forces have continued to impose severe restrictions on the
movement of Palestinian civilians.  At
approximately 22:00 on Saturday, 19 October 2013, Israeli forces established a
checkpoint under the bridge of al-Zawyah village, west of Safit.  The checkpoint was later removed, and no
arrests were reported.

 

At
approximately 19:20 on Saturday, 21 October 2013, Israeli forces established a
checkpoint at the entrance of Deir Balout village, west of Salfit.  The checkpoint was later removed, and no arrests
were reported.

 

Arrests at military checkpoints

 

On Tuesday afternoon, 15 October
2013, Israeli forces stationed at ‘Inab Checkpoint, which is established on the
main road between Tulkarm and Nablus, east of Tulkarm, tightened restrictions
against Palestinian civilians and obstructed their movement through the
checkpoint.  When Mohammed ‘Abdullah
Ibrahim ‘Alaryah (30) from Iktaba Suburb, east of Tulkarm, was near the
checkpoint area, Israeli forces arrested him claiming that he entered ‘Inab
settement, which is near the checkpoint, and then took him to an unknown
destination.  The Palestinian Military
Liaison later intervened, and Israeli forces released the aforementioned
person.

 

At approximately 15:00 on Wednesday,
16 October 2013, An Israeli vehicle belonging to the Israeli forces stopped a motorbike
belonging to Mohammed Nayef Hasan a-Horoub (34) at the entrance which connects
between the villages of Beit ‘Awwa and Deir Samit, southwest of Dura, southwest
of Hebron.  Israeli soldiers detained the
aforementioned civilian and checked his ID card.  One hour later, he was released and his
motorbike was confiscated.

 

At approximately 19:00 on the
aforementioned Wednesday, Israeli forces established a checkpoint at Deir Samit
village, southwest of Dura, southwest of Hebron.  They arrested Mo’aaz Mohammed Abu Hajishah
(29) and took him to an unknown destination.

 

Around the same time, Israeli forces
stationed at the southern entrance of Hebron arrested 3 brothers after stopping
and searching their vehicle claiming they possess sharp tools.  The arrested children were identified as:
Mo’ataz ‘Azmi al-Shyoukhi (17); Mohanned (15); and Zain al-Deen al-‘Abedin (12)
and were taken to an unknown destination.

 

At approximately 14:00 on Thursday,
17 October 2013, Israeli forces arrested Nael Khaled Mousa Abu ‘Aram (27) while
being in his land in Oqoyues area adjacent to “Sham’aa” established
on Palestinian lands, south of Hebron. 
The aforementioned civilian was taken to the checkpoint established at
the entrance of the settlement, where he was detained for a couple of hours,
and was then taken to an unknown destination.

 

At approximately 19:00, Israeli
forces stationed at the entrance of Beit Ummar, north of Hebron, arrested
Mohammed Jaber Mohammed al-Sleibi (16) and Ahmed ‘Aref Qasem al-Ra’ai (19)
while passing through the village entrance which is connected with Bypass Road
(60).  When their families attempted to
intervene in order to release them, Israeli forces attacked them and fired sound
bombs and tear gas canisters at them.  As
a result, a number of civilians suffered gas inhalation.  The detainees were later taken to an unknown
destination.

 

At approximately 09:00 on Saturday,
19 October 2013, Israeli forces stationed at al-Container checkpoint, northeast
of Bethlehem, arrested Salah al-Deen Manasrah (23) from Bani Na’im village,
south of Hebron, when he was on his way to Nablus.

 

At approximately 20:00 on the same
Saturday, Israeli forces stationed at the gate of the annexation wall near
‘Azoun ‘Etmah village, southwest of Qalqilya, arrested 3 civilians, including 2
brothers, from Deir Istayah, north of Salfit, and took them to an unknown
destination while they were trying to infiltrate into Israel in order to find a
job.  The detainees were identified as:
Qosay Hamzah al-Qadi (21); his brother, Anas al-Qadi (19) and Qasem ‘Azam
Mohammed ‘Abeid (19).

