Settlers
deploy under the Israeli forces’ protection in Hebron.

Israeli forces continue systematic attacks against Palestinian civilians
and property in the occupied Palestinian territory (oPt)

      

 

Israeli forces continued to open fire at border areas
in the Gaza Strip.

4 civilians were wounded in the northern Gaza Strip.

 

A member of an armed group and 2 civilians were
wounded in an extra-judicial execution attempt in the central Gaza Strip.

7 Palestinian civilians, including 2 children, were
wounded in different shooting incidents.

 

Israeli forces continued to use excessive force
against peaceful protesters in the West Bank.

4 Palestinian civilians were wounded in Kofur Qaddoum protest, northeast of
Qalqilia.

20 civilians were wounded in other protests in the
West Bank.

 

Israeli forces conducted 74 incursions into Palestinian
communities in the West Bank and a limited one in the Gaza Strip.

At least 28 civilians, including 4 children, were
arrested.

 

Israel has continued to impose a total closure on the
oPt and has isolated the Gaza Strip from the outside world.

Israeli forces established dozens of checkpoints in
the West Bank.

At least 5 Palestinian
civilians, including 4 children, were arrested at checkpoints.

 

Israeli navy forces continued targeting Palestinian
fishermen at sea.

Israeli naval forces opened fire 6 times at
Palestinian fishing boats. Three fishermen, including a child, were arrested
and 2 fishing boats were confiscated.

 

Israel is continuing to create a Jewish majority in
occupied East Jerusalem.

A house and a truck used as a store were demolished
and 7 family members became homeless.

The Israeli occupation municipality approved a plan to
build a Talmudic school and a settler centre in Sheikh Jarrah neighbourhood.

 

Israeli forces continued to support settlement
activities in the West Bank and Israeli settlers continued to attack
Palestinian civilians and property.

The settlers cut off 450 olive and almond seedlings in
the north of Ramallah, and 200 olive seedlings in the south of Hebron.

 

Summary

 

Israeli violations of international law and
international humanitarian law in the oPt continued during the reporting period
(06
– 12 February 2014
).

 

Shooting:

 

During the reporting period, Israeli forces wounded 38
Palestinian civilians, including 4 children, in the West Bank and Gaza Strip. 31
of whom, including the 4 children, were wounded in the West Bank and the 7
others were wounded in the Gaza Strip. Israeli forces also launched 3
airstrikes on the Gaza Strip, 2 shooting incidents along the border fence and 6
shooting incidents at fishing boats.

                       

In the Gaza
Strip, on 07 February 2014, 4 civilians were wounded when Israeli forces
stationed along the border fence, east of al-Shuhada’ cemetery, in the northern
Gaza Strip, opened fire at young men near the said fence.

 

On 09
February 2014, in an extra-judicial execution attempt, a member of an armed
group and 2 other brothers were wounded when an Israeli warplane fired a
missile at a motorbike in the central Gaza Strip. The attack also resulted in
damaging windows of 7 houses and electricity cables around.      

 

On 11
February 2014, an Israeli warplane fired a missile at a military training site
belonging to al-Qassam brigades (the armed wing of Hamas movement), in the
south of Gaza City. However, no casualties were reported. On the same day, an
Israeli warplane raided an open area in al-Nusairat refugee camp, resulting in
crop damage in neighbouring areas.

 

On 06 February
2014, Israeli forces stationed along the border fence, in the southern Gaza
Strip, fired sound and flare bombs, east of al-Qarara village, but no
casualties were reported.

 

In the
context of targeting fishermen, on 06, 08, 09 and 11 February 2014, Israeli
navy forces opened fire 6 times at Palestinian fishing boats. As a result, 3
fishermen, including a child, were arrested and their 2 fishing boats were
confiscated.

 

In the West
Bank, on 06 February 2014, a Palestinian was seriously wounded in al-Aroub
refugee camp, north of Hebron, when Israeli forces moved into the camp and
fired at a group of boys, who were throwing stones and empty bottles at Israeli
soldiers.

 

On 11
February 2014, a child was wounded in Beit Ummar village, north of Hebron, when
the village residents had a funeral procession in the village’s cemetery and
Israeli forces fired sound bombs and tear gas canisters at them.

 

On the same
day, a 48-year-old male sustained a rubber-coated metal bullet wound to the
head when Israeli forces opened fire at him while he was going home from his
work, northwest of Beit Ummar village, north of Hebron.

 

On 12
February 2014, 4 civilians, including a child, were wounded when Israeli forces
moved into Mothallath al-Shuhada’ village at the southern entrance of Jenin.

 

In the same
context, Israeli forces used excessive force during peaceful demonstrations
organised by Palestinian civilians, international and Israeli human rights
defenders in protest at the construction of the annexation wall and settlement
activities in the West Bank. As a result, 4 civilians, including a child, were
wounded during Kofur Qaddoum protest, northeast of Qalqilia.

 

In addition,
20 civilians, including 2 children, were wounded during 3 other demonstrations
at the entrance of al-Jalazoun refugee camp, north of Ramallah; Selwad village,
northeast of the city; and Qalandia checkpoint, at the northern entrance of
occupied Jerusalem.

 

Incursions:

 

During the reporting period, Israeli forces conducted
at least 74 military incursions into Palestinian communities in the West Bank. During
these incursions, Israeli forces arrested at least 28 Palestinians, including 4
children.

 

On 06 February 2014, Israeli forces moved around 200
meters into al-Fukhari area, east of Khan Yunis, in the southern Gaza Strip,
levelled lands and withdrew later.

  

Restrictions on movement:

 

Israel continued to impose a tight closure of the oPt,
imposing severe restrictions on the movement of Palestinian civilians in the
Gaza Strip and the West Bank, including occupied East Jerusalem.

 

The illegal closure of the Gaza Strip, which has
steadily tightened since June 2007 has had a disastrous impact on the
humanitarian and economic situation in the Gaza Strip.  The Israeli authorities impose measures to
undermine the freedom of trade, including the basic needs for the Gaza Strip
population and the agricultural and industrial products to be exported. For 7 consecutive
years, Israel has tightened the land and naval closure to isolate the Gaza
Strip from the West Bank, including occupied Jerusalem, and other countries
around the world. This resulted in grave violations of the economic, social and
cultural rights and a deterioration of living conditions for 1.7 million
people.  The Israeli authorities have
established Karm Abu Salem (Kerem Shaloum) as the sole crossing for imports and
exports in order to exercise its control over the Gaza Strip’s economy.  They also aim at imposing a complete ban on
the Gaza Strip’s exports.

Israeli forces have continued to impose severe
restrictions on the movement of Palestinian civilians throughout the West Bank,
including occupied East Jerusalem. Thousands of Palestinian civilians from the
West Bank and the Gaza Strip continue to be denied access to Jerusalem.

 

As part of using military checkpoints and border
crossings as traps to arrest Palestinian civilians under the pretext they are
wanted, Israeli forces arrested at least 2 civilians in the West Bank.

 

Jewish Majority

On 10 February 2014, Israeli border guards and police
accompanied by bulldozers belonging to the municipality moved into al-Mokaber
Mountain neighbourhood, east of Jerusalem. 
They surrounded an inhabited house in al-Jaser area belonging to
Mohammed Hasan Mousa Ja’aarfrah and forced his family members to get out of the
house.  The municipality staff took out
some of the furniture.  According to
information obtained by PCHR from sources in Occupied Jerusalem, a family of 7
members live in the house, which was built 18 years ago on an area of 120
square meters.  The Israeli municipality
imposed a fine of 30,000 NIS on Ja’aafrah due to unlicensed building.

 

In the same context, the Israeli municipality
bulldozers destroyed a truck belonging to ‘Ali al-Ja’abah in al-Tur village,
east of the old city in Jerusalem. 
Eyewitnesses said that a large force of special units surrounded the
land where the truck was parked and broke its door to take out some of the
goods inside.  Afterwards they destroyed
it.

 

On Wednesday, 12 February 2014, the Construction and
Organization Committee of the Israeli Municipality approved a project holding
number (68858) to build “Talmudic school and settlement Jewish centre” in
al-Sheikh Jarah neighbourhood in Jerusalem. 
According to the project, a 12-storey building will be built and
comprised of a synagogue, private school and a religious school.  The area of the building is 1.9 dunums out of
4.2 dunums, which is the actual area of the land allocated for the
project.  1.3 dunums will be used as an
open area for the project, and the remaining landwill be used for store space
for the Israeli municipality.

 

Settlement activities

 

Israel has continued its settlement activities in the
oPt, a direct violation of international humanitarian law, and Israeli settlers
have continued to attack Palestinian civilians and property.

