Israeli violations of international law and
international humanitarian law in the oPt continued during the reporting period
(27
February – 05 March 2014).
Shooting:
During the reporting period, Israeli forces killed a
Palestinian woman suffering from mental disorder in the Gaza Strip and 3
members of armed groups, 2 of whom in the Gaza Strip and one in the West Bank. Moreover,
Israeli forces wounded 19 Palestinian civilians in the West Bank and Gaza
Strip, including 7 children. Three of whom were wounded in the Gaza Strip and
the 16 others were wounded in the West Bank. Israeli forces carried out 2
airstrikes, 3 shooting incidents along the border fence between the Gaza Strip
and Israel and one shooting incident against Palestinian fishing boats.
In the Gaza
Strip, on 28 February 2014, Israeli forces killed a Palestinian woman suffering
from a mental disorder when they opened fire at her, as she approached the
border fence, east of Abassan village, east of Khan Yunis in the southern Gaza
Strip. The woman bled to death was found the following day. Her brother said to
PCHR’s fieldworker that the diseased had been suffering from a mental disorder
for 15 years. She went out to attend a wedding party of a family member near
her house in Khuza’a village, east of Khan Yunis. She lost her way and
approached the border fence, east of Khuza’a village, when Israeli forces shot
her.
On 04 March
2014, Israeli forces killed two members of armed groups and wounded two
children in Beit Hanoun village, north of the Gaza Strip. One of the children
sustained serious wounds.
On 28
February 2014, a Palestinian civilian was wounded when Israeli forces stationed
along the border fence, east of Jabalia village, north of the Gaza Strip opened
fire at a group of youngsters, who were a few meters away from the fence.
On the same
day, Israeli forces opened fire at a number of youngsters in Abassan village,
east of Khan Yunis, in the southern Gaza Strip, when they protested near the
border fence. No casualties were reported.
Also on the
same day, an Israeli drone fired a missile at open land in Beit Hanoun village,
north of the Gaza Strip. Residents of the area were frightened, but no
casualties were reported.
On 01 March
2014, Israeli gunboats stationed off the shore northwest of Beit Lahia, in the
northern Gaza Strip, opened fire at fishing boats sailing within 3 nautical
miles.
In the West
Bank, on 27 February 2014, Israeli forces killed a Palestinian in Birzait
village, north of Ramallah, after surrounding his family house for hours.
In the same
context, Israeli forces used excessive force against peaceful demonstrations
organised by Palestinian civilians, international and Israeli human rights
defenders in protest at the construction of the annexation wall and settlement
activities in the West Bank. As a result, 4 civilians, including a child, were
wounded during Bil’in weekly protest.
In the same
context, on 28 February 2014, 12 Palestinian civilians, including 4 children,
were wounded during peaceful demonstrations organized at the entrance of
al-Jalazoun refugee camp, north of Ramallah; and the eastern entrance of
Birzait village, north of Ramallah.
Incursions:
During the reporting period, Israeli forces conducted
at least 83 military incursions into Palestinian communities in the West Bank. During
these incursions, Israeli forces arrested at least 48 Palestinians, including 4
children.
Restrictions on movement:
Israel continued to impose a tight closure of the oPt,
imposing severe restrictions on the movement of Palestinian civilians in the
Gaza Strip and the West Bank, including occupied East Jerusalem.
The illegal closure of the Gaza Strip, which has
steadily tightened since June 2007 has had a disastrous impact on the
humanitarian and economic situation in the Gaza Strip. The Israeli authorities impose measures to
undermine the freedom of trade, including the basic needs for the Gaza Strip
population and the agricultural and industrial products to be exported. For 7
consecutive years, Israel has tightened the land and naval closure to isolate
the Gaza Strip from the West Bank, including occupied Jerusalem, and other
countries around the world. This resulted in grave violations of the economic,
social and cultural rights and a deterioration of living conditions for 1.7
million people. The Israeli authorities
have established Karm Abu Salem (Kerem Shaloum) as the sole crossing for
imports and exports in order to exercise its control over the Gaza Strip’s
economy. They also aim at imposing a
complete ban on the Gaza Strip’s exports.
Israeli forces have continued to impose severe
restrictions on the movement of Palestinian civilians throughout the West Bank,
including occupied East Jerusalem. Thousands of Palestinian civilians from the
West Bank and the Gaza Strip continue to be denied access to Jerusalem.
As part of using military checkpoints and border
crossings as traps to arrest Palestinian civilians under the pretext they are
wanted, Israeli forces arrested at least 2 civilians in the West Bank.
Settlement activities
Israel has continued its settlement activities in the
oPt, a direct violation of international humanitarian law, and Israeli settlers
have continued to attack Palestinian civilians and property.
Attacks carried out by Israeli forces
On 28 February 2014,
Israeli forces moved into the agricultural lands surrounding “Beit ‘Ein”
settlement established on Palestinian lands confiscated from the northwest of
Beit Ummar village, north of Hebron.
Israeli forces forced ‘Abdel Hamid al-Sleibi (78) and his sons to leave
their land in Abu al-Rish Valley area, west of the village, claiming that they
are confiscated lands. The Israeli
soldiers threatened him that he will arrest him in case their orders were not
obeyed.
On 02 March 2014,
Israeli forces backed by military vehicles and a winch truck and accompanied by
a vehicle from the Construction and Organization Department in the Israeli
Civil Administration moved into al-Tawani area, east of Yatta, south of
Hebron. They stationed near an
under-construction building to be used as a kindergarten. The Israeli soldiers detained Construction
workers, and the Civil Administration confiscated a concrete mixer and other
construction materials under the pretext of having no construction permit.
Attacks carried out by settlers
On 27 February 2014, 6 settlers from
“’Ofrah” settlement established on the lands of the villages of Silwad and ‘Ein
Yabrud infiltrated into a house belonging to Rowaidah ‘Abdel Ghani Soliman
Hammad (61) from Silwad village, northeast of Ramallah. The settlers poured an incendiary material on
the balcony and put it on fire. As a
result, the curtains, chairs and furniture in the balcony caught fire. The settlers then wrote a slogan in Hebrew on
a wall outside the house that says “Qasrah, Get out Arabs.”
On 28 February 2014, a group of
settlers from “Yitshar” settlement attacked Palestinian farmers, who were
pruning olive trees in Al-Lohof area “al-Bayadat”, west of Hawarah village,
south of Nablus. Settlers used metal
tubes as weapons. As a result, the
farmers sustained different wounds and were taken to Rafidiah Surgical Hospital
in Nablus to received medical treatment.
On 02 March 2014, settlers from “Har Heimed” outpost
of “Kadomim” settlement uprooted 400 olive seedlings in the lands of Kafr
Qadoum village, northeast of Qalqilya.
The attacked land belongs to Nazmi As’aad Qasem ‘Ebeid, who planted it
this winter.
On 03 March 2014, a group of
settlers from “Halmish” settlement established on the lands of the villages of
al-Nabi saleh and Deir Nizam, northwest of Ramallah, gathered on the main road
near the settlement. The settlers threw
stones at Palestinian cars passing on the road leading to the villages of
al-Nabi Saleh, Beit Rima, Deir Ghassanah, Kafer ‘Ein, the nearby Qarawet Bani
Zaid and the eastern villages of Salfit.