 

On Tuesday morning, 22 October 2013,
Israeli forces stationed at al-Karama International Crossing Point on the Jordanian
border arrested Salem Mahmoud Ibrahim Sharkas (35) from Jenin and took him to
an unknown destination when he was on his way to Jordan.

 

At approximately 09:00 on Wednesday,
23 October 2013, Israeli forces established a checkpoint at the entrance
adjacent to the Islamic Cemetery at the entrance of Beit Ummar village.  They then arrested Montaha Mahmoud al-Heeh
(20) from Soarif, northwest of Hebron, and later removed the checkpoint taking
him to an unknown destination.

 

At approximately 10:00 on the same
Wednesday, Israeli forces deployed between the old city neighborhoods in the
centre of Hebron, arrested Ahmed Naser al-Salaymah (22) under the claim of
non-compliance with the Israeli forces’ orders and then took him to “Ja’abrah”
police station.

 

At approximately 13:00 on Tuesday,
22 October 2013, Israeli forces stationed at Checkpoint (65), which is
established at the entrance of al-Shuhada Street in the centre of Hebron,
attacked Hamdan Mohammed Hamdan Sha’abnah (15) after detaining him at the
aforementioned checkpoint by beating him with feet, hands and gun butts.  As a result, he fainted and then was
transferred by a Palestine Red Crescent Society ambulance to the Hebron
Governmental Hospital to receive treatment. 
An hour and a half later, a number of young men gathered and threw
stones at the Israeli soldiers who prevented people from reaching the child to
rescue him.  Israeli soldiers immediately
fired tear gas canisters and sound bombs at the stone throwers, but no injuries
were reported.  It should be mentioned that
the soldier was the same one who attacked ‘Awni ‘Emad Abu Shamsiyeh (14) while
passing through a checkpoint in Tal al-Ramidah area on 15 October 2013.

 

Hamdan
Sha’abnah (15) said to a PCHR field worker that:

 

“I
live with my family comprised of 4 members in al-Sahlah area (H2), south of
Hebron.  I am in the tenth grade at Tariq
Bin Ziyad School.  When I want to go to
the city, I take the nearest road to our house through the Islamic Cemetery
near Tal al-Ramidah area and then pass through checkpoint (65), which separates
between the entrance of al-Shuhada Street and Bab al-Zawiyah area.  At approximately 13:00 on 22 October 2013, I
was on my way back home with my friend, Tariq Salhab (14), and we arrived at
the aforementioned checkpoint.  We
entered a caravan room, where there was a militant predictor gate we passed
through.  When we went out of the
caravan, one of the Israeli soldiers, who was with a light black beard, light
skin and in an average height, called me and asked me to deliver my ID
card.  I told him: ‘I am still young and
do not have an ID card.’ He then ordered me to stand against the wall,
established near the checkpoint, and raise my hands up.  The soldier approached me and kicked my feet
to open them, and then I said: ‘Why are you beating me?’ He hit me with the gun
butt to my back and pushed me to the wall. 
I then looked at him, so he hit me again with the gun butt on my chest,
back and shoulder.  At that time, another
soldier came and twisted my hands to the back, and both of them kept kicking
all over my body.  Minutes after the
attack on me, the soldier, who forced me to stand up, hit me with the gun butt
to my head.  As a result, I felt a great
pain in my head and shortness of breath as a number of people gathered in the
place to rescue me from the soldiers’ hands, but in vain. I then fell
unconscious to the ground out of pain. 
At approximately 14:30, I woke up to find myself in the Hebron
Governmental Hospital where doctors were giving treatment.  My mother later told me that she arrived at
the place and military doctors tried to save me and roll me with pieces of tin
as I suffer from excessive electrical discharges and attacks of nerves.  She
also told me that she waited a whole hour at the checkpoint when I was
unconscious.  I was then transferred by a
Palestine Red Crescent ambulance to the Hebron Governmental Hospital.  I still suffer till this moment from pain in
the head, feet, and hands and have different bruises all over my body.”