 

Attacks carried out by Israeli forces

 

On 10 February 2014,
Israeli forces backed by military vehicles and accompanied by vehicles from the
Authority of Agriculture and Nature in Israel and tractors moved into the
agricultural lands near Kherbet al-Halawah, Janbah and al-Markaz in Masafer
Yatta area, southeast of Yatta, south of Hebron.  Israeli soldiers deployed in the agricultural
lands and forced farmers and shepherds to leave while tractors were leveling
dozens of dunums planted with winter corps (wheat and barley).  As a result, around 4000 sheep were deprived
from grazing in the area, and the owners of the lands suffered heavy losses,
including costs of plowing and planting these lands. The lands belong to the
family of Hoshiyah, Mohammed, Abu ‘Arm and al-Jabarin.

 

Attacks carried out by settlers

 

On 08 February 2014, a
group of settlers from “Giv’at Ariel” outpost established on the lands of
Senjel village, north of Ramallah, uprooted 450 olive and almond seedlings in
al-Rafid area, which is approximately 5 kilometers away to the northeast of the
village.  The seedlings, which belong to
around 100 families in the village, were recently planted by Palestinian
farmers on a 5-dunum tract of land for the third time in less than a
month.  On 21 January 2014, settlers
attacked the land for the first time when they uprooted and stole 750 olive and
almond seedlings.  On 2 February, they
attacked it for the second time when they uprooted and stole 1200 olive and
almond seedlings.  Those seedlings were
planted as part of a project funded by the International Committee of the Red
Cross (ICRC) to support the Palestinian farmers.  Farmers obtained a prior coordination between
the Palestinian and Israeli Liaison in order to work in those lands.

 

On 09 February 2014, a
group of settlers from “Karmiel” settlement established on Palestinian lands in
Kherbet Um al-Kheir, east of Yatta, south of Hebron, moved into the
agricultural lands of Kherbet Um al-Kheir under the Israeli forces’
protection.  They were accompanied by
engineers to comb a tract of land confiscated from al-Hathalin family two
months ago for the benefit of the settlement expansion works.

 

On 09 February 2014, a group of settlers from “Sousia” settlement
established on Palestinian lands confiscated from Um al-Swede area adjacent to
Sousia village, south of Yatta, south of Hebron, uprooted 200 olive trees.  These trees, which are less than 1 year old,
were presented by the Palestinian Ministry of Agriculture and belonging to
Jamil Khalil Mousa Hosheih.

Israeli Violations Documented during the Reporting Period

1. Incursions into Palestinian Areas, and Attacks
on Palestinian Civilians and Property in the West Bank and the Gaza Strip

Thursday, 06 February 2014

 

At approximately 01:00, Israeli forces moved into
Ethna village, west of Hebron. They patrolled the streets for some time and withdrew
later. Neither house raids nor arrests were reported.

 

At approximately 01:30, Israeli forces moved into Tarqoumia
village, west of Hebron. They patrolled the streets for some time and withdrew
later. Neither house raids nor arrests were reported.

 

At approximately 06:00, Israeli forces moved about 200
meters to the east of al-Fukhari area, east of Khan Yunis, in the southern Gaza
Strip. They levelled lands in the area and withdrew later.  

 

At approximately 06:45, Israeli gunboats
stationed off the northwest of Beit Lahia shore, in the northern Gaza Strip,
opened fire at fishing boats that were sailing within 3 nautical miles. The
fishermen were frightened and sailed back out of fear of being wounded or
arrested. However, neither casualties nor material damage were reported.

   

 

 

At approximately 08:00, Israeli gunboats stationed off
the northwest of Beit Lahia shore, in the northern Gaza Strip, opened fire at
fishing boats that were sailing within 3 nautical miles. The fishermen were
frightened and sailed back out of fear of being wounded or arrested. However,
neither casualties nor material damage were reported.

 

At approximately 09:00, Israeli forces arrested Majd
Marwan Jasser Hamad (18), from Selwad village, northeast of Ramallah, when he
referred to the Israeli intelligence service upon a summons sent to him.

 

At approximately 10:00, Israeli forces moved into
‘Atil village, north of Tulkarm. They patrolled the streets for some time and
withdrew later. Neither house raids nor arrests were reported.

 

Around the
same time, Israeli forces moved into Zaita village, north of Tulkarm. They
patrolled the streets for some time and withdrew later. Neither house raids nor
arrests were reported.

 

At
approximately 12:00, Israeli gunboats stationed off the fishing port, west of
Rafah, in the southern Gaza Strip, opened fire at Palestinian fishing boats,
but neither casualties nor material damage were reported.

 

At
approximately 12:30, Israeli forces moved into Bal’a village, northeast of
Tulkarm. They patrolled the streets for some time and withdrew later. Neither
house raids nor arrests were reported.

 

Around the
same time, Israeli forces moved into Deir al-Ghosoun village, north of Tulkarm.
They patrolled the streets for some time and withdrew later. Neither house
raids nor arrests were reported.

 

At
approximately 14:00, Israeli forces moved into al-Aroub refugee camp, north of
Hebron. They patrolled the streets and stationed at the entrance of the camp
leading to bypass road (60). A group of boys gathered and threw stones and
empty bottles at Israeli soldiers who fired sounds bombs, tear gas canisters
and rubber coated metal bullets in response. As a result, Khader Jamil Mohammed
Janazra (24) sustained a bullet wound to the right thigh and was taken by an
ambulance of the Palestine Red Crescent Society (PRCS) to the Ahli hospital in
Hebron. He suffered from laceration in the veins and testicles. His wound was
described as serious. The aforementioned person was wounded while going back
home from work.

Khader Janazra said to PCHR’s fieldworker:

 

“At
approximately 16:00 on Thursday, 06 February 2014, I was going home in al-Aroub
refugee camp from my work in Hebron. I stepped out of the vehicle at the
entrance of the camp that leads to bypass road (60). There were a number of
soldiers at the entrance of the camp and closed it with an iron gate. I walked
about 300 meters until I approached the mosque at the entrance of the camp,
where clashes erupted between Israeli forces and some boys. I walked from
behind the soldiers heading to the road leading to my house, where a number of
boys were present. 100 meters away from the soldiers, I crossed the road to get
to the house. I heard gunfire and felt something in my right thigh like hot
water over my leg. I looked down and saw blood coming out of my right leg. I felt
dizzy and fell to the ground. I woke up at approximately 07:00 on the following
day. The doctors told me that I underwent a surgery and that I was wounded by
an explosive bullet to the right side of the thigh. As a result, the doctors
were obliged to do testectomy.”    

 

At
approximately 15:00, Israeli forces moved into Bab al-Zawiya in the centre of
Hebron. They patrolled the streets, where a number of boys
gathered and threw stones and empty bottles at Israeli soldiers, who fired
sound bombs and tear gas canisters in response. Israeli forces withdrew later.
Neither house raids nor arrests were reported.

 

At
approximately 17:00, Israeli forces moved into Ya’bad village, southwest of
Jenin. They patrolled the streets, where a number of boys gathered and threw
stones and empty bottles at Israeli soldiers, who fired sound bombs and tear
gas canisters in response. Israeli forces withdrew later. Neither house raids
nor arrests were reported. Israeli forces claimed they had moved into the
village after a Molotov cocktail was thrown at a settler bus on Jenin – Tulkarm
road near the entrance of “Mvuduttan” settlement, southwest of Jenin.

 

At
approximately 22:00, Israeli forces stationed along the border fence, east of
Khan Yunis, in the southern Gaza Strip, fired sound and flare bombs and opened
fire at the eastern side of al-Qarara village, northeast of the city. However,
no casualties were reported.  

 

 

Friday, 07 February 2014

 

At approximately 00:15, Israeli forces moved into Ya’bad
village, southwest of Jenin. They patrolled the streets, where a number of boys
gathered and threw stones and empty bottles at Israeli soldiers, who fired
sound bombs and tear gas canisters in response. Israeli forces withdrew later.
Neither house raids nor arrests were reported.   

 

 

At
approximately 01:00, Israeli forces moved into Burin village, south of Nablus.
They raided and searched a number of houses. No arrests were reported.

 

At
approximately 13:00, Israeli forces stationed along the border fence, east of
al-Shuhada cemetery, east of Jabalia, in the northern Gaza Strip, opened fire
at a group of young men who attempted to throw stones at Israeli soldiers. As a
result, 4 civilians were wounded and taken to Kamal Odwan Hospital in Beit Lahia
by a PRCS ambulance. Wounds of one of whom were serious, so he was transferred
to Shifa hospital in Gaza City, while the others’ wounds ranged between
moderate and minor.

The wounded
were:

1. Ali Ziad Salim Abu Dan (18), from Jabalia, sustained a
bullet wound to the right side of the chest. His wound was serious so he was
transferred to Shifa hospital in Gaza City;

2. Mousa Jamal Mousa Shubair (19), from Sheikh Redwan
neighbourhood in Gaza City. He was hit by a gas canister to the head. His wound
was minor;

3. Ahmed Mahmoud Ahmed al-Najjar (21), from Jabalia,
sustained a bullet wound to the left leg. His wound was moderate; and

4. Nizar Mohye al-Deen Yehya Zaqout (24), from Jabalia,
sustained a bullet wound to the left leg. His wound was moderate.

