PCHR Issues a Special Report on the Misuse of Weapons in Peaceful Marches
PCHR has published a special report on the misuse of weapons in peaceful marches and demonstrations. The report details incidents resulted from the misuse of
weapons by Palestinian gunmen in peaceful marches and demonstrations, which caused casualties among Palestinians in the Occupied Palestinian Territories in the period of 28 September 2000 to 26 September 2004.
According to PCHR’s documentation, during the period under study, 13 Palestinians were killed and 21 others were injured as a result of the misuse of weapons during peaceful demonstrations. Most of these casualties were in the Gaza Strip, where 11 Palestinians were killed and 21 others were injured. The other two fatalities were in the West Bank.
The report also criticized the weak and ineffective action taken by the Palestinian National Authorities in searching for and prosecuting the perpetrators of such crimes. The Attorney General does not investigate most of these crimes nor does prosecute their perpetrators. This fact was emphasized by the Attorney General’s response to letters sent by PCHR inquiring about a number of cases of the misuse of weapons, as through the correspondence it became clear that the Attorney General had not been informed about 6 of these cases.
PCHR expressed its increasing concerns for the lives of Palestinian civilians in the absence of the rule of law. PCHR called upon individuals and official and unofficial bodies to play a major role in efforts made to put an end for this phenomenon. PCHR also expected an increasing number of civilian victims if law enforcement agencies do not intervene to end this dangerous phenomenon
