Settlers
set fire to a mosque in al-Mugheer village, northeast of Ramallah

Israeli forces continue systematic attacks against Palestinian civilians
and property in the occupied Palestinian territory (oPt)

 

 

 

Israeli forces killed a Palestinian civilian in
al-Aroub refugee camp, north of Hebron.

5 Palestinian civilians, including 3 children, were
wounded during Israeli incursions, and one of them was arrested.

A Palestinian civilian was wounded by settlement
guards after he ran down and stabbed Israeli soldiers, south of Bethlehem.

 

Israeli forces continued to use force against peaceful
protests in the West Bank.

3 protestors, including an international human rights
activist, were wounded in Bil’in weekly protest, west of Ramallah.

17 Palestinian civilians, including 7 children, were
wounded during other peaceful protests.

 

Israeli forces conducted 45 incursions into Palestinian
communities in the West Bank and 2 limited ones in the Gaza Strip.

80 Palestinian civilians, including 13 children, were
arrested

51 of those civilians, including 11 children, were
arrested in occupied Jerusalem.

Israeli government approved demolition of houses
belonging to families of those accused of running down and stabbing Israeli
soldiers and settlers.

 

Israeli navy forces continued to target Palestinian
fishermen in the Gaza Strip Sea.

Israeli navy forces opened fire three times at
Palestinian fishing boats in the north and south of the Gaza Strip.

2 fishermen were wounded and 2 boats were burnt off
Rafah shore.

 

Israel continued to impose a total closure on the oPt
and has isolated the Gaza Strip from the outside world.

Israeli
forces established dozens of checkpoints in the West Bank.

At least 4 Palestinian civilians, including a child
and a woman, were arrested at military checkpoints in the West Bank.

 

Israeli forces continued to support settlement
activities in the West Bank and Israeli settlers continued to attack
Palestinian civilians and property.

Dozens of dunums[1]
of land in Bruqin village, west of Salfit, were levelled to expand
“Ariel” industrial zone.

Fire was set to Othman Ben Affan Mosque in al-Mogheer
village, northeast of Ramallah.

Settlers attempted to seize an uninhabited residential
building in Selwan village, south of occupied Jerusalem.  

 

Summary

 

Israeli violations of international law and international
humanitarian law in the oPt continued during the reporting period (06
– 12 November 2014
).

 

In a
serious development, during the reporting period, Israeli forces allowed dozens
of thousands of settlers and extremist settler groups headed by Israeli
ministers and members of the Knesset into the al-Aqsa Mosque’s yards to perform
Talmudic prayers. The Israeli government also threatens to divide the mosque
like the division of the Ibrahimi Mosque in Hebron since Baruch Goldstein
committed a massacre on 25 February 1994, when 29 Palestinian worshipers were
killed. PCHR confirms the legal status of East Jerusalem as an occupied city
and stresses that such decisions and measures are part of the Israeli
government’s schemes to fully creating a Jewish demographic majority in the
city.

 

Moreover,
Israeli Prime Minister, Benjamin Netanyahu, issued instructions to the Israeli
security services to take a series of measures against whom he called “terrorists”,
including the demolition of houses of those who run down and stab Israeli
settlers and soldiers. During the reporting period, PCHR fieldworkers
documented a number of raids carried out by Israeli forces against houses belonging
to Palestinians accused of being involved in running down Israeli settlers and
soldiers. Israeli engineers recorded coordinates of the houses to be
demolished.   

 

Shooting:

 

During the reporting period, Israeli forces killed a
Palestinian civilian in al-Aroub refugee camp, north of Hebron. They wounded 26
civilians, including 10 children, in the West Bank. Five of these civilians were
wounded during Israeli incursions, including 3 children, and one of them was
arrested. Moreover, 3 civilians, including an international human rights
activist, were wounded in Bil’in weekly protest, west of Ramallah, while 17
others, including 7 children, were wounded in other peaceful protests.  A civilian was also wounded by settlement
guards as he ran down and stabbed Israeli soldiers at “Kfar Etzion”
settlement, south of Bethlehem. In the Gaza Strip, Israeli navy forces opened
fire 3 times at Palestinian fishing boats. As a result, 2 fishermen were
wounded and 2 boats were burnt.    

 

In the West Bank, in
excessive use of force,
on 11 November
2014, Israeli forces killed a Palestinian civilian in al-‘Aroub refugee camp,
north of Hebron.

 

On 09 November 2014, a Palestinian civilian was
wounded during an Israeli incursion in Saida village, northeast of Tulkarm.

 

On 10 November 2014, guards of “Gosh Etzion”
settlement opened fire at a Palestinian civilian, who drove his car into a bus
station, south of occupied Jerusalem, and stabbed 3 settlers there. As a
result, the Palestinian civilian was wounded from a close range and was then taken
to Hadassah Hospital for medical treatment.

 

On 11 November 2014, a 17-year-old civilian sustained
a bullet wound to the right thigh when Israeli forces moved into Mothallath
al-Aqaba, south of Doura, southwest of Hebron. Israeli forces also arrested the
boy.

 

On the same day, 2 Palestinian children sustained
bullet wounds when Israeli forces moved into Beit Foreek village, east of
Nablus.

 

Israeli forces used excessive force against peaceful
protests organised by Palestinian civilians, international and Israeli human
rights defenders in protest at the construction of the annexation wall and
settlement activities in the West Bank. As a result, 3 protestors were wounded,
including 22-year-old Camellia who sustained a bullet wound to the left leg
during Bil’in weekly protest, west of Ramallah. Moreover, a 33-year-old civilian
sustained a bullet wound to the back, while a 19-year-old one sustained a
bullet wound to the right arm.

 

In the same context, 17 Palestinian civilians,
including 7 children, were wounded during other protests against Israeli
soldiers’ and settlers’ practices in al-Aqsa mosque. On 06 November 2014, 3 students
at Bir Zeit University were wounded during a protest in the vicinity of Ofer
detention facility, southwest of Ramallah. On 07 November 2014, 3 civilians
were wounded in a similar protest around Ofer detention facility as well, while
3 others, including 2 children, were wounded in a protest around Qalandia
checkpoint, north of Jerusalem. Moreover, a child was wounded during a protest
at Hawwara checkpoint at the southern entrance of Nablus. On 11 November 2014,
7 Palestinian civilians were wounded during protests marking the 10th
anniversary of the death of Yasser Arafat. In the vicinity of Ofer detention
facility, 3 civilians, including 2 children, were wounded. In addition, 2
others, including a child, were wounded in Jabal al-Taweel area adjacent to
“Psagot” settlement in al-Bireh. Two other civilians, including a
child, were wounded in a protest around Qalandia checkpoint between Jerusalem
and Ramallah.

 

On 12 November 2014, a Palestinian civilian sustained
3 bullet wounds when Israeli forces moved into Beitounya village, west of
Ramallah.

 

In the Gaza Strip, Israeli navy forces opened fire 3
times at fishermen. On 09 November 2014, Israeli gunboats stationed off Rafah
shore opened fire at a fishing boat sailing within 200 meters near the naval
borders between the Gaza Strip and Egypt. As a result, the boat was burnt and 2
fishermen on board sustained shrapnel wounds. On the same day, Israeli gunboats
opened fire at a fishing boat sailing within 800 meters off the fishermen
harbour in Rafah. As a result, the boat was burnt and no casualties were
reported.

 

On 11 November 2014, Israeli gunboats stationed off
al-Sudanya shore, west of Jabalia, north of the Gaza Strip, opened fire at
fishing boats sailing within 3 nautical miles. Fishermen sailed back leaving
their fishing nets behind, but no casualties were reported.  

 

Incursions:

 

During the reporting period, Israeli forces conducted
at least 45 military incursions into Palestinian communities in the West Bank. During
these incursions, Israeli forces arrested at least 80 Palestinians, including 13
children.  Fifty-one of these civlians,
including 11 children, were arrested in Jerusalem.

 

In the Gaza Strip, on 10 November 2014, Israeli forces
moved about 200 meters into the east of al-Qarara village, northeast of Khan
Yunis in the south of the Gaza Strip. On 11 November 2014, Israeli forces moved
into the east of Deir al-Balah in the central Gaza Strip. In the 2 incursions,
Israeli forces levelled lands along the border between the Gaza Strip and
Israel and withdrew later.