 

Saturday, 08
February 2014

 

At
approximately 00:30, Israeli forces moved into Ya’bad village, southwest of
Jenin. They patrolled the streets for some time and withdrew later. Neither
house raids nor arrests were reported.

 

At
approximately 01:00, Israeli forces moved into Bani Na’im village, east of
Hebron. They patrolled the streets for some time and withdrew later. Neither
house raids nor arrests were reported.

 

At
approximately 01:20, Israeli forces moved into Bethlehem. They patrolled the
streets and raided a house belonging to the family of Omar Mohammed al-Khatib
(27). They handed him a summons to refer to the Israeli intelligence service in
“Gosh Etzion” settlement, south of the city.

 

At
approximately 01:30, Israeli forces moved into Nablus. They patrolled the streets
and raided and searched a number of houses. Israeli forces withdrew later, but
no arrests were reported.

 

Around the
same time, Israeli forces moved into Beita village, southeast of Nablus. They
patrolled the streets for some time and withdrew later. No arrests were
reported.

 

At
approximately 02:00, Israeli forces moved into al-Samou’ village, south of
Hebron. They patrolled the streets and deployed between the houses. They
withdrew later, but neither house raids nor arrests were reported.

 

Around the
same time, Israeli forces moved into Ni’lin village, west of Ramallah. They
raided and searched 2 houses from which they arrested Shokri Mahmoud Khawaja
(46) and Abdul Qaher Ali Srour (42). They took the 2 arrested to Ofer detention
facility, southwest of the city.

 

At
approximately 02:30, Israeli forces into Deir Samet village, southwest of
Doura, southwest of Hebron. They patrolled the streets and raided a house
belonging to the family of Lafi Ibrahim Ahmed al-Hroub (25). They handed him a
summons to refer to the Israeli intelligence service in “Gosh Etzion”
settlement, south of Bethlehem.

 

At
approximately 08:00, Israeli gunboats stationed off the northwest of Beit Lahia
shore, in the northern Gaza Strip, opened fire at fishing boats sailing within
3 nautical miles. The fishermen were frightened and sailed back out of fear of
being wounded or arrested. However, neither casualties nor material damage were
reported.

 

At
approximately 12:10, Israeli forces moved into ‘Azzoun village, east of

Tulkarm. They patrolled the streets for some time and withdrew later. Neither

At
approximately 18:00, Israeli forces moved into Deir al-Ghosoun village, north
of Tulkarm. They patrolled the streets and examined the artesian wells. They
withdrew later, but neither house raids nor arrests were reported.

 

At
approximately 23:00, Israeli forces moved into al-Fawwar refugee camp, south of
Hebron. They patrolled the streets and deployed between the houses. Israeli
forces withdrew later, but neither arrests nor house raids were reported.

 

  Sunday, 09 February 2014

At
approximately 00:30, Israeli forces moved into Ya’bad village, southwest of
Jenin. They patrolled the streets for some time and withdrew later. Neither
house raids nor arrests were reported.

 

Around the
same time, Israeli forces moved into Silet al-Harethiya village, northwest of
Jenin. They patrolled the streets and raided a house belonging to the family of
Ragheb Abdul Men’em Ragheb al-Shalabi (31). They handed him a summons to refer
to the Israeli intelligence service at Salem detention facility, northwest of
the city. Israeli forces withdrew later, but no arrests were reported.  

 

At
approximately 01:00, Israeli forces moved into al-Yamoun village, northwest of
Jenin. They patrolled the streets and raided a house belonging to the family of
Abdullah Hamdan Najib Samoudi (28). They handed him a summons to refer to the
Israeli intelligence service in Salem detention facility, northwest of the
city. They withdrew later, but no arrests were reported.

 

Around the
same time, Israeli forces moved into the centre of Hebron. They deployed
between the houses and raided a house belonging to the family of Hejazi Ali
Hussein al-Qawasmi (25). They arrested the aforementioned person and took him
to an unknown destination.

 

At
approximately 01:10, Israeli forces moved into Bedya village, west of Salfit.
They patrolled the streets for some time and withdrew later. Neither house
raids nor arrests were reported.

 

At
approximately 01:30, Israeli forces moved into Souba village, east of Ethna
village, west of Hebron. They patrolled the streets for some time and withdrew
later. Neither house raids nor arrests were reported.

 

At
approximately 02:00, Israeli forces moved into Karza village, south of Doura,
southwest of Hebron. They patrolled the streets for some time and withdrew
later. Neither house raids nor arrests were reported.

 

At
approximately 08:00, Israeli gunboats stationed off the northwest of Beit
Lahia, in the northern Gaza Strip, opened fire at fishing boats sailing within
3 nautical miles. The fishermen were frightened and sailed back out of fear of

approximately 10:00, Israeli forces moved into Sanour village, south of Jenin.
They patrolled the streets for some time and withdrew later. No arrests were

At
approximately 12:00, Israeli forces moved into Beit Luqia village, southwest of
Ramallah. They patrolled the streets and stationed in al-Mothallath area. A
number of boys gathered and threw stones and empty bottles at Israeli soldiers,
who fired sound bombs and tear gas canisters in response. As a result, a number
of civilians suffered tear gas inhalation, but no arrests were reported.

 

At
approximately 13:00, Israeli forces moved into al-Razaza area, east of
Qalqilia, adjacent to the annexation wall. They detained Abdul Latif al-Ra’i
for some time while he was in his land and released him later. Al-Ra’i is an
officer at the Palestinian General Intelligence service.

 

Around the
same time, Israeli forces moved into al-Zababda village, southeast of Jenin.
They patrolled the streets for some time and withdrew later. Neither house
raids nor arrests were reported.

 

At
approximately 14:40, Israeli forces moved into Hares village, northwest of
Salfit. They patrolled the streets for some time and withdrew later. Neither
house raids nor arrests were reported.

 

At
approximately 15:00, Israeli forces moved into Mothallath al-Aqaba area, south
of Doura, southwest of Hebron. They patrolled the streets and stationed in
al-Raj’i woodland and then deployed in lands between al-Tabaqa village and
Oyoun Abu Saif area. A number of boys gathered and threw stones and empty
bottles at Israeli soldiers who fired sound bombs and tear gas canisters in
response. As a result, some civilians suffered tear gas inhalation, but no
arrests were reported.

 

At
approximately 16:45, Israeli forces moved into Qalqilia. They patrolled the
streets for some time and withdrew later. Neither house raids nor arrests were
reported.

 

At approximately
22:00, Israeli forces moved into Azzoun village, east of Qalqilia. They raided
and searched a number of houses from which they arrested Ahmed Yusef Salama
(23) and Odai Hamza Hassan (24).

 

Monday, 10 February
2014

 

At
approximately 00:30, Israeli forces moved into Ya’bad village, southwest of
Jenin. They patrolled the streets for some time and withdrew later. Neither
house raids nor arrests were reported.

 

At
approximately 01:30, Israeli forces moved into Nablus. They patrolled the
streets and raided a number of houses. They arrested Mohammed Farid Soboh (19)
and took him to an unknown destination.

 

Around the
same time, Israeli forces moved into al-Shyoukh village, northeast of Hebron.
They patrolled the streets for some time and withdrew later. Neither house
raids nor arrests were reported.

 

Also around
the same time, Israeli forces moved into Beit Ummar village, north of Hebron.
They patrolled the streets and stationed in al-Daher area opposite to
“Karmi Tsour” settlement, south of the city. They raided and searched
a number of houses using sniffer dogs. Of the raided houses were houses belonging
to the families of: Khaled Jamal Sabarna, Ibrahim Khader Zaidan Sabarna,
Hussein Hosni Hussein Za’aqiq and Hosam Hussein Za’aqiq. In the meanwhile, a
number of boys gathered and threw stones and empty bottles at Israeli soldiers,
who fired sound bombs and tear gas canisters in response. As a result, a number
of civilians suffered tear gas inhalation. Israeli forces withdrew later, but
no arrests were reported.

 

At
approximately 02:00, Israeli forces moved into Beita village, southeast of
Nablus. They raided and searched a number of houses from which they arrested
Mohammed Ahmed al-Shurafa (20) and Mohammed Mahmoud Ma’ali (23).

 

Around the
same time, Israeli forces moved into al-Hejra village, east of Doura, southwest
of Hebron. They patrolled the streets for some time and withdrew later. Neither
house raids nor arrests were reported.

 

At
approximately 02:30, Israeli forces moved into al-Aroub refugee camp, north of
Hebron. They patrolled the streets and deployed between the houses. Israeli
forces withdrew later, but neither house raids nor arrests were reported.

 

At
approximately 03:00, Israeli forces moved into Beitonya village, west of
Ramallah. They patrolled the streets for some time and withdrew later. Neither
house raids nor arrests were reported.