 

Israeli Forces
Arrest a Palestinian Female Patient’s Companion at Beit Hanoun Crossing in the
Northern Gaza Strip

 

At approximately 14:00 on Tuesday, 15 October
2013, Israeli authorities called from an unknown number the family of Ne’man
‘Ali Ahmed Rihan (40), serviceman at the national security apparatus of the
Palestinian government in Ramallah from Bir al-Na’ajah area in Jabalia in the
northern Gaza Strip, to inform them that their son is under arrest.  The aforementioned was on his companying his
mother, Dibah Yousif Hasan Rihan (68), who suffers joint dysfunction and she
was decided a surgery in al-Maqased Hospital in Occupied Jerusalem.

 

Dibah Rihan said to a PCHR fieldworker that she
obtained an appointment for treatment in al-Maqased Hospital on 15 October
2013, which Marks the first day of Eid al-Adha to Muslims.  Thus, at approximately 06:30 on the same day,
she went with her son Ne’man to Beit Hanoun Crossing (Erez), and they were
informed by the (44) customs checkpoint officers that the crossing was closed
because of first day of Eiad al-Adha and they went back home.

 

At approximately 09:30 on the same day, they
received a call from the Ministry of Civil Affairs informing them that it was
necessary to head to the crossing within 30 minutes.  They then went back to the crossing, gave
their ID cards to the officers of (55) Palestinian Liaison Office, and were about
to pass the Safe Passage at approximately 10:15.  Upon their arrival at the Israeli side, they
were searched and went to the crossing hall. 
While they were waiting in the hall, a person dressed in civilian
clothes, who did not introduce himself and spoke both Arabic and Hebrew,
approached and addressed some questions to Ne’man as he asked him about his
father and brothers and if he slaughtered an animal this morning.  He then asked Ne’man to go to another person
dressed in military clothes.  He did, but
never came back.  An hour later of her
waiting, a female soldier came and told her that her son was arrested, but the
mother refused to come back to Gaza unless her son accompanies her.  She waited till approximately 16:15 on the
same day and then went back to Gaza. 
Upon her arrival at home, she knew that at approximately 14:00 on the
same day afternoon, her husband received a phone call from an unknown person informing
him that his son was arrested by Israeli forces and he had to head to the
crossing to take his wife, who refused to come back to Gaza.  He immediately went to the crossing and talked
with the Palestinian officers, who work at the Israeli side in order to
convince his wife to go back to Gaza.  At
approximately 16:15 on the same day, they managed to get her out of the hall
and took her to the gate that leads to the Gaza Strip.

 

5. Settlement activities and attacks by settlers against Palestinian
civilians and property

 

Settlement expansion activities and house demolition notices

 

At approximately 9:00 on Saturday, 19 October 2013, Israeli forces that are deployed
along the annexation wall which is established on civilian lands in Ethna town,
west of Hebron, prevented Palestinian farmers from cropping olives in their
lands that are located behind the annexation wall, about 200 meters far.

 

Around the same time, Israeli forces prevented Palestinian civilians in
Khirbet Um al-Kheir, in the east of Yatta, in the southern Hebron, from taking
their sheep to the agricultural lands around the village where there are water
wells, while Israeli authorities continue to allow settlement expansion activities
in “Carmiel” settlement that is established on civilian lands around the
village.

 

At approximately 13:00, Israeli forces prevented the electric crews of
Ethna municipality from working on fixing and extending electric lines in Suba
area, in the south of the town, in the western Hebron, under the pretext that
it is area (C), where they cannot work without the permission of the Israeli
competent authorities.

 

At approximately 9:00 on Saturday, 19 October 2013,
Israeli forces deployed along the annexation wall, established on civilian
lands in Ethna town, west of Hebron, prevented Palestinian farmers from
cropping olives in their lands that are located behind the wall, about 200
meters far.