1. Incursions into Palestinian Areas, and Attacks
on Palestinian Civilians and Property in the West Bank and the Gaza Strip
Thursday, 27 February 2014
At approximately 00:00, Israeli forces moved into
Nablus. They stationed around Joseph Tomb, east of the city, to guard dozens of
settlers who moved into the area to perform their rituals. A number of
youngsters gathered and threw stones at Israeli soldiers, who fired sound bombs
and tear gas canisters in response. As a result, some civilians suffered tear
gas inhalation.
At approximately 01:00, Israeli forces moved into the
southwest of al-Nabi Saleh village, northwest of Ramallah. They patrolled the
streets and raided and searched a house belonging to the family of Fadel Tamim
Hassan Tamimi (52). They arrested the aforementioned person and took him to an
unknown destination.
Around the same time, Israeli forces moved into Deir
Samet village, southwest of Doura, southwest of Hebron. They patrolled the
streets for some time and withdrew later. No arrests were reported.
At approximately 01:30, Israeli forces moved into the
centre of Yatta, south of Hebron. They patrolled the streets and raided and
searched a house belonging to the family of Mohammed Mahmoud Dababsa (32). They
withdrew later, but no arrests were reported.
Around the same time, Israeli forces moved into Burin
village, south of Nablus. They patrolled the streets and raided and searched a
number of houses. They arrested Mohammed Mashhout Najjar (21) and took him to
an unknown destination.
At approximately 02:00, Israeli forces moved into
al-Aroub refugee camp, north of Hebron. They patrolled the streets and raided
and searched a house belonging to the family of Isma’il Ali al-Ezza (21). They
arrested the aforementioned person and took him to where the military vehicles
were. In the meantime, Israeli forces raided and searched another house
belonging to the family of Mohamed Ya’qoub Abu Nawi (23). They arrested the
aforementioned as well. Israeli forces
raided a house belonging to the family of Khader Jamil al-Janazra (23). They
handed him a summons to refer to the Israeli intelligence service in “Gosh
Etzion” settlement, south of Bethlehem. Israeli forces withdrew later
taking the two arrested to an unknown destination.
Around the
same time, Israeli forces moved into al-Samou’ village, south of Hebron. They
patrolled the streets for some time and withdrew later. No arrests were
reported.
At
approximately 02:30, Israeli forces moved into Tafouh village, southwest of
Hebron. They patrolled the streets and raided a house belonging to the family
of Lo’ai Suleiman Abdul Karim Hassan. They withdrew later, but no arrests were
reported.
At
approximately 03:30, Israeli forces moved into al-Daheriya village, south of
Hebron. They patrolled the streets for some time and withdrew later. No arrests
were reported.
At
approximately 10:45, Israeli forces moved into Deir Ballout village, west of
Salfit. They patrolled the streets for some time and withdrew later. Neither
house raids nor arrests were reported.
At approximately
13:00, Israeli forces moved into al-Fawwar refugee camp, south of Hebron. They
stationed at the entrance leading to bypass road (60) and checked IDs of
Palestinians passing in their vehicles. A group of boys gathered and threw
stones at Israeli soldiers, who fired sound bombs and tear gas canisters in
response. As a result, a number of boys suffered tear gas inhalation.
At
approximately 14:50, Israeli forces moved into Jinsafout village, east of
Qalqilia. They patrolled the streets for some time and withdrew later. Neither
house raids nor arrests were reported.
At
approximately 15:00, Israeli forces moved into Beit Ummar village, north of
Hebron. They patrolled the streets and stationed in Safa neighbourhood, west of
the village. A group of boys gathered and threw stones and empty bottles at
Israeli soldiers, who fired sound bombs, tear gas canisters and rubber-coated
metal bullets in response. As a result, a number of civilians suffered tear gas
inhalation. Israeli forces withdrew later, but neither house raids nor arrests
were reported.
At
approximately 16:00, Israeli forces moved into Hares village, north of Salfit.
They patrolled the streets and erected a checkpoint at the western entrance.
They arrested Farid Sharif Ahmed Ma’touq (20), from Marada village, and took
him to an unknown destination.
At
approximately 16:30, Israeli forces moved into Kofur Laqef village, east of
Qalqilia. They patrolled the streets for some time and withdrew later. Neither
house raids nor arrests were reported.
At
approximately 18:00, Israeli forces moved into Qufin village, north of Tulkarm.
They patrolled the streets for some time and withdrew later. Neither house
raids nor arrests were reported.
At
approximately 20:00, after a Molotov cocktail was thrown at a settler vehicle
on Nablus – Ramallah street, Israeli forces moved into Osreen village,
southeast of Nablus. They patrolled the streets and detained 16 youngsters from
the streets. Israeli forces took them to Za’tara checkpoint, south of the city,
for an hour but released them later. They kept Ayham Saleh Adili (17) in
detention.
Friday, 28 February 2014
At approximately 00:10, Israeli forces moved into
Qalqilia. They patrolled the streets for some time and withdrew later. Neither
house raids nor arrests were reported.
At
approximately 01:40, Israeli forces moved into Kofur Qaddoum village, northeast
of Qalqilia. They patrolled the streets for some time and withdrew later.
Neither house raids nor arrests were reported.
At
approximately 02:00, Israeli forces moved into the centre of Halhoul, north of
Hebron. They patrolled the streets for some time and withdrew later. Neither
house raids nor arrests were reported.
Around the
same time, Israeli forces moved into al-Burj village, south of Doura, southwest
of Hebron. They patrolled the streets for some time and withdrew later. Neither