 

At
approximately 05:00, Israeli forces moved into ‘Anza village, south of Jenin.
They patrolled the streets for some time and withdrew later. No arrests were
reported.

 

At
approximately 20:30, Israeli forces moved into Burqin village, west of Salfit.
They patrolled the streets for some time and withdrew later. Neither house

At
approximately 23:00, Israeli forces moved into Deir al-Sudan village, northeast

Tuesday, 11 February
2014

 

At
approximately 00:30, Israeli forces moved into Zaita village, north of Tulkarm.
They patrolled the streets for some time and withdrew later. Neither house
raids nor arrests were reported.

 

At
approximately 01:00, Israeli forces moved into Nablus and
al-Daheya neighbourhood, southeast of Nablus. They raided and searched a number
of houses from which they arrested Anan Ra’ed ‘Ebeid (23), from al-Daheya neighbourhood;
Isma’il Zaki Oukal (22), from the old town; and Majdi Monir Akouba (24).

 

At
approximately 01:30, Israeli forces moved into Kherbatha al-Musbah village,
southwest of Ramallah. They patrolled the streets for some time and withdrew
later. No arrests were reported.

 

Around the
same time, Israeli forces moved into al-Jalazoun refugee camp, north of
Ramallah. They patrolled the streets and raided a house belonging to the family
of Mohammed Mahmoud Mubarak (20), who was killed on 29 January 2014 near Ein
Sinya village, north of the city. They handed his father Mahmoud Mubarak (49)
and brother Abdul Aziz (23) summonses to refer to the Israeli intelligence
service. At approximately 02:00, Israeli forces withdrew. At approximately
14:30, Israeli forces arrested Abdul Aziz Mahmoud Mubarak (23) when he appeared
before the Israeli intelligence service in Ofer detention facility, southwest
of Ramallah.

 

Also around
the same time, Israeli forces moved into the centre of Hebron. They patrolled
the streets and raided and searched a house belonging to the family of Montaser
Hussein Abu Hadeed (21). They arrested the aforementioned person and took him
to an unknown destination.

 

At
approximately 02:00, Israeli forces moved into Tubas. They surrounded a house
belonging to the family of Mahmoud Ibrahim Mostafa al-Shamout (29). When
Israeli soldiers knocked on the door, Mohammed tried to jump from the house to
his neighbour’s roof, but Israeli soldiers saw him. They fired at him and
arrested him.

 

Around the
same time, Israeli forces moved into Doura, southwest of Hebron. They patrolled
the streets and raided and searched a house belonging to the family of Belal
Hamdan al-Rjoub (20). They arrested the aforementioned person and took him to
an unknown destination.

 

At approximately
02:55, an Israeli warplane fired a missile at land planted with olive and palm
seedlings, north of al-Nusairat refugee camp, in the central Gaza Strip,
belonging to Mahmoud Hussein Darweesh (44). The missile caused a big crater and
damaged the seedlings. In addition, a nearby cow barn belonging to Ibrahim
Abdul Hamid al-Souri (55) sustained damage. However, no casualties were
reported.

 

Around the
same time, Israeli forces moved into Sourif village, west of Hebron. They
patrolled the streets for some time and withdrew later. Neither house raids nor
arrests were reported. 

 

At
approximately 03:30, an Israeli warplane fired a missile at Abu Jarad training
site of al-Qassam brigades (the military wing of Hamas movement), near
al-Shuhada’ intersection, south of Gaza City. No casualties were reported. This
site has been attacked several times.

 

At
approximately 04:00, Israeli forces moved into village, south of Jenin. They
patrolled the streets and raided a number of houses from which they arrested 3
civilians and handed a fourth a summons to refer to the Israeli intelligence
service in Salem detention facility, northwest of the city. The 3 arrested
were: Shalash Yasser Shalash Hamour (22); Ahmed Adnan Khaliliya (26) and Hassan
Suleiman Khaliliya (26). The summoned was Tareq Ziad Alawna (24).

 

At
approximately 06:30, Israeli gunboats stationed of Beit Lahia shore in the
northern Gaza Strip opened fire at a group of fishing boats sailing at about
1.5 nautical miles.  Two Israeli gunboats
surrounded a fishing boat boarded by Fadel Jamal Ramadan al-Sultan (24).  Israeli naval soldiers then ordered al-Sultan
to jump into the water and swim towards one of the gunboats.  They then arrested him and confiscated his
fishing boat.  The Israeli gunboat then
directly towards another fishing boat boarded by two fishermen, Mohammed ‘Abdel
Nabi Rajab al-Sleibi (41) and his son, Ahmed (17) from al-Shati’ refugee camp
in Gaza City. The Israeli naval soldiers ordered the two fishermen to jump into
the water and swim towards the gunboat and confiscated their fishing boat. The
3 fishermen were arrested and their fishing boats were confiscated.

 

At
approximately 13:00, Israeli forces moved into ‘Anin village, northwest of
Jenin. They patrolled the streets and arrested Karam Ja’fer Mahmoud Essa (13)
from a street.

 

Around the
same time, Israeli forces moved into Ya’bad village, southwest of Jenin. They
patrolled the streets for some time and withdrew later. Neither house raids nor
arrests were reported.

 

At
approximately 13:30, an Israeli infantry unit deployed at the entrance of Beit
Ummar village, north of Hebron, when the village residents had a funeral
procession in the village’s cemetery at the eastern entrance, adjacent to
bypass road (60). Israeli soldiers fired sound bombs and tear gas canisters at
the civilians in the cemetery, causing the civilians to flee. A number of boys
gathered and threw tins and empty bottles at Israeli soldiers, who fired sound
bombs, tear gas canisters and rubber-coated metal bullets in response. As a
result, a 16-year-old child sustained a bullet wound to the left side of the
face. In the meantime, Israeli soldiers chased some boys between the houses and
fired sound bombs and tear gas canisters. As a result, the family of Nazih
Mohammed Hussein Alqam (38) suffered tear gas inhalation when a gas canister
fell into his house. The 7 family members were offered first aid.

 

Ikhlas Alqam
said to PCHR’s fieldworker:

“At
approximately 14:00 on Tuesday, 11 February 2014, I was having lunch with my
children at home. I heard the sound of glass smashing, but I thought that boys
were smashing glass in the street. A few moments later, I went to the door to
see if my son Mohammed (14) had come back from school or not. I opened the door
and saw smoke coming out of the balcony’s door. I first thought the room was on
fire, but gas spread in quickly. I started screaming, took my little kids in a
room and closed the door. They started crying and coughing. My little boy Fajer
(2) was suffocating and his face became yellow. A number of neighbours and PRCS
volunteers got into the house and took us out. The house was full of gas. At
approximately 17:00, I went back home with my husband after he returned from
work. We found the room’s window had been smashed and a gas canister lay on the
ground.”

 

At
approximately 16:00, Israeli forces moved into Jabal al-Sheikh area, southwest
of al-Nabi Saleh village, northwest of Ramallah. They patrolled the streets,
where a number of boys gathered and threw stones at Israeli soldiers, who fired
sound bombs and tear gas canisters in response. As a result, a number of
civilians suffered tear gas inhalation. Israeli soldiers arrested Belal Abdul
Salam Tamimi (48) while filming what had happened. They took him to the police
station and released him at approximately 23:30. Tamimi is a photographer in
the Information Office of the Palestinian Popular Resistance Movement and a
volunteer at B’Tselem centre.

 

At
approximately 17:00, Abdul Aziz Zamel Abdul Aziz Ikhleil (48) sustained a
bullet wound to the right side of the head when Israeli forces fired at him
while he was going home from work in Mothallath al-Baq’a area, northwest of
Beit Ummar, north of Hebron.

Abdul Aziz Ikhleil said to PCHR’s fieldworker:

“At
approximately 17:00 on Tuesday, 22 February 2014, I was going out of work in
Safa area, northwest of Beit Ummar , on a tractor. When I reached Mothallath
al-Baq’a area, an Israeli military jeep outran me, then I heard gunfire. I felt
something had strongly hit me in the head and pushed me back. I held the
steering wheel and stopped the tractor. I put my hand on my head and felt it
stained with blood. I tried to step down but I felt dizzy and fell to the
ground. I crawled about 20 meters to the intersection, where a vehicle stopped
and picked me up to Beit Ummar’s health centre. I was then taken by an
ambulance to Hebron governmental hospital, where I received the necessary
medical treatment. I had a deep wound in my head.”   

 

At
approximately 18:40, Israeli forces moved into Rafat village, west of Salfit.
They patrolled the streets and took photos of archaeological sites in the
village. Israeli forces withdrew later, but neither house raids nor arrests
were reported.

 

At
approximately 21:30, Israeli forces moved into Qufin village, north of Tulkarm.
They patrolled the streets for some time and withdrew later. Neither house
raids nor arrests were reported.