 

Restrictions on movement:

 

Israel continued to impose a tight closure of the oPt,
imposing severe restrictions on the movement of Palestinian civilians in the
Gaza Strip and the West Bank, including occupied East Jerusalem.

 

The illegal closure of the Gaza Strip, which has been steadily
tightened since June 2007 has had a disastrous impact on the humanitarian and
economic situation in the Gaza Strip. 
The Israeli authorities impose measures to undermine the freedom of
trade, including the basic needs for the Gaza Strip population and the
agricultural and industrial products to be exported. For 7 consecutive years,
Israel has tightened the land and naval closure to isolate the Gaza Strip from
the West Bank, including occupied Jerusalem, and other countries around the
world. This resulted in grave violations of the economic, social and cultural
rights and a deterioration of living conditions for 1.8 million people.  The Israeli authorities have established Karm
Abu Salem (Kerem Shaloum) as the sole crossing for imports and exports in order
to exercise its control over the Gaza Strip’s economy.  They also aim at imposing a complete ban on
the Gaza Strip’s exports.  

 

 

Israeli forces have continued to impose severe
restrictions on the movement of Palestinian civilians throughout the West Bank,
including occupied East Jerusalem. Thousands of Palestinian civilians from the
West Bank and the Gaza Strip continue to be denied access to Jerusalem.

 

Settlement activities

 

Israel has continued its settlement activities in the
oPt, in a direct violation of international humanitarian law, and Israeli
settlers have continued to attack Palestinian civilians and property.

 

Attacks
carried out by Israeli forces

 

On Sunday, 09 November 2014,
Israeli bulldozers expanded “Ariel” settlement and added lands from
Brouqin village, west of Salfit, to the Israeli industrial area.

 

On the same day, Israeli forces
moved into Iqbat Hassna, north of al-Khader area, south of Bethlehem. They
handed Sami and Samih Mahmoud al-Shouli notices to destroy their houses under
the pretext of not having a construction permit.

 

On Monday, 10 November 2014,
Israeli forces moved into Ma’in village, near Yatta, south of Hebron. They
handed 4 notices to stop construction of 3 houses in the pretext of not having
a construction permit:

 

Around the same time, Israeli
Construction and Organization Department in the Israeli Civilian Administration
handed Saed Shinran and Ihsan Shinran two notices to destroy two tents in which
they live with their families in the pretext of not having a construction
permit.

 

On the same day, Israeli
soldiers handed 4 ntoices to destroy 4 houses under the pretext of not having a
construction permit in area “C” in Hijja area, in Qalqilya.

 

Attacks carried out by settlers

 

On Thursday, 07 November 2014,
Israeli settlers moved into the eastern area of Nablus and headed to Joseph
Tomb. Around the same time, Israeli forces moved into the city and stationed in
the eastern side area to secure the settlers.

 

On Sunday, 09 November 2014,
dozens of settlers from “Adoura” settlement which is established on confiscated
lands, west of Hebron threw stones at Palestinian vehicles passing across
bypass road (60). As a result, a vehicle was damaged.

 

On Monday, 10 November 2014,
Israeli settlers moved from “Arail” settlement near al-Samera
intersection and tried to attack the Palestinian workers who were waiting at
the intersection for Palestinian vehicles heading towards their villages. Israeli
forces arrived at the area and prevented the settlers from attacking the
workers.

 

On the evening of the
aforementioned day, dozens of settlers gathered near Howara checkpoint and
attacked Palestinian vehicles and stone saws, and then destroyed the blocks
that were prepared for construction purposes.

 

On the same day, Israeli
settlers attacked a Palestinian civilian and his wife while traveling from
Nablus to Talfit village.

 

On Wednesday, 12 November 2014,
fire was set into Othaman Bin Affan Mosque in the western neighborhood of
al-Mughir village, north of Ramallah.


Israeli Violations Documented during the Reporting Period
(06 – 10 November 2014)

 

1. Incursions into Palestinian Areas, and Attacks on Palestinian Civilians
and Property in the West Bank and the Gaza Strip

 

Thursday, 06 November 2014

 

· At approximately 01:00, Israeli forces moved into
Borin village, south of Nablus. They raided and searched several houses, from
which they arrested Soliman Dawoud Qadous (18). 

 

· Around the same time, Israeli forces moved into Borin
village, south of Nablus. They raided and searched several houses, from which
they arrested Ahmed Jamal al-Qot (26) and Hani ‘Omer al-Qot (27).  They confiscated Hani’s laptop and withdrew later
taking both of them to an unknown destination.

 

· At approximately 04:00, Israeli forces moved into
Ya’abod village, southwest of Jenin. 
They raided and searched several houses from which they arrested 3
civilians:

1. Mahdi Wasfi Mohammed Hamarshah (27);

2. His brother, Yehia (21); and

3. Khaled ‘Abdullah Khaled Abu Baker (18).

 

· At approximately 04:30, Israeli forces moved into Beit
‘Awwa village, southwest of Dura, southwest of Hebron.  They raided and searched several houses, from
which they arrested Mohammed Jamal Shalash al-Masalmeh and ‘Issa Khalil Shalash
al-Masalmah (32).  Meanwhile, they handed
Ismail Subhi Shalash al-Masalmah (28) a summons to refer to the Israeli
Intelligence in “Gosh Etzion” settlement, south of Bethlehem.

 

Friday, 07 November 2014

 

· At approximately 15:00, Israeli forces moved into
Husan village, west of Bethlehem.  They
patrolled the streets and then raided and searched a house belonging to Khalil
Hamarah.  They then arrested his son, Ali
(24), and took him to an unknown destination.

 

Note:  During the aforementioned day,
Israeli forces carried out incursions in the following areas without reporting
any arrests: Bab al-Zawiyah area in the centre of Hebron, ‘Asidah area in the
eastern area of Beit Ummar village, al-Tabaqah village, and al-Samou’a village
in Hebron; ‘Aydah refugee camp, north of Bethlehem; and Abu Dis village, east
of Occupied Jerusalem.

 

Saturday, 08
November  2014

 

During the aforementioned day, Israeli forces carried
out incursions in the following areas without reporting any arrests: al-Tabaqah
village, south of Dura, southwest of Hebron, al-Fawwar refugee camp, south of
the city, and Haram al-Ramah area, east of Hebron.

 

 

Sunday, 09 November 2014

 

· At approximately 00:30, Israeli forces moved into the
villages of Battir and Beit Fajjar, south of Bethlehem.  They raided and searched several houses,
where they handed 7 civilians, including 3 children summonses to refer to the
Israeli intelligence in “Gosh Etzion” settlement, south of the
city.  The summoned civilians were
identified as:

1. Khalil ‘Abdullah Mo’ammar (15);

2. Khalil Taher Mo’ammer (16);

3. ‘Ali Mohammed ‘Aweinah (17);

4. Ahmed ‘Ali Taqatqah (25);

5. Ahmed Mohammed Taqatqah (23);

6. Ahmed Dawoud ‘Abyat (23); and

7. Malek ‘Awad Sweis (21).

 

· At approximately 01:00, Israeli forces backed by
military vehicles moved into Kafr Qalil, south of Nablus.  They raided and searched several houses, from
which they arrested Ibrahim Nawwaf al-‘Amer (26). 

 

· At approximately 02:00, Israeli forces moved into
al-Jalazone refugee camp, north of Ramallah. 
They raided and searched a house belonging to Montaser Hisham Nemer
Nasif (18).  They arrested the
aforementioned person and took him to an unknown destination

 

· At approximately 02:30, Israeli forces moved into
Tarqoumia village, west of Hebron.  They
raided and searched a house belonging to the family of Mohammd Ziad Ja’afrah,
whom they arrested. 

 

· At approximately 01:30, Israeli forces moved into Beit
Ummar village, north of Hebron.  They
raided and searched a house belonging to Mahmoud Mohammed al-Shobaki.  They arrested his son, Suhaib (22.  Meanwhile, Israeli forces raided a house
belonging to Naser Hasan Abu Hashem (48) and handed his sons, Halim (24) and Hamzah
(20) summonses to refer to the Israeli intelligence in “Gosh Etzion”
settlement, south of Bethlehem.  At
approximately 10:00, Israeli forces stationed at the “Ghosh ‘Atsyon”
entrance arrested the aforementioned Hamzah when he was on his way to the Israeli
Intelligence.