At
approximately 03:00, Israeli forces moved into al-Nabi Elias village, east of
Qalqilia. They raided and searched a house belonging to the family of Mohammed
Salah Mohammed Majd (22). They arrested the aforementioned person and took him
to an unknown destination.
At
approximately 04:00, Israeli forces moved into Jaba’ village, south of Jenin.
They raided and searched a house belonging to the family of Mo’een Ibrahim
Othman Hamamra (21). They arrested him and raided another house belonging to
the family of Nizar Ahmed Nayef Deisi (21). They arrested him as well and took
the two arrested to an unknown destination.
At
approximately 12:15, Israeli forces moved into Burqin village, west of Jenin.
They patrolled the streets for some time and withdrew later. Neither house
raids nor arrests were reported.
At
approximately 13:30, a number of youngsters gathered in Abassan village, east of
Khan Yunis, in the southern Gaza Strip. They headed towards the border fence
opposite to al-Faraheen neighbourhood. Some of them approached the fence and
could make a hole in it. They attempted to pass from the hole, but Israeli
forces arrived and fired at the demonstrators. They were forced to retreat and
no casualties were reported.
At
approximately 14:00, Israeli forces raided a house belonging to the family of
Ghaleb Abu Sbeih in the centre of Hebron’s Old Town. They searched the house
and withdrew later, but no arrests were reported.
At
approximately 14:45, Israeli forces stationed along the border fence, east of
al-Shuhada’ cemetery, east of Jabalia, north of the Gaza Strip, opened fire at
a group of youngsters who were present few meters away from the fence to throw
stones at Israeli forces. As a result, Khaled Walid al-Nimnim (20), from
Jabalia, sustained a bullet wound to the left leg (entered and exited). He was
taken by an ambulance to Martyr Kamal Odwan hospital in Beit Lahia to receive
the necessary medical treatment. After examining the wound, doctors found the
bullet had not reached the bones. Al-Nimnim’s wound was described as moderate.
In excessive use of force, Israeli forces killed a
Palestinian woman suffering from a mental disorder when they opened fire at her,
as she approached the border fence, east of Abassan village, east of Khan Yunis
in the southern Gaza Strip. The woman bled to death and was found dead on
Saturday morning, 01 March 2014.
According to
investigations conducted by PCHR, at approximately 21:00 on Friday, 28 February
2014, Israeli forces positioned along the border fence, east of Abassan
village, east of Khan Yunis, in the southern Gaza Strip, opened fire at Amena
Attiya Mahmoud Qudeih (57), from Khuza’a village, east of Khan Yunis, suffering
from a mental disorder, when she approached the border fence. As a result, the aforementioned person
sustained a bullet wound to the left side. An ICRC ambulance arrived later
following a coordination with the Israeli forces. They searched for the body
until 02:30, but found nothing. They then returned at approximately 06:30. A
number of her relatives went to the area of the incident, and found her body
near the border fence. She sustained a bullet wound that entered her left side
and exited from the right one. She bled to death. They carried her and ran over
400 meters away. They then transported her by a cart for around another 200
meters where they reached Khuza’a village. An ambulance arrived and took her to
Gaza European hospital.
Her brother

approximately 20:25, an Israeli drone fired a missile at an open land on Sultan
Abdul Hamid street in Beit Hanoun village, north of the Gaza Strip. As a
result, residents of the area, especially women and children, were terrified,
but no casualties were reported.

approximately 22:25, Israeli forces moved into al-Zawiya village, west of
Salfit. They patrolled the streets for some time and withdrew later. Neither

approximately 09:00, an Israeli infantry unit moved into agricultural lands

The soldiers prevented Palestinians from grazing their sheep in the area under
the pretext that it is a closed military zone. They forced them to leave at
gunpoint.
At
approximately 13:00, Israeli forces moved into Kofur Ein village, northwest of

intelligence service upon a prior summons. Israeli forces had raided a house
belonging to the family of the aforementioned person on Wednesday, 26 February
2014, and could not arrest him because he was not home. Israeli forces
threatened his family that they would damage the house if their son did not
surrender to them. On the abovementioned date, Shabatat went to the military
liaison office in Qalqilia and was arrested there.
At
approximately 23:00, Israeli forces moved into al-Fawwar refugee camp, north of
Hebron. They patrolled the streets and stationed around the UNRWA schools. They
also deployed between the houses, where a group of boys gathered and threw
stones and empty bottles at Israeli soldiers, who fired sound bombs and tear
gas canisters in response. As a result, a number of civilians suffered tear gas
inhalation, but neither arrests nor material damage were reported.

to the family of Hassan Nabil Hassan Masalma (18). They arrested the
aforementioned person. At approximately 03:00, Israeli forces moved into the
southern area of the city and raided and searched a house belonging to the
family of Shams al-Deen Nasser Abu Arqoub (18). They arrested the
aforementioned person and took both arrested to an unknown destination.
At

approximately 01:00, Israeli forces moved into al-Daheriya village, south of

Doura, southwest of Hebron. They patrolled the streets for some time and
withdrew later. Neither house raids nor arrests were reported.

approximately 02:00, Israeli forces moved into the centre of Hebron. They
raided and searched a number of houses from which they arrested 4 civilians.
The arrested were:
1. Anas Nasser al-Qawasma (26);
2. Ahmed Mohammed Abu al-Dab’at (24);
3. Nabil Khalil Abu al-Dab’at (22); and
4. Mohammed Jamal al-Qawasma (26).

same time, Israeli forces moved into Nablus. They patrolled the streets for
some time and withdrew later. Neither house raids nor arrests were reported.
Around the
same time, Israeli forces moved into Madama village, south of Jenin. They
raided and searched a number of houses and questioned their residents on the
spot. The raided houses belong to the families of: Riyadh al-Qut, Asadullah
Wajih al-Qut, Ahmed Nihad Nassar, Mohammed Nader al-Qut, Sari Tayeb Faraj and
Farid Ziyada. Israeli forces withdrew later, but no arrests were reported.
At
approximately 02:30, Israeli forces moved into Tulkarm refugee camp adjacent to
Tulkarm. They raided and searched a house belonging to the family of Haytham
Nour al-Din Mahmoud Balidi (21). They arrested him and then raided another
house belonging to the family of Baker Mohammed Salim Kharyoush (21). They
arrested him as well and took the 2 arrested to an unknown destination.
Around the
same time, Israeli forces moved into al-Kharoub refugee camp, north of Hebron.
They patrolled the streets for some time and withdrew later. Neither house
raids nor arrests were reported.
At
approximately 15:00, Israeli forces moved into Mothallath al-Aqaba area, south
of Doura, southwest of Hebron. They patrolled the streets and stationed in al-Raj’i
woodland. A group of boys gathered and threw stones at Israeli soldiers, who
fired sound bombs and tear gas canisters in response. As a result, a number of
boys suffered tear gas inhalation. Israeli forces arrested Marwan Hassan Abu
Arqoub (13) and then delivered him to the Palestinian liaison office few hours
later.
At
approximately 19:50, an Israeli drone targeted two members of armed groups while
they were present on Sultan Abdul Hamid street, in Beit Hanoun village, north
of the Gaza Strip. As a result, one of whom was immediately killed namely
Mos’ab Mousa Saber Hassan “al-Za’aneen, (21) as he sustained shrapnel
wounds throughout his body. The other person Sharif Yusef Ahmed Nasser (21)
sustained shrapnel wounds to the stomach and legs. He was taken to Beit Hanoun
governmental hospital and then transferred to Martyr Kamal Odwan hospital. He
was transferred at approximately 22:00 to Shifa hospital in Gaza City, where he
was pronounced dead at approximately 00:00.
As a result
of the attack also, Mohammed Ibrahim Diab al-Basyouni (15) sustained a shrapnel
wound to the stomach and ruptures in the intestine. Al-Basyouni was going home which
is located in the vicinity of the targeted area. Rania Wafiq Hassan Ouda (13)
sustained a bullet wound to the right hand while she was in a vehicle with her
family on al-Wad street around the area. The two children were taken to Martyr
Kamal Odwan hospital in Beit Lahia to receive the necessary medical treatment.
Al-Basyouni’s wound is serious.
At
approximately 22:30, Israeli forces moved into Ya’bad village, southwest of
Jenin. They patrolled the streets for some time and withdrew later. Neither
house raids nor arrests were reported.