 

Around the same time, Israeli forces in Khirbet Um al-Kheir, in the east
of Yatta, in the southern Hebron, prevented Palestinians from taking their
sheep to their agricultural lands in the vicinity of the village where there
are water wells, while Israeli authorities continue to allow settlement
expansion activities in Kermail settlement that is established on civilian
lands in the vicinity of the village.

 

At approximately 13:00, Israeli forces, in Suba area, west of Hebron,
prevented electricity crews of Ethna municipality from working on fixing and
extending electric lines, under the pretext that it is area (c) where they
cannot work without the permission of the Israeli competent authorities.

At approximately 9:00 on Monday, 21 October 2013. Israeli forces
accompanied by four military vehicles and a vehicle of the Department of
Planning and Construction of Israeli Civil Administration, moved into Sa’da neighbourhood,
in the east of Deir Samet village, in the south-western Doram in the
south-western Hebron. Israeli forces stationed at the entrance of the
neighbourhood and deployed between the houses and an Israeli civil
Administration officer handed three Palestinian civilians notices, including a
final demolition notice.

 

Notices were as follows:

1. A notice to stop the construction works of a 175-meter house belonging
to Hassan Azmi al-Sharha, 35.

2. A notice to stop the construction works of a tin barrack and barbwires
on land of 2 dunums, used for the purpose of collecting scraps, belonging to
Nayef Ahmed Awda al-Haroub.

3. A demolition notice of a tin barrack and barbwires on a land of 2
dunums, used for the purpose of collecting scrap, belonging to Salama Atallah
al-Sharha.

Attacks by settlers against Palestinian
civilians and their property

 

 At approximately 16:00 on Thursday, 10 October
2013, a number of Israeli settlers from “Ramat Yishai” settlement outpost that
is established on civilian lands in Tal al-Ramida area, in the central Hebron,
threw stones at Palestinians who were cropping olives in the presence of
Israeli soldiers who did nothing to prevent them from attacking Palestinian
civilians. No injuries were reported.

 

At approximately 08:00 on Friday, 11 October 2013, a
group of Israeli settlers from Najohout settlement that is established on
civilian lands, in the south of Dora, in the south-western Hebron, broke into
the area of Taroussah Mountain, and performed religious rituals. Eyewitnesses
told a PCHR fieldworker that a number of Israeli military vehicles and
settlers’ vehicles broke into the area, in the west of Dora town, and performed
religious rituals, adding that about 30 settlers came to the area.

At approximately 10:00 on Friday, a group of Israeli
settlers from Susia settlement, established on civilian lands, in the
south-eastern Yatta, in the southern Hebron, attacked a number of Palestinian
farmers while they were cropping olives in their lands adjacent to the
aforementioned settlement. As a result, three Palestinians were slightly
injured: Nassr Nawaj’a, 32, Khalil Nawaj’a, 44, Samiha Nawaj’a, 30.

 

Around the same time, about 100 settlers from “Ifrat”
settlement, established on the lands of al-Khadr town, south of Bethlehem,
broke into the area of
Solomon’s Pools, in the
aforementioned town. Settlers performed Talmudic prayers under the protection
of Israeli forces before they withdrew from the area.

 

At approximately 10:00 on Wednesday, a group of
settlers from “Beit Ein” settlement established on civilian lands, in the
north-western Hebron, robbed olives from agricultural lands around Jab’a
village, in the west of the city. Israeli forces intervened, deployed in the
area and prevented Palestinian civilians who tried to chase the settlers from
moving. It is noted that the robbed olives were returned to the owners.

 

On Saturday, 19 October 2012, a group of settlers from
Keryat Arab settlement that is established on Palestinian civilian lands, in
the eastern Hebron, built a wooden room (caravan) on a land belonging to Younes
Khalil Ibrahim Aburmeila, 67, in an attempt to control it after the Israeli
withdrawal after 40 years of controlling it under security and military
pretexts.