 

· At approximately 16:00, Israeli forces moved into
Saydah village, northeast of Tulkarm. 
They patrolled the streets when a number of boys gathered to throw
stones and empty bottles.  The Israeli
forces in response fired sound bombs and tear gas ganisters in addition to
bullets at the stone throwers to disperse them. 
As a result, a 20-year-old civilian was hit by a bullet to the right
foot.  As a result, he was taken to
Martyr Doctor
Thabet Thabet Governmental Hospital to receive medical treatment.  His injuries were described as minor.

 

· At approximately 18:00, Israeli forces moved into Beit
Leed, east of Tulkarm.  They raided and
searched 4 houses and handed the sons of their owners summonses to refer to the
Israeli Intelligence in the DCO (Israeli Military Liaison), southwest of
Tulkarm.  The summoned persons were
identified as: Baraa’ Ma’rouf al- Dureidi (23); Musataf Nael Mustafa al-Kou’a
(19); Jasem Jamal Mohammed Kou’a (20); and Ramez Ahmed  Mohammed Hasan Salamah (18).

 

· At approximately 21:30, Israeli gunboats stationed in
the Rafah waters opened fire and fired shells at a fishing boat sailing off 200
meters near the border with Egypt.  As a
result, the boat was completely burnt, and 2 fishermen who were on its board
sustained shrapnel wounds in the extremities. 
The two wounded fishermen were taken to Abu Yousif al-Najjar Hospital in
the city.  Their injuries were described
as moderate.

 

· At approximately 23:40, Israeli gunboats opened fire
and fired shells at a fishing boat sailing 800 meters off the fishermen port in
Rafah, southwest of the Gaza Strip.  As a
result, the boat was burnt, and no causalities were reported.  Moreover, none knew who were on the boat
board.   

 

Note: During the aforementioned day, Israeli forces
carried out incursions in the following areas without reporting any arrests:
the villages of Baqet al-Hatab villages; Kafr Laqef and Kafr Tholth, east of
Qalqilya; and ‘Alar village, northeast of Tulkarm.

 

Monday, 10 
November 2014

 

· At approximately 01:30, Israeli forces moved into
Hebron.  They stationed in al-Hawouz
al-Thani area and then raided and searched a house belonging to the family of
Nael Mohammed Abu Khalaf (18).  They
arrested the aforementioned person and later withdrew taking him to where the
vehicles were stationed.  At
approximately 02:30, Israeli forces moved towards Nemrah area and then raided
and searched a house belonging to the family of Ahmed Waddah Shehadah (19).  They arrested the aforementioned and later
withdrew taking the arrested persons to an unknown destination.

 

· At approximately 02:00, Israeli forces moved into Beit
Ummar village, north of Hebron.  They
stationed in the centre of the village and then raided and searched a house
belonging to the family of ‘Omer Mohammed Mahmoud Breigheth (33).  They arrested the aforementioned person.  Meanwhile, they raided and searched a house
belonging to the family of Bader Mahmoud Akhlil (70), whose family members were
kept in the open.  They arrested his son,
Yousif (32).  They also raided and
searched a house belonging to Ziad ‘Omer Mesleh ‘Awad.  Israeli forces withdrew later taking the
arrested persons to an unknown destination.

 

· In a new crime of excessive use of force, Israeli
forces killed a Palestinian civilian in al-‘Aroub refugee camp, north of
Hebron.  They fired one bullet at him
from a roof they were on while dozens of Palestinian boys were peacefully
demonstrating at the camp’s entrance. 
The victim was standing behind a window on the second floor of his
family house which overlooks the camp from the western side.

 

According to
PCHR’s investigations and eyewitnesses’ testimonies, at approximately 08:00 on
the aforementioned Tuesday, a number of Palestinian boys gathered at the
entrance of al-‘Aroub refugee camp, north of Hebron to organize a demonstration
on the tenth anniversary of the death of President Yaser ‘Arafat.  Israeli vehicles arrived at the area and the
soldiers deployed at the entrance of the camp, which leads to Bypass Road
(60).  The boys threw stones at the
Israeli soldiers who in response fired sound bombs, tear canisters and
rubber-coated metal bullets at them.  As
a result, Mohammed ‘Emad Ahmed Jawabrah (19) was hit by a metal bullet to his foot
and he left to his house.    Clashes
continued between the demonstrators and Israeli soldiers, five of whom
stationed on a roof of a house belonging to Hisham al-Sharif at the camp’s
entrance.  Jawabrah was standing behind a
window on the second floor of his family’s house which overlooks the camp’s
entrance.  He was with his cousin, ‘Essam
(24), a laboratory doctor, and a 17-year-old child.  While they were looking through the window,
Mohammed suddenly screamed and fell on the ground after hearing the sound of a
bullet.  The two others lay on the floor
and took Mohammed to the ground floor, where his family lives.  At approximately 11:45, Essam tried to revive
his heart and did him artificial respiration as he was spastic.  He was then taken by a car to an ambulance
which was waiting him at the entrance of Beit Ummar village after ‘Essam called
its staff.  Jawabrah was then taken to
al-Mizan Hospital in Hebron, and immediately entered into the Intensive Care
Unit (ICU) to revive his heart and lungs. 
However, the doctors declared his death after 15 minutes and told his
family that he died upon arrival at the hospital.  The medical sources said that the death was
due to a bullet that penetrated his right side under the chest and got out from
the middle of the back causing laceration in the internal parts and severe
bleeding that lead to death.

 

· At approximately 12:30, Israeli forces moved 200
meters into the east of al-Qararah village, northeast of Khan Younis in the
southern Gaza Strip.  They levelled and
flattened agricultural lands along the border fence heading to the north, east
of Deir al-Balah.

 

· At approximately 17:10, the security guards of the
“Gosh Etzion” settlement opened fire 
at a Palestinian civilian, who drove into a bus stop near “Alon
Shabot” settlement, south of occupied Jerusalem.  He got out of the car and stabbed 3 settlers,
and the settlement guards immediately opened fire at him from a short
distance.  As a result, he was seriously
wounded.  It should be mentioned that the
attack resulted in the killing of a 25-year-old Israeli officer and the severe
injury of two others.

carried out incursions in the following areas without reporting any arrests: the
villages of Kherbtha al-Mesbah and Couper in Ramallah and al-Bireh; Deir Samit
village and Kanar area in Hebron;  ‘Azoun
village, east of Qalqilya; al-‘Arqah village, west of Jenin.

 

Tuesday, 11 November 2014

 

· At approximately 01:20, Israeli forces moved into Kafr
Tholoth village, east of Qalqilya.  They
raided and searched a house belonging to the family of Ahmed ‘Abdel Rahman
‘Omer ‘Issa (18).  They arrested him and
later withdrew taking him to an unknown destination.

 

· At approximately 01:30, Israeli forces backed by
military vehicles moved into Deir Samit village, west of Dura, southwest of
Hebron.  They stationed in the centre of
the village, and then raided and searched two houses belonging to Bashir Ahmed
‘Odah al-Hurub and ‘Odah Farid al-Hurub. 
They surveyed the houses and measured their areas and when the two
families asked why.  The officer told them
that they would obtain a decision from the competent authorities in order to
demolish the houses.  It should be
mentioned that the aforementioned civilians were arrested in the Jordan Valley a
couple of months ago on charges of killing an Israeli army officer.

 

· At approximately 03:00, Israeli forces moved into
several neighbourhoods in Selwad village, northeast of Ramallah.  They raided and searched a house belonging to
the family of Mohammed ‘Ahed Hamed (18). 
Meanwhile, Israeli forces raided and searched a house belonging to the
family of Mousa Mohammed Hamed (19). They arrested the aforementioned civilians
and at approximately 04:15 withdrew taking them to an unknown destination.

 

· At approximately 03:45, Israeli forces moved into
‘Askar al-Jadeed refugee camp, northeast of Nablus.  They stationed in the vicinity of the house
of Nour al-Deen Khaled Sa’id Abu Hashiah, who stabbed an Israeli soldier in Tel
Aviv on 10 November 2014.  They
raided and searched the house, and there was an engineering staff to measure
the area of the house in addition to taking pictures for it as a prelude to
destroy it as a collective punishment for what their son had done.  They arrested the father of attacker, Khaled
Sa’id Darwish Abu Hashiyah (50) and his brothers; Walid (23), ‘Ez al-Deen (21)
and Mohammed (22), and at approximately 05:00 withdrew taking them to an
unknown destination.