 

At
approximately 23:00, Israeli forces moved into Jelgamous village, southeast of
Jenin. They patrolled the streets for some time and withdrew later. Neither
house raids nor arrests were reported.     

 

 

Wednesday, 12
February 2014

At
approximately 01:00, Israeli forces moved into Beit Awwa village, southwest of
Doura, southwest of Hebron. They patrolled the streets and raided 3 houses from
which they arrested 3 civilians, including a child. The arrested were:

1. Jehad Ahmed Masalama (18);

2. Khader Rezeq Abdul Fattah Masalma (17); and

3. Morad Rasem al-Sweiti (22).

 

Around the
same time, Israeli forces moved into Anabta village, east of Tulkarm. They
patrolled the streets for some time and withdrew later. Neither house raids nor
arrests were reported.

 

At
approximately 02:00, Israeli forces moved into Kharas village, west of Hebron.
They patrolled the streets for some time and withdrew later. Neither house
raids nor arrests were reported.

 

At
approximately 02:30, Israeli forces moved into al-Fawwar refugee camp, south of
Hebron. They raided a house belonging to the family of Alaa Khalil al-Ezza
(17). They arrested the aforementioned child and took him to an unknown
destination.

 

At
approximately 03:00, Israeli forces moved into the centre of Hebron. They
patrolled the streets and raided and searched a house belonging to the family
of Ahmed al-Rajabi (55), in Jabal Jawhar area, south of the city. They arrested
his 2 sons: Jehad (30) and Ahmed (29) and took them to an unknown destination.

 

At
approximately 03:30, Israeli forces moved into Ethna village, west of Hebron.
They patrolled the streets for some time and withdrew later. Neither house
raids nor arrests were reported.

 

At
approximately 20:00, Israeli forces moved into Mothallath al-Shuhada’ village,
at the southern entrance of Jenin. They stationed at the intersection leading
to Qabatya village, southeast of the city. A number of boys gathered and threw
stones at Israeli soldiers, who fired sound bombs, tear gas canisters and live
ammunition in response. As a result, 4 civilians, including a child, were
wounded. They were taken to Dr. Suleiman Khalil Hospital in Jenin to receive
the necessary medical treatment. Medical sources stated that their wounds
ranged between minor and moderate. The wounded were: a 16-year-old boy, who
sustained a bullet wound to the hand; a 19-year-old male, who sustained a
bullet wound to the leg; a 32-year-old male, who sustained a gascanister
shrapnel wound; and a 19-year-old male sustained a bullet wound to the hand.
They are all from Qabatya village.

 

 

2. Use of excessive force against peaceful demonstrations protesting
settlement activities and the construction of the annexation wall

 

During the reporting period, Israeli soldiers used
excessive force against peaceful demonstrations organised by Palestinian
civilians, international and Israeli human rights defenders in protest at the
construction of the annexation wall and settlement activities in the West Bank.
As a result, 4 protestors, including a child, were wounded during Kofur Qaddoum
protest, northeast of Qalqilia.

 

In the same context, 20 civilians, including 2
children, were wounded during protests organized in different areas in the West
Bank. 16 of whom, including 2 children, were wounded during a protest at the
southern entrance of al-Jalazoun refugee camp, north of Ramallah; a civilian
was wounded during a protest in Selwad village, northeast of the city; and 3
civilians were wounded during a protest in the vicinity of Qalandia checkpoint,
at the northern entrance of occupied Jerusalem.

Demonstrations against the construction of the
annexation wall and settlement activity

 

Following the Friday Prayer, 07 February 2014, dozens
of Palestinian civilians and international and Israeli human rights defenders
organised a peaceful demonstration in Bil’in, west of Ramallah, in protest of
the construction of the annexation wall and settlement activities. Demonstrators
took to the streets raising Palestinian flags and headed to the liberated
territories near the annexation wall. Israeli forces had closed all the
entrances of the village since the morning in order to prevent Palestinian and
international activists and journalists from participating in the
demonstration. Demonstrators marched adjacent to the cement wall and tried to
cross the fence before Israeli forces that are stationed behind the wall, in
the western area, and a large number of soldiers deployed along it, fired live
bullets, tear gas canisters, rubber-coated steel bullets, sound bombs and threw
skunk water at them and chased them into the olive fields. As a result, dozens
of demonstrators suffered tear gas inhalation, and others sustained bruises as
they were beaten up by Israeli soldiers.

 

On the same day, dozens of Palestinian civilians
organised a peaceful demonstration in the centre of Ni’lin village, west of
Ramallah, in protest at the construction of the annexation wall and settlement
activities. Demonstrators took to the streets and headed to the annexation
wall. Israeli forces closed the gates of the wall with barbwire and prevented
the demonstrators from crossing to the land behind it before protesters responded
by throwing stones. As a result, many civilians suffered tear gas inhalation
and bruises as they were beaten up by Israeli soldiers.

 

Following the Friday prayer, Palestinian civilians and
international activists organised a peaceful demonstration in the centre of Kufor
Qaddoum village, northwest of Qalqilia, and headed towards the eastern entrance
of the village, in protest at the continued closure of the entrance with an
iron gate, since the beginning of the Aqsa Intifada (2000). Clashes erupted
between the demonstrators and Israeli forces that fired sound bombs and tear
gas canisters to prevent them from reaching the aforementioned gate. As a
result, 4 civilians, including a child, were wounded. Mahmoud Riyadh Mohammed
Ishteiwi (5) was hit by a gas canister to the right leg; a 58-year-old male was
hit by gas canister to the head; a 23-year-old male was hit by a gas canister
to the right leg and a 34-year-old male sustained a bullet wound to the right
leg.

 

Following the Friday prayer, dozens of Palestinian
civilians and international and Israeli human rights defenders organised a
peaceful demonstration in Ma’assara village, in protest at the construction of
the annexation wall and settlement activities. The demonstration started in
front of the Candles Cultural Centre in the centre of the village.
Demonstrators moved in the streets raising the Palestinian flag. When they
arrived at the area where the annexation wall is established, about 20 soldiers
made a human chain in attempt to prevent them from reaching the annexation
wall. The protestors held a sit-in and stressed the necessity to conjugate efforts
to put an end to the Israeli violations against the Palestinian people
generally and al-Aqsa mosque particularly. 

 

Other demonstrations:

 

On Friday, 07 February 
2014, dozens of children and young men gathered at the southern entrance
of al-Jalazoun refugee camp, north of Ramallah to protest the killing of
Mohammed Mubarak on 29 January 2014. They were about 300 meters away from the
fence of “Beit Eil” settlement. Israeli forces stationed in the area
fired live ammunition, rubber-coated metal bullets, sound bombs and tear gas
canisters. As a result, 16 civilians, including 2 children, were wounded. 14 of
whom were wounded by live ammunition, one was wounded by a rubber-coated metal
bullet and the other was hit by a tear gas canister. The wounded were taken to
Palestine Medical Complex in Ramallah.

 

On the same day, dozens of Palestinian young men
gathered at the western entrance of Selwad village, northeast of Ramallah on
the road between Selwad village and Yabrod village near Road (60) threw stones
at the aforementioned street.  As a
result, Israeli soldiers stationed in the area fired live ammunition,
rubber-coated metal bullets, tear gas canisters and sound bombs at them and
chased them to the village.  As a result,
a 33-year-old male sustained a bullet wound to the right thigh and others
suffered tear gas inhalation.

 

Around the same time, dozens of Palestinians gathered
in the vicinity of Qalandia refugee camp, south of Ramallah. They headed
towards Qalandia checkpoint at the northern entrance of occupied Jerusalem, upon
which Israeli forces closed the checkpoint and deployed in the area. Israeli
soldiers immediately fired live ammunition, rubber-coated metal bullets, sound
bombs and tear gas canisters. As a result, 3 civilians were wounded and then
taken to Palestine Medical Complex in Ramallah. A number of civilians suffered tear
gas inhalation and others sustained bruises as they were beaten up by Israeli
soldiers
. The wounded were: a 26-year-old male sustained a bullet
wound to the left leg; a 19-year-old male sustained a bullet wound to the back
of the head; and a 19-year-old male sustained a bullet wound to the right hand.

 

 

3. Extra-judicial executions

 

During the reporting period, in an extra-judicial execution attempt,
Israeli forces targeted a member of an armed group in the central Gaza Strip.
However, the targeted person narrowly escaped death, but was seriously injured.
In addition, two other brothers were wounded while they were accidently passing
by the scene.

According to investigations conducted by PCHR, at approximately 08:15 on
Sunday, 09 February 2014, an Israeli drone fired a missile at a motorbike
ridden by Abdullah Suleiman al-Kharti (28), a member of an armed group, on
al-Zaqayda – Deir al-Balah street, in the central Gaza Strip. As a result,
al-Kharti sustained serious injury resulting in the amputation of his right
leg, while two brothers sustained minor wounds while passing by the scene and
their vehicle sustained damage as well. The two brothers were Emad and Nabil
Jaber Abdul Mo’ti Moshtaha (48) and (30) respectively, from al-Nusairat refugee
camp. The attack also resulted in damaged windows of 7 houses and electricity
cables around.     