Younes Khalil Ibrahim Aburmeila stated to a PCHR
fieldworker:


“I live in the Jabal Jawhar neighbourhood, on the southern area of Hebron. My
six brothers and I own a land of 26 dunums, in Khellat Abbud, in the southeast
of Keryat Arba that is established on civilian lands, in the eastern Hebron.
The settlement is about 800 meters far from our land that contains a lot of olive
and grape trees. In 1970, Israeli forces took control of our land for military
reasons for 40 years. During this period, we were prevented from reaching our
land which resulted in the death of all the trees, and some settlers robbed the
soil and moved it to Keryat Arba settlement. In 2011, the Civil Administration
handed us a decision to lift control over our land and we issued a title deed.
Since then, we have been facing frequent attacks by settlers on our way to our
land to work there. On 9 October 2013, Israeli settlers placed a 36-meter stand
of iron and wood in the land. We headed to the land and Israeli police and
military patrols as well as the Israeli Civil Administration officer who is
called “Rami Moussa” arrived and said that they could not do anything and that
I had to go to submit a complaint. On our way back home, Israeli settlers,
including “Baroukh Marzel” prevented us from reaching the main street, so we
went through a rough terrain to avoid them. On Saturday, 19 October 2013, one
of the residents near my land called and told me that Israeli settlers built a
wooden room (caravan) in the land and asked me to come. I went there and then
to the Israeli police station “Ja’bara”, in the middle of the old town, in the
center of Hebron. We waited for two hours before we were allowed to access to
the police station. The researcher of B’Tselem was also there, as she was
detained while heading to take photos of the caravan that Israeli settlers
placed in my land. After we were allowed to enter, I handed the interrogator
the deeds I have and the Civil Administration’s decision to lift control of my
land. After he had seen them, he said: “This is a State Land. You submit a
complaint in the Objections Department of Beit Eil settlement. He didn’t allow
me to submit a complaint in the police station regarding the continuous attacks
of settlers.”

 

At approximately 10:00 on Tuesday, 22 October 2013, a
group of settlers started, under the protection of Israeli forces, restoration works
in a building called “Badiri”, near the Ibrahimi Mosque, in the middle of the
old town, in the center of Hebron, in an attempt to take control of the old
building and turn it into a road because of its proximity to the mosque.

 

On the same day morning, a group of settlers from the
outpost of “Jabal Batn al-Ma’ssi”, in the south of Khadr town, in the south of
Bethlehem, uprooted about 80 olive seedlings from a land of 3 dunums belonging
to Alaa’ Omar Issa Abughalyoun, 44. The land owner told a PCHR field worker
that he went to his land in the afternoon to find out that settlers had destroyed,
uprooted and robbed 2-year old trees.

 

On the same day morning, a group of settlers from
Ifrat settlement, established on the lands of Khad town, in the southern
Bethlehem, pumped wastewater onto the agricultural lands in both Abyar and
Bassa areas, in the south of the town. As a result, vast areas of land were
inundated by water damaging some of the trees.

 

At approximately 9:00 on Wednesday, 23 October 2013, a
group of settlers from Beit Ein settlement, established on civilian lands, in
the north-eastern Hebron, attacked Hammad Jaber al-Salibi, 78, when he was
working on his land, in Wad Abu al-Rish area, in the west of Beit Amr town, in
the north of the city. They verbally abused him and threatened to attack him in
case he went back to work in his land. It is worth mentioning that the
aforementioned civilian had been attacked many times by settlers, and they
chopped down many of the trees planted in his land earlier this year.

 

 



Recommendations to the International Community

 

 

PCHR emphasizes the international community’s position
that the Gaza Strip and the West Bank, including East Jerusalem, which is still
under the Israeli occupation, in spite of the Israeli military redeployment
outside the Gaza Strip in 2005. PCHR further confirms that Israeli force have
continued to impose collective punishment measures on the Gaza Strip, which
have escalated since the 2006 Palestinian parliamentary elections, in which
Hamas won the majority of seats of the Palestinian Legislative Council. PCHR
stresses that there is an international recognition of Israel’s obligation to
respect international human rights instruments and the international
humanitarian law, especially the Hague Regulations concerning
the
Laws and Customs of War on Land
and the
Geneva Conventions. Israel is bound to apply the international human rights law
and the law of war sometime reciprocally and other times in parallel in a way
that achieves the best protection for civilians and remedy for victims.