 

· At approximately 09:00, Israeli forces moved into Beit
Forik village, east of Nablus.  They
stationed in the vicinity of Beit Forik High School for Boys in the centre of
the village.  A number of Palestinian
boys and young men gathered to throw stones at the Israeli forces, who
immediately fired live bullets, rubber-coated metal bullets and sound bombs at
the demonstrators in response.  As a
result, two children were wounded: a 15-year-old child was hit by a bullet in
the left leg and a 16-year-old one was wounded by a bullet to the right leg.

 

· At approximately 10:00, Israeli forces moved into
Mothalath al-‘Aqabah, south of Dura, southwest of Hebron.  They stationed in al-Maqafah area when a
number of Palestinian boys gathered to throw stones.  The Israeli soldiers chased the boys into the
agricultural lands and fired sound bombs and tear gas canisters.  The Israeli vehicles moved towards al-Tabaqah
village which is adjacent to the area. 
Israeli soldiers surrounded the stone-throwers amidst the Israeli random
firing of bullets.  As a result, Mohammed
Yousif Masalmah (17) from Dura was hit by a bullet to the right thigh.  When the boys tried to help him, the Israeli
soldiers chased them and arrested the child. 
A PCHR fieldworker reported that the aforementioned child is still in
“Soroka” Hospital in Beersheba.

 

· At approximately 14:00, Israeli forces moved into the
southern area of Hebron.  The Israeli
vehicles stationed in Tariq Ben Ziyad Street and Abu Sneinah
neighbourhood.  They raided and searched
a house belonging to the family of Raed ‘Ali Abu Sneinah.  They arrested his son, Yousif (12), and took
him to “Ja’abrah” police station in the centre of the old town.

 

· At approximately 14:30, Israeli forces moved 100
meters into the east of Deir al-Balah in central Gaza Strip along the border
fence between the Gaza Strip and Israel. 
The vehicles patrolled to the north, east of Bureij and then levelled
and flattened the lands adjacent to the border fence.  They later re-deployed along the aforementioned
border.

 

· At approximately 17:00, Israeli gunboats stationed off
al-Soudaniyah shore, west of Jabalia in the northern Gaza Strip opened fire
heavily around Palestinian boats sailing 3 nautical miles of the shore.  The shooting continued for 45 minutes causing
fear among fishermen who were forced to flee leaving their pieces of net behind
them.  No casualties were reported.

 

Wednesday, 12 November 2014

 

· At approximately 02:00, Israeli forces moved into
neighbourhood (2) in the Eastern Baten area in the eastern side of Bitounia
village, west of Ramallah.  They raided
and searched a building, from which they arrested Samer ‘Awad (30).  During the incursion, Ahmed Hasounah Hamdi
Hasounah (20) was standing in front of his family’s house which is next to the
raided building after throwing a garbage bag in the garbage container next to
the house when an Israeli soldier fired 7 bullets at him.  As a result, he was wounded with 3 bullets in
the thigh and the abdomen.  After
checking the ID card number of Ahmed, an Israeli soldier who identified himself
as a doctor offered him first aid treatment. 
Minutes later, an ambulance from the PRSC arrived and took him to
Palestine Medical Complex in Ramallah. 
The aforementioned underwent 2 surgeries which took around 3 hours.  One of the surgery was done to the artery of
the left foot and the other one to his spine. 
According to the medical sources at the complex, Hassounah suffered from
laceration in the leg muscles and fracture in the fourth and fifth spinal
vertebra causing a cut in the spinal cord. 
He is now at the complex in the ICU.

 

2. Use of excessive force against peaceful demonstrations
protesting settlement activities and the construction of the annexation wall

 

During the reporting period,
Israeli soldiers used excessive force against peaceful demonstrations organized
by Palestinian civilians, international and Israeli human rights defenders in
protest at the construction of the annexation wall and settlement activities in
the West Bank. As a result, 3 civilians, including solidarity activist, Kamilia
(22), were wounded during Bil’in weekly village, west of Ramallah.

 

In the same context, 17 Palestinian civilians, including 7
children, were wounded during a protest that was organized against the
violations and attacks by Israeli forces and settlers in al-Aqsa Mosque in occupied
Jerusalem and protest organized in the 10th anniversary of the death
of President Yasser ‘Arafat.

peaceful protests and prevent Palestinian civilians from participating).

 

Demonstrations against the construction of the annexation wall and
settlement activity

 

· Following the Friday Prayer on 07 November
2014, dozens of Palestinian civilians and international and Israeli human
rights defenders organized a peaceful demonstration in Bil’in, west of
Ramallah, in protest at the construction of the annexation wall and settlement
activities. The demonstrators took the streets raising the Palestinian flags
and headed to the liberated territories near the annexation wall. Early in the
morning, Israeli forces closed all entrances to the city to prevent Palestinian
civilians and international and Israeli human rights defenders from
participating in the protests. The protestors marched by the annexation wall
and tried to cross the fence. Israeli soldiers stationed behind the wall, in
the western area, and a large number of soldiers deployed along it, fired live
bullets, tear gas canisters, rubber-coated steel bullets, sound bombs and waste
water at them and chased them into the olive fields. As a result, 3 civilians
were wounded.  Kamilia (22), a solidarity
activist, was hit by a bullet to the left leg; a 33-year-old civilian was hit
by a bullet to the back; and a 19-year-old was hit by a bullet to the right
arm.

 

· Around the same time, dozens of Palestinian civilians
organised a peaceful demonstration in the centre of Ni’lin village, west of
Ramallah, in protest at the construction of the annexation wall and settlement
activities. The demonstrators took the streets and headed to the annexation
wall. Israeli forces closed the gates of the wall with barbwires and prevented
the demonstrators from crossing to the land behind it before they responded by
throwing stones. Israeli soldiers fired live ammunition, rubber-coated metal
bullets, sound bombs and tear gas canisters at the civilians. They also sprayed
waste water at the civilians, and chased them into the village. As a result,
many civilians suffered tear gas inhalation and bruises as they were beaten up
by Israeli soldiers.

 

· Also at approximately 13:20,
Palestinian civilians and international solidarity activists organized a
protest in the center of Kufor Qaddoum village, northeast of Qalqilya, heading
to the eastern entrance of the village in protest against closing that entrance
since the beginning of al-Aqsa Intifada with an iron gate. The demonstrators
threw stones at Israeli soldiers, who fired sound bombs and tear gas canisters
in response. As a result, several protestors suffered tear gas inhalation.

 

Other Demonstrations

 

· On Friday afternoon, 06 November 2014, dozens of Palestinian young men from Bir Zeit
University gathered around Ofer detention facility, southwest of Ramallah, in
support for Palestinian administrative detainees in Israeli prisons. The
demonstrators made their way to the prison’s gate, which was closed by Israeli
soldiers. The demonstrators set fire to tires and threw stones and empty
bottles at Israeli soldiers, who fired rubber-coated metal bullets, sound bombs
and tear gas canisters. As a result, 3 students were wounded.  Moreover, dozens of other protestors suffered
tear gas inhalation. The wounded students were: a 20-year-old male, who
sustained a bullet wound to the right ankle; an 18-year-old male who sustained
a bullet wound to the left ankle; and a 20-year-old male who sustained a bullet
wound to the left leg.

 

· On the same day, dozens of
Palestinian young men gathered around Ofer detention facility, southwest of
Ramallah, to support administrative detainees in Israeli prisons. The
demonstrators made their way to the prison’s gate, which was closed by Israeli
soldiers. The demonstrators set fire to tires and threw stones and empty
bottles at Israeli soldiers, who fired rubber-coated metal bullets, sound bombs
and tear gas canisters. As a result, 3 students were wounded.  Moreover, dozens of other protestors suffered
tear gas inhalation. The wounded students were: a 21-year-old male, who
sustained a bullet wound to the right ankle; a 20-year-old male who was hit by
a gas canister to the right  wrist; and a
19-year-old male who was hit by a bullet to the mouth.

 

· Around the same time, dozens of Palestinians gathered at theentrances
of Qalandya refugee camp, north of occupied Jerusalem, to organize a protest at
the Israeli forces’ and settlers’ attacks in al-Aqsa Mosque. Israeli heavily
armed forces were deployed in the area. The protestors set fire to tires and
threw stones and empty bottles at Israeli soldiers, who fired live ammunition,
rubber-coated metal bullets, sound bombs and tear gas canisters in response. As
a result, 3 civilians, including 2 children, were wounded. A 16-year-old child
was hit by a bullet to head, while a 17-year-old child sustained a bullet wound
to the right knee, and a 21-year-old male sustained a bullet wound to the right
leg.