March 2014
At
approximately 01:00, Israeli forces moved into Sa’ir village, east of Hebron. They
raided and searched a house belonging to the family of Abdul Hamid Khalil
al-Aramin (28). They arrested the aforementioned person and took him to an
unknown destination.
At
approximately 01:30, Israeli forces moved into Nablus. They patrolled the
streets and raided and searched a number of houses. They arrested Hosam Mohsen
al-Zarba (28), from al-Makhfiya neighbourhood, west of the city, and Mohammed
Khaled Tabanja (33), from Khellet al-Amoud neighbourhood, southeast of the
city.
Around the
same time, Israeli forces moved into Hawara village, south of Nablus. They
patrolled the streets and raided and searched a number of houses. They arrested
2 brothers: Bassam (30) and Nasim Mahmoud Najm (25).
Also around
the same time, Israeli forces moved into Beit Dajan village, east of Nablus.
They raided and searched a number of houses. They arrested Nidal Khalaf Hajj
Mohammed (43) and took him to an unknown destination.

approximately 15:00, Israeli forces moved into al-Aroub refugee camp, north of
Hebron. They deployed between the houses where a group of boys gathered and
threw stones and empty bottles at Israeli soldiers, who fired sound bombs and
tear gas canisters. As a result, a number of civilians suffered tear gas
inhalation. Israeli forces arrested 2 brothers: Obada (21) and Omar (20)
Mahmoud Adawi.
At
approximately 15:30, Israeli forces moved into Anabta village, east of Tulkarm.
They raided and searched a house belonging to the family of Omar Ahmed Abdul
Karim al-Hajj Ali (18). They arrested the aforementioned person and took him to
an unknown destination.
At
approximately 17:00, an Israeli undercover unit entered Hebron using a white
Mercedes. The vehicle stopped near a supermarket. Some members stepped out of
the vehicle and bought some goods from the supermarket. Suddenly, they pointed
their guns at those who were inside. In the meantime, backup forces arrived and
surrounded a vehicle driven by Ayoub Ahmed al-Qawasma (40). They arrested the
aforementioned person and took him to an unknown destination.
Wednesday, 05
March 2014
At
approximately 01:30, Israeli forces moved into Hebron. They patrolled the
streets and raided and searched a house belonging to the family of Mojahed
Haitham al-Qawasma (21). They arrested the aforementioned person and
confiscated a laptop and external storage incubators.
At
approximately 02:30, Israeli forces moved into Beit Oula village, west of
Hebron. They patrolled the streets for some time and withdrew later. Neither
house raids nor arrests were reported.
At
approximately 03:00, Israeli forces moved into Kharas village, west of Hebron.
They patrolled the streets for some time and withdrew later. Neither house
raids nor arrests were reported.
At
approximately 23:00, Israeli forces raided and searched a house belonging to
the family of Shehda Lotfi al-Salayma (14) in Hebron’s Old Town. They arrested
the aforementioned person and took him to an unknown destination.
2. Use of excessive force against peaceful demonstrations protesting
settlement activities and the construction of the annexation wall
During the reporting period, Israeli soldiers used
excessive force against peaceful demonstrations organised by Palestinian
civilians, international and Israeli human rights defenders in protest at the
construction of the annexation wall and settlement activities in the West Bank.
As a result, 4 protestors, including a child, were wounded during Bil’in protest,
west of Ramallah.
In the same context, 12 civilians, including 4 children,
were wounded during protests organized at the entrance of al-Jalazoun refugee
camp, and the eastern entrance of Birzait village, north of Ramallah.

