The Palestinian Center for Human Rights (PCHR)
strongly condemns the arrest of Dr. Ayman Daraghma, Member of the Palestinian
Legislative Council (PLC) representing the Change and Reform Bloc affiliated to
Hamas.  PCHR views this arrest as part of
an ongoing campaign targeting PLC Members who were elected in the January 2006
legislative elections.  PCHR views this
arrest as a form of reprisal and collective punishment against Palestinian
civilians, which is prohibited under Article 33 of the 1949 Geneva Convention
Relating to the Protection of Civilian Persons in Time of War (Fourth Geneva
Convention).

 

According to investigations conducted by PCHR,
at approximately 02:00 on Wednesday, 14 December 2011, IOF moved into
al-Massayef area in Ramallah.  They
raided a house belonging to PLC member Dr. Ayman Dargaha.  According to Daraghma’s family, IOF raided
the house and asked Dr. Darghma for his identity card and later arrested
him.  Thus far, the number of PLC Members
who have been detained by IOF has amounted to 24.  It should be noted that Daraghma was arrested
in March 2009 and remained under administrative detention until 16 November
2010.

 

This latest arrest is part of an ongoing
Israeli campaign targeteding PLC Members from the Change and Reform Bloc
affiliated to Hamas as well as party ministers and members of local councils in
the West Bank since late June 2006, following Hamas’ victory in the Palestinian
legislative elections that were organized in January 2006. 

 

PCHR condemns arresting PLC Member, Dr. Ayman
Daraghma, and:

 

1. Stresses that detention of PLC Members is part of a plan aimed
at undermining the results of Palestinian legislative elections, which were
organized in January 2006 under fair and democratic procedures;

2. Emphasizes that the arrest constitutes a form of reprisal and
collective punishment against Palestinian civilians, which is prohibited under
the Fourth Geneva Convention; and

3. Calls for immediate release of PLC Member Daraghma and all other
PLC Members and ministers who have been detained in Israeli jails.
