Israel’s Violations of Human Rights and International Humanitarian Law in the West Bank in October 2025

In October 2025, the Israeli Occupying Forces (IOF) and Israeli settlers continued their crimes and violations of human rights and international humanitarian law against Palestinians and their properties in the West Bank, including occupied Jerusalem. These crimes have included willful killings, destruction of public and private property, arrests, threats, among others.

This month witnessed the most violent wave of settlers’ attacks against Palestinian farmers during the olive harvest season, with around 80 assaults reported against olive pickers. These attacks included preventing farmers from accessing their lands and uprooting or cutting down approximately 2,020 olive seedlings and trees from Palestinian fields.

Settlers’ attack, which have unprecedently escalated in the West Bank, along with the ongoing land confiscations, are part of a systematic policy of ethnic cleansing targeting the Palestinian existence. These attacks are neither isolated acts nor random incidents; rather, they are part of an integrated colonial system carried out with direct support from the Israeli government and all its institutions—legislative, executive, military, and security. This official complicity reflects Israel’s deliberate persistence to pursue a systematic colonial policy driven by political and ideological motives, aimed at entrenching Israeli control over Palestinian land and imposing a permanent reality of exclusion and domination, as manifested in the official Israeli pursuit to impose sovereignty over the West Bank.

The following are among the violations documented and highlighted by the Palestinian Centre for Human Rights (PCHR):

Killings and violation of the right to life and bodily integrity:

The IOF and settlers’ attacks during the reporting period in the West Bank have resulted in the killing of 12 Palestinians, including 9 civilians, among them one child, and the injury of 82 other civilians, including 31 children and an elderly woman. Also, a Palestinian died in Israeli jails.

On 02 October 2025, IOF, who were stationed at the military checkpoint established between Beit Ur al-Fauqa and Beit Ur al-Tahta villages in western Ramallah, shot and killed Mohammed ‘Ali Yousef Ishtiyeh (37), from Kafr Ni’ma village in Ramallah. The IOF held Mohammed’s body and arrested another person who was with him after he was injured. The IOF claimed that Ishtiyeh had attempted to carry out a run-over attack.

On 08 October 2025, IOF killed Jehad Mohammed Jamil ‘Ajaj (26) after shooting him with two bullets in the back and lower limbs during clashes that erupted with Israeli settlers who had raided Deir Jarir village in Ramallah, under the IOF’s protection. Three other civilians were also injured during the clashes.

On 10 October 2025, IOF killed Mohammed ‘Adnan Yousef Salama (25), from al-Marah neighborhood in Jenin, after shooting him with two bullets in the abdomen and neck. Mohammed was shot during stone-throwing at the IOF, who were patrolling the Cinema Roundabout area in central Jenin. Another child also sustained bullet shrapnel injuries during the incident.

On 17 October 2025, medical personnel at Abu al-Hasan al-Qasem Governmental Hospital in Yata announced the death of Mohammed Bahjat Mohammed al-Hallaq (9), a few hours after he was injured by a live bullet fired by Israeli soldiers during their incursion into the village. The bullet penetrated below the right side of his waist, causing entry and exit wounds, leading to internal organ lacerations and severe bleeding that resulted in his death.

On the same day, IOF killed Mahdi Ahmed Mahmoud Kmail (19), from Qabatiya village, southeast of Jenin, during their incursion into the village. The IOF had fired around ten bullets at him from a distance of no more than 50 meters while he was trying to flee from the soldiers. The young man fell to the ground and remained lying there for about half an hour before the soldiers approached him. A Palestinian ambulance arrived at the scene; however, the IOF denied it access to the injured. After the IOF withdrew, the ambulance managed to reach Kmeil and transferred him to Jenin Governmental Hospital, where medical sources pronounced him dead at around 21:00 the same day, after he had sustained several bullet wounds to the back, waist, and feet. On 19 October 2025, IOF killed Majed Mohammed ‘Abdullah Dawoud (42) after surrounding his father’s house, located next to his own house in ‘Ein Beit el Maa’ camp in western Nablus, and shooting him with three live bullets in the abdomen and others in the right leg, causing severe lacerations. Majed’s nephew, Nour Abu Shalal (22), was also injured by a live bullet in the leg before being arrested by the IOF.