Demonstrations against the construction of the
annexation wall and settlement activity
Following the Friday Prayer, 28 February 2014, dozens
of Palestinian civilians and international and Israeli human rights defenders
organised a peaceful demonstration in Bil’in, west of Ramallah, in protest at
the construction of the annexation wall and settlement activities. Demonstrators
took to the streets raising Palestinian flags and headed to the liberated
territories near the annexation wall. Israeli forces had closed all the
entrances of the village since the morning in order to prevent Palestinian and
international activists and journalists from participating in the
demonstration. Demonstrators marched adjacent to the cement wall and tried to
cross the fence before Israeli forces that are stationed behind the wall, in
the western area, and a large number of soldiers deployed along it, fired live
bullets, tear gas canisters, rubber-coated steel bullets, sound bombs and skunk
water at them and chased them into the olive fields. As a result, dozens of
demonstrators suffered tear gas inhalation, and others sustained bruises as
they were beaten up by Israeli soldiers. In addition, 4 civilians, including a child,
were wounded. Besides, Israeli forces arrested Sameh Ataya (25), from Kofur Ne’ma
village, west of the city. A 14-year-old child sustained a bullet wound to the
right leg, a 22-year-old male sustained a bullet wound to the left thigh, a
20-year-old male sustained a bullet wound to the back and a 34-year-old male
sustained a bullet wound to the back as well.
On the same day, dozens of Palestinian civilians
organised a peaceful demonstration in the centre of Ni’lin village, west of
Ramallah, in protest at the construction of the annexation wall and settlement
activities. Demonstrators took the streets and headed to the annexation wall.
Israeli forces closed the gates of the wall with barbwires and prevented the
demonstrators from crossing to the land behind it before they responded by
throwing stones. As a result, many civilians suffered tear gas inhalation and
bruises as they were beaten up by Israeli soldiers.
Following the Friday prayer, Palestinian civilians and
international activists organised a peaceful demonstration in the centre of Kufor
Qaddoum village, northwest of Qalqilia, and headed towards the eastern entrance
of the village, in protest at the continued closure of the entrance with an
iron gate, since the beginning of the Aqsa Intifada (2000). Clashes erupted
between the demonstrators and Israeli forces that fired sound bombs and tear
gas canisters to prevent them from reaching the aforementioned gate. As a
result, dozens of demonstrators suffered tear gas inhalation and others
sustained bruises as they were beaten up by Israeli soldiers.
Other demonstrations:
On Friday, 21 February
2014, dozens of children and young men gathered at the southern entrance
of al-Jalazoun refugee camp, north of Ramallah. They were about 300 meters away
from the fence of “Beit Eil” settlement. Israeli forces stationed in
the area fired live ammunition, rubber-coated metal bullets, sound bombs and
tear gas canisters. As a result, 3 civilians, including a child, were wounded.
In addition, dozens of civilians suffered tear gas inhalation. A 13-year-old child
sustained a bullet wound to the right leg, a 23-year-old male sustained a
bullet wound to the left knee. The 2 wounded were taken to Palestine medical
complex in Ramallah, where their wounds were described as moderate.
Following the funeral of Mo’taz Washha (25), from
Birzait village, north of Ramallah, who was killed a day earlier, dozens of
youngsters gathered near Attarah checkpoint, north of the city. They burnt
tires and threw stones and empty bottles at Israeli soldiers, who fired
rubber-coated metal bullets, sound bombs and tear gas canisters in response. As
a result, 10 civilians, including 3 children, were wounded. Nine of whom
sustained bullet wounds to the lower limbs.
On the same day, dozens of Palestinian young men
gathered at the western entrance of Selwad village, northeast of Ramallah on
the road between Selwad village and Yabrod village near Street (60) to throw
stones at the aforementioned street. As
a result, Israeli soldiers stationed in the area fired live ammunition,
rubber-coated metal bullets, tear gas canisters and sound bombs at them and
chased them to the village. Due to which, dozens of civilians suffered tear gas
inhalation.
3. Extra-judicial executions
During the reporting period, in an extra-judicial
execution, on Thursday morning, 27 February 2014, Israeli forces killed a
Palestinian in Birzait village, north of Ramallah. Israeli forces surrounded
his family house for hours and shelled it, as a result, the house caught fire.
According to investigations conducted by the
Palestinian Centre for Human Rights (PCHR), at approximately 06:00 on Thursday
morning, Israeli forces backed with over 20 military vehicles moved into
Birzait village, north of Ramallah. They stationed in Prince Hassan neighbourhood,
northwest of the village, and surrounded a 2-storey house belonging to the
family of Abdul Rahim Ahmed Abdullah Washha. Israeli soldiers fired sound bombs
in the area and ordered the house residents and their neighbours via
loudspeakers to get out of their houses. Once a number of the house residents
went out, Israeli forces arrested the son of the aforementioned person, Ramez (28),
and his cousin Fadi (27). Both of them were handcuffed and then beaten up by
Israeli soldiers. An officer questioned Washha on the spot regarding his other
son Mo’taz (25). Washha answered that he had not known whether his son was at
home or not as he slept before his son had returned home the other night. At
approximately 08:30, Israeli forces brought a bulldozer and started demolishing
the western wall of the house. They continued demolition works until 10:30. In
the meantime, an Israeli soldier fired a shell at the house. Israeli soldiers
fired 4 other shells, as a result, the house caught fire. Israeli forces
immediately raided the house during heavy fire. At approximately 12:00, Israeli
forces withdrew. In the meantime, a PRCS ambulance arrived. Paramedics went
into the house and found Mo’taz dead. The corpse was taken to Palestine Medical
Complex in Ramallah. Sources at the there and of PRCS stated that the killed person
had sustained shell shrapnel wounds to the upper part of the body. He had also
sustained very serious head and brain injury. They also identified signs of
ruptures and burns in the upper part of the body. It should be noted the killed
was a member of the Popular Front for the Liberation of Palestine (PFLP) and
had been arrested by Israeli forces but released 6 months ago.
4. Continued closure of the oPt
Israel continued to impose a tight
closure on the oPt, imposing severe restrictions on the movement of Palestinian
civilians in the Gaza Strip and the West Bank, including occupied East
Jerusalem.
Gaza
Strip
Israeli
forces continuously tighten the closure of the Gaza Strip and close all
commercial crossings, making the Karm Abu Salem crossing the sole commercial
crossing of the Gaza Strip, although it is not suitable for commercial purposes
in terms of its operational capacity and distance from markets.
Israeli
forces have continued to apply the policy, which is aimed to tighten the
closure on all commercial crossings, by imposing total control over the flow of
imports and exports.
The
total closure of al-Mentar (“Karni”) crossing since 02 March 2011 has
seriously affected the economy of the Gaza Strip. Following this closure, all
economic and commercial establishments in the Gaza Commercial Zone were shut
off. It should be noted that al-Mentar crossing is the biggest crossing in the
Gaza Strip, in terms of its capacity to absorb the flow of imports and exports.
The decision to close al-Mentar crossing was the culmination of a series of
decisions resulting in the complete closure of the Sofa crossing, east of the
Gaza Strip in the beginning of 2009, and the Nahal Oz crossing, east of Gaza
City, which were dedicated for the delivery of fuel and cooking gas to the Gaza
Strip, in the beginning of 2010.
Israeli
forces have continued to impose a total ban on the delivery of raw materials to
the Gaza Strip, except for very limited items and quantities. The limited
quantities of raw materials allowed into Gaza do not meet the minimal needs of
the civilian population of the Gaza Strip.
The
cooking gas crisis has fluctuated for 9 months due to the closure of Karm Abu
Salem for security claims. According to PCHR’s follow-up, Israeli authorities
only allow an average of 98 tonnes of cooking gas into Gaza per day. This limited quantity is less than half of
the daily needs, which is 200 tonnes per day of the civilian population in the
Gaza Strip during winter. The crisis has
unprecedentedly aggravated due to cold weather and overconsumption in addition
to the power outage and using gas as an alternative in many instances of
electricity. The lack of diesel and benzine
led to the aggravation of the crisis as a result of using the gas cylinder for
cars or as an alternative for benzine to run generators. As a result, the demand for gas further increased.
For almost 6 consecutive years,
Israeli forces have continued to prevent the delivery of construction materials
to the Gaza Strip. Two years ago, Israeli forces approved the delivery of
limited quantities of construction materials for a number of international organizations
in the Gaza Strip. On 17 September 2013,
they allowed the entry of limited quantities of construction materials for the
private sector. However, on 13 October
2013, they re-banned it claiming that these materials are used for constructing
tunnels. Last week, Israeli forces
allowed the entry of construction materials only for UNRWA and UNDP
projects. As a result, construction
works have completely stopped impacting all sectors related to construction and
an increase in unemployment levels.
Israeli forces also continued to
impose an almost total ban on the Gaza Strip exports, including agricultural
and industrial products, except for light-weighted products such as flowers,
strawberries, and spices.
Israel has continued to close the
Beit Hanoun (“Erez”) crossing for the majority of Palestinian citizens from the
Gaza Strip. Israel only allows the movement of a limited number of groups, with
many hours of waiting in the majority of cases. Israel has continued to adopt a
policy aimed at reducing the number of Palestinian patients allowed to move via
the Beit Hanoun crossing to receive medical treatment in hospitals in Israel or
in the West Bank and East Jerusalem. Israel denied permission to access
hospitals via the crossing for new categories of patients from the Gaza Strip.
The Egyptian authorities allow the
population of the Gaza Strip to travel via Rafah International crossing, which
connects the Gaza Strip with the outside world.
Only limited and specified categories are allowed, including patients,
students, persons that hold residencies in Egypt or abroad, men over 40 years,
females in all ages, children under 18, persons who hold Arab and foreign
nationalities, and members of Arab and international humanitarian
delegations. Supposedly the crossing
opens seven days a week. Nowadays, the
crossing is overcrowded due to the prolonged procedures from the Egyptian side,
particularly after closing it for several days over the past weeks due to
Egypt’s security conditions, which has affected travellers’ movement in both
directions.