 

In light of continued arbitrary measures, land
confiscation and settlement activities in the West Bank, and the continued
aggression against civilians in the Gaza Strip, especially the latest offensive
that lasted for 8 days in November, PCHR calls upon the international
community, especially the United Nations, the High Contracting Parties to the
Geneva Convention and the European Union – in the context of their natural
obligation to respect and enforce the international law – to cooperate and act
according to the following recommendations:

 

1. PCHR calls upon the international community and the
United Nations to use all available means to allow the Palestinian people to
enjoy their right to self-determination, through the establishment of the
Palestinian State, which was recognized by the UN General Assembly with a vast
majority, using all international legal mechanisms, including sanctions to end
the occupation of the State of Palestine;

2. PCHR calls upon the United Nations to provide
international protection to Palestinians in the oPt, and to ensure the
non-recurrence of aggression against the oPt, especially the Gaza Strip;

3. PCHR calls upon the High Contracting Parties to the
Geneva Conventions to compel Israel, as a High Contracting Party to the
Conventions, to apply the Conventions in the oPt;

4. PCHR calls upon the Parties to international human
rights instruments, especially the Covenant on Civil and Political Rights and
the Covenant on Economic, Social and Cultural Rights, to pressurize Israel to
comply with their provisions in the oPt, and to compel it to incorporate the
human rights situation in the oPt in its reports submitted to the concerned
committees;

5. PCHR calls upon the High Contracting Parties to the
Geneva Conventions to fulfil their obligation to ensure the application of the
Conventions, including extending the scope of their jurisdiction in order to
prosecute suspected war criminals, regardless of the nationality of the
perpetrator and the place of a crime, to pave the way for prosecuting suspected
Israeli war criminals and end the longstanding impunity they have enjoyed;

6. PCHR calls on States that apply the principle of
universal jurisdiction not to surrender to Israeli pressure to limit universal
jurisdiction to perpetuate the impunity enjoyed by suspected Israeli war
criminals;

7. PCHR calls upon the international community to act in
order to stop all Israeli settlement expansion activities in the oPt through
imposing sanctions on Israeli settlements and criminalizing trading with them;

8. PCHR calls upon the UN General Assembly to transfer
the Goldstone Report to the UN Security Council in order to refer it to the
International Criminal Court in accordance with Article 13(b) of the Rome
Statute;

9. PCHR calls upon the United Nations to confirm that
holding war criminals in the Palestinian-Israeli conflict is a precondition to
achieve stability and peace in the regions, and that peace cannot be built on the
expense of human rights and victims;

10. PCHR calls upon the UN General Assembly and Human
Rights Council to explicitly declare that the Israeli closure policy in Gaza
and the annexation wall in the West Bank are illegal, and accordingly refer the
two issues to the UN Security Council to impose sanctions on Israel to compel
it to remove them;

11. PCHR calls upon the international community, in light
of its failure to the stop the aggression on the Palestinian people, to at
least fulfil its obligation to reconstruct the Gaza Strip after the series of
hostilities launched by Israel which directed targeted the civilian
infrastructure;

12. PCHR calls upon the United Nations and the European
Union to express a clear position towards the annexation wall following the
international recognition of the State of Palestine on the 1967 borders, as the
annexation wall seizes large parts of the State of Palestine;

13. PCHR calls upon the European Union to activate Article
2 of the EU-Israel Association Agreement, which provides that both sides must
respect human rights as a precondition for economic cooperation between the EU
states and Israel, and the EU must not ignore Israeli violation and crimes
against Palestinian civilians;

14. PCHR calls upon the Palestinian leadership to sign and
accede to the Rome Statute of the International Criminal Court and the Geneva
Conventions, and calls upon the international community, especially the United
Nations, to encourage the State of Palestine to accede to international human
rights law and humanitarian law instruments.