On the same day, Palestinian detainee Mahmoud Talal ‘Abdullah (49), from Jenin refugee camp in western Jenin, died at Asaf Harofeh Hospital in Israel. According to the Palestinian Prisoners’ Club and the Commission of Detainees and Ex-Detainees Affairs, the IOF arrested ‘Abdullah on 01 February 2025. Following his arrest, his health condition deteriorated severely, and it was later revealed that he had cancer. He was transferred from Megiddo Prison to Gilboa Prison and then to the Ramla Prison Clinic. Despite medical examinations confirming that he had cancer in an advanced stage, the Israeli authorities refused to release him and continued to hold him in detention until he passed away a day after being transferred to Asaf Harofeh Hospital.1

On 24 October 2025, medical staff at the Specialized Arab Hospital in Nablus declared the death of Mohammed Ahmed Abu Hanina (18), who succumbed to the injury he sustained the previous day when the IOF fired a live bullet that penetrated his chest and exited his back during their incursion into New Askar refugee camp, east of Nablus.

On 26 October 2025, IOF killed Mohammed Bassam Mohammed Tayaha (20), from ‘Arab al-Ramadin village in southern Hebron, after shooting him with a live bullet in the abdomen while he was attempting to cross the wall established on the lands of ‘Arab al-Ramadin, separating the village from the Green Line to its west. The IOF took him to the “Meitar” crossing before handing his body over to the Palestinian Red Crescent Society (PRCS) teams.

On 28 October 2024, three Palestinians were killed in an Israeli airstrike after being surrounded by Israeli special forces in a mountainous area near Kafr Qud village, west of Jenin. The IOF held the bodies of the three Palestinians, whom they claimed were wanted. Those killed were identified as: Ahmed Azmi Neshrati (29), Ziyad Nasser Mohammed Abu Jass (23), and Abdul Wahab Hassan Abdul Wahab ‘Alaqmeh (24), all residents of Jenin refugee camp, west of Jenin city.

Thus, the death toll due to the IOF’s attacks in the West Bank since the beginning of this year has risen to 203, including 99 civilians, among them 33 children and 5 women. Furthermore, 13 Palestinian detainees, including a child, have died in Israeli prisons. Additionally, dozens were injured by the IOF’s gunfire across the West Bank.

Demolition and land-razing

The IOF demolished 18 facilities in the West Bank, including occupied East Jerusalem: 12 houses were completely demolished, among them seven were demolished under the pretext of unlicensed construction, two house were demolished as part of the Israeli collective punishment policy, and three were self-demolished by the owners in occupied East Jerusalem. They also demolished 6 dwellings, a tent, and a commercial facility across the West Bank.  

During their ground assaults in cities and refugee camps across the West Bank, the IOF caused widespread destruction to infrastructure, including roads, water networks, telephone lines, and electricity, in Jenin, Nur Shams, and Tulkarm refugee camps, east of Tulkarm and Ramallah.

From 04 to 27 October 2025, IOF forced three Palestinians to self- demolish three housing units in occupied East Jerusalem, displacing 16 individuals, including 5 women and 3 children.

From 20 to 31 October 2025, Israeli authorities demolished 7 houses in Furush Beit Dajan village in central valleys, in Al-Funduq village in Qalqilya, and in Ramallah and Jericho. The demolished houses contained 8 housing units. The IOF also demolished 6 agricultural facilities in Deir Ballut village in Salfit, in Rawabi al-‘Issawaiyia area near Az-Za’ayyem village in occupied East Jerusalem, and in Hebron. As a result, 7 families of 25 individuals, including 13 children and 7 women, were displaced.

From 05 to 22 October 2025, as part of the collective punishment policy, IOF destroyed two houses comprising of three housing units in Hebron and Salfit, displacing two families of 8 individuals, including 3 children and 2 women.

Land confiscations and settlement expansion

During the reporting period, the IOF and Israeli settlers continued their settlement expansion policy materialized in confiscating and razing Palestinian lands to establish settlement outposts and expand settlements. The Following is some of violations highlighted and documented by PCHR:

On 09 October 2025, Israeli settlers set up a tent between Palestinians’ houses in Sheikh Jarrah neighborhood in occupied East Jerusalem.

On 15 October 2025, expansion works began in the settlement outpost established in the middle of Abu Soda Forest, woodlands opposite Beit Ummar village in northern Hebron.

On 24 October 2025, Israeli settlers seized a cave in the Sarura area, east of Yatta city, south of Hebron. They brought their personal belongings to the site and announced the establishment of a new settlement outpost.

