Postponement of the December conference in Geneva on international protection for Palestinian civilians

PCHR and FIDH regret informing you of the postponement of the international conference "If not now, when? Protecting Palestinian Civilians," scheduled for 13-15 December 2006 in Geneva, aiming to realize the deployment of an international force to protect Palestinian civilians within the 4 June 1967 border.

For the past few months, both organizations have been actively pursuing preparations to hold the conference to lobby the Swiss Government and the High Contracting Parties of the Fourth Geneva Convention to provide protection for Palestinian civilians.

The conference is part of PCHR and FIDH continuous work towards the full de jure` applicability of the Fourth Geneva Convention within the 4 June 1967 border, including the protection of Palestinian civilians.

Israeli human rights violations against Palestinians since June 2006 have been unprecedented since the start of the occupation in 1967. Thus, there is added urgency to lobby the international community to deploy an international force to protect Palestinian civilians living under Israeli occupation. Furthermore, an international protection force was deployed in Southern Lebanon this summer. In light of these two indicators, the ambitious goal of the conference was to push towards the immediate provision of international protection to Palestinian civilians within the 4 June 1967 border.

However, a recent assessment of the situation by PCHR and FIDH reached the conclusion that holding the conference in its scheduled date would not lead to the realization of its objectives. The two organizations and their partners decided to allocate more time towards laying the basis for the success of the conference. Thus, the conference has been postponed.

PCHR and FIDH remain strongly committed to work towards ensuring the full de jure` applicability of the Fourth Geneva Convention within the 4 June 1967 border, including the provision of international protection for civilians. Thus, both organizations and their partners will continue advocacy, lobbying, and networking activities to create a favorable environment, allowing for the realization of this goal.