Wednesday, 26 February 2014, Israeli forces allowed the entry of 840 tonnes of
construction aggregate, 177 tonnes of cement and 60 tonnes of construction
steel for the UNRWA and allowed the entry of 741 tonnes of fodders and 585 tonnes
of wheat.

Thursday, 27 February 2014, Israeli forces allowed the entry of 819 tonnes of
fodders and 195 tonnes of wheat.

Sunday, 02 March 2014, Israeli forces allowed the entry of 2100 tonnes of

Israel has
imposed a tightened closure on the West Bank. During the reporting period,
Israeli forces imposed additional restrictions on the movement of Palestinian
civilians:
Hebron: Israeli forces have continued to
impose severe restrictions on the movement of Palestinian civilians. At approximately 07:30 on Thursday, 27
February 2014, Israeli forces established a checkpoint at the northern entrance
of Hebron. At approximately 08:00, they
established another checkpoint at the entrance of al-‘Arroub refugee camp,
north of Hebron. At approximately 15:00,
another checkpoint was established at the southern entrance of Halhoul, north
of the city. All checkpoints were later
removed, and no arrests were reported.
At
approximately 07:00 on Friday, 28 February 2014, Israeli forces established a
checkpoint at the northern entrance of Yata, south of the city. At approximately 08:00, another checkpoint
was established on the Abu Rishah Valley Road, west of Ezna, west of Hebron. The two checkpoints were later removed, and
no arrests were reported.
At
approximately 08:00 on Saturday, 01 March 2014, Israeli forces established a
checkpoint at the entrance of al-Samou’a village, south of Hebron. Around the same time, another checkpoint was
established at the northern entrance of Hebron.
At approximately 15:00, a similar checkpoint was established at the
entrance of al-‘Arroub refugee camp, north of the city. All checkpoints were later removed, and no
arrests were reported.
At
approximately 08:00 on Sunday, 02 March 2014, Israeli forces established a
checkpoint at the entrance of Ezna village, west of Hebron. At approximately 15:00, they established
another checkpoint at the southern entrance of Hebron. The two checkpoints were later removed, and
no arrests were reported.
At
approximately 07:00 on Monday, 03 March 2014, Israeli forces established a
checkpoint at the entrance of Dura, southwest of the city. At approximately 07:30 checkpoints were
established in the south of Hebron, including Tal’at al-Carantina and Jawhar
Mountain. At approximately 15:00, they
established a similar checkpoint at entrance of Beit Ummar village, north of
Hebron. At approximately 18:00, another
checkpoint was established to the northern entrance of Hebron. All checkpoints were later removed, and no
arrests were reported.
At
approximately 07:30 on Tuesday, 04 March 2014, Israeli forces established a
checkpoint at the entrance of Ezna village, west of Hebron. At approximately 08:00, they established a
similar checkpoint at the entrance of Sa’ir village, east of the city. At approximately 15:30, another checkpoint
was established at the entrance of al-Fawar refugee camp, south of Hebron. All checkpoints were later removed, and no
arrests were reported.
At
approximately 08:00 on Wednesday, 05 March 2014, Israeli forces established a
checkpoint at the entrance of Beit Ummar village, north of Hebron. At approximately 15:30, another checkpoint
was established at the entrance of al-‘Arroub refugee camp, north of the city. The two checkpoints were later removed, and
no arrests were reported.
Ramallah: Israeli forces have continued to
impose severe restrictions on the movement of Palestinian civilians. At approximately 13:30 on Thursday, 02 March
2014, Israeli forces established a checkpoint at the entrance of Qebia village,
west of Ramallah. At approximately
17:30, they established another checkpoint under the Kherbtha al-Mesbah Bridge,
southwest of Ramallah. At approximately
19:30, a similar a checkpoint at the eastern entrance of al-Tibah village,
northeast of Ramallah. All checkpoints
were later removed, and no arrests were reported.
At
approximately 16:30 on Monday, 03 March 2014, Israeli forces established a
checkpoint at the entrance of al-Nabi Saleh village, northwest of
Ramallah. The checkpoint was later
removed, and no arrests were reported.
On Tuesday, 04
March 2014, Israeli forces closed the road from Ramallah to al-Jalazone refugee
camp adjacent to “Beit Eil” settlement with cement cubes. As a result, a traffic was ja,mmed and
vehicles were forced to take an alternative road.
Qalqilya:
Israeli forces have continued to impose severe restrictions on the
movement of Palestinian civilians. At
approximately 15:00 on Thursday, 27 February 2014, Israeli forces established a
checkpoint at the western entrance of ‘Ezbet al-Tabib village and detained
journalists from Palestine TV. They were
later released, and no arrests were reported.
At approximately 17:40, a similar checkpoint was established at the
entrance of ‘Azoun village, east of the city.
At approximately 21:10, they established another checkpoint at the
entrance of Jeet village, northeast of Qalqilya. They detained Sa’ed Hamad al-Tabib from
‘Ezbet al-Tabib, east of the city, and later released him.
At approximately 08:50 on Friday, 28 February 2014, Israeli forces
established a checkpoint at the entrance of ‘Azoun village, east of
Qalqilya. At approximately 10:55,
Israeli forces established another checkpoint between the villages of Hejah and
Kufor Qadoum, northeast of the city. At
approximately 11:00, they established another checkpoint at the entrance of
Kufor Qadoum village, north east of the city.
All checkpoints were later removed, and no arrests were reported.
At approximately 08:25 on Saturday, 01 March 2014, Israeli forces established
a checkpoint at the entrance of Jeet village, northeast of Qalqilya. At approximately 20:20, another checkpoint
was established at the intersection of Amatin village, northeast of
Qalqilya. The two checkpoints were later
removed, and no arrests were reported.
Salfit:
Israeli forces have continued to impose severe restrictions on the
movement of Palestinian civilians. At
approximately 22:10 on Sunday, 02 March 2014, Israeli forces established a
checkpoint at the eastern entrance of Bedia village, northwesy of Salfit. The checkpoint was later removed, and no
arrests were reported.
Jericho:
Israeli forces have continued to impose severe restrictions on the
movement of Palestinian civilians. At
approximately 10:30 on Sunday, 04 March 2014, Israeli forces established a
checkpoint near the entrance of Fasayel Road village, north of Jericho. At approximately 19:00, another checkpoint
was established near the southern entrance of Jericho. The two checkpoints were later removed, and
no arrests were reported.
Arrests near the borderline between
the Gaza Strip and Israel
At approximately 16:30 on Thursday, 27 February 2014, Israeli forces
stationed along the borderline between the Gaza Strip and Israel north of Um