 

· Around the same time, dozens of Palestinian civilians
gathered at the western entrance of Selwad village, northeast of Ramallah, on
Selwad-Yabroud road near street (60) to organize a protest against Israeli
policies. The protestors set fire to
tires and threw stones and
empty bottles at Israeli soldiers, who fired live ammunition, rubber-coated
metal bullets, sound bombs and tear gas canisters in response. As a result, a
number of protestors suffered tear gas inhalation and others sustained bruises
as they were beaten up by Israeli soldiers.

 

· At approximately 14:00, dozens of Palestinian boys and
children headed to Hawarah checkpoint at the southern entrance of Nablus to
organize a protest against the Israeli attacks on al-Aqsa Mosque and threw
stones at the stationed Israeli forces. 
Israeli forces immediately fired tear gas canisters, sound bombs, and
live bullets at the demonstrators.  As a
result, a 17-year-old child from Rafidia neighbourhood in Nablus was wounded by
a bullet to the left knee.  The
aforementioned child was taken to Rafidia Surgical Hospital to receive medical
treatment and his injury was described as minor.

 

· At approximately 10:00 on Tuesday, 11 November 2014, a
peaceful protest organized by students in Beit Ummar village, north of Hebron,
commemorating the anniversary of the death of President Yasser ‘Arafat.  The students raised Palestinian flags and
chanted national slogans.  Israeli forces
deployed at the entrance of the village while some military vehicles were
stationed in ‘Asidah area.  When the
students arrived, a number of whom threw stones at the soldiers, who were
deployed among the houses and on the roofs. 
The Israeli soldiers fired sound bombs, tear gas canisters and
rubber-coated metal bullets at the boys. 
As a result, a number of them suffered from tear gas inhalation.  Israeli forces later withdrew and
re-stationed at the eastern entrance after the news about the killing of one
civilians spread in al-‘Aroub refugee camp, north of the city.

 

· Also on Tuesday afternoon, dozens of Palestinian young
men gathered from different areas to commemorate the 10th
anniversary of President Yasser ‘Arafat around Ofer detention facility,
southwest of Ramallah. They made their way towards the facility’s gate, which
was closed by Israeli soldiers. The protestors set fire to
tires
and threw stones and empty bottles at Israeli soldiers, who fired live
ammunition, rubber-coated metal bullets, sound bombs and tear gas canisters in
response. As a result, 3 civilians were wounded, including two children. A
16-year-old child was hit by a bullet to the right leg, while a 17-year-old
child sustained a bullet wound to the left thigh, and a 20-year-old male
sustained a bullet wound to the left leg.

 

· Around the same time, dozens of Palestinian boys and
children gathered in al-Tawil Mountain area adjacent to “Psagot”
settlement established on Palestinian lands in al-Bireh and threw stones at the
stationed Israeli forces.  Israeli forces
immediately fired tear gas canisters, sound bombs, and live bullets at the
demonstrators.  As a result, a
14-year-old child was wounded by a bullet to the left knee while a 20-year-old
civilian was hit by a bullet to the face.

 

· At approximately 15:00, dozens of Palestinians
gathered at the
entrances of Qalandya refugee camp, north of occupied Jerusalem,
to commemorate
the 10th
anniversary of the death of President Yasser ‘Arafat
.  Israeli forces were deployed in the area. The
protestors set fire to tires and threw stones and empty bottles at Israeli
soldiers, who fired live ammunition, rubber-coated metal bullets, sound bombs
and tear gas canisters in response. As a result,
a 15-year-old child was wounded by a bullet to head
while a 20-year-old civilian was hit by a bullet to the left
thigh.  They were both taken to Palestine
Medical Complex to receive medical treatment.

 

3. Continued
closure of the oPt

 

Israel continued to impose a tight closure on the oPt, imposing
severe restrictions on the movement of Palestinian civilians in the Gaza Strip
and the West Bank, including occupied East Jerusalem.

 

Gaza Strip

 

Israeli forces continuously tighten the closure of the Gaza Strip
and close all commercial crossings, making the Karm Abu Salem crossing the sole
commercial crossing of the Gaza Strip, although it is not suitable for
commercial purposes in terms of its operational capacity and distance from
markets.

Israeli forces have continued to apply the policy, which is aimed
to tighten the closure on all commercial crossings, by imposing total control
over the flow of imports and exports.

 

The total closure of al-Mentar (“Karni”) crossing since
02 March 2011 has seriously affected the economy of the Gaza Strip. Following
this closure, all economic and commercial establishments in the Gaza Commercial
Zone were shut off. It should be noted that al-Mentar crossing is the biggest
crossing in the Gaza Strip, in terms of its capacity to absorb the flow of
imports and exports. The decision to close al-Mentar crossing was the
culmination of a series of decisions resulting in the complete closure of the
Sofa crossing, east of the Gaza Strip in the beginning of 2009, and the Nahal
Oz crossing, east of Gaza City, which were dedicated for the delivery of fuel
and cooking gas to the Gaza Strip, in the beginning of 2010.

 

Israeli forces have continued to impose a total ban on the
delivery of raw materials to the Gaza Strip, except for very limited items and
quantities. The limited quantities of raw materials allowed into Gaza do not
meet the minimal needs of the civilian population of the Gaza Strip.

 

The cooking gas crisis has fluctuated for 9 months due to the
closure of Karm Abu Salem for security claims. According to PCHR’s follow-up,
Israeli authorities only allow an average of 98 tons of cooking gas into Gaza
per day.  This limited quantity is less than half of the daily needs,
which is 200 tons per day of the civilian population in the Gaza Strip during
winter.  The crisis has unprecedentedly aggravated for around six weeks
due to cold weather and overconsumption in addition to the power outage and
using gas as an alternative in many instances of electricity.  The lack of
diesel and benzene led to the aggravation of the crisis as a result of using
the gas cylinder for cars or as an alternative for benzene to run
generators.  As a result, the demand for gas further increased.

 

For almost 6 consecutive years, Israeli forces have continued to
prevent the delivery of construction materials to the Gaza Strip. Two years
ago, Israeli forces approved the delivery of limited quantities of construction
materials for a number of international organizations in the Gaza Strip. 
On 17 September 2013, they allowed the entry of limited quantities of
construction materials for the private sector.  However, on 13 October
2013, they re-banned it claiming that these materials are used for constructing
tunnels.  Last week, Israeli forces allowed the entry of construction
materials only for UNRWA and UNDP projects.  As a result, construction
works have completely stopped impacting all sectors related to construction and
an increase in unemployment levels. During the 51-day Israeli offensive on the
Gaza Strip in July and August 2014, Israeli authorities did not allow the entry
of any construction materials. As a result, vital and infrastructure projects
have been obstructed so far.

 

Israeli forces also continued to impose an almost total ban on the
Gaza Strip exports, including agricultural and industrial products, except for
light-weighted products such as flowers, strawberries, and spices.

 

Israel has continued to close the Beit Hanoun (“Erez”) crossing
for the majority of Palestinian citizens from the Gaza Strip. Israel only
allows the movement of a limited number of groups, with many hours of waiting
in the majority of cases. Israel has continued to adopt a policy aimed at
reducing the number of Palestinian patients allowed to move via the Beit Hanoun
crossing to receive medical treatment in hospitals in Israel or in the West
Bank and East Jerusalem. Israel denied permission to access hospitals via the
crossing for new categories of patients from the Gaza Strip.

 

Note: for technical reasons, the Erez and Kerem Shlom crossings
data are not available this week.

 

West Bank

 

Israel has imposed a tightened closure on the West Bank. During
the reporting period, Israeli forces imposed additional restrictions on the
movement of Palestinian civilians:

 

· Hebron:
Israeli forces have continued to impose severe restrictions on the movement of
Palestinian civilians. At approximately 06:30 on Thursday, 06 November 2014,
Israeli forces established a checkpoint at the entrance of Beit ‘Awwa village. The
checkpoint was removed, and no arrests were reported. 

 

At approximately 07:30 on Friday, 07 November 2014, Israeli forces
established a checkpoint at the entrance of al-Burj village, south of Doura,
southwest of Hebron. At approximately 08:30, Israeli forces established a
checkpoint at the entrance of al-‘Arroub refugee camp. All checkpoints were
removed, and no arrests were reported. 