 

4. Continued closure of the oPt

 

Israel has continued to impose a
tight closure on the oPt, imposing severe restrictions on the movement of
Palestinian civilians in the Gaza Strip and the West Bank, including occupied
East Jerusalem.

 

Gaza
Strip

 

Israeli
forces continuously tighten the closure of the Gaza Strip and close all
commercial crossings, making the Karm Abu Salem crossing the sole commercial
crossing of the Gaza Strip, although it is not suitable for commercial purposes
in terms of its operational capacity and distance from markets.

 

Israeli
forces have continued to apply the policy, which is aimed at tightening the
closure on all commercial crossings and imposing total control over the flow of
imports and exports.

 

The
total closure of al-Mentar (“Karni”) crossing since 02 March 2011 has
seriously affected the economy of the Gaza Strip. Following this closure, all
economic and commercial establishments in the Gaza Commercial Zone were shut
off. Al-Mentar crossing is the biggest crossing in the Gaza Strip, in terms of
its capacity to absorb the flow of imports and exports. The decision to close
al-Mentar crossing was the culmination of a series of decisions resulting in
the complete closure of the Sofa crossing, east of the Gaza Strip in the
beginning of 2009, and the Nahal Oz crossing, east of Gaza City, which were
dedicated for the delivery of fuel and cooking gas to the Gaza Strip, in the
beginning of 2010.

 

Israeli
forces have continued to impose a total ban on the delivery of raw materials to
the Gaza Strip, except for very limited items and quantities. The limited
quantities of raw materials allowed into Gaza do not meet the minimal needs of
the civilian population of the Gaza Strip.

 

The
cooking gas crisis has fluctuated for 9 months due to the closure of Karem Abu
Salem for security claims.  According to
PCHR’s follow-up, Israeli authorities only allow an average of 98 tonnes of
cooking gas into Gaza per day.  This
limited quantity is less than half of the daily needs, which is 200 tonnes per
day, of the civilian population in the Gaza Strip during winter.  The crisis has unprecedentedly aggravated for
around six weeks due to cold weather and overconsumption in addition to the
power outage and using gas as an alternative in many instances of
electricity.  The lack of diesel and benzine
led to the aggravation of the crisis as a result of using the gas cylinder for
cars or as an alternative for benzine to run generators.  As a result, the demand for gas further increased.

 

For almost six consecutive years,
Israeli forces have continued to prevent the delivery of construction materials
to the Gaza Strip. Two years ago, Israeli forces approved the delivery of
limited quantities of construction materials for a number of international organizations
in the Gaza Strip.  On 17 September 2013,
they allowed the entry of limited quantities of construction materials for the
private sector.  However, on 13 October
2013, they re-banned it claiming that these materials are used for constructing
tunnels.  Last week, Israeli forces
allowed the entry of construction materials only for UNRWA and UNDP
projects.  As a result, construction
works have completely stopped impacting all sectors related to construction and
an increase in unemployment levels.

 

Israeli forces also continued to
impose an almost total ban on the Gaza Strip exports, including agricultural
and industrial products, except for light-weighted products such as flowers,
strawberries, and spices.

 

Israel has continued to close the
Beit Hanoun (“Erez”) crossing for the majority of Palestinian citizens from the
Gaza Strip. Israel only allows the movement of a limited number of groups, with
many hours of waiting in the majority of cases. Israel has continued to adopt a
policy aimed at reducing the number of Palestinian patients allowed to move via
the Beit Hanoun crossing to receive medical treatment in hospitals in Israel or
in the West Bank and East Jerusalem. Israel denied permission to access
hospitals via the crossing for new categories of patients from the Gaza Strip.

 

The Egyptian authorities allow the
population of the Gaza Strip to travel via Rafah International crossing, which
connects the Gaza Strip with the outside world. 
Only limited and specified categories are allowed, including patients,
students, persons that hold residencies in Egypt or abroad, men over 40 years,
females in all ages, children under 18, persons who hold Arab and foreign
nationalities, and members of Arab and international humanitarian delegations.  The crossing opens seven days a week.  Nowadays, the crossing is overcrowded due to
the prolonged procedures from the Egyptian side, particularly after closing it
for several days over the past weeks due to Egypt’s security conditions, which
has affected the travellers’ movement in both directions.

On
Wednesday, 05 February 2014, Israeli forces allowed the exportation of 246,720
flowers and 4.5 tonnes of cherry tomatoes.

On
Thursday, 06 February 2014, Israeli forces allowed the exportation of 2.6
tonnes of cherry tomatoes.

On
Sunday, 09 February 2014, Israeli forces allowed the exportation of 89,000
flowers, 230 kilograms of garlic leaves and 180 kilograms of mint.

On
Wednesday, 05 February 2014, Israeli forces allowed the entry of 630 tonnes of
construction aggregate for the UNRWA; and 1,610 tonnes of construction
aggregate for the UNDP.  They also
allowed the entry of 546 tonnes of fodders and 234 tonnes of wheat.

On
Thursday, 06 February 2014, Israeli forces allowed the entry of 1,890 tonnes of
construction aggregate for the UNDP. 
They also allowed the entry of 546 tonnes of fodders and 312 tonnes of

Sunday, 09 February 2014, Israeli forces allowed the entry of 104 tonnes of
cement for the UNRWA; and 520 tonnes of construction aggregate for those

Empty Plastic
Containers Returned to Israel via Karm Abu Salem

 

On
Wednesday, 05 February 2014, Israeli forces allowed 8 truckloads of empty
plastic containers and a truckload of cartons of wood to be returned via Karm
Abu Salem.

On
Thursday, 06 February 2014, Israeli forces allowed 12 truckloads of empty
plastic containers to be returned via Karm Abu Salem.

On
Sunday, 09 February 2014, Israeli forces allowed 9 truckloads of empty plastic
containers and a truckload of cartons of wood to be returned via Karm Abu Salem.

On
Monday, 10 February 2014, Israeli forces allowed 10 truckloads of empty plastic
containers and a truckload of cartons of gas cylinders to be returned via Karm
Abu Salem.

Israel has
imposed a tightened closure on the West Bank. During the reporting period,
Israeli forces imposed additional restrictions on the movement of Palestinian
civilians:

 

Hebron: Israeli forces have continued to
impose severe restrictions on the movement of Palestinian civilians.  At approximately 07:30 on Thursday, 06
February 2014, Israeli forces established a checkpoint at al-Fawwar refugee
camp, as this entrance is connected with bypass road (60), south of
Hebron.  At approximately 08:00, they
established another checkpoint at the northern entrance of Hebron.  At approximately 16:00, another checkpoint
was established at the entrance of Beit Kahel, northwest of the city.  All checkpoints were later removed, and no
arrests were reported.

 

At
approximately 07:30 on Saturday, 08 February 2014, Israeli forces established a
checkpoint at the southern entrance of Dura, south of Hebron.  At approximately 16:00, another checkpoint
was established at the northern entrance of Yatta, south of Hebron.  At approximately 09:00, another checkpoint
was established at the entrance of al-Arroub refugee camp, north of
Hebron.  The two checkpoints were later
removed, and no arrests were reported.

 

At
approximately 07:00 on Sunday, 09 February 2014, Israeli forces established a
checkpoint at the entrance of Beit ‘Aynoun village, east of Hebron.  Around the same time, they established another
checkpoint at the entrance of Sa’ir village, northeast of the city.  Around the same time, another checkpoint was
established at the entrance of Beit Ummar village, north of the city.  At approximately 16:00 they established
another checkpoint at the entrance of Kharsa village, south of Dura, southwest
of the city.  At approximately 19:30, a
similar checkpoint was established on Abu Rishah Valley Road, west of Ezna
village, west of Hebron.  All checkpoints
were later removed, and no arrests were reported.

 

At
approximately 07:30 on Monday, 10 February 2014, Israeli forces established a
checkpoint at the entrance of al-Fawwar refugee camp, as it is connected Bypass
Road 60, south of the city.  At
approximately 15:30, they established another checkpoint at the entrance of
Hadab al-‘Alqa village, south of Dura, southwest of the city.  At approximately 16:00, another checkpoint
was established at the entrance of Sa’ir village, east of Hebron.  At approximately 17:00, they established a
similar checkpoint at the entrance of Kharsa village, south of Dura, southwest
of Hebron.  At approximately 18:00, a
similar checkpoint was established at the entrance of al-‘Arroub refugee camp,
which is connected with Bypass Road, north of Hebron.  All checkpoints were later removed, and no
arrests were reported.

 

 

At
approximately 07:00 on Tuesday, 11 February 2014, Israeli forces established a
checkpoint at the entrance of Beit Ummar village, north of Hebron.  Around the same time, another checkpoint was
established at the northern entrance of Hebron. 
At approximately 16:00, they established a similar checkpoint at
entrance of al-Fawwar refugee camp, south of Hebron.  All checkpoints were later removed, and no
arrests were reported.