al-Nasser village “the Bedouin village” in the northern Gaza Strip arrested
Salah al-Din Saleh Soliman al-Rashaydah (18) and his cousin Mustafa Shehdah
Soliman al-Rashaydah (17) from Um al-Naser village when they were trying to
pass the border in order to enter into Israel to search for work there. Salah al-Deen al-Rashaydah is still under
arrest while they reelased Mustafa al-Rashaydah at approximately 22:30 through
Beit Hanoun “Erez” Crossing in the northern Gaza Strip.
On Saturday evening, 01 March 2014, Israeli forces stationed along the borderline
between the Gaza Strip and Israel north of Um al-Nasser village “the Bedouin
village” in the northern Gaza Strip arrested ‘Omer Taysir Mohammed Abu Hashish
(18) from Um al-Naser village when they were trying to pass the border in order
to enter into Israel to work there. His
father said that his son got out of the house at approximately 09:00 on the
same day and he did not return. On
Monday, 03 March 2014, the family of Tariq Ahmed al-Zgheibi, who was arrested
by the Israeli forces in the north of Um al-Naser village on 29 January 2014,
told that they received a call from their son telling them that ‘Omer is
arrested with him in Magdala prison in Israel.
Arrests and Maltreatment at military
checkpoints
At
approximately 10:00 on Saturday, 01 March 2014, Israeli forces deployed in the old city
neighborhoods in central Hebron arrested Mohammed ‘Amer Badawi Borqan (10)
claiming that he threw stones at the Israeli soldiers. He was taken to “Ja’abrah” police station
near al-Ibrahimi Mosque.
At approximately 20:00 on Sunday, 02
March 2014, Israeli forces stationed at the entrance of Beit Ummar, north of
Hebron, detained Ahmed Khalil Abu Hashem and ‘Atiyah Fathi Mheisen ‘Awad (25)
while passing by the village entrance.
The Israeli soldiers arrested ‘Atiyah and took him to an unknown
destination.
At approximately
09:30 on Monday, 03 March 2014, Israeli forces deployed along the security
fence establish in the vicinity of ‘Arab al-Ramadin village to the southwest of
Hebron, arrested Ihab Hakam al-Hreibat (19) from al-Tabaqah villah, southwest
of Dura, while heading to work in Israel and took him to an unknown
destination.
1. Settlement activities and attacks by settlers against
Palestinian civilians and property
Attacks carried out by Israeli forces
At approximately
09:00 on Friday, 28 February 2014, Israeli forces moved into the agricultural
lands surrounding “Beit ‘Ein” settlement established on Palestinian lands
confiscated from the northwest of Beit Ummar village, north of Hebron. Israeli forces forced ‘Abdel Hamid al-Sleibi
(78) and his sons to leave their land in Abu al-Rish Valley area, west of the
village, claiming that they are confiscated lands. The Israeli soldiers threatened him that they
will arrest him in case their orders were not obeyed. It should be mentioned that the civilian in
question obtained a decision from the Israeli court to not being attacked by
settlers or soldiers while working in his land.
However, Israeli soldiers always provide protection for settlers while
attacking the civilian and his family when working their land.
At approximately 13:30 on Sunday, 02 March 2014,
Israeli forces backed by military vehicles and a winch truck and accompanied by a vehicle from the
Construction and Organization Department in the Israeli Civil Administration
moved into al-Tawani area, east of Yatta, south of Hebron. They stationed near an under-construction
building to be used as a kindergarten.
The Israeli soldiers detained Construction workers, and the Civil
Administration confiscated a concrete mixer and other construction materials
under the pretext of having no construction permit.
At approximately 09:00 on Monday, 03 March 2014,
Israeli forces backed by military vehicles and accompanied by a vehicle from the
Construction and Organization Department in the Israeli Civil Administration
moved into Soba area, east of Ezna village, west of Hebron. The Civil Administration officer handed Ayman ‘Ali ‘Amayrah (39) a notice to halt construction
in his 1-storey house, which is still under construction and around 100 square
meters under the pretext of having no construction permit build in the areas
classified as “C”. The notice bearing
number 161102 gives ‘Amayrah till 26 March 2014 to settle his legal affairs
with the Israeli courts. ‘Amayrah said
that he supports a family of 6 members, most of which are children. He added that he built the house a year ago
in an inhabited area and did not receive any notice to halt construction work
while building his house.
Attacks carried out by settlers
On Thursday early morning, 27
February 2014, 6 settlers from “’Ofrah” settlement established on the lands of
the villages of Silwad and ‘Ein Yabrud infiltrated into a house belonging to
Rowaidah ‘Abdel Ghani Soliman Hammad (61) from Silwad village, northeast of
Ramallah. The settlers poured an incendiary
material on the balcony, set it on fire.
As a result, the curtains, chairs and furniture in the balcony caught
fire. The settlers then wrote a slogan
in Hebrew on a wall outside the house that says “Qasrah, Get out Arabs.”
Eyad Ahmed Ibrahim ‘Awad said to a
PCHR fieldworker that:
“At approximately 10:00 on Thursday,
27 February 2014, I received a call from my brother-in-law, Hammad Saleh Hammad
(44) and asked me to head to the intersection of the eastern farmer, east of
Silwad, to verify the news coming from someone called Saber Abu Mokho (25),
from Deir Jarir village, saying that at approximately 01:00 while he was on his
way back with some civilians from Silwad Emergency Centre and was passing by
the street next to the burnt house, they chased 6 settlers in the area. Those settlers then fled away to “’Ofrah”
settlement, which is about 3 kilometers away from the south of the house. I immediately headed to the area and found
out that the house, which was attacked, was the house of my mother-in-law,
Rowaidah. The windows of the balcony
were broken as settlers poured an incendiary material inside it and put it on
fire. As a result, the curtains, chairs
and furniture in the balcony caught fire.
The settlers then wrote a slogan in black color in Hebrew on a wall
outside the house that says “Qasrah, Get out Arabs.” I immediately called Hammad and told him that
the house of our mother-in-law, who left it a month ago and now lives in her
daughter’s, Najwah, because of her health conditions. At approximately 11:30, an Israeli Liaison
officer arrived and after around 3 hours, Israeli forces and police arrived at
the area. They took photos for the house
and took samples from the balcony. They also took my testimony and Hammad’s
about what happened.”
At approximately 14:30 on Friday, 28
February 2014, a group of settlers from “Yitshar” settlement attacked
Palestinian farmers, who were pruning olive trees in Al-Lohof area
“al-Bayadat”, west of Hawarah village, south of Nablus. Settlers used metal tubes as weapons. As a result, the farmers sustained different