 

At approximately 08:00 on Saturday, 08 November 2014, Israeli
forces established a checkpoint at the northern entrance of Hebron. The
checkpoint was removed, and no arrests were reported.

 

At approximately 07:00 on Monday, 10 November 2014, Israeli forces
established a checkpoint at the entrance of Sa’ir village, east of Hebron. At
approximately 16:00, Israeli forces established a checkpoint at the southern
entrance of Halhoul village. At approximately 08:30, Israeli forces established
a checkpoint at the entrance of al-Fawwar refugee camp. All checkpoints were
removed, and no arrests were reported. 

 

At approximately 07:00 on Tuesday, 11 November 2014, Israeli
forces established a checkpoint at the northern entrance of Halhoul village,
north of Hebron, and another one at t he entrance of Kharsa village, south of
Doura, southwest of the city. At approximately 16:00, Israeli forces
established a checkpoint at the southern entrance of al-Fawwar refugee camp.
All checkpoints were removed, and no arrests were reported. 

 

At approximately 10:00 on Wednesday, 12 November 2014, Israeli
forces established a checkpoint at the entrance of al-Arroub refugee camp. Ata
approximately 15:00, they established a checkpoint at the entrance of Beit Amr
village. All checkpoints were removed, and no arrests were reported. 

 

· Ramallah: 
Israeli forces have continued to impose severe restrictions on the movement of
Palestinian civilians. At approximately 10:30 on Thursday, 07 November 2014,
Israeli forces established a checkpoint at the entrance of ‘Aboud village and
another one at the entrance of Deir Abu Mesh’el village. At approximately 20:30,
Israeli forces established a checkpoint at the entrance of Termisia village,
north of the city. All checkpoints were removed later, and no arrests were
reported.

 

At approximately 00:30 on Friday, 07 November 2014, another
checkpoint was established at the entrance of ‘Aboud village, northwest of
Ramallah. At approximately 13:00, Israeli forces established a checkpoint at
the eastern entrance of Nabi Saleh village, northeast of the city. At approximately
11:00, Israeli forces established a checkpoint at the entrance of Senjel
village, north of Ramallah. Around the same time, Israeli forces established a
checkpoint at the entrance of Nil’in village and another one under Kharbtha
al-Misbah Bridge. At approximately 19:30, a similar checkpoint was established
near the intersection of Beit ‘Ore al-Foqa village. The checkpoints were
removed and no arrests were reported.

 

At approximately 10:30 on Saturday, 08 November 2014, Israeli
forces established a checkpoint at the entrance of Ras Karkar village,
northwest of Ramallah, and another one under Kharbtha al-Misbah Bridge. At
approximately 13:30, they established a similar checkpoint at the entrance of
Qibya village, west of the city. At approximately 21:30, they established a
similar checkpoint at the entrance of Deir Nizam village, northwest of the
city. They withdrew later and no arrests were reported.

 

· Jericho:
Israeli forces have continued to impose severe restrictions on the movement of
Palestinian civilians. At approximately 10:30 on Friday, 07 November 2014,
Israeli forces established a checkpoint at the entrance of Fasayel village,
north of Jericho. At approximately 20:00, they established a similar checkpoint
at the southern entrance of the city. They withdrew later and no arrests were
reported. 

 

· Jenin: at
approximately 11:30 on Monday, 10 November 2014, Israeli forces closed
al-Jalama checkpoint between the city and Israel. An hour later, they re-opned
the checkpoint without stating the reason.

 

· Qalqilya: Israeli forces have continued to impose severe restrictions on the
movement of Palestinian civilians. At approximately 10:30 on Thursday, 06
November 2014, Israeli forces established a checkpoint at the entrance of
‘Azzoun village, east of Qalqilya. At approximately 23:30, they withdrew and no
arrests were reported. 

 

At approximately 10:30 on Friday, 07 November 2014, Israeli forces
established a checkpoint at the eastern entrance of the city.

 

At approximately 19:20 on Saturday, 08 November 2014, Israeli
forces established a checkpoint at the entrance of ‘Azzoun village. They
detained Ahmed Radwan and Rami Sukkkar then released them after the Palestinian
liaison intervened. The aforementioned persons are officers in the Palestinian
intelligentsia.

 

At approximately 07:20 on Sunday, Israeli forces established
another checkpoint at the entrance of ‘Azzoun village. They stopped and
searched vehicles and detained Abdel Naser Qaddoumi (51), the director of the
Military Academy in Jericho, and released him after the Palestinian liaison
intervened. It should be noted that the aforementioned was distained despite
showing his VIP card to the soldiers. At approximately 20:35, two more
checkpoints were established: one at the entrance of Asala village and the
other at the entrance of Izabt al-Tabib village.

 

At approximately 14:00 on Monday, 10 November 2014, Israeli
soldiers established a checkpoint at the intersection of Jeet village.  At approximately 19:10, another checkpoint
was established at the entrance of ‘Azoun village.

 

· Tulkarm: at
approximately 17:010 on Thursday, 06 November 2014, Israeli forces stationed at
‘Annab checkpoint, which is established at the road between Tulkarm and Nablus,
tightened their restrictions. Later, the tightening ended and no arrests were
made. The tightening repeated on Saturday, 08 November 2014, Sunday, 09
November 2014, and Monday, 10 November 2014. 

 

Arrests and Maltreatment at Military Checkpoints

 

· At approximately 10:00 on Monday, 11 November 2014, Israeli forces
deployed in the Old City in Hebron arrested Kamel Muhammad Jineid (22) under
the pretext of not obeying the soldiers. He was taken to Jabara police station.
Later, he was released and handed to the Palestinian liaison.

 

· At approximately 11:00, Israeli forces stationed at the entrance
if “Gosh Itsion” settlement arrested Bilail Talal Abu Aeisha (20) when he
headed to meet Israeli intelligentsia then took him to an unknown destination.

 

· At approximately 16:00 on Tuesday, 11 November 2014, Israeli
infantry force moving form Beit Amr village, arrested Abd Raed Alqam (13) in
Asida village. They were moved to the military tower at the entrance of the
village. He was taken to an unknown destination.

 

· At approximately 16:00 on Wednesday, 12 November 2014, Israeli
forces deployed at the entrance of Beit Ainoun, east of Hebron, arrested Aida
Ahmed Jabarin then took her to an unknown destination.

 

4. Efforts
to create a Jewish demographic majority in occupied East Jerusalem

 

Incursions and arrests:

 

· At midnight on Thursday, 06
November 2014, Israeli forces arrested Tawfiq Mansour Muhammad al-‘Akkari (41)
after he finished the funeral procession of his brother who was killed on
Wednesday after the light train guards shot him when he ran down a number of
people who were in the train station of al-Sheikh Jarrah neighborhood.  The funeral started at 23:30 the previous
night and only 35 family members attended the funeral in response to the
Israeli magistrate court.

 

· At approximately 14:00 on the
aforementioned day, Israeli special forces moved in Jabal al-Mukabber
neighborhood, southeast of the city. They raided and searched a house belonging
to Jamal Ahmed Ibrahim Abu Jamal (47) then arrested him after beating him up.
They also raided a house belonging to Ahmad Ja’abis and arrested his son Ihab
(13).

 

· At approximately 22:00, Israeli
forces moved into al-Sadiya neighborhood in the old City in Jerusalem after
dozens of Palestinian youths threw stones and Molotov Cocktails at Israeli
soldiers. They fired rubber-coated bullets and sound bombs. Meanwhile, they
arrested 4 Palestinians and took them to an unknown destination: Haitham Said
al-‘Abbasi (24); Fathi Younis Jaber (19); Murad al-Ashhab (23); and Muaid
Haikal (21).

 

· At approximately 05:00 on
Friday, 07 November 2014, Israeli forces moved into the Old City in Jerusalem.
They raided and searched a number of houses and arrested 13 persons, including
3 children.  They were identified as:
Amin Qirsh; Farouq Hijazi; Omar Kilani; Fuad Jafar; Tareq al-Hashlmoun; Khaled
Atallah; Fares al-Ju’ba; Dawoud Mahdi Laban; Abaas Ju’ba; and children Amir
Barkat; Raed Murrar; and Bahauldein al-Shweiki.