 

At
approximately 07:30 on Wednesday, 12 February 2014, Israeli forces established
a checkpoint at entrance of al-‘Arroub refugee camp, north of Hebron.  At approximately 15:00, another checkpoint
was established at the northern entrance of Hebron.  The two checkpoints were later removed, and
no arrests were reported.

 

Ramallah: Israeli forces have continued to
impose severe restrictions on the movement of Palestinian civilians.  At approximately 09:30 on Friday, 07 February
2014, Israeli forces established a checkpoint at the entrance of al-Nabi Saleh
village, northwest of Ramallah.  The
checkpoint was later removed, and no arrests were reported.

 

At
approximately 09:30 on Saturday, 08 February 2014, Israeli forces established a
checkpoint under the bridge of ‘Ein Yabrud village, northeast of Ramallah.  At approximately 20:30, a similar checkpoint
was established another checkpoint near the intersection of “Ofrah” settlement,
north of the city.   At approximately
21:45, they re-established at ‘Atarah checkpoint at the northern entrance of
Birzeit, north of Ramallah.  All
checkpoints were later removed, and no arrests were reported.

 

At
approximately 18:00 on Sunday, 09 February 2014, Israeli forces established a
checkpoint near the intersection of Beit ‘Aor al-Foqa village, southwest of
Ramallah.  The checkpoint was later
removed, and no arrests were reported.

 

At
approximately 17:30 on Monday, 10 February 2014, Israeli forces established a
checkpoint under the bridge of Kharbtha al-Mesbah village, southwest of
Ramallah.  The checkpoint was later removed,
and no arrests were reported.

 

Qalqilya: 
Israeli forces have continued to impose severe restrictions on the
movement of Palestinian civilians.  At
approximately 18:20 on Thursday, 06 February 2014, Israeli forces established a
checkpoint near the entrance of ‘Azoun ‘Etmah village, southeast of
Qalqilya.  At approximately 21:45, the
checkpoint was later removed, and no arrests were reported.

At approximately 09:40 on Saturday, 08 February 2014, Israeli forces
established a checkpoint under the bridge of ‘Azoun village on Qalqilya-Nablus
road.  At approximately 12:40, Israeli
forces established a checkpoint at the entrance of Amatin village, northeast of
the city.  At approximately 19:40, they
re-established the checkpoint in the same area. 
At approximately 18:30, they established a similar checkpoint at the
entrance of ‘Ezbet al-Tabib, east of Qalqilya. 
At approximately 19:00, another checkpoint was established at the
entrance of Jeet village, northeast of the city.  At approximately 19:40, they established a
checkpoint at the entrance of Hejah village, east of Qalqilya.  All checkpoints were later removed, and no
arrests were reported.

 

At approximately 10:20 on Monday, 10 February 2014, Israeli forces
established a checkpoint at the eastern entrance of Qalqilya.  At approximately 17:10, another checkpoint
was established on the road between the villages of Beit Amin and ‘Ezbet
Jal’oud, south of the city.  At
approximately 17:30, they established a similar checkpoint on the road between
the villages of ‘Azoun ‘Etmah and ‘Ezbet Salman, south of Qalqilya.  At approximately 18:20, they established
another checkpoint at the entrance of ‘Azoun village and the entrance of ‘Ezbet
al-Tabib village, east of the city.  All
checkpoints were later removed, and no arrests were reported.

 

Salfit: 
Israeli forces have continued to impose severe restrictions on the
movement of Palestinian civilians.  At
approximately 13:50 on Saturday, 08 February 2014, Israeli forces established a
checkpoint at the eastern entrance of Borqin village, west of Salfit.  The checkpoint was removed at approximately
14:40, and no arrests were reported.

 

Jericho: 
Israeli forces have continued to impose severe restrictions on the
movement of Palestinian civilians.  At
approximately 22:00 on Thursday, 06 February 2014, Israeli forces established a
checkpoint near the entrance of Fasayel village, north of Jericho.  The checkpoint was later removed, and no
arrests were reported.

 

At
approximately 09:00 on Friday, 07 February 2014, Israeli forces established a
checkpoint near the entrance of al-Zbeidat village, north of Jericho.  The checkpoint was later removed, and no
arrests were reported.

 

At
approximately 09:30 on Sunday, 09 February 2014, Israeli forces established a
checkpoint near the entrance of Fasayel village, north of Jericho.  At approximately 18:30, they established
another checkpoint near the southern entrance of Jericho and prevented
civilians from entering or leaving through it.

 

Arrests and Maltreatment at military
checkpoints

 

At approximately 16:00
on Thursday, 06 February 2014,
Israeli
forces deployed in the old city neighborhoods in Hebron arrested Khaled
Mohammed Zahedah (13) under the pretext of throwing stones at the Israeli
soldiers.  Zahedah was taken to
“Ja’abrah” police station near al-Ibrahimi Mosque in the centre of the old
city. 

 

At approximately 14:00 on the
aforementioned Thursday, Israeli forces stationed at al-Rajbi checkpoint
established at the entrance of Jaber quarter in the centre of Hebron arrested
Belal Rezeq al-Salaymah (30) and took him to an unknown destination after
detaining him for a couple of hours.

 

At approximately
16:30 on Tuesday, 11 February 2014, Israeli forces arrested 3 children near Road
60 at the western entrance of Selwad village, northeast of Ramallah and took them
to their camp in the nearby “’Ofrah” settlement.  The arrested were identified as:

1. Mohammed ‘Abdel Wahab
Hamad (15);

2. Belal Subhi Hamad
(14); and

3. Anas Mohammed Taha
(13). 

At approximately
23:30, Taha was released while the other two children were taken to “’Ofar”
prison, southwest of Ramallah.

 

At approximately 15:00 on Wednesday,
05 February 2014, Israeli forces arrested Mo’atasem Abu Turki (22) from his
house and took him to Checkpoint al-Rajbi (160).  He was detained for nearly an hour and then
taken to an unknown destination.

 

4. Efforts to create Jewish majority in occupied East
Jerusalem

 

On Monday morning, 10 February 2014, Israeli border
guards and police accompanied by bulldozers belonging to the municipality moved
into al-Mokaber Mountain neighbourhood, east of Jerusalem.  They surrounded an inhabited house in
al-Jaser area belonging to Mohammed Hasan Mousa Ja’aarfrah and forced his
family members to leave the house.  The
municipality staff removed some of the house furniture.  According to information obtained by PCHR from
sources in Occupied Jerusalem, a family of 7 members live in the house, which
was built 18 years ago on an area of 120 square meters.  The Israeli municipality imposed a fine of
30,000 NIS on Ja’aarfrah due to unlicensed building.

In the same context, the Israeli municipality
bulldozers destroyed a truck belonging to ‘Ali al-Ja’abah in al-Tur village,
east of the old city in Jerusalem. 
Eyewitnesses said that a large force of special units surrounded the
land where the truck was parked and broke its door to take out some of the
goods inside.  Afterwards they destroyed
it.

 

On Wednesday, 12 February 2014, the Construction and
Organization Committee of the Israeli Municipality approved a project holding
number (68858) to build “Talmudic school and settlement Jewish centre” in
al-Sheikh Jarrah neighbourhood in Jerusalem. 
According to the project, a 12-storey building will be built and
comprised of a synagogue, private school and a religious school.  The area of the building is 1.9 dunums out of
4.2 dunums, which is the actual area of the land allocated for the
project.  1.3 dunums will be used as an
open area for the project, and the remainder will be used as stores for the
Israeli municipality.

“Israeli Lands” Administration (ILA) transferred the
ownership of the land to the religious organization titled “Laura Saimeh” which
will head the project.  The land on which
the project will be established was confiscated by the Israeli municipality and
allocated to public use.  It was supposed
to be used to build a school and educational facilities that will serve
Palestinian civilians, but the Municipality of Jerusalem supported the new
settlement project.  The project was
launched 4 years ago and was only a 2-storey building.  After the efforts made by residents, the
project was cancelled, but it was again presented accompanied by modifications
and expanded with a synagogue, Talmudic schools and a Jewish religious centre.

 

 

5. Settlement activities and attacks by settlers against
Palestinian civilians and property

 

Attacks carried out by Israeli forces

 

 

At approximately
09:00 on Sunday, 09 February 2014, Israeli forces backed by 3 military vehicles
and accompanied by a vehicle from the Construction and Organization Department
in the Israeli Civil Administration raided Kherbet al-Daqiqah in al-Mosafer
area, southeast of Yatta, south of Hebron. 
The Civil Administration officer handed civilians 3 notices to halt
construction work under the pretext of building without permit in an area
classified as C, which is under the Israeli control according to 1993 Oslo
Accords.  The notices gave civilians till
05 March 2014 to settle their legal affairs.