On 26 October 2025, settlers established a new settlement outpost on the lands of Khirbet Haribat al-Nabi, east of Yatta city in southern Hebron, where they set up tents.

They also established a new settlement outpost in Wadi Qabun area, north of Halhul city in southern Hebron, where they set up tents and a steel room and brought livestock into the area.

Settler violence

Israeli settlers conducted 180 attacks against Palestinians and their properties in various villages and cities across the West Bank, including occupied Jerusalem. Forty Palestinians were injured in these attacks. Additionally, 24 vehicles were burned or damaged, and two others were stolen. The settlers also attacked five houses and set fire to ten more, destroyed five solar panels, damaged a water line, vandalized three water tanks and stole two of them, in addition to leveling and plowing lands.

This month witnessed a significant escalation in settlers’ attack against Palestinian farmers during the olive harvest season, with around 80 assaults documented and approximately 2,020 olive seedlings and trees cut down from Palestinian fields. ( More details available in PCHR’s press release).

On 01 October 2025, Israeli settlers burned a two-story agricultural dwelling built of wood and red tiles in Khirbet Ras al-Zaid, south of Nablus.

On 03 October 2025, settlers set fire to dozens of dunams planted with olive trees just before the harvest, inflicting significant economic losses to farmers in Beit Sira village, west of Ramallah.

On 04 October 2025, settlers attacked a house by throwing stones and set a vehicle on fire, resulting in the injury of a pregnant woman from the stone-throwing in Wadi al-Rakheem, south of Yatta city in Hebron.

On 10 October 2025, settlers attacked Umm al-Khair Bedouin village, east of Yatta city, and began uprooting olive seedlings planted on private lands, covering an area of approximately 4 dunams. These lands contained around 100 olive seedlings that had been planted three years earlier.

On 24 October 2025, settlers attacked Abu Sidra Bedouin community, east of East Jerusalem, setting fire to nine tinplate dwellings, damaging solar panels, and puncturing three water tanks in an attempt to forcibly displace the community’s residents.

On 24 October 2025, a group of approximately 60 settlers attacked al-Mughayir village, east of Ramallah, setting fire to six vehicles and throwing stones at a house.

On 31 October 2025, settlers attacked and severely beat Hikmat Shteiwi in Kafr Qaddum village, east of Qalqilya. They then forced him into his vehicle and set it on fire, resulting in injuries to his head, hands, and legs. His condition was described as serious.

IOF Attacks in Jerusalem:

IOF’s violations and Judaization attempts continued in occupied East Jerusalem by approving the building of hundreds of new settlement units and entrenching their house demolition policy against Palestinians under various pretexts. IOF also continue to impose age-based access restrictions to Al-Aqsa Mosque, especially on Fridays, and enforce strict search procedures.

In addition to house and facility demolitions as elaborated above, PCHR documented the following:

On 09 October 2025, the Israeli occupation authorities prevented a meeting of cultural and sports clubs and associations in Wadi al-Joz neighborhood in Jerusalem, claiming that the meeting was organized under the auspices of the Palestinian Authority. At around 10:00, the IOF had raided the headquarters of the Union of Charitable Associations in the city and stationed themselves at its main gate. They forced everyone inside out and informed them of the ban. They also detained the Union’s President, Majdi Zughir, and General Director, Youssef Qurayy, inside the headquarters before arresting them later. The Israeli occupation authorities hanged the ban order, signed by Israeli Minister of National Security Itamar Ben-Gvir, on the headquarters’ door. The order, dated 08 October 2025, stated: “There is an intention to hold a conference under the auspices of the Palestinian Authority without written authorization,” noting that the decision is based on the so-called “Law for the Implementation of the Interim Agreement on the West Bank and Gaza Strip/Determining Activities/1994.”

On 14 October 2025, IOF raided Kisan Joint Secondary School in eastern Bethlehem, claiming that the school broadcast had addressed the Palestinian prisoners’ cause.

Restriction on freedom of movement and checkpoints

The IOF have intensified the number of checkpoints and roadblocks across the West Bank, further tightening restrictions on freedom of movement between cities and villages and isolating them from one another through checkpoints and metal detector gates placed at village entrances, exceeding 1,008 gates. Some of these gates are never opened, forcing Palestinians to cross them on foot—unless it poses a threat to their lives—to move between Palestinian cities and villages to attend to their needs. In addition to these gates, hundreds of fixed and mobile checkpoints are deployed to further restrict the movement of Palestinians.