 

· At approximately 17:00, Israeli
municipality staffs and Israeli intelligentsia moved into a house belonging to
Muhammad Ja’abis in Jabal al-Mukabber neighborhood. The aforementioned was
killed in 04 August 2014 after Israeli forces fired more than 25 gunshots at
him after he deliberately ran over an Israeli vehicle while driving his
bulldozer in Street No. (1).

 

· At approximately 19:00 on
Saturday, 08 November 2014, Israeli forces moved into al-Maqased Islamic
Association in al-Tour neighborhood, east of the Old City in Jerusalem, chasing
a person who threw stones at Israeli soldiers. They stormed into the emergency
department and arrested Anan Joulani (23) after beating him up.  According to eyewitness’ testimonies, Israeli
forces fired sound bombs, tear gas canisters and sprayed waste water at the
hospital the last two days. It should be mentioned that the hospital had issued
a statement condemning Israeli violations.

 

· At approximately 23:00 on
Saturday, 08 November 2014, Israeli forces moved into Silwan village. They
raided and searched a number of houses and arrested 12 persons. They were
identified as: Muhammad Saiouri; Samah Sarhan; Ali Abu Diab; Mansour Shiukhi;
Muad Shiukhi; Mahmoud Hadya; ‘Alaa al-Ashhab; Sufian Ghaith; Mahmoud Zaheda;
Hamza Joulani; Bilal al-Joulani; and Anan al-Joulani.

 

· At approximately, 01:00 on
Sunday, 09 November 2014, Israeli forces moved into a house belongin to
Muhammed Abu al-Hawa in al-Diya Street in al-Tour neighborhood. They arrested
his son Omar (14) and took him to an unknown destination.

 

· At approximately 01:30, Israeli
forces raided Wadi al-Jouz neighborhood, east of the Old City. They raided a
number of houses and arrested 3 persons, including two children: Muhammad
Marwan Abu Shama (18); Ibrahim Abdullah Iskafi (14); and Abdel Rahman Awadallah
(16).

 

· At approximately 04:00 on
Monday, 10 November 2014, Israeli forces moved into al-Swana neighborhood. They
raided and searched a number of houses and arrested 2 children: Raed Rafat
al-‘Ammouri (17) and Ahmed Mansour Abu Ghariba (17).

 

· At approximately 05:00, Israeli
forces moved into Silwan village, south of the Old City. They raided and
searched a number of houses and arrested 2 persons, including a child: Kaid
Yahya al-Rajbi (19); and Muhammad Nidal Eseed (16).

 

· At approximately 07:00, Israeli
forces moved into a house belonging to al-Zidani family in al-Bustan
neighborhood in the Old City. They arrested Muhammad Ziad al-Zidani (16).
Furthermore, they raided a house upon an order to arrest Hamza Hazem Zidani (2)
but the family intervened and prevented his arrest. Before withdrawing from the
aforementioned house, Israeli soldiers confiscated 3 computers.

 

· At approximately 09:00, Israeli
forces raided a house belonging to Abdel Rahman al-Shoulodi in Silwan.
According to eyewitness’ testimonies, they went up the roofs of neighboring
houses and took laser measurements of the aforementioned house. The
aforementioned person was killed in 22 October 2014 after the light train
guards fired 3 shots at him after his car went off track and hit a number of
people.

 

· At approximately 01:00 on
Tuesday, 11 November 2014, Israeli forces moved into al-Isawia village. They
raided a house belonging to Hamed Abdel Naser Obeid (19) and arrested him after
beating him up.

 

· At approximately 01:30, Israeli
forces moved into al-Swana neighborhood. They raided and searched a number of
houses and arrested 4 persons: Ahmed Ammouri (30); Nazir Ammouri (21); Muhammad
Qadmani (22); Tareq Qasha’am (22).

 

· At approximately 21:00, Israeli
forces moved into Wadi Qaddoum neighborhood and raided a number of houses. They
arrested 2 persons then took them to an unknown destination: Alaa Ahmed al-Ali (34)
and Amin Naser al-Ghoul (28).

 

Attacks
carried out by settlers

 

· At approximately 16:00 on
Friday, 08 November 2014, settlers from “Nov Zion” settlement threw stones at
houses and vehicles of the residents of Jabal al-Mukaber neighborhood,
southeast of Jerusalem. Palestinian youth responded by throwing stones and
Molotov Cocktails. Immediately, Israeli forces moved into the neighborhood and
fired sound bombs and tear gas canisters heavily.

 

· At approximately 18:30, 25
Israeli settlers organized a provocative demonstration from “Beit Ort”
settlement towards the settlement points in al-tour neighborhood, east of the
Old City, under heavy guard of Israeli soldiers. Upon their arrival near
al-Maqased Hospital, Palestinian youths threw stones and empty bottles at the
demonstration.  Israeli forces moved the
settlers in their vehicles under heavy gunfire then sprayed the entire
neighborhood with waste water. Before their withdrawal, they arrested Mahmoud
Abu Sbeitan (21) and Isa Ahmed al-Shaloudi (20).

 

· At approximately 04:30 on
Saturday, 3 Israeli settlers attacked Dawoud Siam while driving his taxi near
the traffic lights leading to Wadi al-Jouz neighborhood and Ramat Askoul in
Jerusalem. Siam told PCHR that while he was stopping at the traffic lights, a
taxi driven by 3 settlers stooped beside his car and the settlers started
screaming at him. They got out of their car and tried to open the doors of his
car. They smashed his side mirrors and damaged the doors.

 

· At approximately 23:00 on
Sunday, 09 November 2014, Israeli settlers tried to take over a “deserted”
building in Silwan, south of the Old City. According to PCHR’s investigations
and eyewitness testimonies, 6 – 8 settlers tried to take over a deserted
residential building belonging to Salah al-Shiukhi. They stationed at its doors
and chanted “This building is ours “. They residents of the neighborhood
prevented them from doing so by throwing stones and empty bottles. The
aforementioned building has been deserted for 6 years.

 

· At approximately 05:00 on
Tuesday, 11 November 2014, Israeli settlers wrote racist slogans against Arabs
and tore the tires of 5 cars in Beit Safasfa village. The cars belong to
al-Kahla, al-Mukhtar, Ibrahim, and Khalil families. They wrote: “No Cars  … No Terrorist Attacks”. The residents say
this is the fourth time the settlers had attacked the area.  

 

5. Settlement activities and attacks
by settlers against Palestinian civilians and property

 

Israel has continued its settlement
activities in the oPt, a direct violation of international humanitarian law,
and Israeli settlers have continued to attack Palestinian civilians and
property.

 

Attacks
carried out by Israeli forces

 

· At approximately 08:0 on Sunday, 09 November
2014, Israeli bulldozers expanded Ariel settlement and added lands from Brouqin
village, west of Salfit, to the Israeli industrial area. The bulldozing started
in the northern area near the aforementioned settlement. The lands belong to
Bassem Hassan Khalil Hassan and are known as Khilat al-Zafaran. They also made
500 meters road near the bulldozing site to note that the lands are to be
confiscated. It should be noted that nearly 150 acres were confiscated since
the beginning of the year. The lands which are threatened of confiscations are
estimated at 700 acres. The lands which were bulldozed since the start of the
year belong to: Fareh Othman al-Haj; Abdel Rahim Muahmed Amer; Ghazi Ahmed
al-Khatib; Omar Taisir Samarah; Hilmi Samarah; and Hassan Khalil Hassan.

 

· At approximately 19:00, Israeli forces moved
into Iqbat Hassna, north of al-Khader area, south of Bethlehem. They handed
Sami and Samih Mahmoud al-Shouli notices to destroy their houses under the
pretext of not having a construction permit. Al-Shouli said that Israeli forces
and Civil Administration employees moved into the area and handed him a notice
to destroy his 250-square-meter house in which 9 persons live. He added that
his brother Samih also received a notice to destroy his house of 250 square
meters. According to the aforementioned civilian, they were given a week to
file an objection against destruction order.

 

· At approximately 19:00 on Monday, Israeli
forces moved into Ma’in village, near Yatta, south of Hebron. They handed 4
notices to stop construction in 3 houses in the pretext of not having a
construction permit:

– an inhabited house of an area
of 100 square meters belonging to Isa Makhamrah;

– an inhabited house of an area
of 110 square meters belonging to Yousif Makhamrah;

– an inhabited house of an area
of 110 square meters belonging to Muahmmed Makhamrah, and;

– Ma’in boys’ school.