The notices included:

6. A 35-square-meter
medical clinic of shader and an electric generator room comprised of bricks and
tin on an area of 5 square meters;

7. A 30-square-meter tin
barrack used for grazing animals belonging to ‘Adnan Mohammed Khami
al-Ka’abnah; and

8. A 60-square-meter
house belonging to Mashour ‘Abdel Karim ‘Amer.

 

At approximately
09:00 on Monday, 10 February 2014, Israeli forces backed by military vehicles
and accompanied by vehicles from the Authority of Agriculture and Nature in
Israel and tractors moved into the agricultural lands near Kherbet al-Halawah,
Janbah and al-Markaz in Masafer Yatta area, southeast of Yatta, south of
Hebron.  Israeli soldiers deployed in the
agricultural lands and forced farmers and shepherds to leave while tractors
were leveling dozens of dunums planted with winter corps (wheat and
barley).  As a result, around 4000 sheep
were deprived from grazing in the area, and the owners of the lands suffered
heavy losses, including costs of plowing and planting these lands. The lands
belong to the family of Hoshiyah, Mohammed, Abu ‘Arm and al-Jabarin.

Israeli authorities
declared al-Mosafer areas military training areas within the (918) areas of
training and shooting years ago.  Since
then, the area has witnessed further violations by Israeli forces with days ago,
in cooperation with the Israeli Civil Administration, the uprooting of 6000
seedlings and woodlands trees and pastoral plants, which were planted by the
Palestinian Ministry of Agriculture in coordination with FAO to establish a
nature reservation in the area. In February 2010, Israeli authorities leveled
around 700 dunums planted with winter corps in the same area.  This step is part of the Israeli policy to
seize vacant areas of the southeastern lands in Yatta by tightening
restrictions on the farmers and civilians’ movement there through destroying plants,
leveling lands and demolishing their caves and tenets to force them to leave
these lands in order to ease the way to control them and establish settlements,
bypass roads and training camps for soldiers.

 

Attacks carried out by settlers

 

On Saturday, 08
February 2014, a group of settlers from “Giv’at Ariel” outpost established on
the lands of Senjel village, north of Ramallah, uprooted 450 olive and almond
seedlings in al-Rafid area, which around 5 kilometers away to the northeast of
the village.  It should be mentioned that
the seedlings, which belong to around 100 families in the village, were
recently planted by Palestinian farmers on a 5-dunum tract of land for the
third time in less than a month.  On 21
January 2014, settlers attacked the land for the first time when they uprooted
and stole 750 olive and almond seedlings. 
On 2 February, they attacked it for the second time when they uprooted
and stole 1200 olive and almond seedlings. 
Those seedlings were planted as part of a project funded by the International
Committee of the Red Cross (ICRC) to support the Palestinian farmers.  Farmers obtained prior coordination between
the Palestinian and Israeli Liaison in order to work in those lands.

 

At approximately 10:00
on Sunday, 09 February 2014, a group of settlers from “Karmiel” settlement
established on Palestinian lands in Kherbet Um al-Kheir, east of Yatta, south
of Hebron, moved into the agricultural lands of Kherbet Um al-Kheir under the
Israeli forces’ protection.  They were
accompanied by engineers to comb a tract of land confiscated from al-Hathalin
family two months ago for the benefit of the settlement expansion works.  Meanwhile, Israeli forces arrested Soliman
‘Eid al-Hathalin (70) under the pretext of obstructing the engineers’ work and
took him to the police station of “Karyat Arbaa’” settlement, east of Hebron.

 

At approximately
10:00 on Sunday, 09 February 2014, a group of settler from “Sousia” settlement
established on Palestinian lands confiscated from Um al-Swede area adjacent to
Sousia village, south of Yata, south of Hebron, uprooted 200 olive trees.  These trees, which are less than 1 year old,
were presented by the Palestinian Ministry of Agriculture and belonging to
Jamil Khalil Mousa Hosheih.

The aforementioned
civilian stated to a PCHR fieldworker that:

“on Tuesday evening,
11 February 2014, I went to my land in Um al-Swede area adjacent to Sousia
village, where Israeli police patrols and Civil Administration officers
were.  When I arrived, I found around 200
olive seedlings, which I planted 20 days ago, uprooted.  This is the land that I regained in 2010
through the Israeli Supreme Court after Israeli authorities had seized it for
years.  This land is around 800 dunums
and belong to Hoshieh Family.

 

 

Recommendations
to the International Community

 

 

PCHR emphasizes the international community’s position
that the Gaza Strip and the West Bank, including East Jerusalem, are still
under Israeli occupation, in spite of Israeli military redeployment outside the
Gaza Strip in 2005. PCHR further confirms that Israeli forces  continued to impose collective punishment
measures on the Gaza Strip, which have escalated since the 2006 Palestinian
parliamentary elections, in which Hamas won the majority of seats of the
Palestinian Legislative Council. PCHR stresses that there is international
recognition of Israel’s obligation to respect international human rights
instruments and international humanitarian law, especially the Hague Regulations
concerning
the Laws and Customs of War on Land and the Geneva Conventions. Israel is bound to apply
international human rights law and the law of war sometime reciprocally and
other times in parallel in a way that achieves the best protection for
civilians and remedy for victims.

 

In light of continued arbitrary measures, land
confiscation and settlement activities in the West Bank, and the continued
aggression against civilians in the Gaza Strip, PCHR calls upon the
international community, especially the United Nations, the High Contracting
Parties to the Geneva Convention and the European Union – in the context of
their natural obligation to respect and enforce the international law – to
cooperate and act according to the following recommendations:

 

1. PCHR calls upon the international community and the
United Nations to use all available means to allow the Palestinian people to
enjoy their right to self-determination, through the establishment of the
Palestinian State, which was recognized by the UN General Assembly with a vast
majority, using all international legal mechanisms, including sanctions to end
the occupation of the State of Palestine;

2. PCHR calls upon the United Nations to provide
international protection to Palestinians in the oPt, and to ensure the
non-recurrence of aggression against the oPt, especially the Gaza Strip;

3. PCHR calls upon the High Contracting Parties to the
Geneva Conventions to compel Israel, as a High Contracting Party to the
Conventions, to apply the Conventions in the oPt;

4. PCHR calls upon the Parties to international human
rights instruments, especially the Covenant on Civil and Political Rights and
the Covenant on Economic, Social and Cultural Rights, to pressurize Israel to
comply with their provisions in the oPt, and to compel it to incorporate the human
rights situation in the oPt in its reports submitted to the concerned
committees;

5. PCHR calls upon the High Contracting Parties to the
Geneva Conventions to fulfil their obligation to ensure the application of the
Conventions, including extending the scope of their jurisdiction in order to
prosecute suspected war criminals, regardless of the nationality of the
perpetrator and the place of a crime, to pave the way for prosecuting suspected
Israeli war criminals and end the longstanding impunity they have enjoyed;

6. PCHR calls on States that apply the principle of
universal jurisdiction not to surrender to Israeli pressure to limit universal
jurisdiction to perpetuate the impunity enjoyed by suspected Israeli war
criminals;

7. PCHR calls upon the international community to act in
order to stop all Israeli settlement expansion activities in the oPt through
imposing sanctions on Israeli settlements and criminalizing trading with them;

8. PCHR calls upon the UN General Assembly to transfer
the Goldstone Report to the UN Security Council in order to refer it to the
International Criminal Court in accordance with Article 13(b) of the Rome
Statute;

9. PCHR calls upon the United Nations to confirm that
holding war criminals in the Palestinian-Israeli conflict is a precondition to
achieve stability and peace in the regions, and that peace cannot be built on
the expense of human rights;

10. PCHR calls upon the UN General Assembly and Human
Rights Council to explicitly declare that the Israeli closure policy in Gaza
and the annexation wall in the West Bank are illegal, and accordingly refer the
two issues to the UN Security Council to impose sanctions on Israel to compel
it to remove them;

11. PCHR calls upon the international community, in light
of its failure to the stop the aggression on the Palestinian people, to at
least fulfil its obligation to reconstruct the Gaza Strip after the series of
hostilities launched by Israel which directly targeted the civilian
infrastructure;

12. PCHR calls upon the United Nations and the European
Union to express a clear position towards the annexation wall following the
international recognition of the State of Palestine on the 1967 borders, as the
annexation wall seizes large parts of the State of Palestine;

13. PCHR calls upon the European Union to activate Article
2 of the EU-Israel Association Agreement, which provides that both sides must
respect human rights as a precondition for economic cooperation between the EU
states and Israel, and the EU must not ignore Israeli violations and crimes
against Palestinian civilians;

14. PCHR calls upon the Palestinian leadership to sign and
accede to the Rome Statute of the International Criminal Court and the Geneva
Conventions, and calls upon the international community, especially the United
Nations, to encourage the State of Palestine to accede to international human
rights law and humanitarian law instruments.