wounds, so they were taken to Rafidiah Surgical Hospital in Nablus to received
medical treatment. The injured were
identified as:
1. Fo’aad Dawoud Salim Shehadah
(54) sustained 7 fractures in the right leg; laceration and severe bleeding in
the knee, two fractures in the left hand; and bruises in the face and head; and
2. Ahmed Basmat ‘Odah (32) sustained bruises in the body, neck, and
face.
On Sunday evening, 02 March 2014, settlers from “Har
Heimed” outpost of “Kadomim” settlement uprooted 400 olive seedlings in the
lands of Kafr Qadoum village, northeast of Qalqilya. The attacked land belongs to Nazmi As’aad
Qasem ‘Ebeid, who planted it this winter.
It should be mentioned that no civilian is allowed to enter these lands,
which are adjacent to the settlement, unless he has a prior security
coordination with the Israeli forces.
On Monday evening, 03 March 2014, a
group of settlers from “Halmish” settlement established on the lands of the
villages of al-Nabi saleh and Deir Nizam, northwest of Ramallah, gathered on
the main road near the settlement. The
settlers threw stones at Palestinian cars passing on the road leading to the
villages of al-Nabi Saleh, Beit Rima, Deir Ghassanah, Kafer ‘Ein, the nearby
Qarawet Bani Zaid and the eastern villages of Salfit. Israeli soldiers then intervened in an
attempt to control settlers and evacuate them from the area. As a result, windows of the passing cars were
broken, but no injuries were reported.
Recommendations
to the International Community
PCHR emphasizes the international community’s position
that the Gaza Strip and the West Bank, including East Jerusalem, are still
under Israeli occupation, in spite of Israeli military redeployment outside the
Gaza Strip in 2005. PCHR further confirms that Israeli forces continued to impose collective punishment
measures on the Gaza Strip, which have escalated since the 2006 Palestinian
parliamentary elections, in which Hamas won the majority of seats of the
Palestinian Legislative Council. PCHR stresses that there is international
recognition of Israel’s obligation to respect international human rights
instruments and the international humanitarian law, especially the Hague Regulations
concerning the Laws and Customs of War on Land and the Geneva Conventions. Israel is bound to apply
the international human rights law and the law of war sometime reciprocally and
other times in parallel in a way that achieves the best protection for
civilians and remedy for victims.
In light of continued arbitrary measures, land
confiscation and settlement activities in the West Bank, and the continued
aggression against civilians in the Gaza Strip, PCHR calls upon the
international community, especially the United Nations, the High Contracting
Parties to the Geneva Convention and the European Union – in the context of
their natural obligation to respect and enforce the international law – to
cooperate and act according to the following recommendations:
1. PCHR calls upon the international community and the
United Nations to use all available means to allow the Palestinian people to
enjoy their right to self-determination, through the establishment of the
Palestinian State, which was recognized by the UN General Assembly with a vast
majority, using all international legal mechanisms, including sanctions to end
the occupation of the State of Palestine;
2. PCHR calls upon the United Nations to provide
international protection to Palestinians in the oPt, and to ensure the
non-recurrence of aggression against the oPt, especially the Gaza Strip;
3. PCHR calls upon the High Contracting Parties to the
Geneva Conventions to compel Israel, as a High Contracting Party to the
Conventions, to apply the Conventions in the oPt;
4. PCHR calls upon the Parties to international human
rights instruments, especially the Covenant on Civil and Political Rights and
the Covenant on Economic, Social and Cultural Rights, to pressurize Israel to
comply with their provisions in the oPt, and to compel it to incorporate the
human rights situation in the oPt in its reports submitted to the concerned
committees;
5. PCHR calls upon the High Contracting Parties to the
Geneva Conventions to fulfil their obligation to ensure the application of the
Conventions, including extending the scope of their jurisdiction in order to
prosecute suspected war criminals, regardless of the nationality of the
perpetrator and the place of a crime, to pave the way for prosecuting suspected
Israeli war criminals and end the longstanding impunity they have enjoyed;
6. PCHR calls on States that apply the principle of
universal jurisdiction not to surrender to Israeli pressure to limit universal
jurisdiction to perpetuate the impunity enjoyed by suspected Israeli war criminals;
7. PCHR calls upon the international community to act in
order to stop all Israeli settlement expansion activities in the oPt through
imposing sanctions on Israeli settlements and criminalizing trading with them;
8. PCHR calls upon the UN General Assembly to transfer
the Goldstone Report to the UN Security Council in order to refer it to the
International Criminal Court in accordance with Article 13(b) of the Rome
Statute;
9. PCHR calls upon the United Nations to confirm that
holding war criminals in the Palestinian-Israeli conflict is a precondition to
achieve stability and peace in the regions, and that peace cannot be built on
the expense of human rights;
10. PCHR calls upon the UN General Assembly and Human
Rights Council to explicitly declare that the Israeli closure policy in Gaza
and the annexation wall in the West Bank are illegal, and accordingly refer the
two issues to the UN Security Council to impose sanctions on Israel to compel
it to remove them;
11. PCHR calls upon the international community, in light
of its failure to the stop the aggression on the Palestinian people, to at
least fulfil its obligation to reconstruct the Gaza Strip after the series of
hostilities launched by Israel which directly targeted the civilian
infrastructure;
12. PCHR calls upon the United Nations and the European
Union to express a clear position towards the annexation wall following the
international recognition of the State of Palestine on the 1967 borders, as the
annexation wall seizes large parts of the State of Palestine;
13. PCHR calls upon the European Union to activate Article
2 of the EU-Israel Association Agreement, which provides that both sides must
respect human rights as a precondition for economic cooperation between the EU
states and Israel, and the EU must not ignore Israeli violations and crimes
against Palestinian civilians;
14. PCHR calls upon the Palestinian leadership to sign and
accede to the Rome Statute of the International Criminal Court and the Geneva
Conventions, and calls upon the international community, especially the United
Nations, to encourage the State of Palestine to accede to international human
rights law and humanitarian law instruments.