 

· Around the same time, Israeli Construction and
Organization Department in the Israeli Civilian Administration handed Saed
Shinran and Ihsan Shinran two notices to destroy two tents in which they live
with their families in the pretext of not having a construction permit.

· At approximately 11:20 on Monday, Israeli
soldiers handed 4ntoices to destroy 4 houses in the pretext of not having a
construction permit in area “C” in Hijja area, in Qalqilya. They aforementioned
houses belong to Yousif Hilan; Ibrahim Hilan; Bilal Masalha; and Nizam Masalha.

 

Attacks carried out by settlers

 

· At approximately 01:30 on Thursday, 07
November 2014, Israeli settlers moved into the eastern area of Nablus and
headed to Yousif Tomb. Around the same time, Israeli forces moved into the city
and stationed in the eastern side area to secure the settlers. They preformed
their religious ceremonies then withdrew under Israeli soldiers guard.

 

· At approximately 17:00 on Sunday, dozens of
settlers from “Adoura” settlement which is established on confiscated lands,
west of Hebron threw stones at Palestinian vehicles passing across bypass road
(60). As a result, a vehicle belonging to Wael al-Batran was damaged.

 

· At approximately 19:35 on Monday, 10 November
2014, Israeli settlers moved from Arail settlement near al-Samera intersection
and tried to attack the Palestinian workers who were waiting at the
intersection for Palestinian vehicles heading towards their villages. Israeli
forces arrived at the area and prevented the settlers from attacking the
workers.

 

· In the evening of the aforementioned day,
dozens of settlers gathered near Howara checkpoint and attacked Palestinian
vehicles and stone saws and destroyed the blocks that were prepared for
construction purposes. An eyewitness said a hat carrying the Israeli flag
belonging to one of the settlers was found in a stone-pit belonging to Naji
Yousif Sulaimn Asmar. The losses of the aforementioned stone-pit’s owner were
estimated at 4 thousand NIS as 150 blocks were destroyed. Furthermore, the
settlers attacked a stone-pit belonging to Sadeq Abdel Latif and destroyed a
number of stone carriers.

 

· At approximately 23:30, Ashraf Musa Sa’ed (39)
was driving an Octavia 2010 belonging to al-Mihrab Taxi Company in Talfit,
southeast of Nablus. He was returning with his wife Lina Saleh Mahmoud Sa’ed
(36) from Nablus to Talfit. He took “Ytshar” road because Howara checkpoint was
closed at that time. He saw a military jeep parked near “Jifat Jilad”
settlement. He slowed down while passing near the jeep; however, he was
startled with a stone thrown directly at the front window. He stopped his car 5
meters from the jeep. 4 masked settlers attacked him with stones. One of the
stones hit the front window and the glass flew onto his wife who is 2-month
pregnant. He headed to Howara checkpoint, but a soldier raised his weapon in
his face and told him to return with his car. A stone was thrown into his car
again. He asked help from Israeli police but they did not cooperate.
Eventually, he headed to Burin village.

 

 

· At approximately 02:00 on Wednesday, 12
November 2014, fire was set into Othaman Bin Affan mosque in the western
neighborhood of al-Mughir village, north of Ramallah. According to PCHR’s
investigations and eyewitnesses’ testimonies, a group of settlers are behind
this incident. Al-Mughir village is surrounded by three settlements: Mali
Afrim, Shilo, and Kokhaf Shaher. According to Bahija Abu Alya (70), who lives
next to the mosque, at approximately 01:00, she heard cars passing near the
mosque. She saw a white jeep stopping by the mosque. Saeda Abu Alya, who lives
100 meters from the mosque, said she saw lights before the house at
approximately 03:00. Faraj Nasan said that the security specialist examined the
mosque and said that the western window of the mosque was broken and burning
material was poured into the place.

 

 

 

 

 

 

 

 

 

 

 

 

 

 

 

 

 

 

 

 

 

 

Recommendations to the International Community

 

 

PCHR emphasizes the
international community’s position that the Gaza Strip and the West Bank,
including East Jerusalem, are still under Israeli occupation, in spite of
Israeli military redeployment outside the Gaza Strip in 2005. PCHR further
confirms that Israeli forces continued to impose collective punishment measures
on the Gaza Strip, which have escalated since the 2006 Palestinian
parliamentary elections, in which Hamas won the majority of seats of the
Palestinian Legislative Council. PCHR stresses that there is international
recognition of Israel’s obligation to respect international human rights
instruments and the international humanitarian law, especially the Hague Regulations
concerning
the Laws and Customs of War on Land and the Geneva Conventions. Israel is bound to apply
the international human rights law and the law of war sometime reciprocally and
other times in parallel in a way that achieves the best protection for
civilians and remedy for victims.

 

In light of continued
arbitrary measures, land confiscation and settlement activities in the West
Bank, and the continued aggression against civilians in the Gaza Strip, PCHR
calls upon the international community, especially the United Nations, the High
Contracting Parties to the Geneva Convention and the European Union – in the
context of their natural obligation to respect and enforce the international
law – to cooperate and act according to the following recommendations:

 

1. PCHR calls upon the international community and the
United Nations to use all available means to allow the Palestinian people to
enjoy their right to self-determination, through the establishment of the
Palestinian State, which was recognized by the UN General Assembly with a vast
majority, using all international legal mechanisms, including sanctions to end
the occupation of the State of Palestine;

2. PCHR calls upon the United Nations to provide
international protection to Palestinians in the oPt, and to ensure the
non-recurrence of aggression against the oPt, especially the Gaza Strip;

3. PCHR calls upon the High Contracting Parties to the
Geneva Conventions to compel Israel, as a High Contracting Party to the
Conventions, to apply the Conventions in the oPt;

4. PCHR calls upon the Parties to international human
rights instruments, especially the Covenant on Civil and Political Rights and
the Covenant on Economic, Social and Cultural Rights, to pressurize Israel to
comply with their provisions in the oPt, and to compel it to incorporate the human
rights situation in the oPt in its reports submitted to the concerned
committees;

5. PCHR calls upon the High Contracting Parties to the
Geneva Conventions to fulfil their obligation to ensure the application of the
Conventions, including extending the scope of their jurisdiction in order to
prosecute suspected war criminals, regardless of the nationality of the
perpetrator and the place of a crime, to pave the way for prosecuting suspected
Israeli war criminals and end the longstanding impunity they have enjoyed;

6. PCHR calls on States that apply the principle of
universal jurisdiction not to surrender to Israeli pressure to limit universal
jurisdiction to perpetuate the impunity enjoyed by suspected Israeli war
criminals;

7. PCHR calls upon the international community to act in
order to stop all Israeli settlement expansion activities in the oPt through
imposing sanctions on Israeli settlements and criminalizing trading with them;

8. PCHR calls upon the UN General Assembly to transfer
the Goldstone Report to the UN Security Council in order to refer it to the
International Criminal Court in accordance with Article 13(b) of the Rome
Statute;

9. PCHR calls upon the United Nations to confirm that
holding war criminals in the Palestinian-Israeli conflict is a precondition to
achieve stability and peace in the regions, and that peace cannot be built on
the expense of human rights;

10. PCHR calls upon the UN General Assembly and Human
Rights Council to explicitly declare that the Israeli closure policy in Gaza
and the annexation wall in the West Bank are illegal, and accordingly refer the
two issues to the UN Security Council to impose sanctions on Israel to compel
it to remove them;

11. PCHR calls upon the international community, in light
of its failure to the stop the aggression on the Palestinian people, to at
least fulfil its obligation to reconstruct the Gaza Strip after the series of
hostilities launched by Israel which directly targeted the civilian
infrastructure;

12. PCHR calls upon the United Nations and the European
Union to express a clear position towards the annexation wall following the
international recognition of the State of Palestine on the 1967 borders, as the
annexation wall seizes large parts of the State of Palestine;

13. PCHR calls upon the European Union to activate Article
2 of the EU-Israel Association Agreement, which provides that both sides must
respect human rights as a precondition for economic cooperation between the EU
states and Israel, and the EU must not ignore Israeli violations and crimes
against Palestinian civilians;

14. PCHR calls upon the Palestinian leadership to sign and
accede to the Rome Statute of the International Criminal Court and the Geneva
Conventions, and calls upon the international community, especially the United
Nations, to encourage the State of Palestine to accede to international human
rights law and humanitarian law instruments.
